not who scores first, it’swho scores more andEads did just that in aroller coaster ride lastSat ur day af ter noon as the fans got to watch the most ex cit ing game of the 2014sea son beat ing Peetz in anail biter, 52-50. Al thoughit was n’t Eads’ best gamethe win does ad vancethem into the Cham pi on -ship game next Sat ur dayin Arickaree with a 1:00p.m. start time.

Down 16-0 with 1:46 leftin the 1st quar ter, the Ea -gles man aged to get onthe score board with a42-yard touch down run by Dylan Dixon and a suc -cess ful kick through theposts by Rea gan Lane.This would be the last ofthe scor ing un til 1:47 leftin the 2nd quar ter whenPeetz’ QB, Bradey Holtzfielded a nice pass intothe end zone for a 7 yardtouch down to Cody Wil -son. The ex tra point wasadded when Holtz foundtheir kicker, CaseyBarrett open for a passright in side the goal line.

Eads bat tled down thefield on a Rouse/Dixonpass for 26 yards and then a Rouse/Mitchek pass for14 more yards be foreDixon took it in againfrom 25 yards out. Lanewas un able to get the ex -tra points.

With a nice kick off byFred Turner and an out -stand ing tackle by Dixon,the Bull dogs were sit tingon the 8 yard line. Theytried to run the clock outby tak ing a knee un dercen ter but Eads’ coach,Dustin Uhland had a dif -fer ent game strat egy sohe called a time out. Nextplay un der cen ter theBull dogs went with a pass play and found Eads’Dixon on the 23. Rousepassed to Caden Parkerfor the 23-yard touch down and Lane added the PAT.Eads was now within onepoint, 22-23.

With this mo men tumEads came back at halfwith a 38-yard run by Rea -gan Lane for his touch -down and then he bootedthe ex tra points giv ingEads the lead for the firsttime in the game. Eadsforced Peetz to punt on

their next pos ses sion buta yel low flag gave it backto the Bull dogs. Next playit was run ning back, Jor -dan Nel son that cough itup giv ing Rea gan Lanethe op por tu nity to pick itup and run it to the 6 yardline. Sound too good to betrue for the Ea gles, it was, be cause an other pen altyflag was tossed and itbrought Eads back to theEads 37. Rouse was ableto get 22 yards on a nicerun and now Peetz was on the re ceiv ing end of a yel -low flag mov ing it for ward al low ing Dixon to take itacross from 9 yards out.Lane missed the PAT butEads was ahead 36-23.

Peetz an swered backright away with a 71 yardkick off re turn by BradeyHoltz but their kicker,Barrett was un able to getthe PAT.

Eads QB was then in ter -cepted and Peetz cap i tal -ized with a touch downpass, Holtz to Wil son for46 yards and the ex trapoint was a Holtz toBarrett pass to knotthings up at 36.

Eads con tin ued to paintthe field yel low and theBull dogs were scor ingagain on a 1 yard carry byNel son and Barrettkicked in the PAT. At theend of the 3rd quar terEads was again trail ing,36-44.

Eads would scorewithin 9 sec onds in the4th, get ting a 53 yardsprint by Dixon and Lanehelped things out, ty ingup the score at 44, get tingthe PAT.

Rouse kept Peetz fromscor ing get ting an in ter -cep tion and tak ing it outof the end zone to the 1yard line but Eads’ pos -ses sion was short lived asPeetz had their own in ter -

cep tion giv ing them theball on the 15 yard line.Peetz’ QB was pres suredbut af ter elud ing the de -fend ers he found GarrettRoelle in the back of theend zone for a 5 yard passgiv ing the Bull dogs thelast points they wouldscore.

Eads drives down thefield with the clock tick ing and with a hard tackle tothe ground Dixon is un -able to hang on to the balland Peetz is back in con -trol. The de fen sive stance now was cru cial for Eadsand they were re lent lessforc ing the punt in 4 playsbut they would be start ing on their own 24 yard line.

