ANNEXURE – B (ENGLISH) As per the provisions of notification no. S.O.1533 dated 14/09/2006 and its amendment S. O. 3067 (E) dated 01/12/2009 issued by Ministry of Environment and Forests, Government of India, New Delhi, Public Hearing is conducted for the project of M/s. Paushak Ltd. covered under Category A of the said notification, for their proposed expansion of existing speciality chemicals manufacturing unit located at Plot No. 144, 145, 146, 147, 229, 230, At: Panelav, PO: Tajpura, Taluka Halol - 389 350, Dist: Panchmahal, Gujarat under the supervision of Shri Milind Torwane (IAS), Collector and District Magistrate, Panchmahal. Shri I. B. Chaudhari, Regional Officer, GPCB, Godhra and representative of Member Secretary, GPCB – a panel member of the Public Hearing Committee; welcomed all present to the Public Hearing. He outlined the various provisions of the Notification and briefed the procedural details for conducting this Public Hearing including actions taken by GPCB for wide publicity of this public hearing advertisement given earlier in the local news papers in vernacular language as well as english. All surrounding gram panchayat were informed before public hearing. He announced that as per the provisions of Notification, only locally affected persons will be allowed to make their representation in the Public Hearing while others having plausible stake may give their representation in writing which would be included in the proceedings. He also made it clear to the gathering that making recommendation about the project proposal is out of the purview of the working of the public hearing committee and is solely responsible for preparation of proceedings of the meeting covering all the concerns raised during the public hearing. The Regional Officer, GPCB, Godhra further informed the forum that two written representations were received prior to public hearing. The first were received from Shri Pravin Sheth, Senior Citizen, Technocrate, Ankleshwar and second Shri Mahesh Pandya, Paryavaran Mitra - Ahmedabad based NGO which would be included in proceedings. The same are enclosed as Annexures C1 and C2 along with the replies submitted by the project proponent as Annexures D1 and D2 respectively. He then opened the Public Hearing after due permission from the Collector. He invited the Project Proponent to give their introduction and to make the presentation of their project. Thereafter power point presentation in Gujarati language covering introduction of the Company, technical information, details of proposed project, safety precautions to be adopted, Environmental Management System, its impact on the environment along with proposed mitigation measures and industry’s activities was made by Shri Shailesh Mangrola representative of M/s. PaushakLtd.

After this, Regional Officer, GPCB, Godhra with the due permission of the Collector opened the forum for representations / suggestions / objections from the locally affected people.
