Dear Resident,

I am hoping that this edition of Woodhaven Today finds you all well. As always, we are all working hard in the City of Woodhaven to make sure that everyone's needs are met and that they are enjoying living here and proud to say that they are from Woodhaven. I can honestly say that anyone who has come

to see me, written me an email, called me or came to a council meeting that I have worked with them and addressed their issues. To all of us that work for the City, our residents are truly our top priority.

We can talk of all the new additions to the city and how it is the talk of Downriver but I want to take this opportunity to say how proud I am of the way that the City and schools have come to work together. It is not unusual to see the City workers in the schools reading to the children, or to have the children come to City Hall and walk through all the different departments. Many of them have actually been in the council chambers and several of them have sat with me and been a part of the actual meeting.

We have set the trend, not only in Downriver but throughout the state, with building an all-inclusive playscape so that children with disabilities can also swing, play in the sand box, and go on a merry-go-round. We have put in programs at the recreation center for these children as well. Actually, our Jr. Mayor of the City of Woodhaven who attends meetings and events with me is autistic. If you go to our all-inclusive playscape, you will see many things designed for children with Autism in that

structure. My greatest desire is to make Woodhaven a place that our

children do not want to leave. A place where they will want to stay and someday raise their own children. Hence we have the best parks around, along with a variety of recreation programs with many activities to keep them busy. It is not unusual to go by the park on a nice day and see several hundred children playing on it.

This year ahead brings more fun and excitement as we have begun to create our nature preserve center. It is on 77 acres that are adjacent to I-75 on the new road between West and Van Horn. It will be a place where families can walk the trails

and enjoy the nature and serenity within a few miles of their own home. I see nothing but an exciting year ahead for our city. It is already a place in which people want to work, live, shop, eat, and play!

Over the past several years, the Mayor and City Council have expanded outdoor recreational opportunities as a result of the high priority residents have placed on enjoying and

protecting the natural environment.In early 2018, the City of Woodhaven purchased 100 acres of

parkland, known as Westwood Property, with a commitment of opening a nature area to residents through the city’s continuously developing trail system. Residents will be able to bike or walk to enjoy the trails, woodlands, wetlands and wildlife in a passive setting. The tall trees and the MDEQ-protected wetlands will provide educational opportunities to view and study wildlife in their habitat. Once the new road “Ford Lane” is opened, residents will be able to access parking close to the nature area.

Residents and visitors will find other beautiful parks throughout the City of Woodhaven. Whether you are looking for a fun place to exercise, picnic, play ball, cool off, walk with the family dog, enjoy an outdoor concert, skateboard or ice skate we are sure you will find a park that suits your needs.

The Mayor and Council remain committed to developing and maintaining a healthy and vibrant park system. In the past year many improvements have been made to Civic Center Park including the development of the Inclusive Playground and Disc Golf Course in 2017.

A commitment to maintenance and safety checks has remained steadfast at all the City’s parks including Bates Park, Constitution Park, Deerfield Park, Heritage I Park, Heritage IV Park and Woodhaven Woods Park. The Woodhaven Parks and Recreation Department and Department of Public Service are responsible for the care and upkeep of these special resources.

Please take time to view the Civic Center Park map and all the wonderful opportunities on page 29. Civic Center Park is centrally located, south of West Road, and incorporates City Hall and the Community Center. This community park is a City landmark visible from motorists traveling along I-75.

This week long camp will introduce students to the beauty of the Bard, how to understand and perform his works, as well as why his plays are still so relevant over 400 years later. This isn’t your average English lesson- we will play theatre games and deep dive into just how funny Willy Shakes can be while putting some of his most prolific plays on their feet. It will culminate in a short showcase at the end of the week, where students will perform snippets of his work. Whether your child is a beginner or advanced actor, learning how to perform Shakespeare will help them improve their contemporary acting and literary analysis in a relaxed and FUN environment!

For 2018 there will be two programs available for ages 7-8. Brownstown’s Coach-Pitch will be teaching players softball in preparation for youth fast pitch softball while Woodhaven’s I-League program will teach baseball in preparation for youth baseball leagues. Parents should register for softball with Brownstown and Woodhaven for baseball. Both leagues will play 2 games per week.

Are you ready for some football? Join the largest youth flag football organization in the country. This is a 5 vs. 5, non-contact, recreational, co-ed format. This is also a wonderful opportunity for players who may want to continue to enhance their skills before taking the next leap into tackle football.

Games are played at Woodhaven High School on Sunday afternoons. Practices take place one hour prior to game time each week to ensure a convenient and fun experience for all. Participates will receive a NFL reversible jersey, flag belt, and individual participation award. Games are officiated by MHSAA referees.

The season begins mid-September and runs through early November. There are no try-outs! Everyone participates! Children are placed on teams according

Community ParksResidents and visitors will find beautiful parks

throughout the City of Woodhaven. Whether you are looking for a fun place to exercise, picnic, play ball, cool off, walk with the family dog, enjoy an outdoor concert, skateboard or ice skate we are sure you will find a park that suits your needs.

