EDITORIALDERECHOS Y DEBERES

Estamos viviendo tiempos que se caracterizan por la gran preocupación para establecer con mucha fuerza los derechos de las personas, movimiento que surge en el siglo 20, con posterioridad a la tragedia humanitaria que significaron las dos guerras mundiales.En 1948 es aprobada la Declaración Universal de los Derechos Humanos por la Asamblea General de las Naciones Unidas, entendiendo que la libertad, la justicia y la paz tienen por base el reconocimiento de la dignidad intrínseca y de los derechos iguales e inalienables de todos los miembros de la familia humana. Le siguieron muchas otras declaraciones, referidas a los derechos de diferentes segmentos de la sociedad: los discapacitados, los pueblos originarios, los niños. Sin duda, este interés por el reconocimiento de los derechos ha sido un aporte importante para que la humanidad sea más justa y más digna para todas las personas, sin ninguna distinción. Para que por sobre al avance económico y tecnológico, sean reconocidos los valores fundamentales que distinguen la esencia del ser humano. Sin embargo, en los últimos años vemos con preocupación cómo frente a la conquista de los derechos, hay una pérdida en la práctica de los deberes, particularmente notoria en las nuevas generaciones de niños y jóvenes. Se va perdiendo paulatinamente el necesario equilibrio que debe existir entre aquellos beneficios que exigimos para nosotros y las obligaciones que nos imponemos como responsabilidad hacia los demás. La Ley Scout en sus diez artículos señala con precisión los deberes que el muchacho tiene para con él mismo, para con Dios y para con la sociedad. El Espíritu Scout se basa en la autoformación para asumir la responsabilidad que le permita cumplir los deberes, adaptada paulatinamente a las posibilidades de cada edad y cada persona en particular. Porque el Escultismo quiere formar ciudadanos integrales, es decir individuos equilibrados, con sentido de servicio y un estilo de vida cuya armonía reside en que a partir de determinados derechos, somos capaces de cumplir los deberes correspondientes.El beneficio exclusivo de los derechos y el olvido de los deberes son señal de egoísmo, de privilegiar el recibir por sobre el dar; un mal que, lamentablemente, parece generalizado en los tiempos actuales. B-P ya lo había advertido en 1919: “ si me preguntan cuál es el vicio predominante en el mundo, yo diría: “El egoísmo”...( Guía para el Jefe de Tropa. Parte II, de Scout a Ciudadano).El cumplimiento de la Promesa Scout es el camino para la ciudadanía activa en que el derecho a la libertad, la paz y la justicia se construye con la responsabilidad de cumplir los deberes que nos demanda la vida en común.

RIGHTS AND DUTIES

Iwilllistsomecommonbehavioursthatshowevidenceofgoodcharacter.ThesearethingsthattheScouterwoulddowithoutquestion or debate. These are so ingrained into the person’scharacter and psyche that they are instinctual behaviours al-most. I wrote this in first person so you can read it and say itaboutyourself.

ASOCIACIONDEBOYSCOUTSDEECUADOR(ABSE)4to Campeonato de Técnicas Scouts Capeira 2012. Octubre 12, 13 y 14 de 2012.Objetivo principal: Conservar la hermandad a través de actividades de com¬petencia y cooperación. Agrupando a las selecciones de cada institución Es¬cultista para demostrar la mejor en aptitudes Técnicas y campestres.Organizador: Grupo Scout #3 Capeira, Custodios del Bosque Perteneciente a la Asociación de Boy Scout del Ecuador.Participantes: Asociación de Scout del Ecuador, Asociación de Scout y Guías del Ecuador – Independientes.La actividad se realizó con la participación de los grupos con más trayecto¬ria y tradición de la Ciudad de Guayaquil. Cada grupo fue representado por una selección de ocho miembros que cubrían las edades de 11 a 18 años, los cu-ales tomaron parte en competencias de técnicas, deportivas, escultistas, campestres y de conocimiento general. El campeonato de técnicas Scouts constaba de su Cuarta entrega y la respon¬sabilidad de realizarlo la adquirió el grupo Scout # 3 Capeira Custo-dios del Bosque, con una fuerte ayuda del Comité de Padres de Familia y una muy bien organizada Patrulla de Servicio. El evento se llevó a cabo con toda normalidad durante los tres días programa¬dos . Resultó un evento con muy buena organización y pulcritud de las activi¬dades, esperando que nuestros hermanos americanos puedan participar en una próxima oportunidad.A continuación se muestran imágenes de las diversas actividades del Cam¬pamento.

BOY SCOUTS ASSOCIATION OF ECUADOR (ABSE)

Around the 4th Championship Techniques Capeira 2012. October 12, 13 and 14, 2012.

Main objective: Keep the brotherhood through competition and cooperation activities. Grouping the Scouting selections each institution to demonstrate the best in technical skills and picnics.

Organizer: Scout # 3 Capeira, Custodians of the forest belonging to the Boy Scout Association of Ecuador.

Participants: Scout Association of Ecuador, Scout and Guides Association of Ec-uador - Independent.

The activity was held with the participation of groups with more history and tradition of the city of Guayaquil. Each group was represented by a selection of eight members covering the ages of 11 to 18 years, who took part in technical skills, sports, scouts, picnics and general knowledge.

The Scouts techniques championship consisted of his fourth delivery and responsibility of doing the Scout group acquired # 3 Capeira Forest Guardian, with strong support from the Parent Committee and a well organized Patrol Service.

The event was held as normal during the three scheduled days. Event was a very good organization and neatness of activities, hoping that our fellow Americans can participate at the next opportunity.

