Over 160 letters of objection were received. When People’s Post first report- ed on the matter (“Fizz taken out of Liquor licence”, 27 September), the Camps Bay Residents’ and Ratepayers’ Association (CBRRA) threatened to boycott the store, should their application to sell liq- uor be successful, and Schaffer deemed it “the worst thing to hap- pen to Camps Bay.” The CBRRA, police, NSRI, neighbourhood watch and ward councillors voiced their concern about liquor being freely available just across the road from the Camps Bay beach. During peak season, law en- forcement and life guards are stretched to the limit. Objectors raised the concern that it would increase the number of people drinking on the beach, and thereby the incidence of drownings. They were concerned that the outlet would aggravate the prob- lem of vagrants abusing alcohol on the strip along the blue flag beach. But last Monday, 17 October, public pressure and participation triumphed over the multi billion rand company. An agreement was reached after extensively reviewing the resi- dents’ views on the sale of liquor in an area where there has been no off sale liquor stores in years. Pick n Pay General Manager for the Western Cape, Jarett van Vu- uren and CBBRA chairperson Chris Willemse shook hands to put a cork in the plans. Van Vuuren said that while Pick n Pay had received a number of re- quests to sell wine in its Camps Bay Store, which has served local residents and tourists since 1987, it had withdrawn the application for a grocer’s wine licence after a series of consultations with local resident groups. “The grocer’s wine licence would have allowed us to offer a select range of up-market wines at this store to tourists and residents alike. However, we are also sensitive and responsive to community preferences, and the preference of Camps Bay residents is for the whole suburb to be ‘dry’, notwith- standing the type of wine we would be offering”, said Van Vu- uren. Willemse said that their intent to sell “upmarket wines” was all well and good, but in the end they could have sold whatever wine they wanted to, effectively making cheap wine freely available to beach goers, vagrants, tourists and possibly underage children. THINK ABOUT IT: World Homeless Day was marked at the Grand Parade recently to drawattention to the plight of homeless people all over the world. The Green Point and Oranje­Kloof City Improvement Districts participated to raise awareness about giving responsibly.Homeless people were treated to a warm meal and entertainment, along with a friendlystreet soccer tournament. The Haven Night Shelter in Napier Street is one of many in GreenPoint that welcomed the local support. The Haven, which provides temporary shelter, physi­cal care, social welfare and family reunification services, pleaded with the public not togive money to the homeless – and rather support its mission to “get the homeless to ahome.” The Haven asks those who can to donate funds and practical things like food,shoes and warm clothing. Other shelters in the area include The Homestead, SalesiansInstitute, and the Catholic Welfare and Development Organisation. Play with fire – but do it safelyDURING Diwali, the Hindu “Festival ofLights”, the City of Cape Town appeals to Ca-petonians to be cautious and sensible whenattendingorganised fireworksdisplaysor let-ting off shop-bought fireworks on Wednes-day 26 October.

TheHinducelebrationofDiwali is a signifi-cant event that goes back in time to the an-cient religion, culture and folklore of India.Discharging fireworks is a tradition symbol-ising the victory of light over darkness andgood over evil, and follows a month-long peri-od of fasting and abstinence from meat andalcohol by Hindus. The City has made eightareas available for members of the public tolet off shop-bought fireworks under thewatchful eye of public safety authorities –though revellers are warned that they do soat their own risk. These are: Theo MaraisPark in Milnerton; Bishop Lavis Sports Field;Wesfleur Sports Field in Atlantis; the Macas-sar Beach parking area; Macassar Road inMacassar; Swartklip Sports Complex inMitchell’s Plain; the Maiden’s Cove parkingarea in Camps Bay; the eastern Athlone Sta-dium parking area; and the Sunrise Beach

parking area at Sunrise Circle in Muizen-berg.It is illegal to discharge fireworks any-where else, and law enforcement authoritieswill take a zero-tolerance approach to thosewho try.The City’s fire safety inspectors andLaw Enforcement officials, together with thepolice Explosives Unit, will conduct inspec-tions at fireworks display sites to ensure thatall safety requirements are met. Members ofthe public who wish to attend these fireworksdisplays must follow safety instructions giv-en by fireworks operators, event organisersand security personnel, and keep behind safe-ty barriers. Children under the age of 16 arenot allowed to buy or let off fireworks withoutadult supervision.Residents are also encour-aged to keep their pets safe on the day; beforeleaving your home, please ensure that yourpets are safely secured on your property, infamiliar surroundingsandout ofharm’sway.

