For any kind of planning (programme, Project)!
We need Data/Information:
Road Network
Work standards
Traffic data (Vehicle Fleet)
Design and Implementation of Road Maintenance Reform. Republic of Moldova
Before 1 December 2010 We need
- More than 1? If so:- SPECIFY
- Visualizing section’s conditions- Map (GIS)
-Verify -Cost estimates-Maintenance activities
-Routine-Periodic
- Rehabilitation- Terminology
- VF available- Previous studies?
- Purchase of new traffic counter will be recommended

Information, Data What kind of information do we need?
It is always dependent on: What decisions do we need to make? What information/data are required to make these
decisions? Can we afford to collect the data? If it needs updating, can we afford to keep data current over
time?
Guiding Principle Collect only the data you need! Collect it only when you need to! The level of detail should be appropriate for the decisions
being made: Network level data for network level analyses project level for project level analyses

How to calibrate?
1. Select Sections in different condition– Good to Bad using data in existing PMS– Use Agreed criteria for IRI:
Road Class
Paved Roads Unpaved Roads
Good Fair Poor Bad Good Poor Bad National Roads 4 6 8 >8 - - -Secondary 5 7 9 >9 6 8 10

2- Inspect selected section in different condition as follows:a) Randomly choose 3 sections of
100 mI. Each section has to be marked
GPS, or other means
b) Use inspection manual, describe distresses
c) Fill the protocol for each section of 100I. Severity II. Propagation of distresses
d) Estimate distresses severity and propagation and calibrate HDM4 configuration
Design and Implementation of Road Maintenance Reform. Republic of Moldova
2. Inspection Manual Shall contain the following
1. Definition of different distresses– Cracking along wheel patch– Alligator cracking– thermal Cracking, etc…
2. Severity– Rutting:
– S1 < 10 mm– S2 >10 and < 20 mm– S3 > 20 mm
3. Propagation/distribution/Spreading – Local < 10% of the total
section’s length– Moderate > 10% <50% of the
total section’s length– General > 50% of the total
section’s length
4. Method of measurement5. Protocol for inspection

Inspection Manual
Recommendation
1- Study Existing Manual,
2- Identify described distresses in the existing manual and compare with default distresses in HDM4
3- Prioritize which distresses can be measured today
4- Method of measurements for each distresses