GUAYAQUIL - ECUADOR

Las actividades realizadas consistieron en desafíos personales y de grupos de trabajo que debían cumplirse siempre y cuando el trabajo realizado sea en equipo. El evento se realizó bajo la ambientación de la época de los caballeros medievales, por lo que la mística de nombres y lemas creados por los participantes fueron bajo estos parámetros. Para el Grupo Scout # 3 fue todo un desafío la planificación de éste evento, el cual empezó como parte de una idea de los integrantes del Clan de Rovers Milites Caeli, quienes idearon la mayoría de las actividades que se realizaron, contando con el apoyo del Jefe de Unidad, el Consejo de Grupo # 3 y del Comité de Padres de Familia, adicionalmente se contó con el apoyo de Instituciones como La Comisión de Transito del Ecuador y Personal del Benemérito Cuerpo de Bomberos de Guayaquil.

The activities consisted of personal challenges and working groups to be met as long as the work is done in teams. A Project for all WFIS Scouts

„Scouts discover the World“

This is a concept for Scout patrols all over the World. Through this Project, Scouts from

different areas or countries can learn more about other Scouts from WFIS.

It is very easy to join the project; here is what you have to do:

1. Take a picture of your scouts and leaders. You need three copies.

2. Fill out the registration form and send it, with one of the pictures of your scouts and

leaders, to:

You can also send it by Email to: [email protected]

Remember to order “Scout discover the World” badges on the registration form. The price for

the badges is 1,50 Euro each.

You have to send the registration form before the 30th of June 2013

3. Now your scouts have to do some small projects and to find information about:

maps and information about the city they live in

maps and information about the country they live in

the name and the history of the patrol

one picture of the scouts and leaders with a WFIS Flag

do a “Good Turn” project for some persons in your area and do a documentation about it

what they are doing to prepare themselves for the next WFIS regional Jamboree

a popular dish from the region they live

your famous scout song, your famous dance

a legend or folk tale

a special game and popular handicraft from the country

write down special Scout words in your own Language

and in the language you have to send the first package.

The scouts have to make 3 identical information packages.

4. From the leader of the project you will get the name and address of a scout patrol. Send one package

to them. Remember to put your name and address in the package.

5. Your scouts will get 2 packages. One from the group you have sent your first package to, and one

from another group. When you get the package from the other group and then send them your second

package. The third package you have to send to the leader of the project and present your information

about the other countries in a special evening. You have to cook a dish, sing the songs etc from the

countries you get the information’s.

6. When you have sent your first package you have to tell project leader by letter or by e-mail. The

leader will, if you have ordered it on the registration form, send you “Scouts discover the World”

badges. All groups who join the project will get a certificate and documentation about all patrols that

had joined the project.

Un Proyecto para todos los Scouts WFIS

" LOS SCOUTS DESCUBREN EL MUNDO"

Esta es una propuesta para las Patrullas Scouts de todo el Mundo. A través de este Proyecto, los

Souts de diferentes regiones y países pueden aprender más acerca de otros Scouts de WFIS.

Es muy fácil unirse al proyecto; aquí se detalla lo que tienen que hacer:

1. Toma una fotografía de tus Scouts y Jefes. Se necesitan tres copias de cada una.

2. Completa el Formulario de Registro y envíalo, con una de las fotografías de tus Scouts y Jefes,

a: WFIS World Council Office, Angelstr.15,6558 Heinstenbach, Germany. También puedes

enviarlo al Email: scoutsdiscover@wfis‐europe.org.

Recuerda ordenar la insignia “Scouts discover the World” en el Formulario de Registro. El precio

de la insignia es de 1.50 Euro cada una.

Tienes que enviar el Formulario de Registro antes del 30 de junio de 2013.

3.Ahora tus scouts tienen que hacer algunos pequeños proyectos y encontrar información

acerca de lo siguiente:

* mapas con información acerca de la ciudad en que viven.

* mapas con información acerca del país en que viven.

* el nombre y la historia de la Patrulla.

* hacer un pequeño proyecto de protección de la naturaleza en su área y escribir un informe sobre

la actividad.

* hacer un proyecto de “Buena Acción” para algunas personas en tu área y hacer un informe sobre

la actividad.

* Qué están haciendo para prepararse para el próximo Jamboree regional.

* un plato de comida popular en la región en que viven.

* sus danzas y canciones preferidas.

* una leyenda del folclore oral.

* un juego especial y una artesanía del país.

* escribe palabras scouts especiales en tu propio idioma y en el idioma en que vas a enviar el

paquete.

Los scouts tienen que hacer 3 paquetes de información idénticos.

4. Del Jefe de Proyecto tienen que conseguir el nombre y la dirección de una Patrulla Scout.

Enviar un paquete. Recuerda poner tu nombre y dirección de remitente del paquete.

5. Tus scouts recibirán 2 paquetes. Uno del Grupo al que enviaron el primer paquete y uno de

otro Grupo. El tercer paquete tienen que enviarlo al Jefe de Proyecto y presentar tus antecedentes

acerca de otros países en un evento especial. Tienen que cocinar un plato, cantar las canciones.

6. Cuando hayas enviado el primer paquete, tienes que informar al Jefe de Proyecto, por carta o

por e‐mail. El Jefe te enviará, si lo has ordenado en el Formulario de Registro, la insignia “ Scouts

discover the World”. Todos los Grupos que se unan al proyecto obtendrán un certificado y

documentación de todas las Patrullas que participaron en el mismo.
