SNEHESH ALEX PHILIP Islamabad, Oct 20: Ahead of his meeting with President Barack Obama, Pakistan Prime Minister Nawaz Sharif Sunday sought US interven- tion in resolving the Kashmir issue. "Though India did not want such (third party) inter- vention, but the world powers should get involved to resolve the (Kashmir) issue," he told reporters in London during a stopover while on his way to US wherein he will meet Obama on Wednesday. "India and Pakistan both were nuclear powers and the region was a nuclear flash point," state-run APP news agency quoted the prime min- ister as saying. Replying to a query on Kashmir, Sharif said during his US visit in July 1999 amid Kargil conflict, he had clear- ly told then President Bill Clinton that if the US inter- vened, Kashmir issue could be resolved. "I told him if he spends 10 per cent of the time he was spending on Middle East, the Kashmir issue between two countries would resolve," he said, adding that President Clinton promised, but then things changed. Even though Pakistan is keen that US intervenes, Washington has repeatedly said that India and Pakistan should determine the "pace, scope and character" of their dialogue. Sharif said for the last 60 years both sides were entan- gled in an arms race. "The sit- uation can become dangerous. India has nuclear bomb, so do we; India develops missiles, so do we. There should be a limit to it. We all should think about it," he was quoted as saying. The Prime Minister also said he will raise the issue of US drone strikes during his meet- ing with Obama. "Pakistan raised its con- cern in UNGA meeting, and the world appreciated it. Again in my official visit to US I will reiterate the same message," he said. Key bilateral issues besides the Afghan drawdown and Indo-Pak ties are likely to be discussed during his keenly awaited meeting with Obama. This will be the first bilat- eral official visit of the Prime Minister to the US in his pres- ent term. It is a waste of time for anybody no matter how eminent to be even trying to question it Salman Khurshid External Affairs Minister UMER MAQBOOL Srinagar, Oct 20: At a time when Jammu and Kashmir is facing the ‘worst’ financial crisis, the State government has decided to surrender cen- tral funds to the tune of Rs 6 crore in Education sector after failing to utilize them. The State’s School Educa- tion Department has agreed to return the amount to the Union Ministry of Human Resources Development (MHRD) after sitting over their utilization for the past four years. The disclosure on refund has come to fore through a communiqué of MHRD bear- ing No. F. 20-3/ 2013-RMSA.1, dated September 2, 2013 . The communication was circu- lated among the higher- ups of the Union Ministry as well as the J&K’s School Education Department to apprise them about the decision taken at the Project Appraisal Board (PAB) meeting of the Rash- triya Madhyamik Siksha Abhiyan (RMSA) scheme for the State during the current fiscal. As per details, the State Government agreed to refund Rs 6.03 crores to the Government of India during the meeting held at Shastri Bhavan New Delhi in July this year. These funds were meant for implementation of much-needed centrally spon- sored scheme titled ‘Infor- mation and Communication Technology (ICT)’ in 200 higher secondary schools of the State. “PAB was informed [that] till date 200 schools were covered under ICT @schools scheme against which Rs 603 lakh was released but the state couldn’t implement the scheme so far. Srinagar, Oct 20: Describ- ing the three-day Judicial Conference as an intellec- tual feast, Justice TS Thakur, Judge, Supreme Court of India, Sunday said the subject of Rule of Law is well-known and forms the part of our con- stitutional creed. He said this subject “has many dimensions, yet the manner in which it was addressed with such clarity and passion by eminent and distinguished judicial lumi- naries has made the conference a memorable one for all of us.” Justice Thakur was addressing the valedictory function of the 3rd Regional Judicial Conference (North Zone) on ‘Role of courts in upholding Rule of Law’ at SKICC here. He said the schol- arly lectures and speeches delivered during the Confer- ence on the subject should be valued and pub- lished. He asked the Director National Judicial Academy to compile and publish these lec- tures for the benefit of large sections of people. He said the Con- ference is like an investment which should reap positive dividends and the same can be dem- onstrated through better commitment to Rule of Law and improved performance in qual- ity of justice delivery. Omar would chair the meeting of the Task Force of Health department—set up in 2006 on Health reforms— to take stock of his govern- ment’s initiatives taken ear- lier in the sector. The meeting would be attended by top officials of the Health department and experts in the field of Health and Medical Education from within and outside the State. It will also be attended by Directors of Health Services of Jammu and Srinagar, Director Indian System of Medicine (ISM) and also by the chairman of executive council of Batra Hospital and Medical Research Centre, Ajit K Nagpal and Head of the department of Hospital Administration at AIIMS, Prof Shakti Kumar Gupta. Senior government offi- cials said the Task Force which met in August last took many decisions on improvement of healthcare infrastructure in the State, including reporting births at the local hospital to check infant and maternal death rate. They however said the key decisions taken by the Task Force are still hanging fire. HERE ARE SOME OF THE MAJOR INITIATIVES THAT FAILED TO TAKE OFF: • The Task Force decided to set up a Medical Supplies Corporation to centralize purchase of medical equip- ments and drugs for the health and medical educa- tion departments. But even as the decision was taken in August last year, the Cor- poration has not been pro- vided with adequate staff. Islamabad, Oct 20: Ahead of his meeting with President Barack Obama, Pakistan Prime Minister Nawaz Sharif Sunday sought US interven-tion in resolving the Kashmir issue.

"Though India did not want such (third party) inter-vention, but the world powers should get involved to resolve

the (Kashmir) issue," he told reporters in London during a stopover while on his way to US wherein he will meet Obama on Wednesday.

"India and Pakistan both were nuclear powers and the region was a nuclear flash point," state-run APP news agency quoted the prime min-ister as saying.

Replying to a query on Kashmir, Sharif said during

his US visit in July 1999 amid Kargil conflict, he had clear-ly told then President Bill Clinton that if the US inter-vened, Kashmir issue could be resolved.

"I told him if he spends 10 per cent of the time he was spending on Middle East, the Kashmir issue between two countries would resolve," he said, adding that President Clinton promised, but then things changed.

Even though Pakistan is keen that US intervenes, Washington has repeatedly

said that India and Pakistan should determine the "pace, scope and character" of their dialogue.

Srinagar, Oct 20: At a time when Jammu and Kashmir is facing the ‘worst’ financial crisis, the State government has decided to surrender cen-tral funds to the tune of Rs 6 crore in Education sector after failing to utilize them. The State’s School Educa-tion Department has agreed to return the amount to the Union Ministry of Human Resources Development (MHRD) after sitting over their utilization for the past four years.

The disclosure on refund

has come to fore through a communiqué of MHRD bear-ing No. F. 20-3/ 2013-RMSA.1, dated September 2, 2013 .
