INSTITUTIONAL INFORMATION FOR REVIEWERS
Directions: Please address the following and attach the information to this form. 1. History and Characteristics Provide a brief history of the institution, a description of its current mission, an indication of its geographic service area, and a description of the composition of the student population. Include a description of any unusual or distinctive features of the institution and a description of the admissions policies (open, selective, etc.). If appropriate, indicate those institutions that are considered peers. Please limit this
section to one-half page.
In 1961, the Fayetteville Area Industrial Education Center (IEC) opened in Cumberland County supporting the seven-county service area of Cumberland, Hoke, Bladen, Robeson, Sampson, Scotland, and Harnett counties. In January 1964, the IEC was renamed Fayetteville Technical Institute (FTI) and the institution was granted authority to award the Associate in Applied Science Degree in addition to diplomas/certificates. FTI was accredited by the Southern Association of Colleges and Schools in 1967. In January 1988, FTI became Fayetteville Technical Community College (FTCC). The College has continued to expand from its original 10 acres to 209.26 acres with locations now at our Main Campus, Spring Lake, the Horticulture Education Center, and the future FTCC Western Campus. The mission of FTCC is "Serve our community as a learning-centered institution to build a globally competitive workforce supporting economic development." The student population consists of White (39%), Non White (61%), Male (44%), Female (56%) and the majority of students are within ages 18 to 44 (79.7%). FTCC is geographically located close to Fort Bragg, NC and supports soldiers that are deployed with a large contingent of "GoArmyEd" students. FTCC is a premier leader in the new state-of-the-art Collison Repair and Refinishing Technology Program and also houses the North Carolina Military Business Center. FTCC adheres to an "Open Door" admissions policy. FTCC has 3 peer institutions within the 58 community colleges of the NC Community College System (NCCCS): (1) Central Piedmont Community College, (2) Guilford Technical Community College, and (3) Wake Technical Community College.

For each credential offered, indicate the number of graduates in the academic year previous to submitting this report. Indicate term dates.
3. Off-Campus Instructional Locations and Branch Campuses (Please note: This section has been extensively revised.) List all locations where 50% or more credit hours toward a degree, diploma, or certificate can be obtained primarily through traditional classroom instruction. Off-campus instructional sites—a site located geographically apart from the main campus at which the institution offers 50 % or more of its credit hours for a diploma, certificate, or degree. The list should include only those sites reported and approved by SACSCOC. Listing unapproved sites below does not constitute reporting them to SACSCOC. In such cases when an institution has initiated an off-campus instructional site as described above without prior approval by SACSCOC, a prospectus for approval should be submitted immediately to SACSCOC.

APPENDIX A

FYI - Change in Rules for CPA Sponsorship -From:
To:
Date: Subject: ~PA Sponsorship
Attachments: _
Folks, Per the attached PDF ( bottom 2 paragraphs in the left corner et at), the NC CPA Board no longer approves of
CPE sponsors.
The way this worked in the past was that the NC CPA Board approved of individual sponsQrs. Consequently, any course that the sponsor developed was automatically approved for CPE credit.
With this change, the NC CPA Board will only approve individual courses for CPE credit.
This is not a reflection on anything that we, at FTCe, have done or failed to do; this is just a change in the rules as
they apply to CPE sponsors. Accordingly, the statement on page 9 in the bottom right comer of the FTCC College Catalog 2013-2014 is no longer valid. This change may also affect other college documents.

Activity ReviewNorth Carolina StateBoard of Certified Public Accountant Examiners
Four CPE rules, 21 NCAC 08G .0401, .0403, .0409, and .0410, were amended effective January 1, 2014. These rules, as well as 11 other amended rules, were published in the January 2014 Activity Review showing the text added and deleted during the rule-making process.
The amended rules, have been posted to the Board’s website, www .nccpaboard.gov, under the “Resourc-es” tab (click on the NC Administrative Code link).
21 NCAC 08G .0401 now requires that a CPA receive a certificate of completion from the course sponsor in order to receive credit for completing a CPE course.
The completion of an examination of a self-study CPE course or a copy of the completed examination is not ac-ceptable verification of the completion of a course for CPE credit toward the annual CPE requirement.
A certificate of completion must be provided to the CPA by the CPE course vendor and the certificate of completion must include the information specified in 21 NCAC 08G .0403(c)(13).
Pursuant to the amended 21 NCAC 08G .0403, the Board no longer registers sponsors of CPE courses to provide CPE in North Carolina.
The 81 sponsors (23 CPA firms, 23 businesses, 15 colleges, 9 government agencies, 5 law firms, 4 associations, and 2 non-for-profit organizations) that were registered with the Board as
How Do the Amended CPE Rules Affect Me?of December 31, 2013, may continue to offer CPE courses to North Carolina licensees, but may no longer advertise themselves as sponsors registered with the Board.
North Carolina licensees have never been required to take CPE from a CPE sponsor registered with the Board, a CPE sponsor registered with the Na-tional Association of State Boards of Accountancy (NASBA) National CPE Registry, or any other specific entity, and the amendments to the CPE rules do not affect that.
The exception is that the annual ethics CPE course required for cer-tificate renewal must be taken from a CPE sponsor on NASBA’s National CPE Registry.
Numerous behavioral or regulatory ethics courses are offered by several sponsors, including the North Caro-lina Association of CPAs (NCACPA), registered with the Registry.
Please note that the Accountancy Law Course required for certificate applicants is only available from the NCACPA.
21 NCAC 08G .0409 reflects two changes that the Board adopted from the NASBA/AICPA CPE Standards.
21 NCAC 08G .0409(a) now in-cludes the requirement for a monitor-ing mechanism for Internet-based CPE programs and 21 NCAC 08G .0409(c) references the NASBA word count formula for determining credit for self-study CPE courses.
In accordance with the amended 21 NCAC 08G .0410, as part of the an-nual CPE requirement, licensees must take a behavioral or regulatory ethics course offered by a CPE sponsors reg-istered with the National CPE Registry maintained by NASBA.
In addition to the changes in content and intent, the staff of the Rules Review Commission (RRC) of the Office of the Administrative Hearings made changes in the structure, format, punctuation, and form to the CPE rules and the other rules affected by rule-making.
