The Goal
Adaptation Learning Programme - Africa• Developing & applying innovative approaches to Community-Based Adaptation (CBA)• Strengthening the voice of local communities and civil society organisations in decision-making on adaptation;• Promoting good practice models for CBA among adaptation practitioners and networks locally and globally• Influencing adaptation policies and plans at national, regional and international levels.Four-country, four donor programme in Ghana, Niger, Kenya and Mozambique over 5 years, 2010-2014

Methods: CARE’s CBA Toolkit and CVCA • Practical step-by-
step guidance and tools to facilitate analysis, design, planning, implementation and monitoring for CBA projects.
• CBA Project Standards to help ensure high qualitywww.careclimatechange.org/toolkits

Climate communication systems• Climate analysis and
participatory scenario development to combine
• Local knowledge and innovation with climate science and seasonal forecasts
• Strengthens adaptive capacity including management of risk and uncertainty
• Dissemination eg. Rural radio• Challenge of ‘translation’ to
practical adaptation messages: research relations

Community ownership• Participatory analysis, design and feasibility assessment
responding to community priorities over time +• Climate communication and services + • Adapted diversified livelihoods and early success
+
• Confidence in CBA • Strengthen adaptive
capacity • Risk reduction • Analyse & address

Integrate Gender equality and women’s empowerment
• Gender-inequities can make women more vulnerable to climate change
• Women have solutions & knowledge for adaptation, but may lack the resources or power to use them
What do we do?
• Participatory, gendered analysis of vulnerability and throughout CBA process
• Design gender-equitable adaptation strategies with participation of women and men
• Promote rights and voice of women in adaptation decision making and action
• Challenge inequitable control over assets and power relations

Linking local evidence to national strategies and global policy
• Create space for exchange and learning between adaptation actors
• Participation in policy processes strengthens relations and influence
• Global policy dialogue and local evidence from CBA informs national and local adaptation strategies and plans
