Industrialists are not able to prove their metal in national or local market due to certain facilities not available to them. Though they are trying hard to fight with problems at their own but gov- ernment has a duty to enable industrialists to generate employment by getting their ambit of business wider with every passing year but it is not happening properly. However, Jammu and Kashmir administration has identified over 57,000 acres of land for setting up industrial estates for prospective entrepreneurs, officials said. While 15,000 acres of land have been iden- tified in Kashmir valley, 42,500 acres of land have been identified in Jammu region, they said. K K Sharma, Advisor to Lieutenant Governor chaired a high-level meeting and directed offi- cers to make suitable and sufficient land avail- able for setting up new industrial estates for the prospective entrepreneurs. Sharma underlined the need for taking necessary measures for iden- tification of land for setting up industrial estates so that it can be provided to the entrepreneurs, who are willing to set up industries. "Development of more industrial estates will go a long way in boosting the industrial scenario in J-K, generate employment opportunities and contribute to the local economy," he said. Elaborating further, Divisional Commissioner Kashmir, Baseer Ahmad Khan said the process of identification of the land has already been started and a large chunk of land has been made available in Kashmir. He said roughly 1.20 lakh Kanal (15,000 acres) of land has been identified and the deputy commissioners have been asked to speed-up the process of acquiring it. Divisional Commissioner Jammu Sanjeev Verma said that deputy commissioners have been directed to constitute teams for identification of land. Bourney has rejected the closure/final report sub- mitted by Anti- Corruption Bureau Jammu arising out of FIR No.06/2014 with regard to the State land measur- ing 05 Kanals and 02 Marlas bearing Khasra No.781 situated at Village Deeli (Marble Market), Tehsil and District Jammu with directions to the SSP ACB Jammu to further investigate in light of the observations made in the order and also to widen the scope of investigation for including within its ambit all encroachments by anybody and every- body whosoever unfazed by their status or position. After hearing Advocate Sheikh Shakeel Ahmed appearing for the complainant and Additional/Special PP for the State/ACB, the Special Judge Anti- Corruption Jammu while rejecting the closure report, came down heavi- ly upon two senior IAS Officers and observed that from the perusal of the records produced by ACB it is clear that these offi- cers/officials acted in uni- son for bestowing the land in question to the beneficiary as largesse. These state of affairs, clearly demonstrate that abuse of the official posi- tions by these officers/ officials for favouring the beneficiary is writ at large. It is baffling to notice that such being the factual position how a clean chit was given to the then Divisional Commissioner Jammu Sudhanshu Pandey (IAS) and Assistant Commissioner Rajinder Singh by the erst- while Vigilance Organization (now ACB). The Pakistani Army initiated an unpro- voked firing of small arms and shelling with mortars along the LoC at around 11.40 am. The Indian Army is retaliating befittingly to the unprovoked firing by Pakistan. In its nefarious attempts to disrupt peace in the Kashmir valley, Pakistan has violated ceasefire over 2,500 times from January to November 15, 2019, in the border areas of J&K along the LoC. It is worth welcome that new industrial area is

being developed but it would have been

appreciating if existing industrial area should

have given all the facilities which it lacks.

Industrialists are not able to prove their metal in

national or local market due to certain facilities

not available to them. Though they are trying

hard to fight with problems at their own but gov-

ernment has a duty to enable industrialists to

generate employment by getting their ambit of

business wider with every passing year but it is

not happening properly. However, Jammu and

Kashmir administration has identified over

57,000 acres of land for setting up industrial

estates for prospective entrepreneurs, officials

said. While 15,000 acres of land have been iden-

tified in Kashmir valley, 42,500 acres of land

have been identified in Jammu region, they said.

Sozni artisans, famous for

their embroidery works.

At the outset, DDC exhort-

ed upon officers of concerned

departments including RDD,

R&B, PHE, PDD, Tourism

and Irrigation. He asked for

submission of work estimates

by 24th December. The DDC

said that development of

Kanihama as Handloom

Village will not only promote

the craft and boost economy

of the area but will also

become sought after tourist

attraction. He said that all

facilities including looms,

handlooms and handicrafts

showrooms besides training

in latest designs will be avail-

able in the village.

The works to be carried

out under the project will

include repair and construc-

tion of inner village roads,

drinking water and toilet facil-

ities, construction of 30 work-

sheds, 20 looms, parks, dis-

play of publicity hoarding

boards, signage, installation

of solar and street lights,

beautification of surroundings

and creation of tourist attrac-

tion points. craft demo will

also be organised in the vil-

lage.

Census 2021: DC Kulgam reviews preparations

BARAMULLA, DEC 12: District DevelopmentCommissioner Baramulla Dr G N Itoo today said thatabout 25000 persons availed internet facility fromInternet Facilitation Centre, established in DC officeBaramulla.

He said that the facilitation centre was established inthe month of August for different stakeholders includ-ing students, contractors and employees.

The DDC said that 15000 students availed the facili-ty for online form submission for NEET, Scholarships,academic and competitive examinations. He furtherinformed that 3500 persons of business community,3000 departmental employees and other stakeholdershave availed the internet facility from the establishedfacilitation centre.

have been made self -sus-tainable. In addition,27172 households havebeen covered under thescheme of 323 villages.

Speaking on the occa-sion, the DDC stressedupon the NRLM func-tionaries to work in coor-dination with concerneddepartments and banks toachieve 100 percent cover-age under the schemebesides involving the PRIsand other field functionar-ies of concerned depart-ments to disseminateinformation about thescheme.

C o m m i s s i o n e rSecretary informed themeeting that the projectwould help in improvingthe school processes andbuild capacity of thedepartment by creating ateam of internal assessors.She apprised that after thebaseline assessment, anaction plan will be framedby the assessment agencyand the same would be

used to structure interven-tions to upgrade the teach-ing-learning processes.The outcome of the inter-vention will be assessedafter fixed intervals onadopted benchmarks.

The assessment agencywould provide pool ofexternal assessors to guidethe internal ones from timeto time. It would alsodevelop IT based tools tocontinuously evaluate andmonitor the performanceof teachers and studentsand generate an analysisreport, the meeting wasinformed.

satellite TV channels to be particu-

mote "anti-national attitudes" and

sory was issued after some TV

channels beamed footage of vio-

lent protests in the Northeast

against the Citizenship

(Amendment) Bill that was passed

by Parliament on Wednesday. On

various occasions in the past, the

ministry has issued advisories for

private satellite TV channels to

broadcast content strictly in adher-

ence to the programme and adver-

tising codes as prescribed in the

Cable Television Networks

(Regulation) Act, 1995, and the

rules framed thereafter, it said.

