Residents living in Castletown Road claim the two main entrances to the station have been prone to flooding and question whether drainage mechanisms are functioning. Resident and commuter Jeanette Stoffels explains the first subway is owned and man- aged by the Passenger Rail Agency of South Africa (Prasa). This subway leads commuters directly to Wittebome station. Stoffels says during heavy rains this subway floods and commut- ers living in Wynberg East cannot access the station. During a walk-about of this subway, no water could be seen in the subway. How- ever, stagnant water was evident in the drainage channels. Metrorail spokesperson Riana Scott says there have been sporadic complaints about the tunnel. She says there is a pump which removes water but during heavy downpours it may not be able to remove large volumes of water immediately. “Any pump only has capacity to pump a certain volume of water which is deter- mined by the initial design of the station, plumbing, location and capacity of the catch- ment area,” she explains. Subways are designed with sunken wet wells below the walkway surface,” Scott says. Therefore any seepage, groundwater or floodwater first flows through the gullies into the wet wells, where the pump removes it. “This process happens throughout the year, even during dry season, there is con- stant seepage especially in areas with a high water table,” she explains. Flooding in subways, she adds, is exacer- bated by thugs vandalising pumps and wir- ing, as well as debris left by vagrants block- ing inlets. Stoffels says when this subway is flooded commuters walk to a tunnel at the intersec- tion of Park and Castletown roads which runs underneath the railway line. This tunnel, Scott says, is managed and owned by the City of Cape Town. It is filled with dirty water and litter and human waste can be seen floating on the an- kle-deep water. Stoffels says this is a result of the tunnel being home to vagrants. “They mess everywhere and when it floods we are hit by the smell. The tunnel is a risk to public health,” she explains. When this tunnel is flooded commuters and residents either have to use Rockley Road to access the station but many have re- sorted to walking over the railway lines to access the station. Residents are calling on Prasa and the City to take urgent action. The City could not provide answers on the flooding of this tunnel and say they are “looking into the matter and will engage with all responsible parties in order to recti- fy the situation”. Scott says they have received reports about commuters crossing the railway line due to flooding. She explains there is no immediate relief as the pump needs time to do its work. “Crossing the line at will, and in any place, can be extremely dangerous, whether it is at the stations or on the open track,” Scott says. But when access to subways and tunnels is restricted, Scott explains, security staff have been tasked to “accompany commuters across the rail tracks in a safe and super- vised manner”. Progress is being made to tackle thewoes inWynberg as a new communityassociation gains momentum.
Following the launch of theWynberg Res-idents’ and Ratepayers’ Association(WRRA) inMay, 85 residents have signedupto have their say in what happens in theircommunity.According to WRRA chairperson Darron
Araujo the association has also registeredwith the Greater Cape Town Civic Allianceand is the newest association to join thisumbrella group of over 150 other ratepayerassociations.The executive committee has met twice
and various sub-committees have been es-tablished. These includeland use and legal, communications,
membership and data capturing, heritageissues,municipal infrastructure, crime andtraffic issues.The association has also made submis-
sions during the public participation of howtheward allocation should be spent inWard62.They propose funding be allocated for a
fieldworker who would work with The Ha-ven Night Shelter.Araujo says it is envisaged that a field-
worker could engage more actively andmore positively with homelessness withinthe suburb.The association will now wait for feed-
back from the City of Cape Town on theirproposal.KarenGird, who heads up the traffic port-
folio, says they have made progress withtackling taxi troubles by meeting directlywith the Wynberg Taxi Association (WTA).She explains the aim of the meeting was
to engagewith and foster ameaningful rela-tionship between the WRRA and the taxiassociations which operate around Wyn-berg.“We understand and acknowledge that
these associations provide an essentialtransport service to commuters. We also
want to find ways to address the various is-sues raised by both the WRRA and the taxiassociations,” she explains.In this meeting it was agreed to have an-
other meeting with more taxi associationsfrom Wynberg, Hout Bay and Constantia.“We are also requesting detailed informa-
tion from the provincial transport depart-ment on a number of items: including de-tails of the operating licence process inplace, compliance process, and a list of taxiassociations with valid operating licencesfor the Wynberg interchange.”When it comes to traffic calming, Gird
says there is a need to slow downwithin thesuburb.“It is becoming increasingly unsafe for
residents and their children entering andexiting their own suburb – and their ownproperties – particularly during rush-hourin the mornings and evenings,” she ex-plains.For this reason, the association is re-
questing the formation of multiple three-way and four-way stop streets near Main
Road.Araujo says their

Screeching tyres and near collisionsare becoming the norm along Spaan-schemat River Road.
And Constantia residents are not wait-ing for a “major” accident to involve au-thorities.
Resident Adnan Alberts says speedingalong this road is out of control as manyignore road signs indicating a speed limitof 60km/h.
Alberts has written to the City of CapeTown about his concerns.
According to Traffic Services spokesper-son InspectorMaxine Jordaan there are nofixed cameras on this road.
During Traffic Services’ latest operationon Thursday 31 May, 65 motorists werecaught exceeding the speed limit.
Alberts claims the intersection of Spaan-schemat River and Klein Constantia roadsis the most affected by speeding as motor-istshaveahard timemaking theirway intothe intersection.
With the slant of Klein Constantia Road,Alberts explains, it meets SpaanschematRiver Road at a small angle making it hardfor motorists to turn right.
For this reasonhebelieves a traffic circleis needed to slow down motorists but alsoto ensure that others can access Spaan-schemat River Road safely.
As the road runs through a residentialarea, Alberts says officials should considerthis when considering traffic calmingmeasures.
According to acting Mayoral CommitteeMember for Transport Benedicta van Min-nen, officials are considering the possibili-ty of implementing a traffic circle at thisintersection.
She explainswhile a circlemay be a solu-
tion, there is no formal design for it andseveral factorswouldneed tobe consideredfirst.
VanMinnen explains as it is an acute in-tersection on a rise, the design is compli-cated as there may be sight, distance andother physical limitations.