The City of Woodhaven currently operates seven parks totaling over 116 acres of land. The gem of the park system is Civic Center Park. Below you will find a list of amenities and facilities the residents and visitors enjoy throughout the year at Civic Center Park:

Civic Center Park: With over 71 acres, Civic Center Park is the largest park in the City. It is centrally located, south of West Road and incorporates City Hall and the Community Center. This community park is a City landmark visible from motorists traveling along I-75. Please see Civic Center Park map on page XX.

Neighbor Parks: Bates Park, Constitution Park, Deerfield Park, Heritage I Park, Heritage IV Park, Woodhaven Woods Park.

News From theCity Clerk's Office

The Finance/Treasurers/Assessors department is not only for paying your taxes. Our department provides other services to the residents of Woodhaven as well. You can pay your water bill, purchase stamps, change your residency status, and acquire information on tax and assessing values on other properties in Woodhaven. We have tax hardship applications, deferment forms, Board of Review petitions and education on all our services. We can provide foreclosure information from Wayne County, how to avoid foreclosure on your home and how to get help with housing rehabilitation.

Bring us your Property Transfer Affidavit if you are new to Woodhaven including your Principal Residence Exemption Affidavit (PRE) form if this is your primary residence. Your real estate agent should provide you with these forms, but we do have blank forms if you need them.

If you are moving away from Woodhaven, we have forms to rescind your PRE or if your house is for sale, you can continue the PRE for two years on the PRE Contingency Form. We also have the forms to apply for the Disabled Veteran’s Exemption.

We strongly recommend that when you hire someone to do work for you, ask them to provide you a copy of the permit.

Yard WasteGFL

Environmental will start yard waste collection beginning the week of April 2.

A "COMPOST" STICKER MUST BE ON THE CAN. Stickers are available at the DPS and City Hall Offices.

Large brown paper compost bags may be used for yard waste and do not need special markings.

Yard Waste will not be accepted in plastic bags, grocery bags, cardboard boxes or other unapproved containers.

Street SweepingStreet sweeping is every other week. No sweeping will

occur during recognized holidays. Please do not place trash in the street, as it hinders the sweeping operation.

Special Pick UpsSpecial pick-ups by the Department of Public Service are

available to all residents for materials such as dirt, concrete, pools, fencing, large stock wood, sod…etc. There is a $10 charge per cubic yard (loader bucket) with a 2-cubic-yard minimum ($20) per pick up. The Special pick-ups are typically scheduled for Monday mornings during summer months and next day for the winter months.

Transfer StationOn April 7 the Transfer Station will be open with extended

summer hours through December 31, 2018. The hours of operation are Friday and Saturday 10 a.m. to 6 p.m. and Sunday from 4 p.m. to 8 p.m.

Electronics RecyclingThe City of Riverview offers an electronics recycling

collection center. The center is open Monday through Friday 7 a.m. to 4 p.m., Saturday 7 a.m. to 11 a.m. and closed Sundays and holidays. For further questions or information please call (734) 281-4263.

In today’s world, knowledge of other languages and cultures and the ability to move gracefully within those cultures, has become an asset – if not a prerequisite – for success in just

about every walk of life.Wayne County Community College District’s Downriver

Campus serves as an advocate and catalyst for global education by promoting the study of language and culture and by supporting global understanding. This includes a curriculum with international and global content and co-curricular activities through The School of Continuing Education, in partnership with the Heinz C. Prechter Educational and Performing Arts Center (EPAC).

“We help our students, staff, faculty and the community prepare for and engage in varied global experiences, and integrate them into their lives at WCCCD, and beyond,” said Anthony Arminiak, Downriver campus president. “Our ultimate goal is to educate our students in such a way that they become sensitive, thoughtful and effective leaders in our changing world.”

WCCCD’s Downriver campus offers several events that invite the entire community to enjoy, such as Hispanic Heritage Day, Bridge to Asia, the Native American Festival and International Education Week.

Hispanic Heritage Festival celebrates the talents, creativity and achievements found within the Hispanic community. Children enjoy a full day of fun and learning activities including arts and crafts, performances and a wide variety of food. Participants have the opportunity to learn about the culture and contributions of Hispanics through a variety of workshops and an opportunity to shop the traditional “Mercado,” where vendors sell an assortment of handmade jewelry, crystal, apparel, beads, sculptures and more.

Bridge to Asia explores the many facets of diverse Asian cultures. This family-oriented event is designed to educate the community through art work, food, dance, exhibits and music from across the continent. Some of the countries represented are China, India, Pakistan, Bangladesh, Taiwan, Philippines, North Korea, Sri Lanka and the Middle East.

This program is designed to educate the community through a variety of ways that reflect the diversity that exists in Asian cultures. Enjoy musical and dance performances, a traditional Tea Ceremony, a variety of workshops, food, and arts and crafts will be available for children of all ages to enjoy.

