1. INTRODUCTION

Government of India has launched the policy on the Petroleum,

Chemicals and Petrochemical Investment Region (PCPIR) in the country in the

month of May 2007. The Policy defined the concept of PCPIR in an area of

around 453 square kilometers for developing manufacturing facilities for domestic

and export led production in petroleum, chemical & petrochemical along with the

associated services and infrastructure at Dahej and Vagra in District Bharuch

South of Gujarat. Currently there are four PCPIR zones underway in the country,

they are-Vishakhapatnam and East Godavari District in Andhra Pradesh,

Bharuch in Gujarat, Paradip in Orissa and cudallore and Nagapattnam District in

Tamil Nadu.

1.1 Location of the Proposed PCPIR

The Government of Gujarat proposes to set up the Gujarat PCPIR (GPCPIR) at

Dahej, spread over the Blocks of Vagra and Bharuch in the District of Bharuch,

South Gujarat. The coastal (Gulf of Khambhat) & riverside (Narmada River)

portion of the Vagra-Dahej sub-region, falling under the administrative

boundaries of the Vagra and Bharuch Taluka within Bharuch District of South

Gujarat and encompassing an area of 453 sq. km have been earmarked as the

proposed site for development of PCPIR by the Government of Gujarat. The

PCPIR is surrounded by the Gulf of Khambhat in the West, Narmada River &

Aliabet Island in the South, villages of Vagra and Bharuch Tauka in the East and

Dahej Samni Railway Line in the North. The delineated area for PCPIR falls

between 210 36’37” N to 210 54’8” N latitude and 720 29’48” E to 720 57’30” E

longitude (Figure-1).

There are 44 villages falling within PCPIR area under the jurisdiction of GIDC,

Gram Panchayats, covering an area of 45295 ha including 3988 ha of CRZ.

Available area of PCPIR is 41307 ha which covers an area of 26873 ha in Phase

I and 14434 ha in Phase II.

1.2 Land Use Pattern PCPIR in Bharuch District

Rainfed agriculture is the major activity in the study area. More than 60% of land

is brought under cultivation with crops like millet, wheat, jowar, bajra and paddy

etc. and other corps such as sugarcane, groundnut, pulses and cotton are also

grown in the study area. The study area is covered with 7% irrigated land

whereas forest land is only about 1% of the total land area. Soil characteristics

indicate sand, silt and clay texture. Clay is the prominent textural class followed

by sandy clay loam, in the impact zone. The pH of the soil is neutral to alkaline.

The soluble salt content in all the soils is low <1dS/m. In general, the soil

samples in the study area have low to very high adsorption capacity as evident

from the cation exchange capacity. Exchangeable sodium percentage (ESP) of

the soil samples in the study area was raging from 4 to10, which can be

considered as satisfactory. Soils are poor to medium in terms of organic carbon

content. The concentration of heavy metals found in the study area was normal.

The infrastructure development PCPIR region includes road development, port

development, rail links, desalination plants, setting up of LNG terminal etc. These

are over and above the main project of refinery or feedstock. In fact the

government of Gujarat is in the process of consultation with ministry of civil

Aviation for development of airport in Ankleswar Industrial belt.

1.3 Remote Sensing and GIS Technology for land use mapping

For monitoring the changes in land use pattern over the period of time, integrated

geo-spatial technologies such as remote sensing (RS), geographic

information system (GIS) and global positioning system (GPS) can

contribute to interactive operations that would be an asset for assessing,

understanding, and mapping utility and service facilities, as well as monitoring

changes in environmental problems. By utilizing remote sensing data and

implementing GIS mapping techniques, changes in land use pattern can be

monitored and mapped for specific developmental projects. Creating linkages

between remote sensing data and socio-economic data obtained from field

surveys has been recognized as one of the major challenges of land use/land

cover change studies (Rindfuss et al., 2003). Satellite remote sensing, with its

repetitive coverage and multi-spectral capabilities, is a powerful tool for mapping

and monitoring the emerging changes in land use and peripheral environments.

The loss of agricultural land because of rapid urbanization has been detected

using remote sensing techniques in some cities of India, such as Hyderabad,

Madras, and Nagpur (NRSA, 1994).

