People’s Post joined them on a three-hour drive along with one of the former police offi- cers to see what their job entails. The team is contracted by the Constantia Watch, which forms part of the Constantia Valley Watches Association (CVWA). It comprises the Constantia Watch, BKM, Constantia, Constantia Hills, Golflinks, No- va Constantia, Plumstead and Southfield. The aim of the CVWA is to improve meas- ures that deter crime through shared intelli- gence, resources and collective effort. Grant [he does not want his surname to be disclosed], a team leader in the team of six men who rotate on a shift basis, has 14 years of police service. During the patrol with Grant, it was evi- dent he is extremely excited and proud of what he does. “I love doing what I do, which is to protect and serve the community,” says Grant. “I have learned that communication is key in wanting to get people to cooperate or to even take us seriously when we are out on the job.” Grant adds that their job is not only to spot suspicious people or movement in the area, but to help residents – even when all they need is to change a flat tyre. “We are grateful that we work in an area where people are concerned about their safe- ty and have taken responsibility for their safety and security,” he says. “We, as the SRT, are a support mechanism along with the neighbourhood watch mem- bers. We can do a little bit more than a volun- teer can, but our main objective is to ensure the safety of our contributors.” The SRT shifts operate on a 12-hour basis and tag teams of two people work together. They patrol along the M3 up towards Rhodes Drive, Constantia Neck and the sur- rounding forests and private estates. Grant and his team have the knowledge to know what to look out for when patrolling as not everyone walking or sitting on a pave- ment is a suspect. “We know when to stop, when to search and what to look out for when driving around in the community.” Their work is not an easy task, says Grant, adding “we do it because we want to people to feel safe”. During December, the SRT drove around patrolling for 6738km, attending to 65 com- plaints, checked 80 suspects, checked 105 ve- hicles, made 14 assisted arrests, did 65 hours of foot patrol on the green belts, assisted po- lice and public 27 times, visited 124 resi- dents’ premises and reported 14 open gates. Their concerns include residents who do not test alarms or get them fixed, which would reduce false alarms. They also keep an eye on careless drivers who leave items of value in their vehicles, as well as assist in police operations such as road blocks and during accidents. The increase of ATM fraud during and aft- er the festive season is another concern for Grant and his men. The Constantia Watch is grateful for the contribution and thanks residents for their unwavering commitment and continued fi- nancial support. “We certainly could not maintain the low crime rate without it. The Bible to be translated into SA sign languageDelegates of the Reformed Churches inSouth Africa recently sat in silence as asign language linguist and researcher in-formed them about the development of anew Bible in South African sign language.

Ananda van der Walt, a translator forthe Hands with Words project to translatethe Bible into sign language, told themthere is a huge need for ministeringamong the deaf community in South Afri-ca.

“We do not have people in South Africawho can directly translate the Bible intosign language,” Van der Walt explained.

She said this is the first ever attempt to

translate the entire Bible into South Afri-can sign language.

The Jehovah’s Witnesses are the onlyones yet to have translated the Bible intosign language for their deaf followers.

Van der Walt says the deaf society wantsa Bible in their first language, which issign language. For the deaf who use signlanguage, to have to read the Bible in an-other language is very difficult.

Lisa Craye, executive director of Handswith Words, said they aim to launch 32evangelical Bible stories by the end of thisyear.

The plan is to translate 110 stories to the

letter into sign language, but eventually toprovide the deaf with the full Bible in signlanguage.

“It is going to take us forever to translatethe Bible,” she joked. Since the projectstarted in 2013, they only managed totranslate 16 stories.

“God’s Word is for each and everyone,”she says.

Craye says the reaction from the deafcommunity after seeing a draft of the Bi-ble’s creation story in sign language, wasincredible. “It was the first time they haveever heard of and read the story.”

As the use of hookah pipes in restau-rants and other venues becomesmore popular, the City of Cape Town

is lobbying for legislative clarity on the mat-ter.

According to a statement, the City will beescalating its efforts this year for legislative

clarity on the wide array of “alternative”smoking devices and habits that have be-come commonplace in South Africa.

Tobacco ActBenedicta van Minnen, City Mayoral

Committee Member for Health, says earlierthis year the City solicited legal opinionfrom the national health department aboutthe use of electronic or e-cigarettes, but saysthis continues to be a grey area as there areno provisions for these items in the TobaccoControl Amendment Act.

