1. Introduction
1.1. An Indian delegation consisting of representatives from Ministry of Mines, Ministry of
Steel, Ministry of Coal, CPSEs like NALCO, NMDC, Coal India Ltd., MECL, HCL
and State Govt. like Madhya Pradesh & Gujarat headed by Shri Anil Mukim, Secretary
to Govt. of India, Ministry of Minesvisited Canada from 3rdMarch to 6thMarch, 2019 to
attend the PDAC 2019 International Conference at Toronto. In addition, official
delegation from Ministry of Mines and NALCO delegates has attended an exclusive
Meeting on Minerals & Aluminium Technology at Vancouver on 7th March 2019.
1.2. NALCO was entrusted as nodal organisation for Space booking for India Pavilion &
India Day Celebration, design & fabrication of India Pavilion, arrangement of India
Day Celebration and other various meetings of official delegation in consultation with
CGI, Toronto etc.
1.3. The delegation attended the conference and G2G, G2B & B2B meetings organized
during the four-day program. The conference was held at the Metro Toronto
Convention Centre and business meetings were held in convention Centre and nearby
venues.
1.4. The complete list of the Indian delegates is enclosed at Annexure A (at page no-17).
2. PDAC 2019
2.1. Prospectors and Developers Association of Canada (PDAC), established in 1932 to
represent the interests of the Canadian mineral exploration and development industry.
The association is a national organization with more than 8,000 individual members
(including prospectors, developers, geoscientists, consultants,mining engineers, mining
executives and students as well as those involved in the drilling, financial, investment,
legal and other support fields) and more than 1,000 corporate members (including
senior, mid-size and junior mining companies and organizations) providing services to
the mineral industry. PDAC encourages modern practices in technical, environmental
safety and socio-economic practices prevailing in Canada and across the globe in
connection with mineral and mining industry. The association is best known

worldwide for its annual convention for advocacy, information and networking in
connection with mineral exploration.
2.2. The Prospectors & Developers Association of Canada (PDAC) hosted 25,843
attendees from more than 130 countries at PDAC 2019—the world's premier annual
mineral exploration and mining convention(Source: GLOBE NEWSWIRE, TORONTO,
March 06, 2019).PDAC Conference is mainly grouped into investor exchange,
prospect tent, trade show, technical sessions, short courses and networking events.
Investor exchange around 3800 provides opportunities for one to one interaction with
exhibitors about current activities and investment potentials. 1000 exhibitors including
major, medium and junior exploration and mining companies, prospectors, producers,
and stock exchange were present. Whereas prospect tent is meant exclusively for
independent prospectors to display their maps, drill cores and claim results for
investment, trade show promotes the latest techniques, products and services in
connection with mineral and mining sectors.
2.3. India has been regularly participating in PDAC annual conference for last 18 years.
3. India Pavilion
3.1. India was allotted booth No-1241for pavilion which is 800 sq. feet space for showcasiin
mining and mineral potentials of India as a whole and participating PSEs/State'Govt in
particularly.
3.2. The design and fabrication of Indian stall was arranged and organized by NALCO.
The stall size was 40ft X 20ft. The booth was inaugurated by Shri Anil Mukim,
Secretary to Govt. of India, Ministry of Mines on 3rd March 2019 in presence of &rt.
Rasika Chaube, Additional Secretary, Ministry of Steel, Shri Anil Kumar Nayak, Joint
Secretary, Ministry of Mines, Shri Ashish Upadhyaya, Joint Secretary, Ministry of
Coal, Shri Dinesh Bhatia, CG, Toronto, Dr. T K Chand CMD NALCO & other
business delegates from NALCO, NMDC, Coal India, MECL, HCL etc. India pavilion
showcased various geological maps of GSI and posters from PSUs - NALCO, HCL,
NMDC, MECL, etc. Three monitors ran short film on Indian mining sector, u ith
clippings of Hon'ble PM's address, in the joint declaration statement made along with

Canadian PM on 2.3rd Feb 2018, and a message by Hon'ble Minister of Mines. Small
booklets, brochures and flyers of Ministry of Mines, GSI, NALCO, HCL, MECL,
NMDC, CIL, Commissioner of Geology and Mining Gujarat, Govt. of MP
etcindicating opportunities and potentialities of Indian Mining Sector were made
available for general distribution to the visitors. The information prepared by Ministry
of Mineswas also distributed to delegatesin pen drives.

3.3. The India pavilion highlighted geological diversity in India and the exploration and
mining potential of India and roles of respective mineral rich state Directorates of
Geology and Mining in resource development.

