A Lifelong Learning ModelTraditional learning models are failing to keep pace with advances in both technology and a highly mobile workforce. There is a need to assess and recognize learning and expertise that is developed anywhere, anytime and over the course of one’s lifetime.
InternationalizationPeople need better ways to demonstrate achievement and education across borders. Digital records that are instantly verifiable open access to greater opportunities, employment, and mobility.
Education Example
In 2019, nearly five million international students traveled abroad for education. By 2030, that figure is expected to reach at least seven million.
Workforce Skill DevelopmentAs AI and machine learning increasingly automate rote and mechanical jobs, up-skilling and reskilling populations becomes critical for maintaining economic competitiveness and sustainability.

The skills most in-demand for a 21st-century workforce require either deep understanding of science and technology or strong human skills, like communication, empathy, critical thinking, and innovative problem-solving.

High-Stakes Credentials
Purpose: Certify a high level of achievement that legally or socially allows an individual to perform high-stakes tasks, such as:
- Teaching complex subjects- Piloting an aircraft- Practicing medicine or law- Proving formal training
Technical Format: Blockcerts
Low-Stakes Credentials
Purpose: Certify a stepping stones of achievement that may add up to a summative (high-stakes) credential over time:
- Developing a skill- Achieving a career milestone- Qualification that does not require legal
validation

Credential Types
What is a Digital Badge?A Digital Badge is a recognition of learning or accomplishment issued by an organization and embedded with metadata, including the achievement assessed and evidence of achievement. Open Badges is the premiere global open standard for digital badges. IMS Global is the custodian for the Open Badges standard and validates vendor compliance.
A Micro Credential is the term most often used in education and or professional licensing for a digital badge that recognizes learning – typically a demonstration of a competency based on evidence assessed and validated by issuing organization.

What is a Blockcert?
A Blockcert is a blockchain-anchored digital record that validates identity or accomplishment. Like a digital badge, it is issued by an organization and embedded with metadata, including the achievement assessed and evidence of achievement. Blockcerts contain additional form factor flexibility and enhanced security features that make them legally enforceable and tamper-proof.
A Summative Credential is a term used in education and or professional licensing for a certificate that legally or socially allows an individual to perform high-stakes tasks requiring significant training and preparation.
Blockcerts BenefitsAll blockchain records issued through Learning Machine are compliant with the Blockcerts Open Standard. Recipients can use the free mobile app, available on iOS and Android, to store, share, and verify their records.
Real OwnershipRecipients use the Blockcerts mobile app, available on iOS and Android, to easily view, share, and cryptographically prove ownership of their records.
Instant VerificationRecords can be verified anywhere in the world, instantly and for free. The secure format protects your brand against fraud and tampering.
Easily ShareableRecords can easily be shared online via platforms like LinkedIn, Applicant Tracking Systems, or directly with third parties.
Fully InteroperableBlockcerts use a standard file format, JSON, that is human readable and machine readable by virtually any system.

Future Direction: W3C Verifiable Credentials
Department of Homeland Security Anti-Counterfeiting Initiative
We have secured a DHS grant to adapt the Blockcerts open standard and Learning Machine’s commercial offering to support Verifiable Credentials (VCs) and Decentralized Identifiers (DIDs).
Key Deliverables:• Update Blockcerts schema to the Verifiable Credentials
format• Update signature/verification scheme to conform to the
latest JSON-LD format• Develop the DID method and utilities• Update Blockcerts open source credential issuance and
verification
Key Benefits/Solution Characteristics:• Open source expansion of successful projects (IPFS,
Blockcerts)• Identity provider and blockchain agnostic (risks: lock-in,
data silos)• Interoperable/Standards based (DID, VC, JSON-LD)• Validation of the open-source work through Learning

DHS Solution Outcomes
This effort demonstrates that Learning Machine’s platform can be leveraged in public infrastructure for fraud prevention via compliance with the JSON-LD signature suites, Decentralized Identifier and Verifiable Credentials standards, altogether showing that these standards can be used in a production-ready environment interoperable with other technology providers.
Final deliverables:
• Open source DID method (with related documentation).
• An interoperable DID provider model and VC-based credential format proven out through enhanced LM product and the Blockcerts ecosystem.
• Credential issuance and verification consistent with TTA #1.