When it comes to the smoking of ciga-rettes, Van Minnen says the legislation isvery clear and the City is seeking similarclarity on hookah pipes and e-cigarettes. “Inthe absence of legislation, there is nothingthat prevents establishments from ‘renting’hookah pipes to patrons or the pipes beingused in areas where smoking would other-wise not be allowed,” she explains.

HealthVan Minnen further highlights research

done on the effects of hookah pipe smoking.She explains in the most recent study in

America, it was found that 39% of teenagersand young adults who had previouslysmoked hookah pipes went on to smoke ciga-rettes.

“Hookah pipes are very popular in CapeTown, not just among adults, but also chil-dren because there is a perception that theflavoured tobacco is somehow not harmful.Tobacco is tobacco, no matter what the fla-vour. We need to be more mindful as a socie-ty about the burden we’re placing on thehealthcare system.”

With high levels of respiratory diseases

such as tuberculosis, Van Minnen says au-thorities have to make every effort to combatthese.

Officials from the City’s health depart-ment have met with researchers from bothUCT and the UWC. “The consensus is thatwhile the research is not definitive, smokinghookah pipes is harmful to the health of anindividual. The researchers are also inagreement that nicotine remains one of themost addictive substances, especially foryoung people,” says Van Minnen.

EffectsAccording to a fact sheet by the South Afri-

can Medical Research Council (MRC) smokefrom a hookah pipe is not better than ciga-rette smoke because it passes through wa-ter. This is because, like cigarette smoke,hookah smoke contains poisons includingnicotine, tar, carbon monoxide, arsenic andlead.

The sheet covers a variety of topics includ-ing the long-term health effects of smokinghookah.

It says smoking hookah can be as addic-tive as cigarettes and the long-term effectsinclude cancers of the mouth, lungs andbladder or a heart attack.

In addition the spread of other diseasesare often linked to smoking hookah as thepipe is shared among smokers.

The sheet also outlines the effects of sec-ondary smoke from a hookah pipe whichnon-smokers, in this instance, are exposedto.

“Children whose parents smoke hookahsare more likely to have lung infections thanchildren whose parents do not,” it reads.

StudyAccording to a study conducted by Profes-

sor Angela Mathee, who heads the MRC’sEnvironment and Health Research Unit infive “deprived” areas in Johannesburg,high rates of hookah smoking were ob-served.

As part of the study, a survey was conduct-ed with Grade 10 pupils from a nearby schoolwhere it was found that 60% of pupils hadused or were currently smoking hookahpipes.

The results also indicate that most usersstarted smoking hookah pipes between theages of 13 and 15.

The study also says a significant numberof users had reported using marijuana or al-cohol-based products along with the tobac-co.

It highlights the need for nationwide re-search on the extent of hookah smoking inSouth Africa.

Van Minnen says she will be raising theissues with national health minister AaronMotsoaledi to push for legal clarity on theuse of hookah pipes and e-cigarettes soonerrather than later.

“I am not necessarily pushing for a ban onthe devices, because to be fair there is notdefinitive proof of their impact. But wedo need to close the legislative vacuumwhere these devices are concerned,” sheconcludes.

The top matriculants in the provincewere honoured for their sterling per-formances at a reception hosted by pre-

mier Helen Zille.In total, 39 pupils made it to the merit list

while, with the addition of special awards,77 awardswere handed over to participatingschools.

High schools honoured for maintainingsteady matric numbers and passes of over95%over three years includeHerschelGirls,Bishops, Constantia Waldorf, RondeboschBoys, Rustenberg Girls, Wynberg Boys andWynberg Girls, St Georges Grammar, Nor-man Henshilwood and Livingstone, as wellas St Cyprian’s School.

Wynberg Secondary School was one of themost improved public schools, along with 10others, while Vista Nova, Mondale, NormanHenshilwood and Spine Road high schoolsreceived most improved bachelor’s passes.

Schools were also awarded for the highestpercentage of passes per subject. These in-cluded Oval North High School, which re-ceived honours for the highest number ofpasses in Engineering and Graphics and De-sign.

Spine Road High School was top in Ac-counting, Cedar High School was most im-proved in English Home Language, whiletop marks for this subject went to MondaleHigh.

Rondebosch Boys High was most im-proved in Information Technology and theCape Academy for Mathematics, Scienceand Technology received top honours forthe subject.

Each school received a certificate andR15 000 towards the purchasing of schoolequipment.

Awards were also given to candidateswho achieved excellent results in the 2014NSC examination.

Each candidate, who obtained seven dis-tinctions or more, received a certificate,R6000 and a laptop or tablet device.

