CyflwyniadMae Parciau Cenedlaethol Cymru yn ardaloedd byw agweithiol sy’n cefnogi cymunedau byrlymus athirweddau eiconig sy'n cael eu defnyddio i farchnataCymru ar draws y byd. Maent hefyd yn lleoeddarbennig y mae'n rhaid eu cadw ar gyfer cenedlaethau'rdyfodol. Yn ôl adroddiad Gwerth ein Hamgylchedd maeParciau Cenedlaethol Cymru yn cynnal 12,000 oswyddi, yn cynhyrchu cyfanswm incwm o £177miliwnac yn cynhyrchu CMC o £205miliwn.

Er gwaethaf hyn, mae canfyddiad yn bodoli boddynodiad Parc Cenedlaethol yn gweithredu fel rhwystr iddatblygiad economaidd, gyda rôl Awdurdodau'rParciau Cenedlaethol fel Awdurdodau Cynllunio yndarged penodol ar gyfer beirniadaeth. Nid oes llawer odystiolaeth i gefnogi'r farn hon. Yn 2011-2012 fegafodd dros 85% o geisiadau cynllunio a gyflwynir i’rParciau Cenedlaethol eu cymeradwyo. Mae'r ffigur hwnyn debyg i'r cyfartaledd ar gyfer Awdurdodau Cynllunioar draws Cymru.

Mewn perthynas â sectorau penodol rhwng 2007 a2011 cytunwyd dros 85% o geisiadau cynllunio ar gyfergosodiadau ynni adnewyddadwy yn y ParciauCenedlaethol ac mae dros 85% o'r ceisiadau sy'nymwneud â thwristiaeth ac amaethyddiaeth yn cael eucymeradwyo hefyd.

Oherwydd y diogelwch a ddarperir gan y brosesgynllunio, mae llawer o'n trefi a thirweddau wedi dodyn atyniadau o bwys sy'n cefnogi diwydiannautwristiaeth bywiog ac yn creu miloedd o swyddi. Foddbynnag, mae Parciau Cenedlaethol yn llawer mwy nachyrchfannau twristiaeth, maent yn esiamplau oddatblygu cynaliadwy ar waith. Ymhell o fod yn rhwystrar ddatblygiad, mae’r system gynllunio mewn ParciauCenedlaethol yn caniatáu i ddatblygiadau cyffrousgymryd lle. IntroductionThe National Parks of Wales are living, workingareas that support vibrant communities andiconic landscapes that are used to market Walesacross the world. They are also special placesthat must be conserved for future generations. The Valuing our Environment report indicatedthat the National Parks of Wales support 12,000jobs, produce a total income of £177million andgenerate a GDP of £205million.

Despite this, a perception exists that NationalPark designation acts as a barrier to economicdevelopment, with the role of National ParkAuthorities as Planning Authorities being aparticular target for criticism. There is littleevidence to support this view. In 2011-2012over 85% of planning applications submitted inNational Parks were approved. This figure iscomparable with the average for PlanningAuthorities across Wales.

In relation to specific sectors between 2007 and2011 over 85% of planning applications forrenewable energy installations in National Parkswere approved and over 85% of applicationsrelating to tourism and agriculture were alsoapproved.

Due to the protection provided by the planningprocess, many of our towns and landscapeshave become major attractions which supportvibrant tourism industries and create thousandsof jobs. However, National Parks are far morethan tourism destinations, they are exemplars ofsustainable development in action. Far frombeing a block on development the planningsystem in National Parks allows excitingdevelopments to be undertaken. This publicationhighlights work in National Parks that supportsthe creation of jobs and a vibrant local economy.

All blocks arefinished with slate roofs and red brick elevationsto match the adjacent Listed Buildings. Thewindows and doors are of a Georgian style.

The proposal has introduced a Georgian stylebuilding at the front of the site to complement thecharacteristics of Lion Street. It has involved theremoval of unsightly modern buildings which wereout of character with the surrounding area andthey have been replaced with buildings whichhave been designed to respond to local context.

