The Palmdale Sheriff’s Station

Community Advisory Committee

The Palmdale Sheriff’s Station Community Advisory

Committee (CAC) was established to promote a better

understanding between the public and the Sheriff’s

Department. It was created to be a bridge toward building

trust and promoting dialogue between local law

enforcement and the community. The CAC functions to

bring concerns and issues from the community to the

Department and to address those concerns, establishing a

partnership with the local community in the process.

Additionally, the Sheriff’s Department benefits from this

two-way dialogue by gaining a greater understanding of the

issues and concerns in the communities they serve.

The CAC is composed of community members who

volunteer their time to act as representatives of the

community. Committee members are not employed by the

Sheriff’s Department and do not receive any compensation

for their time. As per the terms of the Antelope Valley

Settlement Agreement, the CAC produces regular reports.

This is the second annual report produced by the CAC and

covers their work for 2017-2018 (October 2017-June

2018).

Atherine Blanco Retired AT&T Construction Manager of 41 years [email protected]

A resident of Palmdale for the past 24 years with her husband Juan.

They have four adult daughters and three granddaughters. In August

2018, she celebrated 41 years with AT&T. She was hired on with

Pacific Telephone as the first black female in an all-male work force.

She’s been doing volunteer work for the past 30-years, devoting many

hours to community-based organizations in the Antelope Valley and

throughout Los Angeles County. In 2018, she was elected as Chair of

the Palmdale Sheriff’s Station Community Advisory Committee. She was also elected as

Secretary for Coffee4VETS, INC.

Atherine relaxes by enjoying science fiction movies at IMAX theatres. She is a fan of

Star Trek and a member of IFT (International Federation of Trekkers). She enjoys

spoiling her three granddaughters and date nights with her husband.

Blanco. With community involvement they came together to honor the

accomplishments of deputies and the improvements made by Palmdale Sheriff

Station.

The Highlands Fellowship Church - Faith Factory Teacher – 3rd grade Class -

Awards / Accommodations (many, many over the 41 years but here are just a few

recently within the last 5 years)

President Obama Volunteer Service Award honoree. Silver Award 2013, Bronze

Award 2014, Gold Awards for 2016, 2017. Will also be receiving the 2018

President Volunteer Service Award.

Kamal M. Al-Khatib Founder and Executive Director Charter School,

[email protected]

Kamal M. Al-Khatib, has been a resident of the Antelope

since 1989. He is married to Zeineb Al-Khatib and together

they have three children, Shadi 27, Rami 26 and Dena 22.

Kamal earned his first degree of Bachelors in Business

Administration and accounting from Yarmouk University in

Jordan in 1984, and a second degree of Masters in Business

Administration from National University in San Diego in

1987.

• Founder, and the Executive Director of Guidance Charter School in Palmdale, which

was approved in 2001 by the Palmdale School District. Former Board President of

Guidance Charter School.

• Chief Executive Officer of the Buymehome.com, Inc. and K.A. Commercial properties

• Founder, President and Chairman of the board of The American Islamic Institute of

Antelope Valley

• Board Member of the Antelope Valley Human Relations Commission and a Chair of

Public Relations Committee

• Founding Board Member of the A.V. International Heritage Festival

• Appointed by Sheriff Leroy Baca to the Homeland Security Advisory Council in 2004

• Volunteer Chaplain with L.A. County Sheriff’s Department

Kamal is a successful businessman in the Antelope Valley. He is familiar with Antelope

Valley education, students, teachers, parents, public safety, financial and budgetary

issues. Kamal has always held public safety as a top priority.

LILIA GALINDO Founder of Café Con Leche radio program [email protected]

Lilia is an economist and earned her Masters Degree from

California State University Northridge. She held the

positions of Assistant Director for a “Head Start” program

and as a Human Resource Manager for the Antelope Valley

Transportation Agency.

She is the founder and owner of the bilingual community-

oriented radio talk show “Café Con Leche.” This program

has aired continuously Monday through Friday, from 7 to 9 AM, since October 2010.

