The PNRPS …
• is a strategy that articulates the common vision and direction that the Philippines would want to pursue in relation to REDD-Plus development and implementation.
• presents a broad range of strategies and corresponding activities over a 10-year time horizon (2010-2020).
• defines the need to prepare forestland managers throughout the country to assume responsibility in implementing REDD-Plus programs, research, projects and activities with the support of the international, national and local agencies, NGOs and other support groups.
The PNRPS envisions…
Empowered forest managers and support groups sustainably and equitably managing forestlands and ancestral domains with enhanced carbon stock and reduced greenhouse gases emission. Within the vision framework, the impact areas include:
Reduced forest degradation and deforestation
Poverty reduction
Biodiversity Conservation
Improved governance
Components of the PNRPS 4 Major Components
1.Enabling Policies to support and promote REDD-Plus2.Forest Sector Governance3.Forest Resource Use, Allocation and Management4.Measurable, Reportable and Verifiable (MRV) Conditions
3 Cross-Cutting Components
1.Capacity Building and Communication2.Research and Development3.Sustainable Financing
•Establish national legislation on REDD+•Carbon Ownership,•National emission targets•Clear legal mandates of REDD+ institutions•Social & environmental safeguards
•Consult broad consultation & meaniningful engagement•Integrate REDD+ in sectoral plans•Estabalish national and sub-national REDD+ coordinating agencies
•Complete the delineation of permanent forest line•Improve mngt of protection & prodn forest for REDD+•Secure Land tenure and carbon rights•Enhance C stocks thru forest restoration, rege-neration & reforestation
•Develop comprehensive R & D program on REDD+•Analyse Drivers of deforestation and forest degradation•Identify science-based conservation intervention•Establish pilot/demo projects on REDD+
•Promote REDD+ thru IEC activities •Estabalish REDD+ Continuing Education mechanism•Establish REDD+ community of practitioners
•National-level MRV system complemented by sub-national•Reference emission levels•Community-based accounting•Guidelines for non-carbon reviews•Increase capacities for current and future requirements of MRV
•Proposals for voluntary funding•Explore long-term financing schemes•Seek diverse fund mechanisms•Capitalize on existing national capacities and resources

Opportunities of the Private Sector in REDD+ under the PNRPS
Under Forest Resource Use, Allocation & Management Component As REDD+ projects’ developers and implementers
Under Sustainable Financing Component As REDD+ projects’ funders (CSR)
Under Governance Component As member of the national and subnational REDD+ coordinating agencies –
National Multi-Stakeholder REDD+ Council (NRMC) Under Policy Component – thru consultation process
Under R & D Component – thru their project area as research site
Challenges ahead … For the government to issue a national policy or
legislation on REDD-Plus clarifying, among others, carbon rights/ownerships or benefit sharing and private sector engagement
For the government to establish and operationalize the National Multi-stakeholder REDD-Plus Council (NRMC)
For the private sector to be more involved in forest management
