more frustration among both students andteachers. And yet no one seems too clear aboutwhat can be done to make it more meaningful.Many reforms have been discussed at length buthave come to nothing for one reason or another.The authorities are now peddling the idea ofautonomous colleges as a means of toning upteaching standards. They argue that by allowingcertain colleges to introduce their own courses,to hold seminars, and above all, to evolve theirown method of deal. Indeed they made out thatsuch colleges will have a free hand in nearlyeverything except granting degrees. In theory,all this sounds attractive enough. But there islittle to show that the managements concernedare keen on such reforms. Even today, nothingprevents a college from inviting guest speakerson specialised subjects or holding courses inEnglish for vernacular students. But not a singleone of those who are now clamouring forautonomy has bothered to do so. It is so secretthat colleges which may be 'freed' to an extent

from university control are highly elitist. InBombay, for example, there is a big cultural gulfbetween city colleges and suburban colleges. Ifsome of the former are now given a degree ofautonomy, it will only heighten this disparity.

The answer to the vexed problem ofdeclining standards in higher education does notlie in encouraging the growth of 'model'institutions but in improving overall standards.This is of course easier said than done, sincemore young people are seeking degrees. The onlysolution, however unpalatable it may sound, isto drastically reduce the number of those whoare admitted to colleges. Even though there ispolitical pressure on many State Governmentsto build new colleges and to reserve more seatsfor backward classes, it will be sheer folly toexpand such facilities recklessly without givingany thought to the quality of education imparted.If admissions are made far more selective, it willautomatically reduce the number of entrants.This should apply particularly to new colleges,many of which are little more than degreefactories. Only then can the authorities hope tobring down the teacher-student ratio tomanageable proportions. What is more, teachersshould be given refresher courses every summervacation to brush up their knowledge. Besides, ifcollege managements increase the library budgetit will help both the staff and the students a greatdeal. At the same time, however, it will be unfairto deny college education to thousands of youngmen and women unless employers stop insistingon degrees even for clerical jobs. For a start, whycan't the Government disqualify graduates fromsecuring certain jobs-say Class III and Class IVposts?
