Alasdair BELL, is the Director of Legal Affairs at UEFA. He worked in Brussels in private practice for most of the 1990s focusing on competition, trade law and single market legislation. He became a partner in Forrester Norall & Sutton in 1994, which subsequently merged with White & Case. He moved to London in 1998 and continued to advise clients on EU law generally and EU competition law in particular. He has been the principal outside Counsel to UEFA for 15 years on all matters of European Union Law before joining UEFA in 2010 as General Counsel and Director of the Legal Affairs Division.

Darren BAILEY joined the Football Association in England (FA) as Director of Football Governance and Regulation in March 2009. Building on a coaching and football background Darren has continued to pursue twin interests in sport and law. In private practice he became Head of Governance and Commercial at a leading specialist Sports Law practice representing a wide range of sporting clients including the International Tennis Federation and the Six Nations before going on to become the first in-house Legal Counsel at the International Rugby Board (IRB) in Dublin. Whilst at the IRB Darren developed the world wide regulations of the sport and oversaw all legal work associated with the 2003 and 2007 Rugby World Cups held in Australia and France. He also moved into a wider role in legislative affairs which included building strong relationships with the European and international sporting family. At the FA Darren has responsibility for a wide range of matters within Football Governance and Regulation including discipline, anti-doping, integrity, equality and child protection, financial regulation, and on-field and off-field regulatory matters. Darren was a member of the UK Government’s Sports Betting Integrity Panel in 2009 which made a series of recommendations to the Government on Sports Betting Integrity Issues and continues to be a member of the Sports Betting Group established following the review. In 2011 he was appointed as the co-chair of the European Commission Expert Working Group on Good Governance. Darren is also editor of the bi-monthly international newsletter Sports Law Administration and Practice.

Son of the third generation after Adolf and Rudolf Dassler, both founders of the German sporting goods companies Adidas and Puma. From 1977 on he studied law in Erlangen/Germany and worked parallel for the PR department of Puma, where he established the research department at the beginning of the 80’s. From 1985 until 1987 he worked in the US being the president of the US subsidiary after Puma went public. In 1989 he founded his own law office, which became a consulting entity for internationally active companies focusing on the sporting goods/leisure and media sector. While he was practicing law he graduated from the University of California achieving his degree of “Master International Commercial law”. Since June 2004 he has been working as General Counsel for the adidas Group. In that function he is responsible for all legal matters next to social and environmental affairs as well as Compliance and Risk Management. Since November 2010 he is the President of the FESI, the Federation of the European Sporting Goods Industry.

Santiago FISAS AYXELA is a Member of the European Parliament since July 2009. He is a full member of the Committee on Culture and Education and a substitute member of the Committee on Development. Previously, he was Minister for Culture, Sports, Tourism and Youth of the Regional Government of Madrid, from 2003 to 2009. From 1998 to 1999 he was Secretary of State for Sports and President of the Spa-nish High Sports Council. Since 2004 he is a Member of the Spanish Olympic Committee. He studied Law in the University of Barcelona and is also graduated in Senior Business Management from IESE Business School.

Dr. Evelina GEORGIADES is Chair of European Women and Sport (EWS) and Chair of the Cyprus Sport Organisation ‘Women and Sport’ Committee. She currently represents EWS on the Good Governance in Sport Expert Group of the European Commission Sport Unit. She graduated from Glasgow University with a B.Sc. and Ph.D. in Exercise Science and Medicine, and subsequently worked as a Research Associate at the same institution. Her work has been published in a number of peer-reviewed international scientific and academic journals. In 2003, she was appointed Director of the Cyprus National Olympic Committee (NOC), a position that saw her overseeing all operational aspects of the NOC. She was Assistant Chef de Mission of the Cyprus Team at the XI Games of the Small States of Europe, Andorra 2005 and the XV Mediterranean Games, Almeria 2005. In 2006, she was appointed Chef de Mission of the Cyprus Team at the XVIII Commonwealth Games, Melbourne. During her NOC appointment, she was also a member of the National Anti-Doping Commission and the National Olympic Academy.

