BEC 1 Opportunity Update• RS3 MATOC unrestricted solicitation
• Anticipate RS3 Gate Criteria Approach – below reflects the tentative criteria being considered:
§ The Offeror shall provide demonstrated experience on a qualified project to operate, maintain, sustain, enhance, and modernize a Biometrics repository similar to DoD ABIS.
a) A qualified biometrics project shall be within five (5) years of issuance of this RFP with an annual value equal to or greater than $20 million (contracts, task orders, delivery orders, or subcontracts).
§ The Offeror shall submit at least two examples of a PWS, SOW or SOO providing scope of experience and include historical evidence i.e., a copy of each contract or task order. Offeror shall demonstrate:
a) Relevant Biometric Program Experience: Demonstrate prime or sub-prime contract experience for at least two Government biometric systems with a minimum daily capacity of 45K biometric transactions. The system should include Biometrics processing, store, match and share for at least three biometric modalities.
b) Relevant Cloud Program Experience: Demonstrate prime or sub-prime contract experience for at least two Government Impact Level 5 (IL5) systems of similar complexity within the past two years.
c) Cybersecurity Certifications: Demonstrate a corporate security certification (e.g. Fedramp, ISO/IEC 27001, SOC II, COBIT, NIST).
d) Quality Certifications: Demonstrate an industry-recognized corporate quality certification (e.g., ISO 9001).

TLS Echelons Above Brigade
• The TLS EAB team began an Industry Working Group (IWG) engagement by sending draft documents to TS-SCI cleared vendors on 26 March 2021 (cover letter, acquisition strategy, deliverables charts, info paper with A-CDD content, SW architecture, capability statements, security clearance guide, CMOSS guide). This strategy relieved COVID and security classification concerns. Industry comments were due back 09April2021 via JWICS on a Comments Review Matrix (CRM). We examined those comments, responded as necessary/appropriate to questions and utilized the comments to refine our requirements and acquisition strategy. The AROC to approve the newly drafted A-CDD is currently scheduled for 09 July 2021.