Eads was pa tient andworked their way backdown the field with therun ning backs, Lane andDixon car ry ing the ball.Set ting on the Peetz 18, itwas Dixon that got thecall to take it over but hehad to go through al mostev ery de fender to getthere. Rouse was able tohelp out keep ing the runalive and Eads was look -ing at a tied score onceagain. The fi nal PAT wasall that they needed to

take the lead. With a time -out to dis cuss ev erysce nario pos si ble, Eadswas send ing Lane outwith his spe cial shoe on to put it through. No pres -sure, no gain and Lanewas un wa ver ing as thekick was per fect. Eadswas lead ing by 2 pointswith 45 seconds in thegame.

It was all im por tant tokeep it out of Bull dog’sHoltz hands, so Turnerwent for the left side onthe kick off. The ball wentthrough the first line menand was just in the graspof Cody Wil son but Rea -gan Lane sent him back in the op po site di rec tion and the ball went float ingthrough the air. Bothteams rushed to cover but it was Eads’ Dixon thatwas on the bot tom of thepile and he was n’t let tingany one get at it. Eads was able to run the clock outwith Rouse tak ing a kneebe hind cen ter and as thebuzzer sounded it was the Ea gles that would beplay ing in the 2014 6-ManState Cham pi on shipgame against theArickaree Indians.

I saw largecrowds of Peetz fans clad ingreen and gold pour ing onto the Field at 11:30 a.m.The Bull Dogs pulled aheadof the Eads Ea gles for awhile, and then the teamswere tied back and forth. Itell you, it was nerve wrack -ing game and right at theend of the game the Ea glespulled off an as tound ingplay and we Won!! Nextweek Ea gle Fans will travelnorth to Arickaree near thetown of Anton. They will beplay ing for the State 6-manFoot ball Cham pi on ship.The good news is that wefans, who have to stay inthe county, can watch thegame on the Big Screen atthe Plains Thea tre filmed by CHSAA. All sea sonCameron Crow has filmedthe games. I heard he hasdone a great job for thecoaches and play ers tostudy. We have a group ofyoung men play ing who arere ally out stand ing and qual -ity young peo ple.

rial, at the Road side Park, was ded i cated to all Vet -er ans on No vem ber 11 at11 a.m. There were a lot of peo ple and com pa niesthat were in volved inmak ing a dream cometrue. It all started withour County Com mis sion -ers plac ing money in their bud get to pay for the Me -mo rial. Once the bud getwas es tab lished a com -mit tee was formed to getthe ball rolling.

The plan ning com mit -tee was com prised of Dick Scott, Bill Koehler, Don -ald Oswald, PeggyDunlap, Ron Healy, Do risLessenden, Areta Laird,Terry Laird, John Jacobs, Pat Roper and RolandSorensen. A plan was de -vel oped for the base of the Mon u ment, the flag pole,the light ing and the mon -u ment stone. The base

was con structed by Mil -ton Watts and NestosCastillo and the pole wasdo nated by MerleShalberg and con structed by Ron Healy and MonteStum, us ing parts pur -chased and do nated byThun der bird Pe tro leum.The Ea gle on the top ofthe pole was do nated byBrown Fu neral Home inmem ory of Ki owa CountyWorld War II vet er ansRay mond Frazee and thelate Joe Schmitt.

The Eads City Coun cilwas in volved with the de -ci sion to place the Mon u -ment at the Road sidePark. Van Brown and theCity crew re moved a treethat was dy ing in or der tostart the pro ject. Once the Flag pole had been con -structed, Allen WadeWatts took the pole to JROil Ser vice in Chey enneWells and had it sandblasted and painted. JayHaase with SECPA raised the pole for us.

It was de cided to use so -lar light ing for the pro jectand the Lamar Com mu -nity Col lege, un der theguid ance of in struc torJohn Spano and his stu -dents in stalled the lights

and so lar panel. Hours ofdig ging were saved byBilly Koehler, Man ualRamos and A. J. Bolin,when they trenched andin stalled the con duit forthe wir ing of the lights.Once again, SECPA andTim Hishinuma came tothe res cue and mountedthe lights high on thepole, under the flag.

The mon u ment stonewas or dered by JimmyBrown and he over sawthe sand blast ing and in -stal la tion of the Mon u -ment.