2. Objectives of the Study

The major objectives of this study on monitoring land use changes using Geo-

informatics Technology are follows:

i) Preparation of data-base of various thematic layers like, land use / land

cover, drainage, surface water bodies, settlements, road network and administrative boundaries in GIS environment of the PCPIR area.

ii) Preparation of land use maps of three consecutive years of 2011, 2012 and 2013 indicating Level-III land use classes.

iii) Monitoring changes in Land use during these three years in the PCPIR area in Bharuch District

iv) Quantification of changes in land use pattern during 2011 to 2013 in the PCPIR area.

3. METHODOLOGY The general methodology adopted for satellite data analysis and preparation of

various thematic layers in GIS environment is as follows:

Digitization of base maps and geo-referencing with satellite digital data

Creation of GIS database of various thematic layers in GIS environment.

Generation of GIS database for base maps, drainage, surface water

bodies and land use / land cover, low-lying areas etc.

Mapping of land use / land cover, using Indian Remote Sensing Satellite

LISS-III digital data and CARTOSAT data

3.1 Satellite Data Used

In the present study, Indian Remote sensing Satellite (IRS) LISS-III (24 m

resolution) and CARTOSAT-1 (2.5m resolution) data covering the study area

have been used for preparation of various thematic layers. The high resolution

data of CARTOSAT-1 have been extensively used for base map preparation of

settlement, transport network, drainage, water bodies, thematic interpretations

such as land use / land cover etc. The details of Satellite data products are given

in Table-1.

Goggle image covering PCPIR area in Bharuch district was also used to study

the land use pattern. The Goggle image covering PCPIR area in Bharuch district

along with village boundaries is given in Figure-2. IRS LISS-III and CARTOSAT-1

images covering PCPIR area with village boundaries used in this study are given

in Figure-3 & 4.

3.2 Temperature and Rainfall Pattern In Bharuch District

The maximum temperatures in the area vary from about 30 to 38 degrees Celsius

and the minimum is about 15 to 25 degrees Celsius. The maximum is normally in

the month of May while the minimum is in the month of January. The trend of

Maximum Temperature, Minimum Temperature, and Average temperatures

during different months is given in Figure-5.

The monthly rainfall data over 50 years in Bharuch district was analyzed and

monthly averages were computed. The computed monthly average rainfall across

years is given in Figure-6. The maximum monthly rainfall generally fall in the

month of July and the monsoon is restricted to June to September. The average

annual rainfall is about 1008 mm in the Bharuch district.

4. RESULTS AND DISCUSSION

4.1 Satellite Data Analysis

The IRS LISS-III and CARTOSAT-1 data was geometrically corrected and area of

interest i.e. area covering PCPIR area in Bharuch district was extracted for

further analysis. The administrative boundaries like taluka, village and PCPIR

boundaries were superimposed on the satellite data. The ERDAS Imagine image

processing software was used for analysis of various images for land use / land

cover classification. The land cover classes observed on satellite data were

identified into various level-3 classes. IRS LISS-III digital data was classified for

generation of current land use/land cover map of the study area. For detailed

mapping of land use / land cover with Level-3 classes, high resolution

CARTOSAT-1 digital data was analyzed. The CARTOSAT-1 digital data covering

PCPIR area of 2011, 2012 and 2013 was analyzed and changes in land use was

studied by computing area statistics under each class during the last three years.

4.2 Land use / Land Cover Mapping of the study area

The land cover classes in the PCPIR region were identified into various broad

classes namely, crop land, plantations, salt affected land, scrub land, water

bodies, habitations, industrial area etc. These classes were delineated on data

set of 2011, 2012 and 2013 covering the PCPIR are in Bharuch district. The area

under different classes during 2011, 2012 and 2013 was also computed and

depicted as pie-chart indicating are in percentages. The Land use /land cover

maps of PCPIR area for 2011, 2012 and 2013 along with area statistics are given

in Figures-7, 8 and 9.

For comparative analysis of land use / land cover changes during last three years

from 2011 to 2013 in the PCPIR area a composite map showing land use maps

of three is given in Figure-10.

