outline followed, I am attaching an outline of the monitoring report below which simplifies the effort and

helps in writing only the relevant information. This also helps easy and objective review and saves

everybody's time. Please replace the definitions with IR definitions attached below, get tables 3 and 4 and

annex D of the subject report inserted in the next monitoring report for which the outline is attached below.

DEFINITION OF TERMS

Affected l'ersons (AP'S) All the people affected by the project through land acquisition, relocation, or

loss of incomes and include any person, household (sometimes referred to as

affected households (AH's) or project affected family), firms, or public or

private institutions. AH's therefore include; i) persons affected directly by the

safety corridor, right-of-way, tower or pole foundations or construction work

area; (ii) persons whose agricultural land or other productive assets such as

trees or crops are affected; (iii) persons whose businesses are affected and

who might experience loss of income due to the project impact; (iv) persons

who lose work/employment as a result of project impact; and (v) people who

lose access to community resources/property as a result of the project.

Compensation Payment in cash or kind for an asset to be acquired or affected by a project at

replacement cost at current market value.

EIA

The date after which people will NOT be considered eligible for

compensation i.e. they are not included in the list of AI-Is as defined by the

Census. Normally, the cut-off date is the last date of the Resettlement Field

involve/ require any land acquisition therefore; a brief due diligence report

(DDR) is prepared for the documentary requirements.

Surroundings in which an organization operates, Including air, water, land,

Element of an organization's activities or products or services that can interact

with the environment; environmental aspects can be Significant or non-

significant based on environment risk Assessment and a significant aspect can

and level of effects an existing facility is having, or a proposed project would

Encroachers Those people who move into project area after the cut-off date and are

therefore not eligible for compensation or other rehabilitation measures

provided by the project.

Entitlement The range of measures comprising cash or kind compensation, relocation cost,

income rehabilitation assistance, transfer assistance, income substitution, and

relocation which are due to /business restoration which are due to AHs,

depending on the type and degree nature of their losses, to restore their social

and economic base.

I EE A Preliminary attempt to evaluate environmental impacts in order to

determine whether a full-scale environmental impact assessment is needed.

Land acquisition The process whereby a person is compelled by a public agency to alienate all

or part of the land s/he owns or possesses, to the ownership and possession of

that agency, for public purposes, in return for fair compensation.

LARP Projects which do have significant socio-economic impacts hence involve/

require land acquisition therefore; a detail land acquisition and resettlement

plan (LARP document) is prepared for the documentary requirements.

Non-Titled Those who have no recognizable rights or claims to the land that they are

occupying and includes people using private or state land without permission,

permit or grant i.e. those people without legal title to land and/or structures

occupied or used by them. ADB's policy explicitly states that such people

cannot be denied compensation.

The method of valuing assets to replace the loss at current market value, or its

nearest equivalent, and is the amount of cash or kind needed to replace an

asset in its existing condition, without deduction of transaction costs or for

any material salvaged.

affected households/families, and stakeholder consultations.

Social Impact Assessment is analyzing, monitoring, and management of

social consequence of development interventions project infrastructure.

Any people who might suffer excessively or face the risk of being

households with dependents; (ii) disabled household heads; (iii) poor

households (within the meaning given previously); (iv) landless; (v) elderly

households with no means of support; (vi) households without security of

tenure; (vii) ethnic minorities; and (viii) marginal farmers (with landholdings

of five acres or less).

1-INTRODUCTION

1.1- GEPCO

Gujranwala Electric Power Company Ltd. GEPCO is a Public Limited Utility Company,

established in 1998 under Companies Ordinance 1984 and is responsible for distribution

of Electric Power within its territorial jurisdiction and presently serving approximately

2.5 Million Customers (Domestic, Commercial, Agricultural, Industrial and others) in the

six districts of Province Punjab (Gujranwala, Narowal, Gujrat, Hafizabad, Sialkot and

Mandi-Bahawal-din). Area of jurisdiction of GEPCO is attached at Annexure-A.

1.2 Power Distribution Enhancement Investment Program

Government of the Islamic Republic of Pakistan (GoP) through Ministry of Water and

Power (MOW&P) with assistance of Asian Development Bank (ADB) is implementing

the Power Distribution Enhancement Investment Program (PDEIP) under Multi Tranche

Financing Facility (MFF). This Program is part of the GoP long term energy security

strategy. Pakistan Electric Power Company (PEPCO) has been nominated by Ministry of

Water and Power (MOW&P) to act as the Executing Agency (EA) while Gujranwala

Electric Power Company (GEPCO) is the Implementing Agency (IA) for execution work

in its service area.

