EPIK I. Background The learning needs of indigenous people are now being addressed. They now appreciate education as something that is suitable to their needs.

Indigenous knowledge, traditions, culture, arts and most strategically, language is now integrated into their basic education. PDI and the indigenous peoples have initiated to establish and control their start their own alternative indigenous education..

This alternative learning system is the Non-Formal Education (NFE). NFE addresses the essential learning competencies that are parallel to the formal school curricula. NFE brings confidence, self-esteem, and unlocks human potentials. It does not merely satisfy literacy objectives. It is a process of empowering the deprived to confront the socio-economic and political vacuum created by greed and reinforced by poverty. II. NFE Program The Project Development Institute developed a Non-Formal Education Program which is aligned with the indigenous people’s cultural background. The Program is taught at their own learning pace and mental ability and will be delivered in their communities to reach out-of-school youth and adults who are unable to enter the formal school.

- English translation This testimony aptly illustrates how PDI’s Non-Formal Education, coupled with community organizing and community building brings about positive changes in the indigenous people’s lives.

III. NFE Program Beneficiaries, Area PDI implements NFE Program is Zambales, Aurora, Palawan and Iligan City (Northern Mindanao). SKF Phiippines particularly supports the Zambales NFE Program entitled Edukasyong Pantao para sa Ikauunlad ng mga Katutubo (EPIK) (see Zambales Map below)The Aeta Tribe, a major indigenous peoples group, with distinct culture and ethnicity is served by the program. In 2007, four (4) barangays were covered by the program in seven (7) Aeta settlement areas in the municipality of Botolan. In 2008, the program was expanded to seven (7) barangays and twelve (12) communities in the municipalities of Botolan and Masinloc. Presently the program covers nine (9) barangays and thirteen (13) communities. (see Table 1).

IV. Program Implementation Update For School Year 2008-2009, PDI continued Basic Literacy classes in 12 communities. There were 210 enlisted learners last calendar year 2008 and 168 of them were recognized during the Recognition Day last March 27, 2009 at Techno Pinoy, Botolan, Zambales. For Levels 1-3, Parateachers used the Indigenous People Core Curriculum from the Bureau of Alternative System (BALS). Post and Pre-Assessment Tests were also conducted to the learners. Preparations for School Year 2009, were also commenced. With the support and cooperation of barangay officials, area mapping was done to some selected and targeted communities. From the consolidated survey returns, names and the population of learners were gathered. Thirteen learning groups were created from 9 identified barangays. Learners for Basic Literacy totaled 173, while learners for Secondary and Elementary Accreditation and Equivalency (ALS-A&E) reached 100. Coordination, consultation and orientation of learners in the target communities wee conducted by the Instructional Managers assigned. This was followed by the completion of Personal Information Sheets (PIS) by the learners. Assessment of Basic Literacy (ABL) and Functional Literacy Test (FLT) were also administered to determine the entry level of the learners in the program. Group Sessions of ALS-A&E learners in all areas have already started in March. Classes in Basic Literacy will start in June or early July after the all the trainings of the Facilitators (April-May). Program Exposure Last April 24, 2009, SKF Philippines led by Managing Director Mario Pilones visited the PDI program areas in Zambales to witness firsthand how the NFE program is being implemented. He is accompanied by his senior managers and supervisors. Rendezvous point was at the Botolan Techno Pinoy Building where NFE Recognition Day is always held. First stop was at LAKAS community where parateachers where having their skills upgrading training. The party was welcomed by LAKAS Chairman, Carlito Domulot, PDI Exec. Dir. Ria Teves and the PDI Zambales Area Management Team. Carling initiated the program exposure by sharing his and their communities experience with alternative learning and how it helped their lives. Helen Abarra, PDI ALS Coordinator then shared to the delegation the operation and implementation of the NFE program supported by SKF Philippines. After the orientation, the exposure team was brought by the Zambales Area Management Team to Loob Bunga Resettlement and Baquilan Resetlement Sites where there were an on-going Basic Literacy

classes for adults and young learners. The delegation observed on the practice of teaching and how learners interact and respond to their instructors. Assessment and Reflection for the whole day activities was done at the last stop (Baquilan Resettlement Site). PDI shared its plans with the program, while SKF Phils shared their learnings and appreciation of the efforts of PDI, the committed parateachers and the eager-to-learn Aeta communities. V. Parateachers Regular Parateachers/facilitators meetings are held twice a month for them to share insights and learn from each others experiences. Regular monitoring of classes and group sessions are done once a month by the ALS Coordinator. From April to June, parateachers did summer activities and underwent training to upgrade their skills under the supervision of the Department of Education and PDI. Instructional materials and modules were improved and calibrated to suit the learning needs of the old and new NFE learners. These activities and trainings are very important to revitalize the parateachers passion to teach. Improved teaching skills together with updated instructional material and renewed commitment of the instructional managers/parateachers.

VII. Positive Changes

The NFE program passes on encouraging results in indigenous people’s lives particularly the, women. An improvement over previous conditions where the majority of women were less educated than men and worked more hours suffering from poor health and nutrition. Improvements in gender consciousness led to an understanding of the equal rights and responsibilities of women and men, and a demand for the creation of equal opportunities for them in society.

Another great contribution brought about by the NFE is the improved and higher functional literacy rate, along with increasing realization of the importance of education, led to the augmentation of family incomes through income generating activities which subsequently improved the standard of living. Increased self-esteem and confidence were other significant contributions the NFE program made in the communities.

graduates.