4.3 Land use / land cover Pattern Analysis

The land use analysis indicates that the major land use in the PCPIR area is

agriculture with crop land are ranging from 61 to 63 per cent of the total area. The

area under various land use classes from the land use maps prepared from

Satellite data was computed in the GIS environment. The area under various land

use classes in PCPIR area during 2011, 2012 and 2013 is given in Table-2. The

trends of land use / land cover change during last three years from 2011 to 2013

indicate that there are marginal changes in some of the land use classes in the

PCPIR area. However, the land use change is not significant. The trend in land

use changes in various classes between 2011 and 2013 are varied for each

class.

4.4 Land use / Land cover Change Analysis

The change in land use / land cover classes derived from the mapping of

high resolution satellite data were plotted in the graph given in Figure-11.

Comparing the land use statistics of three years, the results indicate that

there is marginal decrease in the crop land area in the PCPIR region. Crop

land has decreased from 64.7 % during 2011 to 62.7 % during 2013.

The specific example of decrease in crop land is near the Ambheta and

Suva villages where Cartosat-1 image of 2011 (Figure-12) shows the crop

land, where industrial units have been developed during the 2013 period

(Figure-13). The transformation of agricultural land into the industrial

development is major reason for marginal decrease in the agricultural land

in the PCPIR region.

At the same time area under plantations in PCPIR area has also

decreased from 5.5 % during 2011 to 5.2 % during 2012 and 5.4 % during

2013. The noticeable change in plantation is in the village Vilayat in the

Eastern portion of PCPIR area. Here, half the area under plantation has

been cleared for industrial development. Cartosat-1 image of 2011

(Figure-14) covering area near Vilayat village shows that the area has

good plantation. However, during 2013 period the half of the plantation has

been cleared for industrial development. Cartosat-1 image of 2013

(Figure-15) covering area near Vilayat village shows the industrial

development in the area.

The industrial area has increased from 6.0 % to 7.6 % of the total area of

the PCPIR region. The total built-up area (industries & village area) has

increased from 7.1 % during 2011 to to 8.7% during 2013. This may be at

the cost of decrease in the plantation and agricultural area.

It is observed from the satellite data that in the coastal area of the Suva

village, salt affected area is increasing during 2012 and 2013 may be due

to the ingress of sea water in the fertile agricultural land.

In general, the land use / land cover change is not significant in the PCPIR

area; however, there is urgent need to increase the area under green

cover of plantations by appropriately utilizing wasteland for plantations.

4.5 Environmental Monitoring or improvement in Green Cover

The area proposed to be used for PCPIR has already been declared industrial

area. Plantation of trees as per MoEF and GPCB norms needs be undertaken in

all the available wastelands in the PCPIR area. Based on these

recommendations GIDC has undertaken massive plantation drive in the PCPIR

area during 2013 and 2014. Some of the areas where plantation of trees has

been taken up by the GIDC are shown in the map given in Figure-15. The total

area covered under the plantation is around 42ha. The field visit was also carried

out to verify areas under tree plantations and as well as to monitor the growth of

tree cover in the newly plantation areas. The trees suitable for this region like

neem, etc were planted to increase the green-cover in the PCPIR area. Some of

the field photographs of these tree plantations are given in Figure-16.

CONCLUSIONS In the present study, detailed investigations have been carried out in Petroleum,

Chemicals and Petrochemical Investment Region (PCPIR) area in Vygra and

Bharuch Talukas in Bharuch district of Gujarat State using Indian Remote

Sensing satellite digital data. The changes in land use / land cover PCPIR area

have monitored using the multi-date IRS LISS-III and Cartosat-1 data of 2011,

2012 and 2013 periods. Various thematic land use / land cover maps were

prepared and GIS database for various thematic layers have been generated

using satellite and ground based information.

The major conclusions of this study area as follows:

The land use analysis indicates that the major land use in the PCPIR area is

agriculture with crop land are ranging from 61 to 63 per cent of the total area.

The area under various land use classes from the land use maps prepared

from Satellite data of 2011, 2012 and 2013 was computed in the GIS

environment.

To improve the green cover in the PCPIR area plantation of trees as per

MoEF and GPCB guidelines have been undertaken by GIDC in the available

wastelands. The total area under tree plantations carried out in this area till

2014 is around 42 ha. (Based on Satellite image interpretation carried out at

BISAG, which excludes tree plantation along the road and SWD).