Yuan says she is extremely proud of herachievement. “With the support from myfamily and friends, I stayed motivated anddedicated tomyschoolwork. I amveryhap-py formakingmyparents proud,” she says.

Yuan plans to study Business Science atUCT this year.

Daniel Mesham, the matriculant award-

edwith secondplace, fromDiocesanCollege,expressed surprise at the news that he didso well in the exam.

“I never expected this. I was not sure thatI would get the results I received,” he says.

Mesham will be studying Mechanical En-gineering at UCT.

Jayson George, from Tafelsig, attendedGlendale High School. He says he strived to-wards eight distinctions but did not expectto make it onto the merit list. “I am so re-lieved and excited. I wanted to do well, but

never did I imagine I would make it to themerit list. It feels good because not only didI make my parents proud, I have also madethe community proud,” he says.

Mas’ood Hassiem, who lives in Surrey Es-tate, attended Livingstone High School. Hesays being one of the Cape’s top students isa dream come true. “Since I started highschool I tried to do as well as I could. Thekey is to set minor goals for yourself andstrive towards them. It is only difficult if youtell yourself it is difficult,” he says.

A stalwart who served hiscommunities for 14years as local ward

councillor has decided to dohis swan song.

Johannes Burger, betterknown as Jan, has handed hisresignation letter to the Cityof Cape Town and will be serv-ing his last day in office onSaturday 31 January.

The resignation lettercomes a year-and-a-half be-fore elections for a new wardcouncillor.

Burger served in two subcouncils sincehe started his duties in 2001.

As a resident of Southfield, Burger saysduring his service as a ward councillor healways wanted to go the extra mile for fel-low residents and those who resided in hisward.

Burger says, although his retirementcommences earlier than planned, he looksforward to spending more time with hisfamily.

“People keep telling me that I will be los-ing a year-and-a-half’s pension but I lookforward to be spending more time with myfamily. I will probably return to communitywork after a short break,” he adds.

The 70-year-old Burger says he wants tohand over the reigns to somebody youngerin the upcoming ward 72 elections.

He adds there were many highs and lowsduring his time as ward councillor.

“I will definitely miss working so closelywith my community. I will miss all resi-dents who were part of my ward and whomade my job a pleasure.”

Burger says although he leaves as ward

councillor, he still remainsconcerned for the communi-ty, especially the youth.

“I have a deep concern forpupils who drop out of schoolat an early age. You see pupilswho are in Grade 5 but theydrop out of school. I want tosee less of this happening,” hesays.

Burger says a new council-lor has not yet been appointedto fill his position until the up-coming elections.

“Interim elections will takeplace for somebody to be ap-pointed in the position I now

leave vacant. I am not sure when this proc-ess will take place,” he explains.

In a parting message, Burger has encour-aged other ward councillors to continue do-ing their jobs to the best of their ability.

“Personal contact with your communityis very important. Also strive not to be nega-tive about situations and, as far as possible,to stay away form negative proposals,” hesays.

Burger says it was a pleasure servingward 72.

Community Police Forum (CPF) chair-person Kevin Southgate says Burger al-ways had “his ears to the ground”.

“I have known and worked with Burgerfor many years. He is always willing to gothe extra mile when required to do so,”Southgate says.

Southgate adds Burger was dedicated andcommitted to ensuring services in his wardwas maintained at all times and was of goodquality. “He clearly cared for the communi-ty and that was bourne out in the way heserved his constituents.”V What are your thoughts? A shiny new structure hasemerged in Ocean View asworkmen are hard at work to

complete the new centre fromwhere various community pro-jects will be run.The site will soon be home to the

Open Door Centre which is run byValley Development Projects(VDP).According to a statement in 2000,

the Rotary ClubCape of GoodHopeinitiated the Ocean View OpenDoor Centre where abused womenand children could feel safe and re-ceive counselling and support.Since then it has become inade-

quate and, together with VDP, theRotarians have embarked on aplan to build a new facility situated

in Flamingo Way – adjacent to thecurrent facility.During a walkabout of the con-

struction site last week, projectmanagerHans Zwets explained thenew building will consist of a re-ception area, consulting rooms forsocial workers, a hall, a kitchen forthe feeding scheme, therapy roomsand ablution facilities.It will also consist of a room for

group therapy for people strug-gling with substance abuse.Therewill be a separate entrance

for this part of the centre. Theproject offers a variety of serviceswhich include, among others, adaily feeding scheme for over 200children, socialwork services, sub-stance abuse counselling, weeklyyouth group meetings, parenttraining and holiday programmes.The estimated cost of the centre

is just under R1.5m. Rotary ClubCape of Good Hope president BevFrieslich explains VDP committedto raise R606 000 towards theproject and Rotary agreed to raisethe remaining R880 000.At this stage, Rotary has raised