The advisory reiterated that all TV

channels are advised to be particu-

larly cautious with regard to any

content that is likely to encourage

or incite violence, contains any-

thing against maintenance of law

and order or promotes "anti-

national attitudes". It also cau-

tioned against content having any-

thing affecting the integrity of the

nation. The advisory asked the

channels to ensure that no such

content, which is violative of these

codes, is telecast. "All private satel-

lite TV channels are requested to

ensure strict compliance with the

above," the advisory read.

However, Centre accused the

Congress of instigating violence in

the Northeast after the Citizenship

(Amendment) Bill was passed by

Parliament. During Zero Hour,

Adhir Chowdhury of the Congress

raised the issue of violence in parts

of the Northeast, saying the entire

region was in flames barring a few

places. Parliamentary Affairs

Minister Pralhad Joshi hit back,

saying Congress was instigating

violence in the region and the gov-

ernment condemns it. After

Joshi's remarks, Congress mem-

bers walked out of the proceed-

ings.

The rapid expansion ofdigital penetration inIndia brings with it theneed to strengthen cyber-security. The criticalnature of the myriadcyber threats that Indiafaces was underscored bythe recent breach at theKudankulam nuclearpower plant and theIndian Space ResearchOrganisation. These werejust two of the 1,852cyber-attacks that are esti-mated to have hit entitiesin India every minute in2019. Symantec’s 2019Internet Security ThreatReport ranks India secondon the list of countriesaffected by targetedattack groups between2016 and 2018.

It’s clear that India facesexpanded and morepotent cyber threats.Given this fact, the newnational cybersecuritypolicy, set to beannounced early nextyear, should improve onthe shortcomings of theprevious policy of 2013.The most significant ofthese were the absence ofclear, measurable targets,failure to set standards forthe private sector and lim-ited focus on internationalcollaboration.

In many ways, the

broad thrust of the 2013policy was on point. Itargued for the need tobuild a “secure andresilient cyberspace,”given the significance ofthe IT sector to fostergrowth while leading tosocial transformation andinclusion. This called forcreating a “secure com-puting environment andadequate trust and confi-dence in electronic trans-actions, software, servic-es, devices and net-works”. Since then, cer-tain steps have been takento operationalise the poli-cy. These include theestablishment of theNational Cyber SecurityCoordination Centre andCyber Swachhta Kendraalong with announce-ments to set up sectoraland state CERTs andexpand the number ofstandardisation, testingand quality certificationtesting facilities.However, much moreneeds to be done and thattoo at a faster pace.

While it is no one’sargument that statecapacity can be augment-ed overnight, setting cleartargets can help driveaction towards an identi-fied goal. Moreover, thelack of these in the 2013policy means that it isextremely difficult todayto assess whether the pol-

icy had the desiredimpact. Five-year plansare well-written docu-ments, whether or notyou agree with the goalsthey outline for the nationor even if the five-yearapproach is right at all.

The most quantifiableitem on the agenda for the2013 cybersecurity policywas the objective to createa workforce of 500,000professionals skilled incybersecurity in the nextfive years through capaci-ty building, skill develop-ment, and training. Theobjective set a numberthat one can look at fiveyears from then and see ifthey exceeded or fell shortof expectations. And thedata in this regard issobering. For instance, in2018, IBM estimated thatIndia was home to nearly100,000 trained cyberse-curity professionals.What’s further alarmingis that it estimated thetotal number needed atnearly three million. The2020 policy must, there-fore, not just identify cleartargets but also identifythe ways and meansthrough which that targetshould be met.

Almost everything elsein the 2013 document wasfairly ambiguous. It con-tained repeated refer-ences to adopt and adhereto global standards for

cybersecurity. However,there was no clarity onwhat specific standardsshould be followed andhow long industry shouldtake to adopt them.

This brings us to thesecond shortcoming. Thepolicy at the time washoping to balance a trade-off between encouraginginnovation while ensur-ing that basic standardsfor security and hygienewere met. When it comesto the private sector, itrepeatedly used wordssuch as “encourage”,“enable” and “promote”,being careful to not makeanything mandatory.Even when it did man-date something, say glob-al best practices for cyber-security to critical infra-structure, it is hard to sayhow it planned to declarethe mandate a success or afailure. This is again a pit-fall that the 2020 policymust avoid. The policymust establish or identifystandards that the indus-try should adopt within afixed timeframe. Also,there is a need for thegovernment to engagewith the private sector,particularly when itcomes to sharing skillsand expertise.

Finally, when it comesto international collabora-tion, the 2013 policyargued for developing

bilateral and multilateralrelationships in the areaof cybersecurity withother countries and toenhance national andglobal cooperationamong security agencies,CERTs, defence agenciesand forces, law enforce-ment agencies and thejudicial systems. Sincethen, India has enteredinto a bunch of cyberse-curity-related MoUs.However, there is anurgent need to set intoplace domestic frame-works, say for instancewith regard to data pro-tection, which will enablebroader global collabora-tion and participation inrule setting.Unfortunately, this hasnot been happening. Forinstance, India was not asignatory to the Budapestconvention which wouldhave allowed for easieraccess to data for lawenforcement. It also didnot enter into an execu-tive agreement under theUS-initiated CLOUD Act.On a related note, thegovernment also did notsign the Osaka Track, aplurilateral data sharingagreement proposed atthe 2019 G20 Summit.These are important dia-logues that India must bepart of if it needs to builda resilient and thrivingcyber ecosystem.

2020 cybersecurity policy has to enable global collaboration

With thisslogan, honourable Prime Ministerlaunched Pradhan Mantri Jan DhanYojana (PMJDY) on 28th August2014 to attach each and every Indiancitizen to the bank account for thepurpose of saving money safely.Since coming to power, the Modigovernment has made manyreforms to strengthen the economiccondition of the country and for thedevelopment of the country. Ourcountry , under the aegies of Mr.Narendra Modi, the honorable PMModi is witnessing dynamic trans-formation in recent times.He hadannounced about the scheme on15th of August in 2014 whileaddressing the nation at Red Forthowever launched two weeks later.It aims to expand and make afford-able access to financial services suchas bank accounts, remittances, cred-it, insurance and pensions. Run bythe Department of FinancialServices, Ministry of Finance, underthis scheme 15 million bankaccounts were opened on the inau-guration day itself. By June 27, 2018,over 318 million bank accountswere opened and over ?792 billionwere deposited under the scheme.