As per GIDC record total 2.32 lakh trees have been planted till month of

December-2014. Moreover another 2.5 lakh trees are proposed to be planted

in near future in Dahej PCPIR area.

Executive Summary

On the request of “The Chief Engineer, Gujarat Industrial

Development Corporation, Udhyog Bhavan, Block No.3, 4 & 5, Sector-11,

Gandhinagar-382 017’’, a survey was carried out to demarcate the High

Tide Line (HTL), Low Tide Line (LTL) and Coastal Regulation Zone (CRZ) for

the proposed Gujarat Petroleum Chemical Petro Chemical Special

Investment Region(GPCPSIR) at Dahej admeasuring about 453 sq. km. The

satellite imagery of the project area was interpreted for topographic and

geomorphic features in the vicinity of the proposed project site. The proposed

project site falls in the vicinity of Gulf of Khambhat and tidal influenced portion

of Narmada River.

Institute of Remote Sensing(IRS) in Anna University, an agency

authorized by MoEF, Government of India for demarcation of HTL, LTL has

conducted required field surveys and measurements for demarcation of CRZ

in the last week of June 2014 & first week of July 2014. Based on the

geomorphology and topography in the vicinity of the project area, HTL has

been identified and traced in the field by Kinematic GNSS survey. LTL has

also been identified based bathymetry and geomorphic conditions of the

project area. The HTL, LTL, ecologically sensitive areas along with setback

lines as per CRZ Notification 2011 were superimposed on to georeferenced

cadastral map to prepare a local level CRZ map at 1:4,000 scale. The

boundary of project area as provided by the client was superimposed on the

CRZ map. The co-ordinates of the HTL in WGS84 system are presented in

the Annexure-I.

1.0 INTRODUCTION

1.1 Coastal Regulation Zone

The coastal zone is the area of interaction between land and sea. The

coastal Zone of Gujarat has a very high concentration of population along with

ecologically sensitive areas like mangroves. There is a spurt of

developmental activities arising from huge residential colonies, new industries

and tourism centres along the coast and in coastal zone. There is a need to

protect the coastal environment while ensuring continuing production and

development. This zone is extremely vulnerable and has to be managed

judiciously striking a balance between ecological and developmental needs.

Government of India has issued a notification during February 1991

for regulating the developments along the coastal stretches of seas, bays,

estuaries, creeks, rivers and backwaters which are influenced by tidal action.

The land between 500 meters from the High Tide Line (HTL) and the Low

Tide Line (LTL) is identified as Coastal Regulation Zone (CRZ). The coastal

stretches within CRZ are classified into four categories, namely, Category I

(CRZ-I), Category II (CRZ-II), Category III (CRZ-III) and Category IV (CRZ-

IV). The notification has also laid down regulations to regulate the various

activities in the coastal zone. The Ministry of Environment and Forests,

Government of India, has approved a set of CRZ maps on 1:25,000 scale

prepared from SPOT satellite imagery. On these maps, zones are

demarcated as CRZ I, CRZ II and CRZ III, by Coastal Zone Management

Authority.

Coastal Regulation Zone I includes the zone between High Tide Line

and Low Tide Line. It also includes the areas that are ecologically sensitive

and important, such as national parks/marine parks, sanctuaries, reserve

forests, wildlife habitats, mangroves, corals/coral reefs, areas close to

breeding and spawning grounds of fish and other marine life, areas of

outstanding natural beauty/historically/heritage areas, areas rich in genetic

diversity, areas likely to be inundated due to rise in sea level consequent upon

global warming and such other areas as may be declared by the Central

Government or the concerned authorities at the State/Union Territory level

from time to time.

CRZ-II covers the areas that have already been developed up to or

close to the shoreline. For this purpose, the "developed area" is referred to as

that area within the municipal limits or in other legally designated urban areas

which are already substantially built up and have been provided with drainage

and approach roads and other infrastructural facilities, such as water supply

and sewerage mains. CRZ-III covers the areas that are relatively undisturbed

and those which do not belong to either Category-I or II. These include the

coastal zone in the rural areas (developed and undeveloped) and also areas

within municipal limits or in other legally designated urban areas which are not

substantially built up. CRZ-IV refers to the coastal stretches in the Andaman

and Nicobar, Lakshadweep and small islands other than those designated as

CRZ-I, CRZ-II or CRZ-III.