Word on the street about mountain road closuresHANRIE BOSCH

“CLOSING the roads on Table Moun-tain and Signal hill is not a new thing,it is not Adrastic measure; it is stand-ard operating procedure. It has beenlike this for the past six years. Lastyear, during the FIFA World Cup, hadbeen an exception,” says Merle Col-lins, SAN-Parks spokesperson.

Collins was responding to the furoreover the closure of Tafelberg road and theroad leading up to Signal hill from 22:00to 05:00 every day until March or April.Only accredited tour operators will be al-lowed to drive up. Everybody else canstill enjoy the mountain by parking andtaking a stroll up.

Tafelberg road will be closed near thethe traffic circle, just after the Kloof Nekparking area. Signal Hill Drive will beclosed just after the start of the main foot-path up Lions Head.

Fiona Furey, Table mountain New 7Natural Wonders campaign manager, isnot concerned that the closureswill affectthe campaign. The campaign has only 17days to go. She pointed out that these areprecautionary measures that have been

Tourism CEO, said in a recent press re-lease that the night-time closures will notaffect tourism to the mountain:

“We do not believe that these safetymeasures will deter visitors to TableMountain; in fact, visible policing, adviceand safety measures have resulted in pos-itive feedback from visitors. More than95% of the million-plus visits per year toand in Table Mountain National Park oc-cur during daylight hours when thesespecific boundary roads are open to thepubic,” says du Toit-Helmbold.

Collins adds that special provisionswill be made on New Years day, when theMountain will close at around 01:00. Oth-er events will also be taken into consider-ation. “The initiative has worked before,so why should we not do it again,” saysCollins, adding that “what are people do-ing at 03:00 in their cars there in anycase?” The night-time closure is a com-bined decision by SANParks and theSAPS in an effort “to have more control”over the area during the festive season.

CASE CLOSED: Rhiannon Rees and Tarryn Welshsay that they do not see the issue surroundingthe closures, and that they will not be affected.“Who uses the mountain during those times any­way? Even during the monthly full moon hikespeople are off the mountain by 22:00. It is a goodpreventative measure.”

CRYING SHAME: Ismail Brazier is a first­time visi­tor to the mountain and says that it is a pity thatthis beauty will be closed after sunset: “Theyshould leave it open. The views at night must beamazing and people should be allowed to enjoyit whenever they want.”

BRIGHT SPARK: James van Wyk says he commendsthe authorities for the initiative to prevent crime onthe mountain: “This will drastically reduce thenumber of crimes on the mountain, and give SouthAfrica a good name for taking measures to preventcrime and clean up the streets. I just wish they coulddo this in more areas.”

DAYLIGHT VIEWING:Norma Ndingane saysthat all countries aredifferent and need totake different meas­ures to prevent crime:“It is good that theyclose it, because whois going to be here atthose times, and whatare they going to do?The best views areduring the day, andfew people will be af­fected. It is a verygood idea.”

SAFETY FIRST: Zubaida Damon­Slunat says that thenight­time closure is surely a brilliant way to improvesafety on the mountain: “Too many things happenhere. People should rather come up during the daywhen there are lots of people around.”

IF you cannot find a good excusefor bulging out of your bikini orSpeedo this summer, then here isa fool proof one: just blame it onthe top 20 DStv Eat Out Awardnominees, five of whom are situ-ated in the heart of the city.

Langoustines, crayfish, cream,double cream, sugar, spice and allthings nice. These five restaurantshave worked hard at making Cape-tonians work a little harder in thegym or along the promenade. AndPeople’s Post spoke to the five chefsto find out what’s cooking.

Etiquette dictates that youshouldeat from the outside in, so People’sPost started at the edge of the city,with Luke Dale-Roberts, chef and

owner of The Test Kitchen at OldBiscuit Mill in Woodstock.

The quaint restaurant has spacefor only 35 guests. Thereare 10 chefsand 6 people on the floor. Attentionto detail and constant innovation iseverything, says Dale-Roberts as hespills the beans about his secret towowing guests.

“Signature dishes are an Achillesheel. They inhibit progress. It isgood to keep things fresh and new.”He also adds that besides excellentservice and fresh ideas “happy peo-ple create happy food,” and that iswhat The Test Kitchen is all about.

The Planet Restaurant and Bar issituated in the Mount Nelson Hotel,Gardens. Chef Rudi Liebenbergsays that Cape Town is on the foodmap, and there is “nothing wrongwith what we are doing, in fact we

areas goodasmanyof the topplacesout there, in many cases we areeven better.” And his secret weap-on?

“Food should be respected. It willrespect you in turn. People willtaste if food has not been respected.Aim for simplicity, local, sustaina-ble produce where possible.”

