What is the New Charter?• Shall the City of Pensacola replace its current Charter with a completely revised Charter

providing for:

• • A Mayor-Council form of government, replacing a Council-Manager form of government;

• • A nine-member Council with two at-large seats and seven district seats;

• • Four-year staggered terms of office instead of two-year terms of office;

• • Term limits of three consecutive terms;

• • Recall, initiative and referendum,

• as described in Ordinance No. 35-09.

What is The New Charter?

✓A document that lays out our city’s form and structure of government

✓A “Constitution” for the City of Pensacola

✓An update and replacement of the old Charter from 1931.

What Does the New Charter Do?

✓Separate, elected branches of government

✓Elected, full-time Mayor, not appointed manager

✓Mayor serves as Chief Executive, responsible for directing city staff.

✓Consistent with the separation of powers in State and Federal government.

✓Gives citizens broad, new powers to hold city government accountable

✓Referendum to overturn Council actions

✓Citizens Initiative to allow voters to pass their own laws

✓Sets Term Limits of three terms to prevent special interests from taking over

✓Staggers terms of Council to preserve continuity in leadership