Under PMJDY, the dearth of finan-cial literacy is poised to be neutral-ized once and for all. Just like themove of demonetization thatclamped down the black moneymobility in the economy from theroot, PMJDY has rightly targeted to

grant at least one bank account toevery household, free debit cardthat would come with a facility ofaccident insurance of Rs. 1 lakh,mobile banking, internet bankingand channeling all possible benefitsof the Central Government to theaccount beneficiaries. It is a nationalmission for financial inclusion withan objective of providing one bankaccount for each individual.

Since taking over the governanceof the nation in 2014, the BharatiyaJanata Party has made severalefforts towards the cause of Indiancitizens, specially for those whobelong to the lower economic stra-ta. According to this scheme,around one crore bank accountswere to be opened on the first dayof launch. Money saving scheme is

very necessary to make an end leveldevelopment in the India which canbe started and achieved by makingpeople living in the rural areasmore couscous about their saving.India is a country that is still count-ed among developing countries due

to the backwardness of people liv-ing in deceptive areas. Due toimproper education, inequality,social discrimination and manysocial issues, the rate of people liv-ing below the poverty line in Indiais high.

Many programmes have beenimplemented to make this scheme asuccessful scheme. Around 60,000enrolment camps has been set up inthe rural areas to draw people'smind, explain them about theprocesses and benefits of openingbank account as well as make themaware about the importance of bankaccounts. However, still there is notmuch awareness of these beneficialgovernment schemes in the coun-try. It is very necessary to increasethe awareness among people about

the money saving habit so that theycan be independent and grow someconfidence to do something betterin the future. Through the savedmoney they can help themselves intheir bad days without the need ofother. When each and every Indian

people have their own bankaccount they can better understandthe importance of money saving.

Pradhan Mantri Jan Dhan Yojanais a welfare scheme for all and itwould prove to be a mile-stone inthe progress of the country. It isalso recognised by the GuinnessBook of World Records for the mostbank accounts opened in one day.PMJDY policy is also an astoundingexample in front of all developingeconomy in the global podiumwhich would teach and inspirethem to move in the same lines aswell. PMJDY is fully operational inIndia. Today it has been beneficialfor all and has encouraged savinghabits among masses which willincrease economic growth andreduce poverty.

J&K Bank today con-doled the sad demise oftwo of its officers namelySudhir Kashkari, whowas Assistant VicePresident posted atMumbai and Mir Sameer– who was an AssociateExecutive posted atBusiness UnitDuderhama inGanderbal. SudhirKashkari was diagnosedwith a life threateningailment and was under-going treatment at a hos-pital in Mumbai wherehe breathed his last yes-terday, while as MirSameer died suddenlyon Tuesday evening.

Earlier hecongratulated PrimeMinister Narendra Modiand Union Home MinisterAmit Shah for the passageof the Citizenship(Amendment) Bill inParliament and termed it a‘herculean job’, whichaccording to him no otherleader could have accom-plished. In a statementissued here on Thursday,Sethi said that all shouldrise above their politicalcompulsions and welcomethe Bill. He said the standof BJP has always been thata Hindu who comes toIndia because of persecu-tion in another countrycannot be termed as anintruder, but a refugee.

courageous initiative."When the country was

Unfortunately, this didnot happen and theHindus residing there inlarge numbers "becametarget of persecution", hesaid.

Looking at the censusconducted from time-to-time, the number ofHindus residing inAfghanistan, Pakistan andBangladesh came downdrastically, he said.

"The question ariseswhere these people went,and it comes to fore thatmany of them came toIndia," he said adding thatthe Hindus persecuted inthese countries had noother place to go thanIndia, where they couldlive a life of respect andsecurity and hence, theykept coming to India.

"However, due to lackof provisions in the law,these people weredeprived of the citizenshipof India for many years.There was a huge need thatthese persecuted peoplemay not be called as'intruders', but termed asrefugees, and this was out-standing for a quite sometime," Sethi said.

"There is a need forthese refugees to have arespectable life and com-mon rights in our country.But, a lot of time passedand these refugees had towait," Sethi said addingthat Congress is raisinghue and cry out of propor-tion.

“Rather, the presentgovernment has taken avery good step and theminority communitiesfrom Pakistan, Bangladeshand Afghanistan will get arespectable place in India.

Citizenship Amendment Bill (CAB) provides for fast-tracking of citizenship to the refugees belonging to sixidentified minorities in the three theocratic states neigh-bouring India namely Islamic Republics of Pakistan,Bangladesh and Afghanistan who had entered India till31 December, 2014. The Bill has nothing to do withexisting Indian citizens belonging to any religion andhence cannot be termed against the idea of India or dis-criminatory as claimed by the Congress, clarified BrigGupta. By objecting to the Bill, Congress is suggestingthat Rohingyas and Bangladeshi illegal immigrantsshould also be given Indian citizenship. “It is once againunfortunate that Congress is eyeing the vote bank at thecost of national security.

JAMMU, DEC 12: National Democratic Party IndianNDPI J&K UT President Rajesh Gupta while addressingworkers meeting at party headquarters Jammu saidhere today that Article 370 was misused to allow girl-child marriage and infact, it was used to violate thehuman rights of the children and students in general.

Rajesh Gupta said, those who have been the biggestvotaries of Article 370 were actually the biggest abusersof the same Article and they used it, by their own con-venience, whenever it suited them from time to time.He said, nowhere in the world, any section of the socie-ty would object to Child Marriage Act being imple-mented but it was not allowed in Jammu, Kashmir andLadakh, simply because the powers-that-be intended toappease a certain section of people or a certain commu-nity or a certain vote bank. This, thus, left the option toallow a man entering into wedlock with a child girl-child without being held guilty for this, he added.Similarly, the Dowry Act was not implemented inJammu and Kashmir and Ladakh, said Gupta andadded that this led to the dominance of patriarchal cul-ture. About 35-A, he said, everybody is well aware ofhow the daughters were deprived of their family prop-erty rights. With the abrogation of Article 370 and newadministrative arrangement having been introduced,NDPI Chief said, the Triple Talaq Law enacted by theModi Government also becomes applicable in Jammu &Kashmir and Ladakh which would have, in all probabil-ity, been resisted by the erstwhile Governments. As faras youth and students are concerned, he said, the Rightto Education has also become applicable to Jammu &Kashmir and Ladakh now. Not only this, said RajeshGupta , Article 370, instead of promoting education,deprived youth of quality education in higher institu-tions and led to their exodus because of lack of appro-priate faculty. On the contrary, he said, the psychologi-cal isolation, resulting from this Constitutional aberra-tion, drove the youth away from their studies andpushed them to take up arms and terrorism.