The Ministry of Environment and Forest in the CRZ Notification, 2011

declared the following areas as CRZ and imposed with effect from the date of

the notification the restrictions on the setting up and expansion of industries,

operations or processes and the like in the CRZ. The areas that are defined

as CRZ as per CRZ Notification, 2011 are

(i) The land area from High Tide Line (HTL) to 500mts on the landward

side along the sea front.

(ii) CRZ shall apply to the land area between HTL to 100 meters or

width of the creek whichever is less on the landward side along the tidal

influenced water bodies that are connected to the sea and the distance

upto which development along such tidal influenced water bodies is to be

regulated shall be governed by the distance upto which the tidal effects are

experienced which shall be determined based on salinity concentration of 5

parts per thousand (ppt) measured during the driest period of the year and

distance upto which tidal effects are experienced shall be clearly identified

and demarcated accordingly in the Coastal Zone Management Plans.

(iii) The land area falling between the hazard line and 500mts

from HTL on the landward side, in case of seafront and between the

hazard line and 100mts line in case of tidal influenced water body the word

‘hazard line’ denotes the line demarcated by Ministry of Environment and

through the Survey of India taking into account tides, waves, sea level rise

and shoreline changes.

(iv) Land area between HTL and Low Tide Line (LTL) which will be

termed as the intertidal zone.

(v) The water and the bed area between the LTL to the territorial water

limit (12 Nm) in case of sea and the water and the bed area between LTL at

the bank to the LTL on the opposite side of the bank, of tidal influenced water

bodies.

The Classification of the CRZ is also modified for the purpose of

conserving and protecting the coastal areas and marine waters as CRZ – I,

CRZ – II, CRZ – III and CRZ – IV. The CRZ – I include the areas that are

ecologically sensitive and the geomorphological features which play a role in

the maintaining the integrity of the coast like (a) Mangroves(b) Corals and

coral reefs and associated biodiversity (c) Sand Dunes (d) Mudflats which are

biologically active (e) National parks, marine parks, sanctuaries, reserve

forests, wildlife habitats and other protected areas (f) Salt Marshes (g) Turtle

nesting grounds (h) Horse shoe crabs habitats (i) Sea grass beds (j) Nesting

grounds of birds (k) Areas or structures of archaeological importance and

heritage sites and the area between Low Tide Line and High Tide Line. The

CRZ-II includes areas that have been developed upto or close to the

shoreline. The CRZ-III includes areas that are relatively undisturbed and

those do not belong to either CRZ-I or II, which include coastal zone in the

rural areas (developed and undeveloped) and also areas within municipal

limits or in other legally designated urban areas, which are not substantially

built up. The CRZ-IV includes the water area from the Low Tide Line to twelve

nautical miles on the seaward side and the water area of the tidal influenced

water body from the mouth of the water body at the sea upto the influence of

tide which is measured as five parts per thousand during the driest season of

the year.

The Ministry of Environment and Forest has also provided guidelines

for demarcation of High Tide Line in the CRZ Notification, 2011. As per the

guidelines, Cadastral (village) maps in 1:3960 or the nearest scale shall be

used as the base maps. HTL and LTL will be demarcated in the cadastral

maps based on detailed physical verification using coastal geomorphological

signatures or features in accordance with the CZM Maps approved by the

Central Government. 500metre and 200metre lines shall be demarcated with

respect to the HTL.

In order to facilitate classification of Coastal Regulation Zones

Government of India has approved few agencies/institutions across the

country vide Lr. No. J17011/8/92-1A III, dated 10.05.1999 of Ministry of

Environment and Forests. Institute of Remote Sensing, Anna University being

one of them, has been carrying out HTL and LTL mapping following the

guidelines issued by Ministry of Environment & Forests, Government of India.