1.3 Power Distribution Enhancement Investment Project (PDEIP) — Tranche-II

The Power Distribution Enhancement Investment Project (PDEIP) Tranche-II is designed

to provide grid-connected customers with adequate and reliable supply of electricity. The

rehabilitation, augmentation, and expansion of power distribution infrastructure will

increase the reliability of supply to residential, agricultural, commercial, and industrial

customers across Pakistan. A reliable electricity supply will lead to social and economic

benefits and improved conditions for schools, hospitals, and social services, among

others. The main components of the program are given as under:

■ Conversion / Up-gradation of Grid Stations

■ Extension of Power Transformers in existing Grid Stations

■ Augmentation of Power Transformers in existing Grid Stations

■ New Transmission Lines

1.4 Objective of the Project — PDEIP (Tranche-II)

The main objectives of this Investment Program are;

(1) Improve power distribution infrastructure through system rehabilitation,

augmentation, and expansion; and relieve the power system from distribution

bottlenecks and constraints;

(ii) Enable continued operation and maintenance in accordance with best international

practices; and

(iii) The system will be capable of meeting peak demand, with electricity outages

significantly reduced.

1.5 Scope of Work

There are 16 No. of GEPCO proposed projects under ADB Tranche-2. Its detail is here as

under:

1. Construction of 05 No. New 132kV Transmission Lines

2. Construction of 04 No. New 132kV Grid Substations

3. Conversion of 02 No. Grid Substations from 66kV to 132kV along with associated

132kV Transmission Lines

4. 05 No. Extensions/ Augmentations

Overall the proposed MFF has been designed to address both investment and institutional aspects

in electric power sector. Development Objectives/ Project Purpose will be fully achieved after

completion of the proposed Sub-projects.

1.6 Management Structure - Directorate of CE (Development) / Project

Management Unit:

To carry out and handle the invest ment projects GEPCO has established Project

Management under the administrative control of Chief Engineer (Development). The

PMU comprises of 4 sections.

i. Planning Scheduling & Coordination: To take the responsibilities for (i) identifying

and proposing the subprojects to PEPCO / Donor Agency for approval and financing,

(ii) Scheduling and Monitoring (iii) preparing the necessary documentation in line

with the statutory, corporate and Donor policies including quarterly reports (iv)

coordinate with the consultants.

Procurement: To take care of all responsibilities and tasks related to procurement

(goods, works and services) and for the activities related to material planning,

preparation of bidding documents according to the requirement of the Donors, getting

the evaluation done and for placing the orders after approval of the Donors,

inspection and then transportation to the site. Arrange release of material thru CRR

Karachi and final delivery to the site.

iii.

Project Finance: They are responsible for taking care of counterpart financing,

funds flow arrangements, payments, recording and monitoring of both ADB & WB

funds. Also, will establish, monitor and manage the imprest account and statement of

expenditure (SOE) procedures. Furthermore ensure timely preparation of the annual

audited project accounts.

iv. Environment & Social Safeguard: To take care of all the responsibilities and tasks

related to environment, land, and social (including involuntary resettlement and

indigenous people) and provide oversight on occupational health, safety and

environment safeguards in the working environment.

1.7 Environmental & Social Safeguard Section — PMU GEPCO

The Environmental & Social Safeguard (E&SS) Section of PMU, GEPCO provides an

overall supervision and advisory services during the Pre - Construction phase,

Construction phase & Post — Construction phase of the project. The E&SS also assists

and advises GSC Directorate, Construction Directorate and other GEPCO departments on

environmental and social matters. Presently, the E&SS Section has one Environmental

and one Social Impact expert under the supervision of a Deputy Manager Environmental

and Social Safeguard (E&SS). The organizational structure of E&SS — PMU GEPCO is

attached at Annexure —B.

2- ADB Involuntary Resettlement and Categorization

In Compliance to the ADB guidelines; all projects have been assigned Involuntary

Resettlement Categorization based on outcome of Initial Screening and Evaluation of

Significance of probable Social Resettlement Impacts i.e.