C i t i z e n s h i pAmendment Bill is not andiscriminatory againstMuslims. Any foreigner of

any religion from anycountry can apply forIndian citizenship ifhe/she is eligible to do soas per the existing provi-sions of the CitizenshipAct, 1955. The CitizenshipAmendment Bill does notchange these provisions atall. It only enablesmigrants of six minoritycommunities from threecountries to apply forIndian citizenship if theymeet the given criteria.

more transparency andcitizen-centricity in gov-ernance, the proceduresrelated to RTI have beenmuch more simplifiedand made much moreeasier. Enumerating sev-eral steps taken by theDoPT in the last fiveyears, Dr Jitendra Singhmade a special mention ofthe RTI portal whichenables any citizen to filean RTI from any part ofthe world and at any timeof the day or night. JAMMU, DEC 12: The police have arrestedfour alleged drug peddlers after recoveringcannabis and heroin from them in separatecases in Udhampur, Jammu and Reasi dis-tricts of Jammu and Kashmir, police officialssaid on Thursday. A police party intercepteda vehicle on the Katra road at Nangal area inReasi district on Wednesday night andrecovered 1.36 kgs of cannabis, they said.Two people, identified as Talib Hussain andMohmmad Younis, were arrested and a case

registered against them, they said. In anoth-er incident, another person namedMohmmad Ramzan was arrested from theSallian Talab area in Udhampur city after180 grams of heroin was recovered from hispossession, they said. The police also arrest-ed Mohmmad Javed from the GreaterKailash area of Jammu city and recovered 55grams of heroin on Wednesday night, theysaid. A case has been registered against theaccused.

A District Level Task Force Committee today conveneda meeting to review PMEGP loan cases from DIC, KVIC& KVIB. A total of 86 cases were taken up in the meet-ing out of which 62 cases were approved amounting toloan of Rs. 466.98 lakhs.

The meeting was attended by Additional DistrictDevelopment Commissioner Tanveer Iqbal Malik,General Manager, DIC Namrita Dogra Director RSETIJeeta Dhar, representatives from the Banks and othersenior officers of the concerned departments.

The PMEGP scheme is being implemented throughState KVIC Directorates, State Khadi and VillageIndustries Boards (KVIBs), District Industries Centres(DICs) and banks. The maximum cost of theproject/unit admissible in manufacturing sector is Rs.25 lakhs and in the Service sector, it is Rs.10 lakhs. Thegeneral category male candidates are eligible for 15%subsidy in urban area and for 25% subsidy in rural area.Special category candidates (including SC/ ST/ OBC/Minorities/Women, Ex-servicemen, Physically handi-capped, Hill and Border areas, etc.) are eligible for 25%subsidy in urban areas and 35% subsidy in rural areas.

The deputationdemanded to ensurewage board implementa-tion in Jammu andKashmir for journalistwelfare, provident funds,EFP should be ensuredand same should be paidto the accredited journal-ists, provide free medicalfacilities in all theGovernment and privatehospitals and free med-ical tests and otherdemands.

“After the scrapping ofspecial status, we are fac-ing problem in preform-ing our daily jobs as ajournalist in the fieldsbecause of internet ban inJammu and Kashmir,”said Amit Bharadwaj toldthe Sub-Committee.

Amit responded whenthe Sub-Committee mem-bers specifically askedthe media persons abouttheir problems after thescrapping of special sta-tus from UT of J&K.

“The growth of portalsin Jammu where newsphoto-journalists find ithard to do work on theground, and often, theportal operators allegedlymisbehave with eachother. It leads to embar-rassing situation for theworking situation,” MirImran, Photo-Journalistraised issue while inter-acted with the Sub-Committee of PressCouncil of India.

They responded that“We are working on the

social media (regardingportals) since this prob-lem is being faced acrossthe country.”

Imran further raisedissue of pension schemefor the accredited photo-journalists in Jammu andKashmir since they workin troubled situationmost of the time andthere is always a risk totheir lives while preform-ing official duties in thefields like encounterswith militants of securityforces and bordershelling by Pakistan.

Giving reference ofvarious states, the sub-committee suggestedphoto-journalist deputa-tion that “The file shouldbe submitted in con-

cerned InformationDepartment so that UTadministration can take adecision on this.”

“We take risk on ourlives while coveringencounters and bordershelling. We should beprovided bullet proofjackets and helmets,”Pradeep Bakshi fromDainik Jagran said duringinteraction.

To his demand, theofficers of InformationDepartment, Jammu andKashmir Government,responded that they willlook into the issue withthe concerned depart-ment to fulfill thedemands, though theconcerned media compa-ny where the photo-jour-

nalists do work usuallyprovide the body protec-tion gears.

“Arms-band so thatthe media persons cover-ing any conflict orencounter or shelling onborder should be easilyidentified,” was raised bydeputation.

NEW DELHI: The HRDMinistry has called for a'foolproof' system to pre-vent the recurrence ofissues like the ongoingstandoff between the JNUadministration and stu-dents over the hostel feehike, according to offi-cials.

The ministry has alsoasked the university tosympathetically considerand give a relaxation oftwo weeks to make up forthe lost academic period.

The Jawaharlal NehruUniversity students boy-cotted exams on Thursdayover the hostel fee hikeissue, but students of theSchool of Sanskrit andIndic Studies (SSIS)appeared for their papers.

"The ministry hasemphasised that not onlyshall the campus return tonormalcy but a foolproofsystem shall be put inplace for non-recurrenceof such issues in thefuture," a senior HRDMinistry official said.

"We have stressed inour meetings with all thestakeholders in JNU thatthey should adopt a flexi-ble approach in order tofind a satisfactory solutionand end the confronta-tionist situation prevail-ing in the campus sincethe last month or more,"the official said.

The HRD Ministry helda series of talks with theuniversity administrationand the students' union

and offered to removeservice and utilitycharges.

The institution hasbeen seeing protests forover a month over thehostel fee hike issue andeven though the universi-ty has twice offered par-tial rollbacks, the studentshave refused to acceptthem.

The ministry lastmonth set up a three-member committee to rec-ommend ways to restorenormalcy in JNU andmediate between studentsand university adminis-tration.

The panel has submit-ted its report but the min-istry is yet to take a call onit.

