Is a series of rules that were formulated to facilitate the

transaction of business and to promote harmony and cooperation within an

assembly.

PARLIAMENTARY LAW


In essence, parliamentary law protects the rights of the individual and those of the

group.The following rights are guarded:

ORDER OF BUSINESS


DECORUM means rules of behavior in a debate. This includes refraining from

attacking someone’s motives, addressing all remarks through the chair, avoiding the use of

members’ names, speaking only for your own motion, and

refraining from disturbing the assembly.

MAINTAINING DECORUM


Illustrates how motions are made to accomplish business

smoothly and efficiently. You may wish to use it as a

way to refresh your memory before you chair or attend a

meeting.

PARLIAMENTARY PROCEDURE

MOCK MEETING


CHAIR: This is a regular meeting of the Student

Government’s Executive Body. A quorum is present, so the meeting will come to order.(The chair raps the gavel

once)


MOCK MEETING


QUORUM: the number of members needed to conduct

business. A quorum is established by the bylaws of

an organization.


MOCK MEETING


CHAIR: The minutes of the previous meeting have been distributed. Does everyone

have a copy of the minutes? (Brief pause.)

CHAIR: Are there corrections to the minutes?

(Note: The term ‘Corrections’ covers both ‘additions’ or

‘deletions’.)

1ST MEMBER: I have a parliamentary inquiry. (The chair recognizes the 1st Member.) The minutes show every approved and defeated amendment as

well as a summary of the discussion. Is it necessary that

minutes be written in such detail?

parliamentary inquiry. A request for an immediate answer to a

question concerning parliamentary law. It is directed at the chair, who may turn to the parliamentarian for assistance. The motion can

interrupt and the chair decides the outcome. It cannot be appealed because it is an opinion, not a

ruling.

CHAIR: Detailed minutes are not necessary. When a motion is

amended and adopted, the minutes should read, “A motion by Jennica

Tanteo was amended and adopted as follows:…” Also, debate is not

summarized. Would the secretary please revise the minutes in this regard for approval at the next

meeting.

MINUTES: the record of a meeting. It is the nonbiased

account of the business accomplished at the meeting.The secretary should never

use the minutes as a forum to comment on something said

at the meeting.

2ND MEMBER: At the last meeting, there was a long discussion and

resolution on the making of Student Park. Later in the meeting, the motion was withdrawn. Should mention be made in the minutes of

the fact that a motion was made and then withdrawn without being

voted on?

WITHDRAW A MOTION:A situation when a person

who makes a motion decides to take it back. A person may withdraw a motion by merely requesting to do so up until the time it is stated by the

chair.

WITHDRAW A MOTION:After the chair has stated the

motion, the person who made it can withdraw it only by the

consent of the members. The motion must have a second, and

a majority vote to pass; it can interrupt and be reconsidered.

TREASURER: As of today, December 2, 2012, cash in

the bank as part of the Regular Fund is P78,997.00; cash from our latest IGP is

P32,014.00. This gives a total of P111,011.00.

the assembly.The assembly can have an action on the semestral or annual treasurer’s report.

CHAIR: The treasurer’s report is received or filed for audit. No

action is necessary. The next item of business on the agenda is the

report of the ‘Pagkakaisa’ committee. In the absence of the

chair of that committee, will a member of the committee please

give the report.

4TH MEMBER: At our last meeting, on November 5, we authorized the AB

Bus Company to transport participants from PNU Quezon to Villa Escudero. At the same time, we also issued a memo to all members of the Council of Leaders who will join the

educational tour to stress on individual behavior and pick-up time

this December 8.

only and do not require any action on the part of the membership or the

chair. Further, the only time a committee report would be

STANDING COMMITTEES: committees that have a

COMMITTEE OF THE WHOLE: A committee of the entire assembly, under a provision of parliamentary law that enables the assembly to

operate by committee rules, which are less stringent. Alternate forms are the quasi committee of

the whole and informal consideration of a question.

QUASI COMMITTEE OF THE WHOLE: a variation of a committee of the whole. It enables the assembly to function under committee rules,

which are less stringent than assembly rules. A quasi committee

of the whole is suitable for organizations with memberships of approximately 50-100 members.

INFORMAL CONSIDERATION OF A QUESTION: a variation of

a committee of the whole, suitable for small

organizations.

informational night for the students. We recommend that the program include quiz bee on the

History of the Campus. In addition, we would like to include workshops on Parliamentary Rules

and Procedure.

questions. First of all, who is going to run this program? Would it be

offered during the day or the night? And then, how will it be

funded? Do students really want such a program? What attendance

can we reasonably expect?

allocation. It was the consensus during the homeroom sessions

the office furniture.