• Category (A) Significant Projects having significant social impacts that require land

acquisition on permanent basis, means 200 or more people will experience major

impacts, which are defined as being physically displaced from housing or losing 10%

or more of their productive assets. A full detail Resettlement plan is required for

Category- A projects.

• Category (B) Projects include involuntary resettlement impacts that non-

significant and require a short resettlement plan.

• Category (C) Non-Significant Projects having no involuntary resettlement impacts in

Category C. They neither require a resettlement plan nor a resettlement framework.

Category C projects only require a short DDR (Due Diligence Report).

• There are 10 out of 16 Projects which falls in Category-B (05 No. of New Tr. / Lines +

03 No. New grid stations + 02 No. of conversion of grid stations) require short LARP

preparation, implementation, monitoring and uploading/ posting at ADB and GEPCO

official websites. 01 No. New grid station (Sheranwala bagh) along with 05 No. of

Augmentation/ Extensions (06 No. sub-projects) falls in Category-C does not require

any social assessment reports (neither LARP) nor DDR (Due Diligence Report)

preparation.

3- Social Monitoring

3.1 Land Acquisition & Resettlement Plans (LARP) AND DUE DILIGENCE REPORTS

(DDR)

• Proper compensation on account of loss of crops/ trees on actual basis is being

processed, paid to each affected person/ household as well Affectees details are

being updated/ revised accordingly. And all the compensation has been provided

to the Project Affected Persons (PAPs), Affected Persons (AP), Affected

Households (AH) before start up of civil works.

• Check distribution ceremony has been organized on different transmission lines.

• Environmental & Social Complaint Register has been implemented to record/ log

complaints of affected household/ persons at each project site (Tranche-2) but no

significant complain have been received yet.

• A revised entitlement matrix has been prepared covering verified list of affectees

and losses to their crops in three stages i-e Excavation, Erection and stringing.

• The staff met with the effected households to confirm their status.

• Documented procedure on Grievance Redressal is prepared and communicated to

P.D (("CSC), XEN TLC/ T&G for implementation.

• Standard Operating Procedure (SOP) on Kharaba compensation prepared and

submitted to both ADB and PEPCO.

• Capacity building programs were conducted at each sub-project site to train the

Contractor/sub-contractor/Labor to ensure following Social, health and safety

issues:-

• Comply with all applicable labor laws of the Islamic Republic of

Pakistan;

• Comply with all pertinent occupational health and safety regulation;

• Use best efforts to employ local community /women living in the vicinity

of the project area;

• Disseminate information at worksites on risks of sexually transmitted

diseases and

• HIV/AIDS for those employed during construction, and take measures to

protect workers from potential exposure to sexually transmitted diseases;

• Do not differentiate between men and women's wages or benefits for

work of equal value;

• And abstain from child labor.

3.2 Visited Project Sites/ Inspections

E&SS PMU has conducted/ carried out both internal and external site inspections.

3.3 Construction Activities and Project Progress (During previous 6 months)

Contractors are carrying out/ executing civil & electrical work activities for the

Construction of new grid stations (Khiali-bypass, Sheranwala bagh in Gujranwala),

(Daska, Godhpur in Sialkot), Conversion of existing grid stations (Jalalpur-Nau and

Kolu-Tarrar in Hafizabad) has been completed on 19-05-2014 and Construction of

05 No. New 132kV Tr. Lines (127 KMs). Following civil work activities have been

carried out. (Detail enclosed herewith at Table -2).

3.4 Social Awareness & Trainings

An Awareness campaign regarding Communicable Diseases has been initiated to

educate the workers regarding communicable diseases especially HIV/AIDS,

Hepatitis and Tuberculosis (TB). Pamphlets / Leaflets for awareness regarding

TB, HIV/AIDS and Hepatitis have been prepared, printed and distributed to

PESCO's GSC Directorate. The concerned Staff has been trained on ADB social

policy i.e payment to affected household before damages and identification of

indigenous people and other vulnerable groups falling in the project area.

3.5 Internal Monitoring & Field Visits

Internal monitoring of the projects will be carried out by Environmental and

Social Safeguard (E&SS) section PMU, GEPCO during the execution phase for

the smooth and effective implantation of EMMP & Monitoring plan.