The ministry last weekasked the high-poweredcommittee to compare thehostel fee structure ofJNU, after the second roll-back, with other centraluniversities.

NEW DELHI: The TiharJail in Delhi has askedUttar Pradesh to providetwo hangmen on shortnotice, amid reports thatfour men convicted in theNirbhaya rape-and-mur-der case may be executedsoon.

Uttar Pradesh'sAdditional DirectorGeneral (Prisons) AnandKumar told reporters onThursday that the depart-ment is ready to providethe hangmen.

"There are no hangmenwith the Tihar Jail admin-istration for those whowere awarded capitalpunishment and are notleft with any constitution-al and legal remedy,"Kumar said.

"As they were awarethat we have two hang-men in UP, they asked usto provide them whenev-er needed on shortnotice," the ADG (Prisons)added.

The prisons depart-ment had received arequest in this regardfrom the Tihar adminis-tration through fax onDecember 9.

The letter, however,makes no mention of theconvicts to be hanged butstates there may berequirements.

The letter, according to

sources, mentioned thatsome convicts in the jailwere awarded capitalpunishment and theirlegal and constitutionalremedies had beenexhausted.

Six people were con-victed for brutally rapingand murdering a 23-year-old paramedical studentin a moving bus while shewas on her way backhome on December 16,2012.

She died from herinjuries but the brutalgang rape sparked anationwide fury that ledto a new legislation todeal with such heinouscrimes.

Of the six people con-victed in the case, one wasa minor, who was sent to arehabilitation centre, andanother, Ram Singh, com-mitted suicide in the TiharJail.

The remaining fourconvicts in the Nirbhayacase -- Pawan Gupta,Akshay Thakur, MukeshSingh and Vinay Sharma -- are on death row for twoyears. The UP prisonadministration has twohangmen on its rolls, onein Lucknow and anotherin Meerut.

The four convicts in theNirbhaya rape case arealso slated to appear

before a Delhi court onThursday through videoconferencing due to secu-rity reasons and a threatto their lives.

The court is currentlyhearing a petition filed bythe parents of the victimseeking the execution ofall the convicts to be expe-dited.

On November 29,Additional Sessions JudgeSatish Kumar Arora hadissued a production war-rant to the convicts andasked them to appearbefore the court onDecember 13 i.e. tomor-row.

The court had alsoasked them to apprise itabout the status related totheir mercy, and curativepetition. Advocate SeemaKushwaha, the counsel ofNitbhaya's parents,sought issuance of deathwarrant against themwithout any delay.

One of the convicts,Vinay, moved a mercypetition last month buthas now sought to with-draw it.

Meanwhile, anotherconvict, Akshay, movedthe Supreme Court earlierthis week seeking reviewof its verdict. The apexcourt had confirmed capi-tal punishment for thefour men in 2017.

Sena did not vote in favour of the Citizenship

(Amendment) Bill, senior party leader P Chidambaram

said on Wednesday. The Shiv Sena abstained from vot-

ing on the contentious citizenship bill in Rajya Sabha as

the government did not give satisfactory answers to

queries raised by the party, its Upper House member

Anil Desai said.

The Shiv Sena, which voted in favour of the contro-

versial Bill in Lok Sabha, opposed it in Rajya Sabha, say-

ing the draft law should have been debated on the basis

of "humanity not religion".

Asked about the change in Sena's stand,

Chidambaram said, "We are certainly happy that the

Shiv Sena did not vote in favour of the Bill".

The Citizenship (Amendment) Bill, which seeks to

provide Indian citizenship to non-Muslim migrants

from Pakistan, Bangladesh and Afghanistan, was

passed by Rajya Sabha on Wednesday. Lok Sabha

cleared the Bill on Monday.

Complete trial in rape and POCSO caseswithin 6 months: Centre to high courts

NEW DELHI: In the wake of Unnao and Hyderabadrape and murder cases that shook the entire nation, theCentre has taken a pathbreaking decision. Law MinisterRavi Shankar Prasad has written to the Chief Justices ofall High Courts in the country directing them to com-plete the trial in all the cases of rape and those regis-tered under the provisions of Protection of Childrenfrom Sexual Offences (POCSO) Act within six months.

The Law Minister has further directed the chief min-isters of all the states to finish the probe into such caseswithin two months.

Prasad further informed that as many as 1,023 fast-track courts will be set up across the country to conductthe trials in a speedy and efficient manner. Currently,there are 700 fast-track courts set up in India. The totalnumber of fast-track courts will reach 1,723 with theaddition.

The decision comes in the aftermath of the brutalrape and murder of Unnao and Hyderabad victimwhich sent shockwaves throughout the country, lead-ing to angry protests and increasing demand for quickjustice.

A 23-year-old gang-rape victim was set ablaze byfive men, including two of her rapists, on December 5while she was going to Raebareli for a hearing of therape case which she had filed against the perpetrators ofthe crime. The woman died late on December 6 atSafdarjung Hospital after suffering from 90 per centburns.

Before the victim was cremated, her sister had saidthat the family of the victim will not cremate the 23-year-old woman's mortal remains until Uttar PradeshChief Minister Yogi Adityanath visits them. The sisterof the victim said that CM Yogi must visit them andgive an immediate decision.

In another horrific case, a woman, in her mid-20s,was allegedly raped by four men on November 27. Theylater set her on fire and dumped her body in the out-skirts of the city. Her badly burnt body was recovered aday later by the police, after which the investigationbegan, leading to the arrest of the four accused. Thegangrape and murder case of the doctor had outragedthe nation leading to massive protests in several citiesdemanding justice to the victim and stringent punish-ment to the accused.

He stated thatBangladesh had alreadyinformed India of thepostponement ofMomen's visit as his pro-gramme had changed onaccount of domestic issuespertaining to the com-memoration of the‘Victory Day’ inBangladesh on December16.

Momen cancelled hisvisit to New Delhi, sched-uled from December 12-14, amid violent protestsin several parts of Indiaover the CAB. He statedthat in the wake of'increasing demand athome' he had to cancel thevisit, news agency ANIquoted him as speaking.He further said that hewill attend the next meet-ing in January 2020,adding that the DG willattend this event.

"The Bangladesh sidehas already informed us ofthe postponement of thevisit of Foreign MinisterMomen which was earlier

scheduled from December12-14, 2019 including forthe Sixth Indian OceanDialogue in New Delhi.The Bangladesh side hasconveyed that theMinister has changed hisprogramme on account ofdomestic issues pertainingto the commemoration ofthe ‘Victory Day’ inBangladesh on December16. Any speculation thatthis development is con-nected with legislationadopted by Parliamentyesterday regarding theCitizenship AmendmentBill is unwarranted,"added Kumar.

