Sylvia Ngqongoza’s son Mzikayise Ngqon-goza (26) was arrested in October last yearfor the alleged rape. He appeared in court andentered a plea of innocence but was denied

tim was pregnant as a result of my son’s ac-tions. Members of the community sang andtoy-toyed in front of my house. They labelledmy son a rapist,” said a sobbing Sylvia, wholives in Nala Street, Khayelitsha.

MEMBERS of the South African PoliceService (SAPS) in Swartkops are lookingfor suspects in connection with a car-high-jacking which took place on March 27 thisyear. Members of the SAPS Airwing Unitspotted a vehicle in the bushes on March28 at about 10:30amwhile patrolling the ar-ea following recent hijackings in the bush-es around Motherwell and Swartkops.

Upon investigation, according to policespokesperson Warrant Officer DumileGwavu, it was discovered that the vehicle,

a white Corsa bakkie was hijacked onMarch 27 at about 00:05 at Monumentcrossing.

“A case of hijacking was opened at theSwartkops police station,” said Gwavu,adding that police also suspected the vehi-cle was hidden in the bushes by the sus-pects who were hoping to come back for itat a later stage.

Members of the South African PoliceService would like to warnmembers of thepublic to be vigilant when approachingbushy areas and always be aware of theirsurroundings.

Experts from Local Criminal RecordCentre (LCRC) werecalled to the scene andfingerprints were tak-en, said W/O Gwavu,adding that no arrestshave been made yetand the investigationwas ongoing.

A SENTENCE of life imprisonment was im-posed by the Uitenhage Regional Court on Le-kese Mqulwana (51) who was found guilty ofraping a 5-year-old girl.

Mqulwana, who is a Kamesh, Uitenhagebackyard shack-dweller, allegedly called thechild who was playing with friends in a yard,picked her up, took her to his room and thenraped her on May 31, 2012.

“He gave her R1 after the (rape) ordeal andtoldhernot to tell anyone,” saidpolice spokes-person Warrant Officer Gerda Swart.

According to Swart, relatives noticed thechild walking strangely and asked her whathad happened. The child told them what hap-pened and after a rape case was opened,Kamesh police arrested the man.

Uitenhage Cluster Commander BrigadierPhillip Salukazana commended DetectiveSergeant Llewellyn de Vries of the Family Vi-olence, Child Protection and Sexual OffencesUnit in Uitenhage whose investigations se-cured a life sentence for the rape of theminor.

“SAPS management is appreciative of thecommitment of our detectives and would liketo express our gratitude to the member (DeVries) and assure him of our pride in him forhis hard work and exemplary conduct,” saidBrig. Salukazana.

Uitenhage police spokespersontold PE Express Indaba that thecase was provisionally with-drawn and that the National Pros-ecuting Authority (NPA) must becontacted for further details.

Tsepo Ndwalaza, regional com-munications manager of the Na-tional Prosecuting Authoritysaid, “As the NPAwe can confirmthat the prosecutor in charge ofthis case had a consultation withthe victim and her mother and itwas decided that the mattershould be withdrawn provisional-ly. An assessment report on thevictim is awaited. Thereafter thematter will be referred to the Di-rector of Public Prosecution fordesicion.

“It is important to note that thematter to withdraw the chargesprovisionally was discussed withthe mother of the victim and sheis aware of the reasons,” said Nd-walaza.

He was visiting the metro tomonitor the performance of theNMBMunicipalitywith regards togovernance and administration aspart of the Siyahlola PresidentialMonitoring Programme throughwhichheassesses theperformanceof governance at national, provin-cial and local levels.

Zuma also met with the NelsonMandela Bay Civil Society Coali-tion during his visit to the Metroon Tuesday as a follow up to apromise he made during a recentmeeting in Pretoria that he wouldcome toNelsonMandelaBay to ad-dress the concerns of organisedbusiness and civil society groups.

“Wehave to fix thismetro, other-

wise it will go terribly wrong. Ihope this visit willmake the differ-ence,” said Zuma.

According to Zuma the solutionis in intergovernmental relationswhere the three layers of govern-ment (national, provincial andmu-nicipal/local) work together.

During this community engage-ment he said he came to reportback and not to listen to people’scomplaints.

EASTERNCape politicians aremissing a greatopportunity for addressing one of the country’smost pressing challenges, namely child abuse,in their election manisfestos.

This is the contention of Petros Majola, theDirector of Khula Development CommunityProject, a Child’s Rights Organisation based inthe Eastern Cape.According to Majola, his office is inundated

with calls of children having been sexually,physically and emotionally abused.Some of the abuses leave children with per-

manent emotional scars and even the burden ofmotherhood due to unplanned pregnanciescaused by family members and people knownto these children.Nelson Mandela Bay has just witnessed the

case of the alleged brutal rape and sodomy ofa five year-old girl fromMotherwell whose pri-vate parts were mutilated through abuse.Eventhoughtheaccused,XolileTose(33),was

sentenced to life imprisonment for the crime,

the life of the young girl (who has to live witha colostomy bag because of damaged privateparts) will never be the same, argued Majola.“Weare listening topoliticianselectioneering

and they are saying nothing about the brutalitysome men put women and especially childrenthrough. They are all silent! I wonder why?”asked Majola.Majola was quick to add, however, that his

statement should not be construed as an attackon government or on MEC for Social Develop-ment and Special Programmes, PemmyMajodi-na.“This has nothing to do with Government or

MEC Pemmy Majodina who is extremely pas-sionate about her job. MEC Majodina is hands-on in all the programmes to Protect Children,”saidMajola,addingthathewonderedwhypoliti-cal parties would overlook this pressing socialissue affecting many communities’ future lead-ers in their election manifestos.“There are programmes to highlight the

scourgeeveryday.But everyday there isachildthat’s being abused somewhere, sometimes bya relative,” said Majola.

