Project Assistant, Harvard Institute for International Development, Economic and Financial Analyses Project (July 1988 - July 1990). Evaluated economic policy proposals for the Minister and Permanent Secretary as a member of a two-person long-term technical assistance team at the Ministry of Finance and Trade, Banjul, The Gambia. Monitored and reported on the economic and financial performance of the general economy and the Government of The Gambia in conjunction with the Government's Enhanced Structural Adjustment Facility with the IMF and the Structural Adjustment Credit with the World Bank. Assisted in the preparation of the national budget and in structural adjustment program negotiations with the IMF, World Bank and USAID. Trained Ministry staff in the utilization of personal computers for financial modeling and analysis. Capital Budget Analyst, Massachusetts Water Resources Authority, Boston, MA. (September 1987 - June 1988). Monitored and budgeted for over $200 million in water works capital projects. V. CONSUMERS, HEALTH, AND HEALTH CARE EXTENSION PROGRAM My University of Illinois Extension program uses tools from consumer economics and health economics to help consumers, communities, and public-policy makers enhance the welfare of health-care consumers. To implement my program, I create educational programs, tools, and events for consumers, communities, and public policy

makers. In addition, I serve on committees and contribute to collaborative efforts with other groups (such as the IRHA), in order to represent health-care consumers and consumer interests in the public health arena. The program consists of a variety of sub-programs and efforts: Illinois Rural Health Workshop – a program that provides rural communities in Illinois with impact information about their local health care sectors, and helps consumers and community leaders make decisions about where to spend their public and private health care dollars. This program is implemented in conjunction with both the Consumer and Family Economics Team and the Community and Economic Development Team of University of Illinois Extension. The program is a modified version of the Operation Rural Health Works Program, which was developed by Prof. Gerald Doeksen and others. I use the program around the state of Illinois and in the Midwest to help communities and public policy leaders appreciate the value to consumers of locally provided health services and take steps to strengthen locally provided health care. A second modification is the ability to help communities and local leaders measure and identify the groups in their communities that face the greatest difficulties in obtaining access to health services. Partners for this program include local University of Illinois Extension offices, local health care providers and economic development groups, the Illinois Area Health Education Consortium, and the Illinois Department of Public Health Center for Rural Health. We have completed projects in Coles County, McDonough County, DeWitt County, Hardin County, Piatt County, and Christian County as well as in more than 20 rural Indiana counties with the Indiana Rural Health Association. We also provide technical assistance through evaluation studies, health economics research and health services research support to public health initiatives and rural health efforts. Financing Long-Term Care: A Consumer Education Program – a program of the Consumer and Family Economics Extension Team’s Health Care Decisions Workgroup, which offers consumer education about long-term care and long-term care insurance for Illinois consumers and consumers nationally. This program features educational offers in a number of formats to help consumers make improved choices about long-term care insurance. A number of research studies in consumer economics have identified consumer education as a need in the area of long-term care insurance, and my own research with Nayoung Lee points out the high rate of policy-dropping observed in the long-term care insurance market. Our program offers two consumer education teleconferences and it has won the American Distance Education Consortium Outstanding Program Award in 2004. We also offer consumers an audio product “Answers for Your Long-Term Care Insurance Questions” on a cd or a cassette tape. This features four presenters (McNamara, Crawford, Ryan, and Reuter) speaking about issues consumers should understand when shopping for long-term care insurance. VI. TEACHING EXPERIENCE Classes Taught ACE 449 “Retirement and Benefits Planning,” with Ms. Betty Zeedyk, course in the financial planning option of the undergraduate program in ACE. ACE 499 SL “ACES in Sierra Leone,” Study Abroad course (2.5 weeks) for seniors and graduate student in Sierra Leone. ACE 499 SRV “Agricultural and Consumer Economics in Service,” Spring 2009. This class is for advanced undergraduates and M.S. students interested in applying their economics, business, and finance skills to a real-world analysis posed by an NGO, an agency, or a program aimed at helping people or serving the community. The Spring 2009 projects include an analysis of a novel geothermal investment to reduce a campus building’s carbon footprint, a costing and optimal formulation of a food bar for use as a nutrition supplement in Sierra Leone (with NSRL), and an economic and financial analysis of a small-scale biofuel project in the Bandundu region of the D.R. Congo (with ACDI). NUTR 510 (Section B) International Nutrition Programs and Policies, October 2007, and (coming) February 2011. A month-long module in the NUTR 510 course for Nutrition Sciences graduate students. This course surveyed topics in international nutrition, with an emphasis on designing, implementing, and evaluating effective nutrition programs and policies in a developing countries context.