3.4. Two Indian delegates were always on the job at India Pavilion for technical discussion
and information sharing with the visitors about geology and mineral wealth of the
country. The visitors were informed about favourable geological setting and Govt.
regulatory policies and e-auction process for more transparency for allocation of
mineral blocks, scope of mineral exploration policy (NMEP-2016) in the contest of
NMET and DMF-2015 for encouraging private agency participation in Indian mining
sector.Indian delegates had discussions with some junior explorers at the investor
exchange and prospector's tent to have a view on the expectations of junior explorer
for venturing into India.

4. Business Meetings
4.1. Indian delegation led by Mr Anil Mukim, Secretary to Govt of India explore
prospective collaboration areas including in exploration & deep seated mining, wit
Govt. delegation from Yukon Province of Canada and extended full support fo
realizing potential partnerships.
4.2. CGI Toronto has convened round table of multi-disciplinary Indian delegation led by
Anil Mukim, Secretary to Govt. of India with Canada India Economic Count
discussing avenues for investment & collaborations in exploration / technology or
metals, minerals including rare earth.

4.3. Business meeting and reception were hosted by the Consulate General of India, Toronto
and Indo-Canadian Chamber of Commerce (ICCC) at Hotel-Novotel Toronto Centre on
04th March 2019. The president of ICCC, many members and past presidents were also
present for discussion about Indo-Canada relationship. The ICCC was set up in 1977
toshare ideas, information and experiences and strengthen network in order to promote
mutual business success between India and Canada. Mr Anil Mukim, Secretary to Govt.
of India apprised the gathering about the developments in the expanding mining &
mineral sector of India, including progress of E-Auction.

5. India Day Celebration
India day celebrations were held at room no-206 D, North Block, MTTC on 05thMarch
2019 under the leadership of Shri Anil Mukim Secretary to Govt of India. India Day
marked the presence of many international experts including technical professionals,
business consultants and representatives from well-known mining companies, invited
guests from ICCC, CGI and well known persons from Indian diaspora.
Shri. Dinesh Bhatia, CG, Toronto welcomed the dignitaries and the delegates present. The
Secretary to Govt of India addressed the august gathering and stressed on the Indian
policy framework with recent reforms like e-auction, NMET, MMDR Act. He invited the
global investors to come and invest in Indian Mining Sectors. Hon'ble Minister from MP
Govt., Shri Pradeep Jaiswal has also addressed the India Day delegates.

Hon'ble Minister from MP Govt., Shri Pradeep Jaiswal addressing India Day.
In his presentation Shri Anil Kumar Nayak Joint Secretary to Govt of India gave an
overview of the Indian Mineral Sector, including the recent initiatives taken by the Govt.
of India to strengthen the Indian Mineral sector. He also highlighted the scope for
international cooperation, especially in the areas of technical collaboration and
investment.. Other presentations were made by NALCO, GSI, MECL, HCL, NMDC, Coal
India Ltd etc.

6. Indian Delegates in PDAC 2019 exhibition Arena:
Indian delegates visited extensively the exhibition area & conducted B2B meetings on
technology sharing, equipments support & investment opportunities etc. This exercise was
very meaningful for the Indian organisations, who participated in PDAC-2019.

7. Business Meeting with Rio Tinto ALCAN
The Indian delegation led by Secretary, Ministry of Mines, Govt. Of India and comprising o
Joint Secretary, Ministry of Mines, CMD NALCO and other senior Officers from NALC
had a business meeting with Rio Tinto ALCAN on Minerals & Aluminium Technology
Vancouver, Canada on 7 March, 2019.
RioTinto ALCAN made a presentation on Aluminium technology and latest trend in art f
smelting technology and high end alloys of aluminium etc. Possible areas of cooperatio
between NALCO and Rio Tinto ALCAN, especially with regard to modernisation a •
expansion of NALCO's Production capacities were discussed. The meeting was ye
informative and useful in light of the NALCO's expansion plan.

8. Takeaways
8.1 India may continue to participate in this highly significant international annual event, with
larger business delegations. This mega event would give an excellent opportunity to get
global exposure in the area of mining & minerals explorations and also identify potential
technology & equipment supplier and learn latest technologies, developments etc. for
adoption in their organisations.
8.2 Canada has rich reserves of coking coal and Rare Earths. The concerned Govt. and private
entities there evinced interest to have bilateral cooperation with their Indian Counterparts.
To hasten the process of cooperation, we can solicit the good offices of Canada India
Economic Council (CIEC) and Indo- Canadian Chamber of Commerce ( ICCC).
8.3 During our meeting with the delegates from Yokon Province of Canada, we had detailed
discussion with Mr Lee Randell, Chief Operating Officer, Ice field Tools, a reputed drilling
company. MECL could have further discussions with this company to have access to the
latest drilling technology and equipments.
8.4 NALCO may consider modernisation and upgradation of its refining and smelting
technology in the light of the best international practices, especially those being followed by
Rio Tinto ALCAN and RUSAL.