R150 000 and are all appealing fordonations to complete the project.Frieslich says the centre will be

a safe haven for the affected com-munities which provides variousservices desperately needed inOcean View and Masiphumelele.Sue Burger of VDP says the cen-

In the early hours on Saturday 24 January,walkers, runners andnature lovers acrossCape Town will be preparing to Run the

Roodeberg. A bold campaign to help pre-serve and enjoy the mountain slopes behindCapri has taken shape.In January last year, WWF South Africa,

the TableMountain Fund and SouthAfricanNational Parks set out to obtain two piecesof privately owned land for incorporation in-to the Table Mountain National Park

(TMNP). They launched their campaign,called Restore the Roodeberg, and lobbied toraise R9.2m to acquire the remaining prop-erties on the northern section.In a statement issued in July, the conser-

vation bodies announced they had boughtthe 134ha property, one of the two pieces ofland. Following this campaign, the CapriNeighbourhoodWatch launched theRun theRoodeberg event.Watch member Eric Riemann says along

with efforts to raise funds for the CapriCCTV camera project, the watch sought asustainable model to fund the project.

They conceptualised the running eventwhich will see 250 participants take to thehiking trails to take in breathtaking viewsof the mountainscape and help raise fundsfor the Restore the Roodeberg campaign.Riemann says the eventwill consist of two

trails of 16km and 6km respectively.According to their website, runners will

start the 16km race by crossing the foot-bridge that divides the Navy’s land fromTMNP, passing the Glencairn Stables andclimbing up to the top of Glencairn Pass.For the 6km race, runners will start at the

same point but after the 3km mark it takes

a left turn and rewards the runners withsome fun fast flowing tracks.Riemann says participants pay R90 for the

6kmandR150 for the 16km; R50 of each entrywill go towards the campaign. The remain-der of the funds will cover operational costsand go towards the Capri NeighbourhoodWatch. They plan to publish the financialsto ensure transparency.“The event is about celebrating communi-

Mockes win in Hout BayFormer World Surf Ski Series Champi-ons, husband and wife, Dawid and NikkiMocke, made light work of the first of the2015 Surf Ski Doubles series races onHout Bay beach recently.Paddlers were in for a hard time with

winds gusting up to 30 knots.While there was a relatively small

beachbreakat the start alongside thehar-bour wall, and the wind there was rela-tivelymild, out in thebay itwas clear thatthe south-easterly wind that was boom-ing over Chapman’s Peak was going tomake life difficult when paddling into it.But when coming back, it would be an ex-

hilarating paddle with the wind swellthat it was creating.The course set was “2 x triangles and

1 x sausage” giving a total distance of12.5 km.The junior crew of Mark Keeling and

Uli Hart gave chase, as did the secondmixed double team of Mike Schwan andBianca Beavitt, but neither crew couldmake inroads into the lead that theMock-es had established.TheMockes finished in 1:02:58 followed

by Keeling/Hart (also first junior crew)in 1:04:30 with Schwan/Beavitt in thirdplace in 1:05:52.

Though a bit rusty from the festivebreak, Glenthorn-Athlone returned toaction on Saturday and continued their

winning streak by beating VOB 17-3 in aWestern Province softball Super League en-counter at Turfhall Stadium.

Coach Wayne May’s Glenthorn side nowsports an unbeaten record of 10 victories onthe trot.

They have beaten coach Brian Lombard’sVOB side in three batting innings to capturetheir second victory over their opponentsthis season.

Glenthorn cashed in on the opposition’serrors in the field and inept performancesin both the pitching and batting depart-ments.

The valuable two points secured from thisone-sided outing seesGlenthorn on 20 points– four ahead of second-placed Falcons.

Nonetheless, VOB did not have enough ofa killer-instinct in their pitching attack.They started off with Meghan Fillmore andoccupied the mound for 2.2 of an innings.

Besides Fillmore being milked for eighthits, she also conceded eight base-on-balls,while relief-pitcher, Kara Dorrington, facedjust two batters and surrendered one hit toLisa Erasmus (1-3).

Therefore Glenthorn were able to scoretheir runs in just two frames – their first bat-ting turn yielded no runs, but in the secondand third they scored ten and seven respec-tively in two merry-go-round batting turnsthat totalled 17 runs and the demolition ofVOB within 90 minutes.
