The project will see a total of 153 houses being built on three sites in Athlone: Jan Smuts drive near Kewtown Primary School; between 1st and 3rd Avenues and Circuit and Bokmakierie roads; and between Bokmakierie Road and 14th Ave- nue. The homes are set to cover 40m² each, and will consist of two bedrooms, a lounge and open-plan kitchen, and a bathroom. Dear reader,
Excelling in the sales arena in today’s highlychallenging economic times, is a tall order. A dou-ble-dip recession has seen many businesses foldand crippled others to within a whisker of extinc-tion.
Millions of over-indebted South Africans havehad to place themselves under debt review. Giv-en this context, People’s Post is very proud ofour advertising representatives Sheryl Haupt andMichelle Poggenpoel, who on Friday scoopedawards (see page 1) for sales success at the WPNewspapers Representative of the Year ceremo-ny. Retaining clients versus es-tablished competition can onlybe as a result of delivering con-sistent quality service; applyinginnovative sales strategy.
On the topic of business, I at-tended Islamic Relief South Afri-ca’s inaugural business break-fast last week and was heart-ened by the strongentrepreneurial spirit that existsin our communities. I was in-spired by the determination andhonesty with which small busi-nessmen and women keep go-ing; not dependent on formalemployment, and at the fountainof talent.
I had a taste of entrepreneur-ship during my freelance and self-employedyears between journalism. I sold everything; fromclothing and food to loo paper and a transportservice. I know how difficult it is to bring homea few rands, let alone hundreds and thousands.
One of my clients, who had not paid severalof his suppliers, eventually had to face the musicfor his unethical dealings.
I was one of a few whom he had owed zero,because I stood up to him and demanded cashevery time my vehicle transported his supplies.
You have to be tough in business, especiallywhen you’re self-employed and have no protec-tion other than your instinct. You bag the profits;so too the risk. You cannot undersell yourself;factor in your labour, time, petrol costs, electricity,phone bill and every other running expense, be-
fore setting a price that’s too low. It must be worthyour while; you’re in it for the money!
On a lighter note, I’ve started running. After17 years, I’ve overcome my fear of running, allthanks to the Lion of Africa/Itheko Sport AthleticClub’s head coach Farouk Meyer.
Coach extraordinaire, Farouk took me, my col-league Edwin Scott and about a dozen other nov-ice runners on the road and up the hill last week,literally.
None of us would have believed at the outsetof our run that we could complete a 5km run com-plete with a steep hill. I made some friends alongthe way. Like me, some of the other women were
anxious about running. I hadimages of collapsing along theroad and having to be embar-rassingly carried back to basecamp.
I’ve always been a runner,until I was told by the coach ofa walk/run programme that I’ma walker. And that’s what I be-lieved, but no longer.
It’s early days yet, but mychallenge is clear: train for thenext six weeks to complete a10km run in the Jive SlaveRoute Challenge on 27 May.
The club caters for beginnersto elite runners and trains twicea week at Rhodes High Schoolin Mowbray, meeting at 18:00
on Tuesday or Thursdays.I’m bracing myself for my next run tomorrow.

A HELPLINE has been set up and will bestaffed by a pharmacist to assist patients inneed of urgent medication.
This is in response to some areas experiencinga delay in the issuing of chronic medication.
The helpline has been set up by the Depart-ment of Health. This comes after UTi Pharma,the new service provider responsible for the de-livery of medicine parcels to public health facili-ties, experienced teething problems while an im-proved dispensing system was introduced.
Patients were forced to queue for hours at gov-ernment health facilities in recent weeks after thedata transfer of 200 000 patient files to the newcontractor caused the delay.
New business processes and the use of newequipment also impacted on the delivery service.
Medicines have meanwhile been dispensedmanually.
A government spokesperson reports that thedelivery of pre-packed prescriptions has nowbeen resumed at many facilities.
Provincial health minister, Theuns Botha, saysthe Western Cape is “pushing new boundaries”in terms of medicine dispensing.
“The new contract with UTi outlined expansionto new outlets and posed new challenges for theprovider. What we are now experiencing areteething problems, but they are in the process ofbeing resolved.
“However, we do apologise to our patients forthe disruption and inconvenience this hascaused. We believe that in the long term it will
alleviate long queues at facilities and bring aboutan improved service.”
Those experiencing difficulty in collecting theirmedication can phone the helpline on 083 4729300, where a pharmacist can help by guidingpatients to the nearest 24-hour facility where pre-scriptions can be obtained.