A Cape Rain Frog specialist has beenappointed to assess building works at27 Orient Road in Wynberg.
The property has received much atten-tion over the past year following the illegaloccupation by alleged drug users and an ap-plication to construct three townhouses onthe site.
The appointment of the specialist followsa cease works order being issued to theowners by the City of Cape Town.
Darron Araujo, chairperson of the Wyn-berg Residents’ and Ratepayers’ Associa-tion (WRRA), says the owner carried outsite clearing before informing the City ofthe method of removal and protection of theCape Rain Frog on site.
“The owner is additionally required tosubmit both a landscaping plan for approv-al as well as a Site Environmental Manage-ment Plan (SEMP), both further outliningthe onsite conservation of the Cape RainFrog going forward,” he explains.
The WRRA informed the City of work be-ing carried out on the property on Monday23 June.
City Mayoral Committee Member forEconomic, Environmental and SpatialPlanning Johan van der Merwe says a com-plaint relating to non-compliance with en-vironmental resource management condi-tions was received.
He explains these conditions were part ofthe departure application to allow the de-velopment of three dwellings on the site.
“We were informed that much of the veg-etation had been cut down and the interiorwas being demolished without submittingthe required landscape plans and an SEMPprior to obtaining building plan approval,”Van der Merwe says.
In addition to this, a further condition re-quires that prior to site clearing or buildingplan approval, the Cape Rain Frog must besought and rescued.
Work which had been undertaken in-cludes the removal of the ceiling and liftingof carpets.
“The owner has now bricked up the sideentrance door to prevent the public fromentering the building,” he adds.
Van der Merwe says the owner has com-plied with the cease works order and nobuilding work is being undertaken atpresent.
“The SEMP is in progress and a CapeRain Frog specialist has been appointed toassess the site. We are still awaiting thelandscaping plan,” he explains.
Following a fire at the property earlierthis year, the City listed it as a problembuilding.
Van der Merwe says the Problem Build-ings Unit is satisfied that the property nowcomplies with the provisions of the Prob-lem Building Bylaw and it has been re-moved from the list.

could be seen sweeping and picking up dirtleft behind by prisoners.Prison spokesperson Mkhanyisi Spendu
says the clean-up was part of preparations
for Mandela Day.“We want to focus on cleanliness and to
provide a hygienic environment for all,” hesays.The prison will also hold educational
workshops with several schools in West-lake, Lavender Hill and Mowbray.Spendu explains that for the entire
month of July, staff will take part in clean-ups.“In addition wewill assist with clean-ups
at these schools,” he adds.Prison staff cleaned the entire exterior of
the prison buildings.

SouthAfrica’smost talented young syn-chronised swimming duo have em-barked on a punishing training re-
gime in hopes of making an impact at aninternational tournament.
Tatum-Lee Petersen from Athlone andBergvliet resident Sarah Keyte will repre-sent SA at the Mediterranean Cup inGreece in September.
The pair usually train for three hours,three times a week, but from Saturday 12to Saturday 19 July they will spend eighthours daily focusing on training.
Keyte, a pupil at Spingfield Girls’ Con-vent School, says its all worth it.
“You have to put in a lot of hours for thesport,” she says.
“You have to give up a lot, but in the endit’s all worth it because we will be compet-ing on an international stage.”
The Grade 9 pupil took up the sport whenher mother’s friend suggested she give it atry. She was only in Grade 2 at the time andshe has been hooked ever since.
Petersen started at the same age whenher swimming coach recommended shegive the sport a try.
“I like that you are able to express your-self in ways that you aren’t able to in othersports,” Petersen says. “You’re able todance, but you’re still in the water. It getsyour creative juices flowing. This sport isboth about creativity and physical ability.”
For her, the toughest aspect of synchro-nised swimming is memorising and per-fecting routines, and timing.
The two youths started competing as aduo six years ago, dominating the sport al-most immediately.
They are members of Barracudas Syn-chroClub and are coached by SueManners-Wood, the national senior synchronisedswimming coach.
She believes the duo is headed straightfor the top of the sport.
“They have won their duet in every agegroup they have competed in throughoutthe years,” she says. “They have also beenidentifiedbySwimmingSouthAfrica as theduet to take over from the current SA sen-ior duet. They have been identified to com-
pete at the Commonwealth Games in Dur-ban in 2020 and are being groomed for thatcompetition.”
Petersen andKeyte qualified for theMed-iterranean Cup with a score of 6.3 out of 10at the National Championships in April.The pair win gold at the championships.
They will compete against the sport’smost elite under-16 teams at the competi-tion. The world’s top three sides, Russia,Spain and China will also be in attendance.
But a lack of facilities, finances and regu-lar competition against top oppositionmeans the girls have virtually no hope ofbringing home amedal, butManners-Woodhas set her students a different goal.
“I look at it in terms of score. I would liketo see the girls improve on the score theyachieved at the National Championships,”she says.
“I would ideally like to see my girls getbetween 6 and 6.5, which would mean theyare very competent. That would be a goodachievement. I’m also being conservative,because I think they can get 6.8 or 7.”V Anyone able to assist the team with sponsorshipshould call Francis on 072 775 2772.
