Overview
Basic Philosophy
Quality Education System is:• One that succeeds in meeting its goals;• One that is relevant to the needs of
students, communities and society;• One that fosters the ability of students to
acquire knowledge and critical learning skills.
POLICY THRUST
• DepEd encourages a system of self-assessment and certification process forschool improvement. Such scheme is an aid tothe Department’s regulatory function forschools to comply, not only with *minimumstandards for recognition, but also as asupport *for schools to eventually pursuestandards of quality over and above minimumas required in voluntary accreditation.
POLICY THRUST
• Through a Quality Assurance Certification System, theeducational community, the general public and otheragencies or organizations are assured that the schoolhas clearly defined appropriate educational objectives.
• The certification process helps the school to establishconditions under which achievement can reasonablybe expected, appears in fact to be accomplishing themsubstantially, and is so organized, staffed andsupported that it can be expected to continue to do so.
• Determine whether or not ESC-participating school comply with DepEdminimum standards and with the criteria established in the GASTPE Law.
• Provide a defensible procedure in assisting schools to upgrade their educational standards.

NOTE: If twice failed, the school is allowed to
graduate their remaining grantees until their phase out as participants of the ESC program. The school may only, after 3 years, consider re-applying in the ESC program but as an applicant school again.
