but only contributes to 2.3% of the nations GDP.

It is the root cause of all the problems in NER of India.

The government needs to tackle terrorism militancy and

insurgency as a matter of urgent national priority.

The AFSPA act,1958 was not just the solution for

tackling it. Irome Sharmila and many NGOs of states

are protesting hard against the act. The act allows the

misuse of power by military such as unconcerned killing

of locals.The injustice done to the tribal results in

alienation of these people with the state and central

governments.

So the best solution that can be thought of, is the

dilution of AFSPA and thus the banishment of

insurgency.

Thus the insertion of economic

policies, employment, educational institutions will

resist the mass indulgence in insurgency.

Steps to flourish tourism are-

• Anointing an icon with high credibility and visibility.

• will help in arousing the mass.

• an increase in 15% in no. of tourists is evidenced by Gujarat after choosing Amitabh

Bachchan as their Brand Ambassador.

Print Media and Electronic Media-

• National Dailies cover mere 0.1% of news of NER states.

• provisions for compulsory advertisement in national dailies and magazines, once in a

month , will prove out to be a blessing in disguise.

•Rewards for short films(approx.2 mins) delineating scenic beauty shot by the volunteers

from premier institute will drive an inclination among the interested groups.These films

showcased in multiplexes should provide multiplexes a partial exemption from taxes.

• Campaigning through social networking sites with liveliness and rigor.

WOW- Wisdom on Wheels

• Exhibition trains addressing culture and biodiversity of NER should be railed along the

golden quadrilateral, once an year.

TOURIST GUIDES-

• A palpable increase in hospitality can be seen by the presence of tour guides, armed with

minimal English training.

• Targeting disguised employed people in an adequate number.

• Climate, safety, beauty and other local conditions are best known to local guides.

• Exquisitely crafted island bungalows will draw attention from the domestic as well as

foreign tourists.

• Representing natural beauty of the region.

The steep slopes and large acidic soil cover hinders the crop cultivation on large scale. But on

other hand, has a high potential for horticulture, floriculture, tea, cocoa plantation etc.

POTENTIALS•16% share of World’s largest tea producing region has also high potential for cocoa and coffee.

•Great yield prospects of medicinal plants, flowers and orchids.

• Commercially viable land for bamboo production as India is the 4th largest consumer of bamboo.

•Produces a varied variety of fruits, nuts and spices which have a trade potential at commercial level.

MEASURES TO INTENSIFY AGRICULTURE•Steps to be taken by ICAR-

a. Promoting agricultural fares for training farmers to use fertilizers and modern machineries and make

them available at cheaper rates.

b. Easy loan facilities through government for farming.

c. Building competitive cultivable farms with the help of private industries inspiring farmers to use new

techniques.

d. New techniques such as tissue culture and mixed farming should be intensively promoted to boost the

production.

• Forest cover can be replaced by tea plantation which maintains sustainable balance and reduce

soil erosion as being practiced in Brazil.

• Water harvesting techniques such as rain water harvesting, ground water extraction, creation of

surface storage of water, ex. Harvesting tanks, reduction of water vapor loss, micro water shed

should be taught to the farmers.

1. Identifying and helping in setting up local industry.

2. Cross border trade.

DEVELOPING LOCAL INDUSTRIES-

MODERNIZATION OF HANDLOOMS

• setting up group centers for information and counseling purpose.

• identifying people interested in industrial progress or setting new industry.

• giving them training to use latest techniques. The training pattern should be same as followed

in other parts of the country.

PROMOTING COTTAGE INDUSTRIES

• setting self help groups (SHG) with partnership of local banking co-operatives.

• has a great scope of poultry and duckry farming as most of the locals are meat eaters.

• easy loan facilities would help fragmented land owners for better yield

ADVANTAGES-

1. Self employment would reduce their reliability on Central’s subsidies, that generally do not

reach them, resulting in the grudge against Central government in their hearts.

MARKETING AND SELLING-

PROCESSING INDUSTRIES-NER states lag highly in processing industries which are the key to amplified trade and employment.

ATTRACTIVE INVESTMENT TECHNIQUES

1. A single window clearance system will not only entertain the industrial giants ;TATA ,RELIANCE but

also the entrepreneurs as exemplified by Gujarat.

2. Clause of an insurance cover of 50% for industries in case of any harm underpinned by the region’s

instability.

3. Processing of the agricultural(tea, cocoa) and medicinal plants will triple the profit earned by the export.

4. Setting up of the major processing industries along the arterial highways.

5. Reduction in transportation taxes in rail and airways within the country up to 50-90% would promote

intensified trade from North-Eastern Region to other parts of country.

ADVANTAGES-

1. Easy and alternative money making opportunities will attract big investments from all over the country.

2. Industries near highways would ensure easy and speedy delivery of finished goods to the markets.

3. Industrialization would bring great job prospects for the common people of states having high literacy

rate.

BORDER HAATS-

Trade fairs along borders with Myanmar and Bangladesh established between radius of

5kms. Each side which is already practised with Bangladesh.

• development of inland waterways for local as well as

cross border trade.

be built.

•Building road/rail network linked direct to Chittagong ,

Kolkata and Gujarat to enable trade through seaways.

•Investing companies such as Reliance and TATA

would also promote building of infrastructure through

their investment schemes.