4. GRIEVANCE REDRESS COMMITTEE (GRC)

To address and resolve the complaints & issues of Project Affected Persons (PAPs)

related to the components of Tranche — II sub projects, GEPCO has been constituted

Grievance Redress Committee (GRC) inline of the ADB Social Safeguard Policy on

25/10/2011. The committee members are as follow:

• Manager (P.S&C) Convener

• P.D (GSC) Member/ Secretary

• Dy: Manager TLC Member

• A.M (Social Safeguard / Environment) Member

• ALAO/ LAO (GSC) Member

To facilitate Project Affects Person (PAPs) and Stakeholders for registering their

complaints for immediate and amicable resolution a complaint register has been placed at

the Office of Chief Engineer (Development). So far no complaint has been recorded as

per complaint register.

4.1 Functioning Of the Grievance Redressal Commitee

• GEPCO normally takes care to prevent grievances rather than going through

a Redressal process/ procedure. This can be obtained through careful land

acquisition & resettlement design, establish full participation, coordination

and consultation/ communication b/w GEPCO and the community (affected

households/ persons).

• Environmental & Social Complaint Register both in English and Urdu

version is communicated and implemented by the Project Director (GSC),

XENs TLC/ T&G at each sub-projects site.

• This GRC is functioning / operate in i)-PMU office building GEPCO HQ ii)-

PD (GSC) office GRW. External monitoring is carried out by ADB

consultant SMEC, While internal monitoring at project site is carried out by

GSC/ /PMU team.

• When any problem about land resettlement arises, it shall be resolved by

PMU/ GRC in coordination with the Nazim/ Naib-Nazim/ Councilor of the

affected communities.

• This Committee listens and responds to the Complaints raised before and

during the execution of the projects. The complaints are registered / logged in

environmental & social complaint registers (ESCR) which are now available

at all project sites.

• Firstly, GEPCO try to rectify/ resolve the complaints at their own level in

coordination with Tehsil/ Union Councilor Nazim/ Naib-Nazim of the

affected communities within two weeks time.

• If complaint remains unresolved/ unsatisfactory, the complainant must

notify/ lodge his complaint to GEPCO GRC within one month time w.e.f

registering the original complaint in ESCR register.

• All necessary control measures/ arrangements are taken/ adopted for

Redressal (i.e. Resurvey/ Redesign and Amendment etc.). The grievance

redressed and the GEPCO GRC will provide the decision within 21 days of

registering the complaint. The Complainant shall be contacted and informed

accordingly.

• If complaint still remains unresolved and the grievance redress system fails

to satisfy the AH/ AP, they can further submit their case to the appropriate

court of law as per the process set out in Sections 18 to 22 of the Land

Acquisition Act (LAA) 1894, the complainant can take legal action.

4.2 Meeting Schedule of GRC

• GEPCO GRC meeting held once in a month end in mid week. AM

Environment/ Social prepare minutes of meeting that shared/ communicated

to all concerns.

• The progress on MOM will be discussed in next meeting with special

emphasis given to pending concerns/ issues.

4.3 GRC budget

• PMU Section has obtained approval from the C.E.O (GEPCO) for

implementation of 11 No. LARP (Land Acquisition and Resettlement)

Reports in respect of ADB funded tranche-2 sub-projects (PDEIP-MFF).

• Compensation amount PAK. Rs. 71,650,116.00 (716,501.16 in US$) has

been allocated in the GRC Budget for the completion of all Sub-Projects.

(Details attached at Annexure- D)

• Compensation for foundation stage has been paid and compensation for

eraction / stringing stage is in progress. (Detail enclosed herewith at Table -

3).

4.4 Accessibility to the Community

• This draft grievance Redressal process/ procedure is accessible to anyone

/local Community. Grievance notice(s) with cut off date in local language

(Urdu) will be issued to affected household/ person and their complaints

registered/ logged in ESCR register.

• Similarly, this draft GRC process will be uploaded/ posted on GEPCO

official website Http ://( www.Gepco.com.pk/pmu) subject to the ADB

approval.

The report can be disclosed. However for the comments to be properly addressed and a meaningful report outline followed, I am attaching an outline of the monitoring report below which simplifies the effort and helps in writing only the relevant information. This also helps easy and objective review and saves everybody's time. Please replace the definitions with IR definitions attached below, get tables 3 and 4 and annex D of the subject report inserted in the next monitoring report for which the outline is attached below.