Lilia has served as a member of the Palmdale Sheriff’s Community Advisory Committee

since its inception.

She currently serves as:

Appointed by Governor Brown as a Director of the 50th District Agricultural

Association for the Antelope Valley Fair Board - since 2013

Vice-President of the A.V. League of United Latin American Citizens “AV-

LULAC”

Board Member of the Antelope Valley Community Clinic

Member of the Antelope Valley Hospital Community Advisory Committee

Lilia has received the following recognitions:

Woman of the Year 2013 by California Legislature Assembly District 36

Outstanding Community Member 2013, A.V. California Association of Bilingual

Education “CABE”

Freedom Fighter Award 2014, for her Dedication to civil rights from the AV

NAACP

Marian Martinez Student Antelope Valley College

Marian is one of the newest members of the committee.

She is currently attending Antelope Valley College and

intends to major in Criminal Justice. Her goal is to

become a Deputy Sheriff. In order for her to get closer to

her goal, she is a Law Enforcement Explorer at the

Palmdale Sheriff’s Station. She believes that in order to

build a stronger community, there needs to be great

leaders who encourage others to take the initiative to

speak up.

Marian enjoys going on patrol rides with deputies and attends many community events.

Vicky is a 4.0 student and plays basketball.

She is a member of Agents of Change and likes to help community.

Her dream is to attend the University of California, Irvine and graduate with a degree in

criminology, her goal is to become a homicide detective

Nigel O. Holly Job Objective: Executive Management

Nigel has a strong background in management, organizational

development, finance, accounting, and sales. He is a hard

working leader with great communication and public

speaking skills.

Nigel received his undergraduate degrees at Southwest

College in Los Angeles and Cerritos College. He received his

Bachelors of Science Business/ Administration and Masters

of Business Administration degrees from the University of

Phoenix, in Costa Mesa.

Bishop Henry Hearns [email protected]

Henry served in the U.S. Army in Korea, and has

lived in the Antelope Valley for over 45 years. He

has served on the Lancaster City Council, as Vice

Mayor and Mayor. Additionally he has been

involved in boards and committees such as:

United Way,

National Association for the Advancement of Colored People,

Housing and Urban Development Community Development Act Board,

American Cancer Society,

Advisory Board for the Boys and Girls Club, and

Program Sponsor for the Antelope Valley Black Infant Health Program.

Emmett Murrell [email protected]

Emmett is the Founder and current CEO and

Director of The Emmett Murrell’s Farm and Boys

Home. He has served as Chairman of the Board of

Black Infant Health, Director of Youth Employment

for the Los Angeles Urban League, and Special

Project Coordinator for the Southern Area Boys

Club. He is a current member of The Community

Action League and Elder/Minister at the Living Stone Cathedral of Worship.

Dr. John Porter [email protected]

John presently serves the Palmdale School District (PSD) as

the Assistant Superintendent for Special Education and

Student services. Prior to his appointment as Assistant

Superintendent, John served the PSD as a Special Education

teacher, a Special Education Program Specialist, an

Assistant Principal and Special Education Director.

In the area of Student Services and alternative education,

John has worked with other PSD leaders to reduce student

expulsions by over 85% in the last several years and has

been the guiding force to build an alternate education school

that is based on restorative discipline – building the student skills necessary for success in

school and life in a non-punitive, positive teaching environment. That school’s motto

says it all, “We Teach Success.”

John (like his father, the late Dr. Carl Porter, who served for many years on the Board of

Directors for the American Red Cross and the AV Board of Trade) is active in the

community and serves on the boards of directors for the Kiwanis Club of Palmdale West

(where he is serve as the immediate Past-President) and the Lancaster Performing Arts

Center Foundation.