On Momen's commenton the CAB, Kumar said,"There seems to be someconfusion. We'veexplained that religiouspersecution is not happen-ing under the present gov-ernment. Migrants whohave sought refuge inIndia from Bangladeshhave faced persecutionand abuse on religiousgrounds during the mili-tary rule and also duringthe previous governmentsin Bangladesh. We have

also acknowledged andwe are aware that thepresent government inBangladesh has taken sev-eral steps to address theconcerns of minorities liv-ing there as per theirConstitutional provi-sions."

The MEA spokesper-son added the specificcomments made by UnionHome Minister Amit Shahon the role ofBangabandhu and theactions taken by the pres-ent government inBangladesh under the lead-ership of PM SheikhHasina. Kumar quotedShah as saying, “Sir, as longas Sheikh Mujibur Rahmanwas leading Bangladesh,everything worked verywell. But once his govern-ment went, minoritiesbegan to be oppressed. Ican tell you that a largenumber of BangladeshiHindus had to come here toseek refuge. Sir, the currentgovernment in Bangladeshis also taking care of reli-gious minorities. It is mak-ing arrangements also forreligious minorities, but

there has been a long peri-od in the past in between,during which people cameto India on account of reli-gious persecution. This Billis only to give citizenship tothose people who came atthat time.”

Reacting to PakistanPrime Minister ImranKhan's remarks on the Bill,he said, "Don't think weneed to respond to everystatement of Pakistan PM.All his statements areunwarranted, he shouldrather pay attention to thecondition of minorities inPakistan than comment oninternal matters of India."

Speaking on the 2+2ministerial dialoguebetween India and the US,he said that it will be heldon December 18, 2019, inWashington DC, the US.Union Defence MinisterRajnath Singh and UnionForeign Minister SJaishankar will lead theIndian delegation. NEW DELHI: The overall air quality in Delhi fell to 'severe'

category on Thursday (December 12) with air quality index

(AQI) crossing 400 in several parts of the national capital.

According to System of Air Quality and Weather Forecasting

And Research (SAFAR), the overall AQI in Delhi docked at

407 at 7 AM. In Pusa, the AQI docked at 388 (very poor),

while it was 385, 431, 395, 438, 404, 488 at Lodhi Road,

Delhi University, Airport, Mathura Road, Ayanagar and

Chandni Chowk. The air quality also deteriorated in National

Capital Region on Thursday with AQI remaining in the

'severe' category in Noida as it recorded an AQI of 429. In

Gurugram, the AQI was registered at 395 in the 'very poor'

category.SAFAR has advised 'Sensitive Groups' to reduce

prolonged or heavy exertion. People are advised to take more

breaks and do less intense activities. It is advisable for the

Manzoor Ahmad Lone gave a detailed briefing about

the progress, achievements and future plans in the

Horticulture and Agriculture departments.

The Lt. Governor observed that horticulture and

other allied sectors have immense potential to generate

huge employment avenues and directed for mobilizing

available resources in this regard. He stressed on the

need for taking reformative measures for the develop-

ment and expansion of these sectors.

Stressing on promoting sustainable agriculture, the

Lt. Governor asked the officers to put in extra efforts for

making agriculture a sustainable and remunerative eco-

nomic activity for farmers. He also laid emphasis on

improving productivity and production of horticulture

and agriculture crops to make the sectors more vibrant.

The Lt. Governor directed the officers to work out a

plan to prepare 4 crore root stock for 10,000 Ha of land

for developing high density apple orchards and set a

timeline of 3 years for the same. He underscored the

importance of increasing productivity in the

Horticulture sector, which has the potential to yield

three times the income currently being generated.

To make the fruit mandis more vibrant, the Lt.

Governor directed the officers to explore the possibility

of converting the fruit mandis into entities under Sec.8

of the Companies Act. He also directed the officers to

establish new fruit processing units which will increase

the returns to growers and enhance employment. The

Lt. Governor asked the officers to come up with the

proper plan for sprinkle and drip irrigation for the areas

with no or limited irrigation sources. He also directed

them to complete all the ongoing projects within the

stipulated time. During the meeting, it was informed

that Apple produce from J&K contributes a huge 83.50

% ( 20.9 LMTs) to the National produce while the con-

tribution of Walnut and Almond is 92.69% ( 2.72 LMTs)

and 93.63 % (0.103 LMTs), respectively. The chair was

informed that a total of 25 Controlled Atmosphere (CA)

stores with storage capacity of 1,17,284 MTs have come

up in private sector and 447 Nurseries have been estab-

lished including 138 in public sector. It was further

informed that that 17 fruit and vegetable markets com-

prising of 3 terminal, 2 satellite and 2 apni mandis are

functional in J&K. While reviewing the Agriculture pro-

duction department, the chair was informed that the

agriculture sector has a total gross cultivated area of

12.28 Lac Ha with 11.93 lac farm operating families. The

meeting was briefed about the Crop wise area, produc-

tion and productivity under agriculture. The meeting

also reviewed the progress made under Mission for

Integrated Development of Horticulture (MIDH) and

Prime Minister's Development Package (PMDP) for

restoration of damaged area and development of

Horticulture in J&K.

Increase fleet,..Principal Secretary, Transport Department and Sh.

Owais Ahmed, Transport Commissioner attended the

meeting.

Emphasizing on efficient and effective operations,

the Lt. Governor directed the officers to ensure opti-

mum utilization of the existing fleet of buses. He

observed that a rational deployment and notification of

the scheduling of operational vehicles along with routes

is prerequisite to improve transport connectivity.

The Lt. Governor directed the officers to identify

hungry routes and increase the frequency and number

of vehicles plying on such routes to meet the demands

of the people. He also asked the department to devise a

comprehensive plan for the creation of scrap yards for

disposal of outdated and phased out vehicles.

Stressing on the importance of road safety, the Lt.

Governor entrusted upon all the stake holders to take

effective measures in order to reduce the rate of traffic

related accidents with special focus on hilly areas.

The Lt. Governor further directed the officers to

organize health camps for conducting regular health

checkups of drivers and conductors of all JKRTC and

other commercial vehicles. He further instructed them

to keep a strict vigil to ensure that all vehicle owners

must have third party vehicle insurance.