The 32-person team have a clear aim of im-proving the leafy suburb and is encouraging like-minded people to help make this a reality.
Chairperson Ivor Van der Ross acknow-ledgesthat the group is in its “embryonic stages”, buthas already charted a way forward to improve thesuburb. The association is not yet registered asits constitution is yet to be approved by the Cityof Cape Town. “We will act as a mouthpiece anddirect link between residents and the council sothat our concerns can be resolved by goingthrough the right channels,” he says.
He continues that once the association hassettled into its new role, a plan to reintroduce thenow defunct Garlandale Neighbourhood Watchwill be put into place.
These volunteers focus on safety and securityand Van der Ross says the revival of this groupis on the association's priority list.
Christopher Lane, the chairperson of the CivicAssociation of Rondebosch East (Care), explainsthat Mosman Road is the official developmentcouncil boundary separating Garlandale fromRondebosch East.
“The two civic associations will not be workingtogether, but I am willing to offer my assistancewherever it may be needed,” Lane says.
Ward councillor Anthea Green says the newassociation as well as Care are encouraged tohold monthly meetings with her to weed out localissues.
Green says, “Simple things such as the erec-tion of a sign or the fixing of a pavement – whichGarlandale residents have been requesting foryears – are now being seen to with the help ofthese associations.”

WE’VE all experienced it. The uncomfor-tablestand-off when an eager car guard stares atyou through your car window, expectantly eye-ing hand movements towards your wallet, afteryou’ve only popped into a shop for five min-utes.
Considered by some as chancers trying to makea quick buck and by others as noble, for trying tomake a clean living, they have certainly made theirpresence felt in car parks across the country.
People’s Post took to the streets to find out howour readers feel about car guards and how much– if at all – they should be tipped?

UNATHI JACK’S baby son was terrified whenshe took him outside for the first time aftermonths in a cramped jail cell cut off from theworld.
Now, one-year-old Chibueze confidently roamsabout in the country’s first dedicated unit to en-sure that babies in lock up are not punished fortheir mothers’ crimes at the notorious Pollsmoorprison.
“He’s got space now to move up and down,”says Jack, who is serving a five-year sentencefor drug possession.
“When he’s outside, he doesn’t want to go in-side the house again – he wants to be there, out-side.”
Sitting in the unit’s cosy crèche filled with toysand learning aids, Jack is one of four mothers whohave moved into a quiet part of the prison groundsthat is a child-friendly oasis behind razor-wiretopped walls.
Unlike the grim womens prison, where 518women live in a space meant for 329, the inmateshere share a former staff house where the bed-room doors are ordinary wood and the front dooris open during the day.
The women are free to move about, with a yardand a spacious grassy playground. They are alsoallowed to cook their own food in an unusuallyliberal jail setting to allow as normal an environ-ment as possible behind bars for a child.
“We are hoping that this will expose them toa life that is close to normal but will also contributein breaking the cycle of crime,” explainedNontsikelelo Jolingana, national chief deputycommissioner for development and care.
With the first years of a child’s life regarded asthe most important, babies growing up in cells areshaped by prison life and are often traumatisedon leaving.
“They haven’t seen anything other than the fourwalls that they were kept in. Therefore, even themental development of the child becomes affect-ed,” says Jolingana.
“We thought that if we opened facilities of thisnature, we are giving these children a chance, be-cause our emphasis is that they have not commit-ted a crime.”
Marlise Howell, an instructor with BabyGym, aprogramme that helps teach baby massage and
motor skills says, “What we saw is that institution-alised babies’ brain development is not on parwith babies outside.”
“Everything is close up, they cannot developtheir far vision properly and they don’t have differ-ing experiences.”
For mothers serving long sentences, the re-prieve is temporary as the children legally haveto leave prison for foster care or relatives oncethey are two. The mothers are sent back to serveout the rest of their term.
In the meanwhile, they relish the gentler settingand seeing their babies react to the stimulationand play.
“There’s a big difference because this is moreof a home environment,” says convicted shoplift-er Rafieka Rajab (26) whose 3-month-old daugh-ter, Ameerah, spent her first month in the mainwomen’s section.
Apart from missing her family, she admits:“There are times when I feel like I’m not in prison,it feels like I’m home.”
The baby-centric setting means that some ofthe little ones are introduced to new things notavailable to many on the outside, such as mas-sages and being bounced on an exercise ball.
The doting prison staff are equally taken withthe young charges in the relaxed environment,where mothers can move around at night if need-ed and chortles and squawks fill the air insteadof jarring prison noises.
With some 70 babies currently in South Africa’sprisons and 20 pregnant women in Pollsmooralone, authorities have opened another unit inDurban and plan two more later this year.
South Africa has one of the world’s highestcrime rates, and the move to accommodate thebabies has not been without “five star hotel” mum-blings – but authorities are adamant that babiesare not convicts and say prison rules still apply.
“We tell you what time you wake up, we tell youwhat time to eat, what time to wash, what timeto do whatever – so it’s still a prison,” said Jolinga-na.-News24