Still feeling peckish, we proceed-ed for the main to the Japanese andSouth American influenced Nobuon the V&A Waterfront. ChefHideki Maeda has a simple philoso-phy: “To make all guests happy”and a secret weapon as complicatedand intriguing as origami: umami.

Umami is a Japanese term mean-ing “pleasant savoury taste.” It isan esoteric flavour and the fifthtaste sense, alongwith sweet, bitter,sour and salty, which can be found

in the exotic signaturedish Black Cod Den Mi-so.

To cleanse the palatewe went to The Round-house: A 300-year-oldround house on thehills overlookingCamps Bay. Chef PJVadas says this is thethird year in a row thatthe restaurant has beennominated, and hopesthat the well seasonedrestaurant will takehome the bacon thisyear. Up in the CampsBay hills, surroundedby nature, it is hard notto source fresh producelocally and Vadas saysthat their secret weap-on, besides the view, is“as much wild produceas possible”.

This is evident intheir signature dish, anorganic “Veg Patch”platter filled with sea-sonal organic raw andpickled veggies, allsourced locally, andpossibly good for the bikini too.

Rail is the backbone of public transport inCape Town and is currently operated byMetrorail. It transports more than 700 000people on a working day. The majority of railpassengers are considered a captive audi-ence: they have no option but to use the train.However, aging rolling stock and the effectsof vandalism, sabotage and cable theft arehampering Metrorail’s ability to provide aquality service. From a sustainability pointof view, rail has the lowest environmentalimpact per person transported. However,neither the trains, stations nor access pointsare currently universally accessible.

Golden Arrow Bus Services (GABS) pro-vides bus-based public transport for com-muters. They operate about 1 000 routes andtransport about 220 000 passengers on a dailybasis. It is important to remember that allroad-based public transport is affected bycongestion, road closures and incidents. The

MyCiTi service in the city bowl and up theWest Coast is the initial phase in the develop-ment of an integrated rapid transit systemfor the whole of Cape Town. The MyCiTiservice has been popular because it is safe,reliable, accessible and affordable. As a pas-senger one has the right to travel in a well-maintained, smoke-free, fully licenced androadworthy public transport vehicle operat-ed by a licenced driver. Drivers may not usetheir cell phones or any other communica-tiondevicewhile driving, unless ahands freeset is being used. The driver is not permittedto play excessively loud or offensive musicor fill the vehicle beyond the registered ca-pacity. The Transport Information Centre(TIC) is a 24-hour service providing informa-tion on bus and rail schedules, receivingcomplaints and feedback on behalf of Metro-rail, GABS, MyCiTi, kerbside parking andtraffic signals. Drug busts in Waterkant StreetHANRIE BOSCH

POLICE arrested three people in Water-kant Street this weekend, for dealing indrugs with an estimated street value ofR6 500.

Integrated operations with the SAPS andMetro Police yielded results on Sundaymorning,whena 30-year-oldmanwasarrest-ed for dealing in R1 500 worth of cocaine at11:10.

Later the same day in the same street, at13:10, two people were arrested for dealingin R3 000 worth of CAT and R2 000 worth of

MDMA, according to Captain Ezra October,spokesperson for the Cape Town Police Sta-tion.

“The suspects’ vehicle was also confiscat-ed, and upon further investigation officersfound a further R15 000 in cash in the vehi-cle,” says October.

Earlier in the week, on Friday, anothertwo suspects, aged 38 and 37, were arrestedin Queen Victoria Street for dealing in R1 100worth of cocaine.

October adds that R510 in cash as well asa cellphone was also confiscated.

All the suspects will remain in police cus-tody until their court hearings.

RECONSTITUTION OF THE JUNIOR CITY COUNCILThe Junior City Council (JCC) was re-established as a structure of Council in 2006.

The reconstitution of the JCC has now commenced with invitations to almost 300 state andindependent high schools across the city. The JCC comprises learners primarily in Grades 9,10 and 11. It is not a political structure and participation by schools is voluntary.

Public art or public enemy?HANRIE BOSCH

ONE person’s trash is another’s treas-ure. And one person’s art is another’s

vandalism. This is evident in graffiti-cladbuildings over the city, and it is also theissue facing Henry Young and ErnestJacobs. The pair have been building a“garden of peace” on the Sea Point prome-nade, close to Sunset Beach, for nearlyseven weeks.

“We made this garden for the community.It is a garden of peace. It used to be a toiletfor people from the taxi rank, but we decidedto make it beautiful and nice for everyone. Itused to stink a lot and nobody wanted to walkpast here. Now we are just very sad. Very,very sad,” says Young.