Like the vigilant youth of 1976 and the early1980s, these young men and women are in-volved in isiXhosa and isiZulu TraditionalDance,GumbootDance andDrama, includingplaywriting and acting.Speaking to PE Express Indaba last week,

the group said they realised theyhad the ener-gy to do something positive and as a result,they started the Cultural Group in 2013.“We wanted to keep the youth of

KwaNobuhle from loitering and being in-volved in unsavoury acts like crime, abusingbooze and drugs.According to a member, Siyabulela Jones,

with their femalemembers theywork inpart-nership with Lovelife Iimpintshi for life-skills and awareness creation of ills like teen-age pregnancy.He said they’ve decided to diversify their

skills-base, because they come from differentbackgrounds with one aim, namely to makea success of their lives and to improve thecommunity’s wellbeing.“We are also doing visual arts and crafts,

including beadwork,” explained VusumziMtengwana.Their main aim at this stage, however, is

to finish off the stage-production they arebusy penning down as a group. According togroup member, Mlungisi Seyisi, they hopeto take the production to the GrahamstownNational Arts Festival.The group meets at Mlungisi Perfector

High School every Monday to Thursday forrehearsals.

THERE was much ululation and rejoicingwhen the MEC for Roads and Public Works,Thandiswa Marawu – in partnership withthe Department of Education and the MetroMunicipality – handed over the revampedKama Primary and the fully constructedStephen Mazungula Primary School, lastweek.

Both these New Brighton townshipschools have been in dire need of an infra-

structure upgrade, with Kama Primary hav-ing been built in 1924.“I am always touched by the condition of

most of our schools in the province,” saidMEC Marawu.Mandated by the provincial government

to do a Social Responsibility Programme,Marawu spoke to some of the directors inher department to facilitate a project whichwould ultimately bring joy and hope for bet-ter things to children, teachers, parents andthe community.“Melumzi (Stephen) Mazungula was con-

structed in eight months and completed inJanuary 2014 with a total budget of R7.2m,”said Marawu.Apart from the architect, a quantity sur-

veyor, structural engineer, a technical anda programme manager, a total of 73 localpeople benefited from jobs created duringthe construction phase of the project.According to MEC Marawu, both schools

now boast good infrastructures. Marawupraised inter-governmental relations for ex-pediting service delivery.“This is one of thewayswe as government

can ensure that we work together with thecommunity and the school for the better-ment of the lives of our children and the en-tire society,” said MEC Marawu.“A condusive learning environment will

lead every child on the road to success. Themore resources our childrenhave, thebettertheir chances to make it in life. We are verypleased to form part of this great relation-shipwith the two departments,” saidMunic-ipal spokesperson, Mthubanzi Mniki.According to Mniki, the metro municipal-

ity provided the two schools with services.

Project Manager Caroline Ferreira, saidtheyhave trained over 500 students in the cen-tre - with some venturing off to being smallbusiness owners.“Ourstudents come frompoorbackgrounds

and some do not have skills which could helpthem in the mainstream world. We providethem with skills in enterprise development,sewingandcraft,hairdressing,woodworkand

upholstery training,hospitalitystudiesservic-es and other skills training,” she said.Ferreira said because of the lack ofwork op-

portunities for the sewing and craft students,they help them become business owners andsell their goods at the centre.“We want to get the word out there that we

have talented kidswho produce amazing craftand clothes and they need people’s support.“We would also love for anyone in the skill

set we have at the school, to come andmentoror train our students voluntarily and helpequip themwith theknow-howtoventure intothe world,” she added.Ferreira said the students already are busy

A PARTNERSHIP between government andthe private sector is key to fast-tracking serv-ice delivery.

This according to MEC for Health, SiceloGqobana who was speaking during the hand-over of television sets and computers spon-sored by the MTN Foundation to benefitMotherwell Primary Healthcare Centres.

The event was held at the Motherwell In-door Sports Centre last Thursday.

Addressing officials from his Department,Nelson Mandela Bay Health Portfolio Chair-person Cllr Pat Ndlovu, metro councillorsand officials, traditional health practitioners,the clergy, sponsors MTN, the media andmembers of the community, Gqobana said theday needed to be celebrated for effective serv-ice delivery.

MEC Gqobana thanked Angie Maloka ofMTN for the gesture and said that the dona-tion was part of his government’s plan to im-prove the health of people, especially thosefrom disadvantaged communities.

He cited his timeous visits to the NelsonMandela Bay Municipality hospitals and clin-ics in the recent past to ensure that the East-ern Cape government’s health improvementplans bore fruit.

About a week before this visit, Gqobanawas in the metro to hand over the refurbishedLilitha Nursing College in Port Elizabeth, ajob done in partnership with the Coega Devel-opment Corporation.

“Recently, I came here for the hand-over ofthe upgraded Jose Pearson TB Hospital inwhich we put paving and a high fence to en-sure that patients couldno longer leavebeforebeing discharged.”

Such notable improvements were also ef-fected at the Dora Nginza Hospital, accordingto Gqobana. Very soon, he said, there won’tbe a need for people in the townships to go toLivingstone Hospital in Korsten to get betterhealth facilities.

“These computers will keep patient infor-mation using Information Technology so thatit becomes readily available when required.The televisions would flight primary health

educational programmes,” said Gqobana,adding that this was ideally to help the Moth-erwell Community embrace a positive and

healthy lifestyle.“We are aware of the education and health

challenges faced by our people, hence we’ve

decided to sponsor these television sets andcomputers to make the lives of needy resi-dents better,” said MTN’s Angie Maloka.