Babies in jailTHE gestation period for humans is nine months.Incarceration for criminals can be anything fromtrial-awaiting to a lifetime without parole.
So what to do about pregnant inmates? Shouldthey be allowed to keep their babies, or would itbe in the child’s best interest to be removed froma mother who is in prison? There are no easy an-swers.
The effects of crime are evident worldwide. Au-thorities are faced with an uphill battle to stymiecrime. Overcrowding in prisons and the ease withwhich released convicts return to old habits addto the burden. These are the known variables.
A more subjective factor would be a child’s re-sponse to being raised by an absent mother. Sucha child would be denied a mother’s touch, voiceand nurturing. Such a mother would be denied thechance to love her child and, it is hoped, halt recidi-vism.
One cannot, therefore, divorce the moral obliga-tion to both mother and child.
The psychological factor – that prison is noplace for a child – cannot be overlooked. In a soci-ety which fails so many other children – throughits failure to aid the abandoned, abused and ne-glected – should an imprisoned mother not havethe right to be with her child?
The argument in favour of inmates keeping theirchildren, even for a limited time, could be bol-stered by the hope of breaking the cycle of repeatoffending, curbing children of inmates from be-coming offenders, and facilita-ting that most basicof human needs: bonding between a mother andchild.
A study in an American prison found that of 65inmates who took part in a prison nur-sery projectcompared to a control group of 30 inmates whohad had their babies removed 72 hours after birth,17% of the first group returned to jail. Half of thecontrol group did.
The bottom line could very well be at issue. Au-thorities should weigh up the cost of inmates keep-ing their babies in prison versus that of keepinga convict.

The 2013 tournament was originallymeant to be hosted in Libya, with SouthAfrica hosting the 2017 installment, butthe two nations swapped hosting rightslast year after that North African coun-try was beset by political unrest.
Cape Town was one of several major
municipalities invited to bid to hostmatches, and it seemed likely that theCity would be successful.
However, this has now been throwninto doubt after the City of Cape Townsought clarity from SAFA and the or-ganising committee on several press-ing issues, many of them financial.
According to Councillor Grant Pas-coe, Mayoral Committee Member fortourism and marketing, these will needto be cleared up before the City willagree to host any games.
“The City of Cape Town has repeat-edly highlighted its concerns with SAFAabout certain contractual obligationsand the impact that the possible unde-fined costs could have on both CapeTown and other municipalities, espe-cially in light of substantial service de-livery needs,” said Pascoe in a state-ment released last week.
“The City of Cape Town accepted theSouth African Football Association’s in-vitation to bid as a host city for the 2013African Cup of Nations (Afcon) tourna-
ment.This was seen to coincide with the
City’s strategic position of being a com-petent and attractive tourism andevents destination. However, the costof hosting the Afcon games will haveto be carefully weighed against otherpressing socio-economic imperativescurrently facing the city.”