1.2 Background

The Chief Engineer, Gujarat Industrial Development

Corporation(GIDC), Udhyog Bhavan, Block No.3, 4 & 5, Sector-11,

Gandhinagar-382 017 has requested Institute of Remote Sensing, Anna

University to demarcate HTL, LTL and CRZ for the Sea/Bay/tidal influenced

water bodies and ecologically sensitive areas on 1:4,000 scale for the

proposed Gujarat Petroleum Chemical Petro Chemical Special Investment

Region(GPCPIR) at Dahej admeasuring about 453 sq. km in Vagra Taluka,

Bharuch District, Gujarat State. The proposed project site has proximity to

Gulf of Khambhat and tidal influenced portion of Narmada River.

. It is in this context, the proposed site needs to be evaluated to assess

whether the proposed site falls under regulations of CRZ Notification, 2011.

Hence IRS has taken up a ground verification survey for demarcation of HTL,

LTL and ecologically sensitive areas for preparation of local level CRZ Map.

1.3 Objectives

The objective of the present study is to examine the proposed Gujarat

Petroleum Chemical Petro Chemical Special Investment Region(GPCPIR) at

Dahej admeasuring about 453 sq. km in Vagra Taluka, Bharuch District,

Gujarat State with reference to CRZ Notification, 2011. Keeping in view of the

requirements of notification, Institute of Remote Sensing, Anna University

under took the project with following agreed scope of work:

influence in water bodies is carriedout using advanced accurate survey and

insitu measurement instruments like GNSS, Total Station, and Salinity Meter.

The data products used for demarcation includes Satellite Imagery, Survey of

India Topographic Maps, NHO Navigation Charts, Bathymetric Data and Tide

Tables. For demarcation of High Tide Line during field verification of Coastal

Geomorphology and Topography, dual frequency GNSS receivers were used

in Kinematic Mode. Trimble R5 GNSS receivers were used to determine the

position of HTL reference points with high accuracy. The specification of R5

receiver used for survey is described below.

Salinity in the tidal influenced water bodies is verified using insitu

measurements of salinity with a salinity meter. As per CRZ Notification, 2011

the HTL shall extend in tidal influenced water bodies till the salinity a

concentration of 5 parts per thousand. Hence an salinity meter is used to

assess tidal influence during High Tide in the water bodies along with

geomorphology and vegetation signatures near the study area.

The IRS P6 satellite images of the study area along with other satellite

images from web based sources were used for reconnaissance and

geomorphology mapping of the study area. The LISS-IV camera in IRS P6 is

a high resolution multi-spectral camera operating in three spectral bands (B2,

B3, B4). In the multi-spectral mode (Mx), a swath of 23 Km is covered in three

bands. The LISS-IV camera can be tilted in the across track direction thereby

providing a revisit period of 5 days.

Tide Tables are published by Survey of India, Government of India with

Prediction of tides at 44 ports including 14 foreign ports every year. 19 years

tide tables were used along with Navigation Charts from NHO, Dehradun for

finding Lowest Low Tide and Highest High Tide.

Bathymetry data from Navigation Charts published by NHO, Dehradun

are used for determination of LTL in the vicinity of project area.

1.5 Methodology

The cadastral maps of villages have been used as the base maps.

The Geomorphology of the Coastal Zone has been studied from the temporal

medium resolution satellite data. In order to prepare the local level map on

1:4,000 scale, the site has been inspected by IRS Scientists in the last week

of June 2014 & first week of July 2014. Based on the geomorphic units, the

high tide line has been identified in the field and traced by field survey using

GNSS. The tide level observations were collected from the Tide Tables. The

highest high tide level and lowest low tide level for the past 19 years was

determined from these tide tables.

As per the definition of high tide line, “The High Tide Line means the

line on the land up to which the highest water line reaches during the

spring tide”. There is a clear boundary between the areal spread of mudflats

and vegetation usually very much apparent. This boundary line coincides with

the HTL line interpreted from the satellite imagery. On the other hand LTL is

defined as the seaward limit to which the waves recede during low tide.

In case of inland waters such as creeks and backwaters, the ICRZ

guidelines indicates that the development along rivers, creeks, creek lets and

backwaters has to be regulated up to a distance where the tidal effects are

experienced which has to be determined based on salinity concentration of 5

parts per thousand (ppt).

1.6 GNSS Surveying

The Trimble R5 GNSS receivers were used to conduct the surveying at

the project site. The survey involves three components namely, 1.