Hehas turned a shovel-ready busi ness into a go ing con -cern, with the help of thewoman of his dreams,Em ily. But in the quiettimes, when it’s onlyDewey think ing to him -self, he re ally wants toraise things.

From the time he was akid, he wanted to raisecat tle, but Dewey’s pro -cliv i ties to ward di sas terleft that par tic u lar itemoff the agenda. In help ingout other cat tle men, yousee, he ac ci den tally let 17steers es cape from thefeed lot onto the in ter -

state, and of course therewas the now-leg end arytime he herded a cow off abluff into the top of a tree.

So he went into cow ma -nure big time, sup ply ingfer til izer for our yardsand gar dens, and thenbranch ing off into com -post, worm cast ings andthe worms them selves.

That’s what he was busy with to day, ac tu ally.Worms. Not just anyworms, but red wig glers,ap proved by bass andtrout from sea to shin ingsea. And to day he wastuck ing them in for win -ter, spread ing strawthickly over the top oftheir bins to wait out thecold un til they came backto warm-weather wig -

gling next spring.Dewey picked up a flake

of straw and lookedaround. There was n’tany one in sight.

“Here you go, lit tlefellas,” he whis pered.“You stay warm and havea good win ter.”

He looked around.Good. Still no one.

The next bin… “Youguys stay warm in therethis win ter, okay?”

It’s hard to take the hus -bandry out of the man,you see. A guy has to feedsome thing and watch itgrow. With worms, if hemakes a mis take … well?

Maybe some day his fa -ther tank will get toppedoff when he and Em ilyhave chil dren.

Let’s hope, how ever,that it’s Em ily whoteaches them to swim.

SEC TION 1.WA TER RATES. Ef fec -tive March 1, 2014, the wa ter ratesshall be es tab lished as fol lows:

1. Where a sin gle me ter serves a lo -ca tion within the Town of Eads atwhich there is a sin gle res i dence,there shall be a min i mum monthlycharge of $30.53 for the first 3,000gal lons used. All wa ter used in ex -cess of 3,000 gal lons shall be billedat the rate of $1.50 per 1,000 gal -lons used.

2. Where a sin gle me ter serves twores i den tial units at a lo ca tion in side the Town of Eads, there shall be amin i mum monthly charge of$61.05 for the first 6,000 gal lonsused. All wa ter used in ex cess of6,000 gal lons shall be billed at therate of $1.50 per 1,000 gal lonsused.

3. Where a sin gle me ter servesapart ments, mo bile home parks ormo tels at a lo ca tion in side theTown of Eads, there shall be a min i -mum monthly charge of $42.96 per me ter for the first 3,000 gal lons ofwa ter used. All wa ter used in ex -cess of 3,000 gal lons shall be billedat the rate of $1.50 per 1,000 gal -lons used.

4. Ex cept as spe cif i cally oth er wiseset forth herein, where a sin gle me -ter serves a lo ca tion within theTown of Eads at which there areone or two busi nesses, in clud inggov ern men tal en ti ties, each ofwhich is owned or man aged by dif -fer ent per sons, there shall be amin i mum monthly charge of$30.53 for the first 3,000 gal lons ofwa ter used. 6. Where wa ter ser vice is pro videdout side the Town of Eads, thereshall be a min i mum monthlycharge that is $22.07 more thanwould be charged for the sametype of fa cil ity within the Town ofEads. All wa ter used in ex cess ofthe ap pli ca ble min i mum gal lonsshall be billed at the rate of $1.50per 1,000 gal lons used.

7. Should sit u a tions arise that arenot spe cif i cally ad dressed above,the Town Clerk shall ap ply suchabove-de scribed rate as is mostnearly con sis tent with the sit u a tionin ques tion. Any in ter ested per sonmay ap ply to the Board of Trust eesfor re con sid er a tion of the Clerk’sde ter mi na tion.