Additionally, he is a lifetime member of the Friends of the Palmdale City Library (and a

former director), a member of the Palmdale Sheriff’s Boosters and is a former Board of

Directors member of the Antelope Valley Chapter of the American Red Cross. He is

presently a member of the Edwards Air Force Base Civilian-Military Support Group. He

also serves the Association of California School Administrators (ACDA) as a member of

the statewide Student Services/Special Education Council, where he is presently

President-elect.

John lives in Palmdale with his wife Susan, who is the Regional Manager for the United

Way of Los Angeles County/Antelope Valley office. They have four grown children and

eight grandchildren.

Palmdale CAC Structure

Committee Structure

The Palmdale CAC formally established an administrative structure to more efficiently

assist the Sheriff’s Department in their collaboration and dialogue with our local

communities.

Duties of Officers

Chairperson:

The Chairperson acts as the committee’s leader and ensures they function as a team. The

Chairperson does not run the committee but spends time considering all assignments to

make sure that all the work for the committee is effectively delegated for completion.

The Chairperson conducts the monthly meetings.

Co-Chairperson

The Co-Chairperson assists the Chairperson in executing the committee’s mission and

takes over the functions of the Chairperson when absent, in addition to other functions

and duties as required by the committee.

Jr. Secretary

The Jr. Secretary records the minutes of the committee and maintains all correspondence,

both internally and with public organizations, as required. The Jr. Secretary attends to all

correspondence of the organization. Additionally, they prepare the agenda and other

documents for the committee.

Assistant Jr. Secretary

Duties include assisting the Jr. Secretary, issuing notices of meetings, in addition to other

functions and duties as required by the committee.

Station Liaison

The Station Liaison coordinates all dissemination of committee information to public

venues, including publicity for upcoming community outreach and public meetings. The

Station Liaison may also respond to questions and concerns from the community that are

directed to the Committee.

Administrative Appointment Terms

All positions will be evaluated every six months and the committee can determine if any

additional offices and /or reappointments by majority consensus.

Quorum:

A quorum will be established with the presence of half the committee plus one in

attendance.

Voting:

Majority consensus will determine the decisions made by the committee.

CAC Monthly Meetings:

The CAC meetings are held on the second Monday of every month from 6:00 PM to 7:30

PM. On occasion meetings are rescheduled due to time conflicts.

Strategies to improve Community Relations

There have been times when community members have come to a

Community Advisory Committee member with an issue or grievance. In an

effort to ensure the matter has been properly handled, the CAC has

developed a form to track these issues.

The initial form has been modified to capture local community policing

concerns in addition to police conduct.

MEETING MINUTES

January 8, 2018

Attendees (9): Captain Dennis Kneer, Lt. Ronald Shaffer, Lt. Bob Farkas, Deputy Eric Caplinger, Atherine Blanco, John Porter, Kamal Al-Khatib, Henry Hearns, Christina DeCarlo 1) Meeting called to order by Captain Kneer at 1803 hours. John motioned to approve minutes

from previous meeting. Atherine seconded.

2) Old Business

a) Christmas Toy Drive was successful, several toys donated and distributed to children

around city.

b) Discussion of results from Town Hall Meeting on 11/29/17. Positive and direct info.

Residents with questions were matched with a deputy for answers. Great attendance,

suggestions to shorten introduction. Meeting held at different locations

(eastside/westside, schools) convenient to public.

3) Open Forum

a) Kamal discussed passing of law legalizing marijuana. Noticed marijuana is more present

in neighborhoods. Captain stated possible rise in crime, fatalities, traffic-related

incidents, abuse, etc.

b) Atherine asked about DUI tests vs. Marijuana tests. Lt. Farkas explained Field Sobriety

Tests, types of BAC (blood alcohol content) Tests, and training deputies receive. Federal

vs. County (investigations) re: marijuana dispensary businesses. County does not get

involved.

c) John discussed (3) calls for service to school district office re: homeless issue. Deps took

report. Issue temporarily resolved.

d) Public events involving the station - Atherine recommended that someone send text

message/email to CAC members to give opportunity to join.

e) Discussion of crime stats declining. Sworn and community teamwork, continue to

improve service and community engagement.

f) Character based hiring for Law enforcement @ IBEW building on 1/18/18 at 6:00 a.m.