Theodoros GIANNIKOS is an independent lawyer and at the present he in charge of the Legal and International Affairs of Olympiacos FC of Greece and member of the Board of ECA. He studied law at Athens University and did his postgraduate studies at LSE and UCL (England). Worked for a number of years in London (England) and New York (USA) as in house lawyer of shipping companies and then in Moscow (Russia)(1991-1999) as an independent legal consultant. He has served as a general secretary of the Greek League (2001-2005) and with this capacity served in different UEFA committees and as a member of the Board of Directors of EPFL . He is publishing frequently in Greek dailies on social issues.

Patrick HICKEY is Honorary Life President of the Irish Judo Association, the President of the NOC (1989-). He was Chef de Mission at the Games of the XXIV Olympiad in Seoul in 1988 and at the Games of the XXV Olympiad in Barcelona in 1992 His former engagements include the positions of Vice-President (1997-2001) then Secretary General (2001-) and President (2006-) of the European Olympic Committees (EOC). He is a Member of the Executive Board of the Association of National Olympic Committees (ANOC) (1994-) and Vice-President of the ANOC (2006-) IOC History Member of the following Commissions: Marketing (1996, 2002-), Olympic Solidarity (1996-), “IOC 2000” (1999), Olympic Games Study (2002-2003), 2009 Congress (2006-2009). He took over the Coordination for the Games of the XXXI Olympiad in Rio de Janeiro in 2016 (2010-).

Dr. Nicos L. KARTAKOULLIS is a Consultant and Professor of Organisational Behaviour and Sport Management at the University of Nicosia, Cyprus. He is the Head of the Department of Hospitality, Tourism and Sport Management and Vice President for Development and University Relations. Additionally, he served as the Chairman of the Board of Directors of the Cyprus Sport Organisation. His career has included senior positions in academic institutions, government, national and international sport organisations and research institutes.Dr. Kartakoullis served as the National Correspondent of the Youth Board of the Republic of Cyprus to the Council of Europe, and offered his services to FIFA, UEFA and the International Olympic Committee. He is an International Faculty Member to the United States Sports Academy and a Visiting Professor at the University of Ottawa, Canada.

Bernard LAPASSET is the President of the International Rugby Board. He is in office since 2008 having been re-elected in 2011. He has steered Rugby’s global Governing body through a period of unprecedented growth and spearheaded the successful campaign for Rugby Sevens’ Olympics Games inclusion in October 2009. As a player, Lapasset represented the Paris Université Club and Agen, before embarking on a distinguished career in administration with the Federation Francaise de Rugby as General Secretary and later as President. A major force behind France’s successful tender for Rugby World Cup 2007, he became President of the Organising Committee in 2004 and delivered the most commercially successful Rugby World Cup ever. His first IRB Presidency came in 1995, a momentous year in Rugby history when Lapasset presided over the Game’s transition into the professional era when the IRB Council voted for the Game to become open. Lapasset also served as vice-president of the French National Olympic and Sports Committee (CNOSF) and has been co-president of the New Zealand France Friendship Fund since 1993. He is Officier de la Légion d’Honneur and Honorary Officer of the New Zealand Order of Merit.

Sigrid LIGNÉ joined the European Gaming and Betting Association in March 2007 as Secretary General and spokesperson. She started her career working for the Legal Service of the Council of the EU and the European Commission. She then moved to consultancy. Over the last fifteen years she has been responsible for several Brussels-based and pan-European lobbying and communications campaigns, working for a wide range of corporations and trade associations. The European Gaming and Betting Association (EGBA) is the industry body representing the leading online gaming and betting operators established, licensed and regulated within the EU. EGBA promotes the implementation of fair and competitive regulations for online gambling operators throughout Europe in line with EU law.

Emanuel MACEDO DE MEDEIROS is the CEO of The EPFL. He graduated in Law, by the Faculty of Law of the University of Lisbon, with post-graduations in Sports Management by the Portuguese Catholic University and Professional Sport Law by the Law Faculty of the University of Coimbra. In 1993 and, subsequently, 1997, he was elected Director of the Legal Department of Boavista FC, a club he served until 2000. In this year (June 2000), he was appointed General Secretary of the Portuguese Professional Football League (LPFP), a position he performed until 2005. During this period, he became the LPFP’s representative for international matters and the voice of the LPFP within the EUPPFL (European Union Premier Professional Football Leagues) and UEFA. He was also Co-ordinator of the Committee for the Review of the Portuguese Sports Law and the Sub-Committees for the Adaptation of the Fiscal and Accountancy Frameworks to Professional Sport. Culminating his active involvement in the transformation of the pre-existing grouping of Leagues into the Association of European Professional Football Leagues (EPFL), he was elected General Manager, by unanimity, in June 2005, and reaffirmed as Chief Executive Officer of this Association in November 2007. He is also member of the FIFA Committee for Club Football, UEFA Professional Football Strategy Council and EU Expert Group on Good Governance on Sport.