Establishing Base Station, 2. Control Survey for Village Maps and 3. Real

Time Kinematic Survey for HTL Demarcation.

Establishing Base Station

The survey involves establishing one base station for Static Survey.

The base stations were identified on stable locations with clear view of sky for

uninterrupted access to GNSS satellite signals. The control point with known

elevation was used as initial reference station. The base station for the project

site was established on firm ground and observed with static GNSS survey

from the known coordinates of the control point. The observations times were

fixed based on the length of base lines to obtain highest possible accuracies.

Static Survey

The conduct of Static Survey using GNSS requires two GNSS

receivers, one to be setup over the control point (with known co-ordinate) and

another one over a reference station whose coordinates and distance from

the control point are to be determined. Both these receivers must record data

simultaneously. These known co-ordinates of the control point were fed and

fixed for processing of the logged data to accurately determine the co-

ordinates of the base stations.

Control Survey for Georeferencing Village Maps

The cadastral map pertaining to the project site was provided by the

client. The hard copy cadastral map was scanned and georeferenced with the

help of GNSS coordinates of boundary points provided by the client and used

for the preparation of local level HTL Maps.

Real Kinematic Survey for HTL Demarcation

Kinematic Surveying enables a very rapid survey of a number of base

lines in areas where there is good satellite visibility. At least, two GNSS

receivers are required to perform a kinematic survey. One receiver is

designated as the reference receiver and is set up over the Base Station. All

baselines are measured relative to this station. The other receivers, called

rovers, are moved in succession to trace and record the HTL on ground

through ground profiling.

from the satellite imagery, indicators available on the ground and tidal data

were used to verify the HTL demarcated by Kinematic Survey. The extent of

tidal influence in the creek/stream passing near the project site is assessed by

in-situ measurements of salinity and vegetation. As per CRZ Notification,

2011, the CRZ will extend till the location along the creek/stream at which the

salinity is observed as 5 PPT.

2.0 STUDY AREA

2.1 Description of Study Area

The proposed Gujarat Petroleum Chemical Petro Chemical Special

Investment Region(GPCPIR) at Dahej admeasuring about 453 sq. km lies in

Vagra Taluka, Bharuch District, Gujarat State. The proposed project site has

proximity to Gulf of Khambhat and tidal influenced portion of Narmada River.

2.2 Field Verification Survey

The HTL was demarcated by physical survey in the study area as per

the guidelines provided by CRZ Notification, 2011 issued by MoEF&CC, New

Delhi. The position of HTL associated with wave runup at Highest High Tide

and geomorphic and topographic features such as ground elevation and

permanent terrestrial vegetation were considered for field verification of HTL.

In addition, geomorphic features such as berms, cliffs, sand dunes, headlands

and mudflats were verified to demarcate HTL. Coastal protection structures

such as seawall, embankment, bunds and revetments were also verified to

demarcate HTL. LTL is verified based on geomorphology and bathymetric

details available.

3.0 RESULTS AND CONCLUSIONS

3.1 Results

The observed baselines of GNSS receivers were processed using TBC

software to derive the coordinates of HTL reference points, ground control

points for Georeferencing of satellite imagery and cadastral maps. The ground

control points were used to georeference cadastral maps of villages in the

project area. The HTL and LTL for sea/tidal influenced river portion/creek/bay

was superimposed on to georeferenced cadastral maps along with

ecologically sensitive areas in the vicinity of project site. The setback lines

with a distance equal to 500 m from HTL for sea portion and 100m or width of

river/creek whichever is lesser from HTL of river/creek are generated and

superimposed on the maps. In addition, 50m setback lines for mangroves

with an areal extent more than 1000 sq.m. were superimposed on to the map

to prepare local level CRZ map at 1:4,000.

3.2 Conclusions

(i) The cadastral maps in 1:4,000 scale have been used as base

maps. In these maps, the proposed project site as provided by the client,

High Tide Line(HTL), Low Tide Line and setback lines from HTL as per CRZ

notification 2011 have been marked for the proposed Gujarat Petroleum

Chemical Petro Chemical Special Investment Region(GPCPIR) at Dahej

admeasuring about 453 sq. km lies in Vagra Taluka, Bharuch District,

Gujarat State (maps enclosed with this report as annexure-III). The
