3. Owing to the communes’ over centralized management, labour management and

egalitarianism in distribution, peasants could not give full play to their energy in

production. So the development of agriculture stagnated and seriously hampered the

development of the national economy. Beginning at the close of 1978, the Chinese

Government began to reform its agricultural policies and readjust the rural economic

system. A series of policies adopted to increase agricultural production, the most

important being the household contract responsibility system and two layer

management system featured the integration of centralization and decentralization.

While collective ownership of the land remained with the production team, the

contractor, either a household or an individual, had the right to use a section of this

land for his private use.