Marcel MARTIN is currently President of the European Association of Sport Employers (EASE) recognized for the social dialogue in Sports. He is also President of the Union des Clubs Professionnels de Rugby (“UCPR”) and Treasurer of the Ligue Nationale de Rugby (“LNR”).His involvement in Rugby Administration spans over 45 years during which he represented France on the International Rugby Board (1986/1997) served as Director of Rugby World Cup (1987/2000) and as Vice President and General secretary of the Federation Française de Rugby (“FFR”).He was also President of the Biarritz Olympique Pays Basque (1998/2008), a professional rugby club, winner of three French Championships in 2002, 2005 and 2006.

Denis MASSEGLIA is the President of the French National Olympic Committee (CNOSF) since 19 May 2009 and an aggregated Professor in Physical Sciences and Special Mathematics in Marseille. As a member of the CNOSF Executive Office he was in charge of Communication and Marketing from 2005 to 2009. From 2001 to 2005 he held the positions of CNOSF’s Secretary General. Previously, he was CNOSF’s Executive Vice President from 1993 to 2001.Furthermore, he is a Council Member of FISA (International Federation of Rowing Society) since 1999. On the national level Mr. Masseglia held the Presidency of the French Federation of Rowing Society from 1989 to 2001. He still is the President of the Marseille Rowing Circle.

Walter PALMER is currently the Head of Department for UNI Sport PRO, the sector for sport within UNI Global Union with responsibility for social dialogue activities in sport at UNI Europa, the European region of UNI Global. Previously, he served as the General Secretary for the European Elite Athletes Association (EU Athletes) from 2007 until 2012. He studied History at Dartmouth College in Hanover, New Hampshire and played professional basketball in the NBA and several European leagues (France, Italy, Spain, Germany) from 1990 to 2003. He founded the German basketball player association, SP.IN in 2005 before co-founding EU Athletes in 2007.

Olafur RAFNSSON is currently the President of FIBA Europe and President of the National Olympic and Sports Association of Iceland (NOC). After studying Business Administration at the University of Iceland and subsequently at the Law Faculty, has been a practising Attorney at Law since 1990. After career as a basketball player and coach, elected to the Board of Icelandic Basketball Association 1990, elected President 1996-2006. Elected President of the Icelandic National Olympic and Sports Association (NOC) 2006, elected Member on the Board of FIBA Europe 2002-2010, and elected President in 2010. Member of FIBA´s Appeals Tribunal 2002-2006, and President 2006-2010. Member of Executive Committee of GSSE (Games of the Small States of Europe since 2006). Member / Vice-President FIBA Europe´s Finance Commission 2002-2010 and Member of FIBA Europe Management Group 2008-2010. Chairman of ENGSO´s (European Non-Governmental Sports Organisations) Policy Review Working Group 2008-2010. President of FIBA´s Membership Commission since 2010. Member of FIBA´s Central Board since 2010. Member of EOC´s (European Olympic Committees) EU Commission since 2010.

Mrs SAMARDžIć-MARKOVIć was the Minister of Youth and Sports in the Government of Serbia. In February 2012, she resigned as Minister of Youth and Sports in Government of Serbia after her appointment as Council of Europe’s Director-General for democracy.In the period 2005–2007 she was Assistant Minister of Defence and was in charge of strategic planning, international military cooperation and the Verification Centre, as well as Co-President of the Serbia-NATO Defence Reform Group. From 2001 to 2005, she worked in the bilateral department at the Ministry of Foreign Affairs as Deputy Director for Neighbouring Countries, Deputy Head of Mission and Adviser at the Serbia and Montenegro’s Embassy in Oslo and Adviser at the Directorate for Europe.