The Lt. Governor also enquired about the frequency

of eco friendly public transportation plying on the

routes of Jammu and Srinagar cities.

The meeting was informed that there are total 643

operative vehicles including 389 buses and 319 trucks in

the existing fleet position of J&K Road Transport

Corporation. The chair was also briefed about the recent

initiative of Transport Department for the procurement

of 40-Buses for Srinagar and Jammu cities and 36 Buses

for hilly, accident prone areas.

Lt. Governor ...a query on employment creation, the Lt. Governor said

that a robust employment policy, which also includes

self employment, is in the offing to boost the employ-

ment generation in J&K.

On startups, the Lt. Governor said that the

Government is developing optimum IT infrastructure

across J&K to render requisite support to the startup

businesses. President, ASSOCHAM, B.K Goenka also

committed that an IT Summit shall be held by the

ASSOCHAM in near future.

The Lt. Governor further said that a comprehensive

plan is underway to develop J&K into a medical

tourism destination.

Supreme Court...Justice Khanna is the only judge who was not a part

of the five-judge Constitution bench that had delivered

the Ayodhya verdict on November 9. Khanna has

replaced the former Chief Justice of India Ranjan Gogoi.

Earlier, speculations were that if the apex court

decides to go for an open court hearing, then it will hear

the arguments of all parties heard again.Notably, 18 petitions were filed in the Supreme

Court challenging its historic decision and on Monday(December 10) a group of 40 social workers also filedthe review plea challenging the SC verdict in theAyodhya case. Among the social workers are HarshMander, Nandini Sundar, and Pravat Pattnaik.

On November 9, the SC had delivered its verdict inAyodhya case directing that the disputed 2.27 acres ofthe land in the holy town in favour of the temple, whileruling that 5-acres of land should be given to SunniWaqf Board an alternative site for building a mosque.

Hinting towards Pakistan, Rawat said the country isfighting proxy war by neighboring country since threedecades who is continuously indulged in pushing mili-tants into the boundaries of Jammu and Kashmir.

Lauding the role of security agencies in curbing mil-itancy in J&K, Rawat said "Army, Police, CRPF andother security agencies are jointly fighting against mili-tancy and peace has been achieved only with the collec-tive efforts of security agencies".

Rawat said, as far as the situation in J&K is con-cerned, there is complete normalcy. He added, securityagencies have controlled the growth of militant activi-ties and have succeeded in neutralizing militant leader-ship of various groups in the Valley.

Army chief also said, "Though the neighboring coun-try is repeatedly providing logistic and military supportto militants while pushing them into J&K howeverefforts are being made from Army to foil such nefariousdesigns". He said Pakistan is continuously resorting toceasefire violations at LoC and IB but their efforts won'tget succeed.

When asked about the youth of Valley, Rawat saidafter Article 370 was scrapped youth of the Valley haveexpressed dissatisfaction towards militancy and unlaw-ful activities and now theyare showing interest in tak-ing part in educational activities in order to shine at var-ious competitive exams.

"After Abrogation of Article 370 youth of the Valleyare utilizing their skills to make future bright and haveabandoned the path of violence. From couple of monthsabout dozen of youth who had joined militant ranks,have returned to their families and Army will positive-ly take helpful measures for their well-being and reha-bilitation", Gen Rawat said.

Appealing youth to shun the path of violence, Armychief added "Those who wish to eschew path of vio-lence would be given every chance to live a happy,peaceful and prosperous life".

He said, the situation in J&K has started resumingand people are fully cooperating in resumption of nor-mal and peaceful life.

Pakistan resorts ...More than 350 ceasefire violations took place in

October 2019, which were the highest in the 10 months

of 2019, the Indian Army said. The other time when

Pakistan-initiated ceasefire violation crossed the 300-

mark was in August 2019, when India revoked Article

370.

Pakistan has been violating ceasefire almost every

day for the past three months in the districts of

Hiranagar, Akhnoor, Sundarbani, Nowshera, Rajouri,

Mendhar, Poonch, Uri and Kupwara.

"Almost 80-90 per cent of the people are againstthis bill. They (the govt) have got this bill passed on thebasis of numbers," he claimed. He said every religionand caste is equal. "So you cannot make any law on thebasis of a particular religion. This law is being made forone particular religion. What we are saying is it isagainst the Constitution and thus is unconstitutional."He also made a demand that the land of tribals be pro-tected in Leh and Kargil under the 6th Schedule."Normally, the land of tribals in northeast is protected.But, the land of scheduled tribes is not protected in Leh,Kargil and Ladakh," he said.

The Court looking into the publicinterest involved in the matter further directed thatgiven the delay that has already occurred, it is expectedthat the process is completed at the earliest without fur-ther loss of time so that the whole exercise does notbecome a casualty during the process itself.

The Special Judge Anti-Corruption Jammu whilecoming down heavily on the final report furtherobserved that it was and should have been very wellknown to all the officers and officials involved that allState lands within the municipal limits of twin cities ofJammu and Srinagar already stood transferred toJammu/Srinagar Development Authorities by order ofthe Government. Though much of the desired, as isexpected from the ACB, the Premier InvestigatingAgency of the State, is left out yet whatever has beendone was sufficient to reveal prima facie the involve-ment of the accused named in the instant case and thematerial on record clearly shows that it was very wellknown to these officers that no entry of being in occu-pation of land in question existing in the revenuerecords favouring the beneficiary which was a pre-con-dition for entertaining the claim for regularization. NoAks Tatima of the land in question was prepared whichwas another basic requirement and the possession onspot was to be verified there-from only. Instead, DastiKhakas was prepared by the Patwari concerned twicewithin a week's time which also differed in everyrespect. The Deputy Commissioner not only acceptedthe reports but also noted unequivocally that TatimaShajra was attached to the application, ignored to men-tion about the entry in the Girdawari register and aboveall certified that the case was examined in his office andthat applicant fulfilled the necessary conditions for reg-ularization of land in his favour under commercial cat-egory. The Price Determination Committee headed bySudhanshu Pandey (IAS) the then DivisionalCommissioner Jammu ignored all these illegalities andwent on to determine the price straightway in an arbi-trary manner without assigning any reason as to howthey had arrived at and found the rate of the land inquestion to be just and reasonable.