8. Res i dents and non-res i dents ofthe Town of Eads shall be billed ex -tra for all me ters that are largerthan three-quar ter of an inch. Thefol low ing amounts will be added to their min i mum rate per month:

1” me ters - $2.002” me ters - $9.003” me ters - $13.004” me ters - $17.00

SEC TION II. BULK WA TER RATES.Ef fec tive Oc to ber 18, 2014, thebulk wa ter rates shall be es tab -lished as fol lows:

The rate for Bulk Wa ter will be$8.00 per 1,000 gal lons.There will be a $100.00 monthlymin i mum charge for all Keytroll ac -counts.

SEC TION III.SAN I TA TION RATES.Ef fec tive March 1, 2014, the san i ta -tion rates shall be es tab lished asfol lows:

1. The oc cu pants of ev ery struc ture used as a res i dence within theTown of Eads shall be charged$15.67 per month for san i ta tion re -gard less of whether they re questsan i ta tion ser vices. The pro vi sionsof this para graph shall not ap plywhere a higher com mer cial rateap plies.

2. All non-res i dents that are ontown wa ter and town sewer shallbe charged $15.67 per month forsan i ta tion re gard less of whetherthey re quest san i ta tion ser vices.

3. All non-res i dents who are ontown wa ter, but not town sewer,and who re quest san i ta tion, shallbe charged $21.21 per month.

4. Non-res i dents who wish to bring their non-com mer cial trash in tothe dump sters at the town shopshall be charged $15.67 per month. Com mer cial use shall re quire priorap proval of the Town Board atrates to be ne go ti ated on a case bycase ba sis.

5. Churches shall be billed as res i -den tial.

6. All busi nesses within the Townof Eads, in clud ing gov ern men talen ti ties, shall be charged $20.56per month for san i ta tion.

7. Any busi ness or res i dent who re -quests a dump ster only used bythem shall be charged $38.82 permonth for each 3 yard dump ster,and/or $48.82per month for each 4yard dump ster.

8. San i ta tion rates for us ers whoserates are not spec i fied above shallbe set from time to time by theBoard of Trust ees. Such rates shallbe set with a view to re flect ing ac -tual dump ster us age.

SEC TION IV.SEWER RATES. Ef fec -tive March 1, 2014, the sewer ratesshall be es tab lished as fol lows:

1. Apart ments with more than 10units shall be charged $62.01 permonth.

2. Pro cess ing plants, hos pi tals,mo tels, apart ments with 10 orfewer units and board ing housesshall be charged $37.46 per month

3. Gro cery stores, schools, fill ingsta tions, ca fes, res tau rants, con ve -nience stores, court houses andmor tu ar ies shall be charged $29.45 per month

4. Trailer parks, mul ti ple housescon nected to one wa ter me ter and

du plexes shall be charged $17.12per month.

5. Ex ist ing busi nesses not listedabove and res i den tial shall becharged $17.12 per month

6. New us ers not spe cif i cally de -fined above shall be placed in thecat e gory that most nearly re flectsthe new user’s an tic i pated us age.The ini tial cat e gory shall be as -signed by the Town Clerk. The user may ap ply to the Town Board forre view of the ini tial cat e go ri za tion.

SEC TION V.LATE FEES. A late feeof $10.00 shall be added to ev erywa ter, sewer and san i ta tion bill that is not paid by the 16th day of themonth.

SEC TION VI.TURN-ON FEES. Acharge of $50.00 shall be chargedto con nect or re-con nect to theTown of Eads Wa ter Sys tem.

SEC TION VII.WA TER TAP FEES.Any per son de sir ing to con nect tothe main wa ter line shall pay a tapfee of $400.00 and shall also pay an amount equal to the ac tual cost ofall ma te ri als from the wa ter main to and in clud ing the wa ter me ter, me -ter hous ing and all cost of la bor forin stall ing such ma te ri als.

SEC TION VIII.SEWER TAP FEES.Any per son de sir ing to con nect tothe sewer sys tem shall pay a tapfee of $200.00.

SECTIOIN IX.SEWER SER VICE RE -QUIRED. Ev ery pre mises withinthe Town that is in tended, de -signed, or ca pa ble of be ing oc cu -pied by hu mans, and ev ery pre -mises within the town that isac tu ally oc cu pied by hu mans, shall be re quired to be con nected to theTown sewer sys tem. The pro vi -sions of this Sec tion shall be with -out prej u dice to the Town’s power,as pro vided by stat ute or other law, to re quire ev ery prem ise, in clud ing any not spe cif i cally de scribed inthis para graph, to be con nected tothe Town sewer sys tem.