Dep. Caplinger to add to website.

minutes from previous meeting. Atherine seconded.

6) Year to date crime stats, Capt. Kneer

a) Recent homicide case, 52% drop in robbery cases, resources provided to domestic

violence victims and repeat offenders to stop patterns. Palmdale is 35th safest city, out

of 177 cities of 50,000 or more population.

b) Discussion regarding Zone Deputies, neighborhood watch programs, and how both work

with city for strategy to address concerns of residents.

c) Deputy Mike Villalobos introduced to committee as new Zone Deputy (present at

meeting). Deputy Jordan Hegge new PIO (Public Information Officer).

7) Youth CAC member, Sgt. Bruner

a) Two active youth CAC members will be joining committee, possibly VIDA recipients

involved in community. Applications pending.

8) Preparation for CAC Town Hall Meeting on 3/29/18

a) Location: Living Stone Cathedral, 37721 100th St. East, Littlerock. Time: 6:00 p.m.

b) Moderator: Renata, same format as last

9) New Business

a) Sgt. Benning announced new designated “Exchange Zone” parking spots for safer online

purchasing transactions in front of Palmdale Station. 24 hour surveillance cameras,

well-lit, signs, spots marked. SIB will send out messages on social media and Nixle.

10) Open forum

a) At Acton Town Council, discussion of UCLA researchers conducting AV Community

Survey on website to understand the relationship between the community and local law

enforcement (Atherine provided printout of survey and copy of 2/11/18 newspaper

clipping).

b) Discussion of nominating an award and awarding facilitators from CAC.

c) DOJ Training – Waiting on date for DOJ monitors to train CAC on what is needed in a

report, no response from DOJ as of 2/12.

i) Nigel stated that David Mohammed gave outlined basic format, and they do not

want to interfere with CAC.

ii) Atherine stated that CAC is not sure on roles, need data/detail.

d) Atherine to follow up with Lt. Shaffer to request information re: stop & seizures. DOJ

monitors to provide numbers, written log, and reports.

e) Kamal discussed crime issue on 25th St. East/Avenue S (several arrests, gang members,

etc). Dep. Villalobos replied that deputies responded recently to cite and arrest. Also,

depending on the arrest, suspects are released shortly after.

f) Discussion re: expunged records, must seek legal aid at courthouse.

g) Nigel informed committee as Commissioner of the Homeless Impact Commission, there

will be meeting 10:00 a.m. at Lancaster City Hall Council Chambers.

Community Outreach Meetings

Concerns and Follow-Up from Quarterly Public Meetings:

At many of the meetings there is still a common concern from community members

regarding traffic stops. These concerns range from how traffic violations are enforced to

under what circumstances a high risk extractions are performed.

Palmdale Station deputies have been handing out the traffic stop flyer which was

produced in collaboration with the monitoring team, the Department, and CAC.

This flyer is also taken and distributed at the numerous community engagement

events attended by station personnel.

Questions about traffic stops raised at town hall meetings are addressed by CAC

members, Captain Kneer, or deputies who explain department policy and case law

to members of the public. The issues raised are typically addressed by educating

members of the public and explaining police procedures. Members of the public

are very receptive of the answers provided and no further follow-up is needed.

Use of force questions and concerns are a common theme at the meetings. These

concerns are typically sparked by an incident seen in the news and rarely involves the

Sheriff’s Department.

Deputies address the concerns by educating the public on case law regarding the

use of “reasonable force” as well as the assessment of force with the advantage of

“hindsight.” We do not attempt to justify all incidents seen in the news however

we explain our policy as it applies to those incidents

Feedback from Quarterly Public Meetings

Feedback is collected by having participants complete a pre and post survey along with

informal interviews. Data from the surveys is then analyzed for improvements to be

made at future meetings. Below is a summary of the data collected from the quarterly
