Graduates From Resource Class In High School特教生

• Study shows that there are 1461 graduates from resource high school. However, there are only 38 people can get into the shelter factory. This implies that graduation almost equals unemployment. In contrast, the unemployment rate in Taiwan is 4.27%.

Is there something wrong?