The Special Judge Anti-Corruption Jammu alsopassed strictures against the casual approach of the offi-cers of JDA by observing that the officers of JDA alsotook no effective steps other than addressing a few com-munications here and there to gain control of such a bigchunk of land of immense commercial value for the rea-sons which are more than obvious. Rather, their stupen-dous silence even after having full knowledge of the sit-uation and market value of the land and also its suscep-tibility to encroachments points towards theirs beingthe beneficiaries in some way of this GREAT OFFICIALLOOT. The Court observed further that the final reportof ACB states very candidly that officials of the RevenueDepartment had been avoiding the demarcation of theland since there was a deep rooted nexus betweenpolice, bureaucrats, politicians, businessman, mediapersons etc. and in fact two police pickets establishedover the land in question for its protection, wereremoved and within no time two banquet halls wereraised illegally thereon within no time under the nameand styles of JAMMU PLAZA and JK RESORTS.However it is not clarified who raised those banquethalls. It has been added that residential houses of big-wigs including Mr. Raman Bhalla Ex-Revenue Minister,Subash Choudhary, Om Parkash Ex-MLA, Mr.Choudhary Retired SP, Mr. Mirza DySP, MohanMeakin Proprietor of Anchor Firm etc were existingover the land in question.

With these observations the Special Judge Anti-Corruption Jammu Y.P. Bourney returned the final/clo-sure report arising out of FIR No.06/2014 and directedSSP ACB Jammu to further investigate in the light of theobservations made hereinabove.

SC defers Art-...Dinesh Dividesh who was representing the plea filed

by veteran Journalist Prem Shankar Jha argued that theway Article 370 and 35A was scrapped was against theArticle of 368 of the Constitution. He told the court thatNew Delhi while abrogating the Article 370 took oppo-sition parties into custody which was against the princi-ples of democracy. However after hearing the argu-ments, the court decided to listen the petitions nextmonth and deferred the hearings till January 21st.Earlier senior advocate RajuRamachandran who repre-sents bureaucrat-turned-politician Shah Faesal, soughtits judicial reversal from a five-judge constitution. "Onlyjudicial reversal is possible in this case. Now we areseeking the court to reverse it", he told the bench head-ed by Justice N V Ramana.

Today when the matter was taken up for considera-tion, both the counsels appearing for the respondentssought further time to report compliance.

DB observed that delay in finalizing the issueof constituting the Consumer Protection Commissions/Forums to the consumers whose complaints andappeals are pending and consigned to records becauseof the abolition of the erstwhile ConsumerCommissions/ Forums, is required to be addressed inright earnest. Needless to mention that in view of theimportance of the matter qua the non-availability of theConsumer Commissions/ District Consumer Forums tothe litigants, the court had only granted weeks' time tothe respondents to report the action taken vide orderdated 13.11.2019. The Government counsel apprised thecourt that the decision in the matter is in pipeline aswould the communication bearing No.FCS&CA/Legal/44/2019 dated 19th November, 2019,addressed to the Government Counsel by theAdditional Secretary to the Government, Department ofFood, Civil Supplies & Consumer Affairs, referred to bythe counsel, suggested and accordingly the Court grant-ed further time to the respondents hoping that on thenext date the respondents will come up with a notifica-tion in respect of reconstitution of the ConsumerCommissions/ District consumer forums, but the hopeturned into despair on the failure of respondents toshow any progress on the expected lines. The delay inthe matter is only adding to the sufferings of the liti-gants and granted last opportunity to file requisite noti-fication.

Welfare for wards ofmartyred, deceased

police personnel DGP grants scholarship of over Rs 3.5 lakh

Jammu, Dec 12: Continuing its endeavor to provide finan-

cial assistance to the wards of martyr police personnel and

the wards of deceased police personnel, Director General of

Police, Shri Dilbag Singh today sanctioned Rupees 3.75

lakh in favour of 37 such wards under two different orders

of Police Headquarters.

Under police headquarters’ order number 4762, a schol-

arship of Rupees 2, 66,000 has been sanctioned in favour of

22 wards of martyred police personnel, pursuing education

in different classes. Under this order Rupees 12 thousand

each has been sanctioned in favour of two wards of mar-

tyred police personnel, pursuing Masters in professional

degree courses, Rupees 10 thousand each have been sanc-

tioned in favour of fifteen such ward studying in different

classes from 11th to graduation and Rupees six thousand

each has been sanctioned in favour of six wards of martyred

police personnel studying in from class 7th to 10th.

Similarly, Rupees 2400 each has been sanctioned in favour

of four such wards who are under study in lower primary

classes.

Under order number 4761 of 2019, a scholarship of

Rupees 1.15 lakh has been sanctioned in favour of the

wards of deceased police personnel who died while in serv-

ice due to natural/ accidental deaths. Under this order,

Rupees five thousand each has been sanctioned in favour of

15 wards of deceased police personnel, pursuing education

in different classes from primary to graduation.

The amount has been sanctioned out of Central Police

welfare Fund and Central Police Education Fund for the

academic year 2018-2019 and 2019-2020. The scholarships

are granted every year for the school going children of

police martyrs, deceased police personnel to provide them

assistance in pursuing education.

On Thursday,SHO Gandhi Nagar helda meet-ing with the traders at WareHouse/Nehru Market and seektheir cooperation. During themeeting, SHO Gandhi Nagar,Gurnam Chaudhary,appealedtraders to cooperate with thepolice to curb the incidents ofsnatching, saying that the policeis capable of dealing with suchincidents and if the traders alsocooperate in it, then such crimi-nals will soon will be behindbars.In this meeting, held in theoffice of the Traders FederationWare House-Nehru Market, theSHO appealed to the traders to

install CCTV cameras in theirshops and said that this helps alot in crime prevention. He saidthat if any suspicious movementis noticed in the area then thepolice should be informedimmediately. Appealing to thetraders to be sensitive towards

Traffic Police Jammu issue noticesto violators at residential address

JAMMU, DEC 12: Traffic Police Jammu issued

notices to the violators of traffic rules at their resi-

dential address to ensure effective traffic manage-

ment on the roads of Jammu City. Traffic Police put

all possible efforts to take action against visible traf-

fic violations especially against the wrongly parked

vehicles by way of towing, use of wheel clumps,

issuance of Court Compound Challan as well as

pasting of wrong parking sticker challan on the

screen of the Vehicle. It was observed that most of

the violators became defaulters so traffic police initi-

ated the process to serve notice at the residential

address of the violator before submitting the challan

into the Court. It was further informed that if the vio-

lator will not get the sticker disposed- off within the

stipulated time, such vehicle will be towed/seized

from the respective residences with the help of SHO's

of concerned Police Stations besides will approach

to RTO concerned for cancellation of the R/C,D/L of

the concerned violator.