Sylvia SCHENK is a lawyer in Frankfurt on Main, Germany. She worked as a judge at the Labor Court of Offenbach (1979 – 1989) and as a City Councilor in Frankfurt (1989 – 2001). She has been German Champion and Olympic athlete in 800m running 1972 and served as a volunteer in national and international sport organizations since 1975. From 2001 – 2004 she was president of German Cycling and from 2000 – 2005 member of the Management Committee of the International Cycling Union UCI. From 2007 – 2010 she was Chair of Transparency Germany and since 2006 she is Senior Advisor for Sport of Transparency International. She is a board member of the German Olympic Academy and an arbitrator at the Court of Arbitration for Sports (CAS) in Lausanne.

Mr. Pambos STYLIANOU is the Chairman of the Cyprus Sport Organization (CSO) since October 2011. He has been serving sport from different positions, for nearly 3 decades. He has served as a member of the Executive Council of Nea Salamina Football Club for the periods of 1988-1992 and 1996-2000 and a member of the Board of CSO for the period 2003-2009. He has also served as member of the Board of OPAP Cyprus (2008-2011).

Stefan SZYMANSKI is a Professor for Sport Management at the University of Michigan, United States. He has published widely in the academic press on issues relating to the incentives in contests, competitive balance in sports leagues, the business strategy of football and other sports, the sale of broadcast rights, the role of competition law, public subsidies major sporting events, wellbeing and sport policy, and the economic history of sport. He has advised governments, sport governing bodies and clubs on various economic issues, and appeared as an expert witness for the OFT in the Premier League Broadcasting Case. He has written in the media on business issues relating to football, cricket and the Olympics among others, and currently has three books in press: Fans of the World Unite! A (Capitalist) Manifesto for Sports Consumers (with Steve Ross, Stanford University Press), Playbooks and checkbooks: An Introduction to the Economics of Modern Sports (Princeton University Press) and Why England Lose & Other Curious Football Phenomena Explained (with Simon Kuper, HarperCollins).

Theo VAN SEGGELEN is the secretary general of FIFPro, the worldwide professional footballers’ association. He is also a member of the FIFA Strategic Commission and of the UEFA Professional Football Strategy Council. He acts as a single judge at the FIFA Dispute Resolution Chamber, and he is a judge for the FIFA Transfer Matching System. He studied law at the university of Leiden, the Netherlands. He played professional football for Dutch club Telstar. He joined the Dutch professional footballers’ association VVCS in 1980 and was union president from 1991 until 2005. He started working for FIFPro in 1992.

Jean-Paul TRICART has been Head of Unit «Social Dialogue and Industrial Relations» within the European Commission Directorate-General for Employment, Social Affairs and Inclusion since September 2008. Has been working in the Commission, DG for Employment and Social Affairs since 1988: first, as an expert on social exclusion and on social protection issues; then as a coordinator of EU policy initiatives in the areas of employment, social dialogue, social cohesion; and later he was responsible for promoting the external dimension of the EU Social Policy Agenda. He has extensive experience and expertise in developing EU employment and social policies, within the EU and at international level.Formerly (1973-88), he has been working as a researcher specialised in social policy analysis and evaluation, within an academic research centre (1973-79), and then within the French National Centre for Scientific Research (CNRS) (1980-88); in this capacity, he contributed to the design and planning of social policy in France and to the evaluation of EU programmes.

Androulla VASSILIOU is currently European Commissioner for Education, Culture, Multilingualism, Youth and Sport. Previously, she served as Commissioner for Health, from February 2008 to end 2009. She studied law and international affairs in London and practiced law in Cyprus for 20 years (1968-1988). During this period she acted as legal advisor to The Standard Chartered Bank and, later, to the Bank of Cyprus. Before her appointment to the European Commission, she was actively involved in politics in her home country, Cyprus. She was twice elected to the Cypriot House of Representatives: in 1996 and 2001 - representing the Movement of United Democrats (affiliated to the European Liberal Democrats and Reform Party ELDR). As a Cypriot parliamentarian, she was an active member of the European Affairs Committee and represented the Cyprus Parliament to the Convention for the future of Europe as an alternate member.