On the dawn of the World Design Capitol2014 (WDC) announcement tomorrow Bule-lwa Makalima-Ngewana, Managing Directorof the Cape Town Partnership and WDC 2014bid, says that the line between legal and ille-gal public art isnot always easy todraw, sinceit is open to interpretation and subject to dif-fering views. Consensus is not easilyreached.

All artists must get pre-approval for theirworks to avoid contravening bylaws, saysMakalima-Ngewana. But she adds that: “Dur-ing the World Cup, these bylaws were inter-preted in a way that resulted in a more ena-bling environment for public art. Installa-tions breathe life into public spaces thatwould normally go unnoticed.”

Last week Monday the garden was raidedby Sea Point law enforcement officers. Five

bags of trinkets wereconfiscated, whichwill now cost themR602 to retrieve.

When People’s Postvisited the garden onFriday morning, itwas returned to awonderland oncemore: a peace gardenas the two say, withlittle figurines intri-cately arranged be-tween marbles,shells, crabs. Littletreasures dug out ofgarbage bags danglefrom branches,whilst smurf figu-rines peep from un-derneath flowers.

But on Fridayevening the pair’sgarden was raidedonce more, this timecoming to an agreement with law enforce-ment over what they can and cannot have intheir “garden of peace.”

According to ward councillor BeverleySchaffer, the meeting between the two withJPSmit,Maycomember for safety and securi-ty and two other City Officials, yielded posi-tive results.

“They happily agreed, and even helped lawenforcement to remove objects from the gar-den. The city parks unit also offered them sea-sonal work. We offered to take them to TheHaven Night Shelter, and personally I am go-ing to pay for their ID books, because they cannot work without them. This is all about em-powering them and getting them real jobs,and they were very happy with the offer.” Buton Saturday morning Young and Jacobs didnot look overwhelmed. They started makingthe garden about seven weeks ago, cutting

down bushes, planting flowers and even buy-ing four bags of compost. They see it as ameans of “giving back to the community inthe only way we can, with our hands.”

Jacobs is 53 and has been living on thestreets for 43 years, he met Young about 10years ago on the Promenade. As Jacobs looksat his garden on Saturday morning, rearrang-ing a few flowers, he sighs and says: “We havenothing; we cannot fight against them (lawenforcement). We do not have all the powerthey have. So now we will just leave it as itis.”

Makalima-Ngewana concludes by saying“A happy medium must be found and mappedout in policy form. In this way it will not beso much about ‘illegal’ or ‘legal’ public artfrom a bylaw perspective, but about a visionof how public art can enrich Cape Town’spublic spaces.”

The City of Cape Town’s Tourism, Events and Marketing Department is inviting applications forfunding from arts organisations/institutions within the municipal boundaries of the City.

This funding programme supports the City’s five key pillars: the opportunity city; the safecity; the caring city; the inclusive city; and the efficient city.

The proposals should be project-based and:• Focus on relevant issues in communities: youth development, substance abuse,

cultural diversity, gender equality and disability• Have a strong training and development component

All applicants must have a proven track record.

Applicants should be realistic when drafting their proposals as funding is limited and,therefore, budgets should be presented on a project basis for aspects as determined in theAllocation of Section 67 Grants Policy.

Applicants should be registered as a non-profit organisation (NPO, NGO, Section 21, trust,etc.). Organisations should take note of our Allocation of Section 67 Grants Policy, whichcan be downloaded from the City of Cape Town website www.capetown.gov.za. Supportingdocuments should include proof of bank details, NPO certificate, tax clearance certificate,latest municipal rates account and latest audited financial statements. All documents mustbe certified.

Lynn, I hope that you are able to cover allthe rules so that, at the end of the day, itwould encourage the ladies to become refe-rees.Then whenever the Bokke are playingthey would get an honest interpretation of

the game and perhaps win a few games.I have spoken to another sports writer

from a good newspaper about the rules andhow itwouldbenefit ourwomen if these ruleswere explained to them so that women mayalso enjoy the game.

I might have been speaking to the wall.Again, Lynn, well done and keep up the

good work you are doing and ignore the criti-cism like water off a duck’s back.

I t has been a phenomenalseven weeks with historic

moments, emotional mo-ments, and joyous moments.A huge congratulations is inorder for the team of the mo-ment currently crowned theWorld Champions.