SEC TION X.DE POSIT.1. In the event a Ser vice Site re -ceives wa ter and/or sewer ser vice,there shall be paid a de posit of$70.00.This de posit shall se cure allamounts due in con nec tion withwa ter and/or sewer ser vice pro -vided by the Town, as well as for all other amounts due from the Userto the Town. Any un used de positshall be re funded to the User atsuch time as the User is no lon gerob li gated to the Town for anyamounts, in clud ing but not lim itedto amounts due for wa ter, sewer,san i ta tion and/or Mu nic i pal Courtfines, fees and costs.

2. For open ing an ac count for useof the Bulk Wa ter Keytroll Ac cess,there shall be paid a de posit of$1000.00.This de posit shall se cureall amounts due in con nec tion with the Keytroll ser vice for bulk wa terpro vided by the Town. Thisamount will be re fund able af ter sixmonths of ser vice pro vided that allpay ments have been made by thedue date. If User has not made pay -ments or has been late on pay -ments any un used de posit shall bere funded to the User at such timeas the User is no lon ger ob li gatedto the Town for any amounts, in -clud ing but not lim ited to amountsdue for wa ter, sewer, san i ta tion

and /or Mu nic i pal Court fines, feesand costs.

3. For the keys to ac cess theKeytroll Ac count, there shall bepaid a de posit of $300.00.Thisamount shall se cure all amountsin curred with re plac ing the Keytroll unit and keys. This amount shall be re funded to the User when the ac -count is closed and all of the keysare re turned, if the User is no lon -ger ob li gated to the Town for anyamounts, in clud ing but not lim itedto amounts due for wa ter, sewer,san i ta tion and /or Mu nic i pal Courtfines, fees and costs.

SECTIOIN XI.IN FLA TION AD JUST -MENT. All fees spec i fied hereinshall be ad justed each Jan u ary 1,to re flect con stant in fla tion ad -justed val ues as mea sured by theDen ver/Boul der Con sumer PriceIn dex. How ever, no down ward ad -just ment shall be made with outspe cific ac tion of the Board ofTrust ees.

SECTIOIN XII.UN AU THO RIZEDUSE OF DUMP STERS PRO HIB -ITED. Place ment of res i den tial,com mer cial or in dus trial waste orre fuse in Town of Eads san i ta tiondump sters by non res i dents isstrictly pro hib ited un less and un tilad vance ar range ments are madewith the Town of Eads for such useand the ap pro pri ate fees are paid.Ev ery use of a dump ster in vi o la -tion of this Sec tion IX shall be pun -ished by a fine of $300.00.Thispara graph shall not be con struedas pro hib it ing the place ment ofwaste or re fuse in dump sters thatare set for pub lic use, so long as ei -ther: i) the waste or re fuse soplaced is gen er ated at or in con -nec tion with an event for which the dump ster is placed, or ii) theamount of waste or re fuse soplaced can be con tained in a 13gal lon gar bage bag.

SEC TION XIII.RE PEAL OF IN CON -SIS TENT OR DI NANCES. All or di -nances or parts of or di nances incon flict with or in con sis tent withthe pro vi sions of this or di nance are hereby re pealed, but only to theex tent of such con flict or in con sis -tency.

mander told Black Ket tleand other lead ers to await a peace del e ga tion attheir camp on Sand Creek and to fly the U.S. flag toin di cate their peace ful in -tent. Through out No vem -ber, these elders waited.

On No vem ber 29, U.S.Army (Vol un teer) sol -diers at tacked the vil lage.Dis re gard ing the greet -ings and calls to stop,these “be ings in the formof men” fired in dis crim i -nately at the Chey enneand Arap aho. Of ap prox i -mately seven hun dredpeo ple in the vil lage,about two hun dred diedthat day. Two-thirds of the dead and mu ti lated bod -ies left on the groundwere women andchildren.
