EMERGENCY HANDLINGEmergency is an occurrence due to damage to pipeline / equipment results in uncontrolled release of hydrocarbons / hazardous vapors which may or may not be associated with Fire.
PHASES OF AN EMERGENCY HANDLING
• Warning Phase - Disaster caused by weather can be predicted
• Period of Impact - Emergency caused by lightening / earthquake
• Rescue phase - Containment and rescue (till area made safe)
Product spillage is recovered within min possible time
Loss of product/process is minimized

OFF SITE DMP PLAN :
The “Off-Site Emergency / Disaster Management plan” begins beyond thepremises of The plant. The following are the important features of “off SitePlan”.
•The off site emergency plan will be under the control of localadministration.
•The plant authorities need to extend their cooperation to the local•The plant authorities need to extend their cooperation to the localadministration.
•The Plant authorities should make available their ‘on site emergency plan’so that the nature of risks and hazards involved in the plant will be knownto all the concerned people.

OFF SITE DMP AT PETRONET MHB LIMITED (PMHBL) CONDUCTED ON 22.02.2011
CASE STUDY :Scenario -
•A case scenario is envisaged for immediate leak repair left byunsuccessful pilferers who have abandoned the pilferage activity, afterencountering profuse leak at the attempted site during early morninghours.
Location -Location -
•The location for off site mock drill is situated at Chainage 26 Km ofpipeline IN Dakshina Kannada District, which is very remote and adjacentto forest area where there are very few habitants in and around PMHBLRight Of User (ROU).
Incident-
•Profuse leak of Petroleum product formed the vapors in the vicinity andcaught fire due to lighting a match stick by a worker (quarry site) nearbythe leak spot.

Actions -
• On getting information on the incident Station in Charge – PMHBL,Mangalore Terminal activated the disaster management plan in co-ordination with various agencies such as:
Police officers of Bantwal Rural Police StationFire Station, MangaloreFire Station, MangaloreDistrict Administration and Local PanchayatHospitals for emergency readinessDepartment of Factories and BoilersKarnataka State Pollution Control BoardDepartment of ForestsQuarry owner whose site is situated about 500 meters from the affected site.
Rescue & repair work–
• On Activating the DMP and informing to the authorities detailed above therescue and repair work carried out with following sequence

- ERV Team reaches spot - Fire Brigade reaches spot - Fire extinguished- Ambulance reached the spot and with medical team arrives and attends to the injured persons and carries the injured to the after giving first-aid
- Pipeline hole plugged with wooden plug - Pipeline hole plugged with wooden plug - District Authority reaches spot - Product salvaged after trench cutting - Tank truck arranged for salvaging of product - Trench excavation for removal of product soaked earth completed - Leak Clamp fixing completed - Testing of pipeline completed - Declaration by District Authority on DMP closure (Chief Ex. Officer –
Revenue department)
The total time taken from DMP activation to DMP closure is 07 Hrs.
After rescue & relief & repair phase , all were assembled at Assembly point & the DMP closure concluded by speech from District Authorities.