Roedd y datblygiad hefyd yn cynnwysnewidiadau i'r fynedfa o'r Esplanade tua’rdwyrain a byddai cysylltiad drwy sgwârcyhoeddus newydd i faes parcio Traeth y De.

Mae'r datblygiad, er mor ddadleuol ydyw, wediadfywio man a oedd yn dipyn o ddolur llygadar y traeth ac o fewn yr Ardal Gadwraeth.Erbyn hyn mae’n darparu gwasanaeth iddefnyddwyr y traeth, ymwelwyr a thrigolion.

Cynllun Trydan Dwr, Nant Pont-faen, Pont-faen Yn ddiweddar, bu APCAP yn ystyried caiscynllunio a oedd yn ymwneud â chynllun ynniadnewyddadwy yng Nghwm Gwaun. Roedd ycynllun yn cynnwys cynnig ar gyfer cynllun microhydro ar hyd yr afon. Byddai’n cynhyrchu 100kWar y mwyaf, a byddai’n allforio’r ynni ynuniongyrchol i'r rhwydwaith dosbarthu trydanlleol. Cyflwynwyd y cais cynllunio ar 11eg oIonawr 2012 yn dilyn trafodaethau, a chafodd eigymeradwyo gan yr Awdurdod ar 6ed o Fawrth2012.

Tybir y bydd y prosiect yn cynhyrchu 275MWhbob blwyddyn, sy’n ddigon i ddiwallu angheniontrydan tua 80 o gartrefi ac arbed 150 tunnellfetrig o CO2 rhag cael ei ollwng i'r aer. Bydd ycynllun yn tynnu dwr drwy bibell o nant yn ymylpont Tyryet i bwerdy to gwyrdd newydd yn ymylTy Pont-faen. Wedyn bydd y dwr yn cael eiollwng yn ôl i'r nant cyn iddi lifo i’r Afon Gwaun.

Yn ei gyflwyniad dywedodd yr ymgeisydd bodgan gynlluniau trydan dwr ar hyd afonydd gostaucyfalaf uchel o gymharu â thechnolegauadnewyddadwy eraill, ond yn y tymor hir byddcynllun sy’n cael ei gynnal yn dda yn ffynhonnelllân a chynaliadwy o ynni adnewyddadwy amflynyddoedd lawer, ymhell y tu hwnt i’r 15-20mlynedd sydd eu hangen i adennill costau cyfalafy cynllun.

Gellir ystyried y cynllun hwn fel enghraifft dda o'rcyfraniad y gall y gwasanaeth cynllunio ei wneudi hybu a darparu ar gyfer ynni gwyrdd acadnewyddadwy yn y Parc Cenedlaethol.

Hydro Electric Scheme, Pontfaen Brook, Pontfaen PCNPA recently considered and determined aplanning application proposing a renewableenergy scheme in the Gwaun Valley. The schemeconsisted of a proposal for a run-of-river micro-hydro scheme with a maximum generationcapacity of 100kW which would export energydirectly to the local electricity distribution network. The planning application was submitted on 11thJanuary 2012 following pre-application discussionsand approved by the Authority on 6th March2012.

The project is estimated to generate 275MWhannually which would be sufficient to supply theelectricity needs of approximately 80 homes andsave 150 tonnes of CO2 being emitted into theatmosphere. The scheme will pipe water from abrook at the intake near the bridge of Tyryet to anew green roofed powerhouse near the groundsof Pontfaen House before being discharged backinto the brook before it joins the Afon Gwaun.

The applicant’s submission identified that run-of-river hydro electric schemes have high capital costscompared with other renewable technologies butif a long-term view is taken, a well maintainedscheme will provide a clean and sustainable sourceof renewable energy for many years beyond the15-20 years required to recoup the capital costs ofthe scheme.

This scheme can be viewed as a good example ofthe contribution the planning service can make topromoting and providing for green and renewableenergy within the National Park.