Way overdue if you ask me,and well deserved. Those of youwho don’t know, it’s only thesecond time that New Zealandhas lifted the cup since 1987. Ob-viously the hype must havebeen all over Auckland, not for-getting our fellow countrymenwho support the Kiwis. Auck-land must have been buzzing,everyone wanting to greet theirheroes and get a glimpse of theWeb Ellis Cup.

I must add, though, New Zea-land could not have won the cupat a better time, since they havebeen going through a roughpatch this past year with earth-quakes and the Pike River mine dis-aster. A salute to the French also,for whom it was an outstanding andunpredictable tournament, givingan astounding performance in thefinal. Playing with heart and show-ing character is true sportsman-ship, and both teams delivered that.Last week People’s Post explainedkick-offs and restart kicks, andpromised to sum up the rules.Thesewill be kept to a mini-mum,but readers who would likemore can email me at

can be quite confusing. A ruck isnormally formedwhen theball is onthe ground.

Amaul is formedwhenmore thantwo players have joined togetheraround the ball carrier, and the ballis held off the ground. If the ball hasgone to ground, then the group ofjoined players is called a ruck. Theimportant principle of rucks andmauls is that once they are set, twoimaginary offsides lines appear be-

hind each team’s rucking/maul-ing players, extending fromtouchline to touchline.

Any player running into thezone, from behind this line be-fore the ball leaves, butwho isnot joining the ruck or maul, isconsidered offside and a penaltycan be awarded to the otherteam.

Knock-onsThese occur when a player

fumbles the ball and knocks itforward with his hands or arms.The player is allowed to try andregain control.

If he can catch it before ittouches another player or theground, he can play on. Other-wise it is a “knock-on” and playmay be stopped. When posses-sion of the ball is lost, a scrumis set, with the non-offendingteam getting the scrum feed.

If you intentionally knock on,you may be penalised. If whatyou did prevented a probabletry, a penalty try may be award-ed.

OffsideA player is offside in general play

if he is in front of a teammate whois carrying the ball, or in front of ateammate who last played the ball.The aim is to stay behind the ball.

Forward passA player is not allowed to pass the

ball forward to a teammate.A big thank you to those who fol-

THREE weeks into the softball seasonand already there have been upsets in theSuper League division. Falcons-Normiesfell short of an undefeated streak, as didOld Mutual.

Falcons-Normies had an upsetting week-end two weeks ago during double-headerwhen they lost to Old Mutual Cubs the Satur-day in a tightly contested match, and on Sun-day they lost again, this time to GlenthornAs.

Albertons beat Cubs on Saturday 6-3, leav-ing Glenthorn As and Westridge Yankees theonly undefeated team. Meanwhile, Gl-enthorn’s pitcher Lauren Mulder, who willbe playing in the Junior Women’s WorldChampionship in December, looks in topform along with team mates Alex Fortune(short stop) and Carly Mulder (left outfield-er).

According to Steven Rodkin, Glenthorncoach, he said: “Alex is putting balls in playwith her left slap hitting and she has a highon base percentage because of speed.

She may not always come off well with bat-ting but her speed helps her to reach the basesafely.

“As for Carly she’s definitely perform-ing and even scored the winning runagainst Falcons-Normies.”

After Falcons-Normies’ double loss,they managed to redeem themselves onSaturday 23 October by beating TantaSport 18-2 in three frames.

Falcons-Normies’ Nicole Alexander,who will also participate in the JWWC,batted two out of four with one homerunand four RBI’s (runs brought in).

Justine Steward, who is on the shortlistfor the JWWC, is also showing improve-ment in her batting.

Old Mutual Cubs is another team thathas shown some positivity this season,beating one of the strongest teams in anearly run to the season.

Their winning streak continued thisweekend. At the Mitchell’s Plain fields onSaturday, undefeated champs WestridgeYankees sealed another win when theyfaced St Martins, beating them 11-3.

Yankees started off with Juliana Becerrapitching. She faced 15 batters, striking outone, and three hits came off her.

She was relieved by Megan Cable in top ofthe fourth frame, where she faced seven bat-ters, striking out one and conceding one hit.The top batters in that match were Lara Er-

asmus of Yankees, batting three for four,with one homerun, one three-bagger, andthree RBIs. Teammate Candice Bull battedtwo for three with one three-bagger and oneRBI. Candice Stephens batted one for twowith one homerun and two RBIs.

Carla Wichman batted two for two withone three-bagger and one RBI. St Martins’

top batters were Jade Petersen and RobynPackery. St Martins started the season witha blow to their team, when they lost theirpitcher, a key player, to a shoulder injury.Natalie Abrahams, who is also part of theJWWC team, will only make her return intwo weeks.