The Native American Festival features an Art Gallery of beautiful displays of Native American posters including demonstrations of drum making and dream

catchers. The festival also educates participants on the “Circle of Life” and its meaning through dance. The significance of the diverse nations are represented in a wide array of Native American arts, crafts, jewelry, dance and music.

International Education Week (IEW) is an opportunity to celebrate the benefits of international education and exchange worldwide. Each year, WCCCD promotes programs and activities that educates Americans about the global environment.

“Globalization is no longer an emerging trend but a national reality,” said Arminiak. “Traditionally, WCCCD has been a place to prepare students to become engaged citizens in their communities, and we are proud to continue that tradition with these offerings.”

SPRING & SUMMER SAFETYNow that the nice weather is upon us, we would like

everyone to stay safe and have fun. Please make sure you use caution with fire this spring/summer season and be sure your smoke detectors are working properly.

Smoke alarms should be maintained according to manufacturer’s instructions.

Test smoke alarms at least once a month using the test button.

Make sure everyone in the home understands the sound of the smoke alarm and knows how to respond.

Follow manufacturer’s instructions for cleaning to keep smoke alarms working well. The instructions are included in the package or can be found on the internet.

Smoke alarms with non-replaceable, 10-year batteries are designed to remain effective for up to 10 years. If the alarm chirps, warning that the battery is low, replace the entire smoke alarm right away.

OPEN BURNINGWoodhaven homeowners may conduct open burning with

the following stipulations: Be no closer than 50 feet from any structure or 15 feet if in an approved container.

Not be utilized for waste disposal purposes. Use fuel consisting of only charcoal or seasoned dry firewood.

Be constantly attended until fire is extinguished. Be accompanied with water for extinguishing purposes in portable fire extinguishers, buckets, barrels or garden hoses.

Be protected from spreading fire to foliage, ground cover, landscaping materials and trees.

Size of fire can be no larger than 3 feet wide by 3 feet high.

Winds not to exceed 8 mph. The fire must cease and be extinguished if any type of complaint is lodged to the Woodhaven Police and/or Fire Department about the open burning.

FireworksNo person shall ignite, discharge or use consumer fireworks

within the city, except this prohibition shall not preclude any

person from the ignition, discharge and use of consumer fireworks on the day preceding, the day of, or the day after a national holiday consistent with Sec. 7 (2) of Public Act 256 of 2011. This prohibition also shall not apply to any municipal-sponsored fireworks display that is also insured and properly licensed through the Michigan Department of Licensing and Regulatory Affairs Bureau of Fire Services.

The Fire Chief, his or her designees and sworn law enforcement officers are authorized to enforce the provisions of this ordinance. Any person, firm, or corporation violating the provisions of this law shall be guilty of a misdemeanor, punishable by up to 90 days in jail and/or a fine up to $500.

The Police Department serves the citizens of Woodhaven and the State of Michigan by providing safe streets and neighborhoods through excellence at policing and the development of a partnership in the community. medication at the front lobby of the Police Station at any time. Look for the KIDS Cents Collection Box sponsored by Rite Aid.

Crime Prevention Tips Ladies, watch your purses! If you are a woman who enjoys walking in the park or frequenting workout locations and typically leave your purse in your car when doing so, please make it a habit to lock your purse in your trunk before you leave your house. There is a group of thieves that targets parks and workout locations close to freeways. They watch women who leave their vehicles without their purse and break into the car when you walk away. Also, be on the lookout in these locations for suspicious people or vehicles. If you are concerned about someone, please contact the police immediately.

Larceny from vehicles – With warmer weather approaching, thieves will be out and about. To avoid having your car broken into remember to lock the doors. Thieves rarely break windows and typically look for unlocked doors.

Larceny from garages – To avoid items being stolen from your garages remember to close the door at night. This is a very common type of theft as warmer weather approaches. It is not uncommon to occur during daylight hours.

Reminder to be extra cautious when driving in and around School Zones, Bus Stops and residential areas. WATCH for children at play!!

Sec. 66-623. - Curfew hours for minors under 17 years of age. Midnight - 6 a.m.

Sec. 66-624. - Curfew hours for minors under 15 years of age. 10 p.m. - 6 a.m.

Parents will be held responsible for their children’s misdeeds. Fines range from $50 to $500, and are assessed by a judge at the 33rd District Court.

Sec. 66-389. - Use of radios and electronically amplified sound systems. Radio/Sound system, no sound audible from 25 feet or more.

Sec. 66-390. - Breach of peace. Any person making any noise which causes a disturbance.

Sec. 98-73f. - Parking trucks, tractors, trailers, recreational vehicles, campers, and related vehicles prohibited. Any travel trailers and utility trailers parked on a city street must be properly plated and attached to a vehicle. Trailers/Campers may not be parked over a public sidewalk.
