The rock-founded powerhouse and spillway settlement rates are within historical values and are not currently a concern. Dam monitoring will continue at the c~t schedule and no new insuumentation is recommended at this time. SCOPE AND GENERAL COMMENTS
The work consisted of surveying existing dam control monuments at the Ashton Darn, Cutler Dam, Grace Dam, Oneida concrete Dam and earthen embankment Dam, Soda Dam and Viva Naughton Dam. At least two monuments at each dam site have been assigned as fixed and arc shown as "BENCH MARKS". The field measurements have been computed and compared to a base measurement made in 1988. The values are reported in appropriate 1927 State Plane Coordinates with elevations based on NGVD '29 datum. The 1988 report showed a grid bearing between the fixed monuments and the values for the monument reported as "Bench Mark" was used as a basis for the comparison. This report includes a copy of a spreadsheet computation that shows 1988 base values, and the other measured values calculated, and a comparison noting any bearing changes, distances from the Bench Mark Monument, differences noting left or fight and differences in elevations. Please note that the left or right data shown on the spreadsheet is in reference to the base year difference and not the benchmark base line. A graphic representation for each monument, except for Bench Marks, has also been prepared. It shows the monument's position on the dam with an inset of plotted coordinates at actual scale and a bar graph noting vertical movement.

INSTRUMENTATION
One or more of the instruments used for the survey include:
1 pair of Trimble 4700 GPS receivers
1 Sokkia/Lietz Set 2B total station
1 Wild NA2 automatic level
FIELD & OFFICE PROCEDURES
Atmospheric conditions used for the total station were noted and recorded just prior to making electronic distance measurements. Differences in elevations were determined by differential and/or trigonometric leveling techniques. GPS observations were not constrained on site, but post calibrated to the benchmarks. A tolerance o f 0.04' or a ratio o f 1:50,000 (whichever was greater), as compared to last year's values were accepted. If any values exceeded this limit an independent closure was performed.
VIVA NAUGHTON DAM
This dam is located on the Hams Fork River in Lincoln County, Wyoming. To reach the dam, drive about 10 miles northerly on State Route 233 from Frontier (just north o f Kemmerer) to the clam site.
Our Survey took place on 13 September 2002. All o f the monuments were recovered in the same condition as last year. The survey was done using our Trimble 4700 GPS receivers. Three Real Time Kinematic observations were made at each monument, breaking satellite lock after each reading. The value shown in the report is the average of the three observations. Elevations were determined by differential leveling.

SCOPE AND GENERAL COMMENTS
The work consisted of surveying existing dam control monuments at the Ashton Dam, Cutler Dam, Grace Dam, Oneida concrete Dam and earthen embankment Dam, Soda Dam and Viva Naughton Dam. At Mast two monuments at each dam site have been assigned as fixed and are shown as "BENCH MARKS". The field measurements have been computed and compared to a base measurement made in 1988. The values are reported in appropriate 1927 State Plane Coordinates with elevations based on NGVD '29 datum. The 1988 report showed a grid bearing between the fixed monuments and the values for the monument reported as "Bench Mark" was used as a basis for the comparison. This report includes a copy of a spreadsheet computation that shows 1988 base values, and the other measured values calculated, and a comparison noting any bearing changes, distances from the Bench Mark Monument, differences noting left or right and differences in elevations. Please note that the left or right data shown on the spreadsheet is in reference to the base year difference and not the benchmark base line. A graphic representation for each monument, except for Bench Marks, has also been prepared. It shows the monument's position on the dam with an inset ofplotted coordinates at actual scale and a bar graph noting vertical movement.

FIELD & OFFICE PROCEDURES
Atmospheric conditions used for the total station were noted and recorded just prior to making electronic distance measurements. Differences in elevations were determined by differential and/or trigonometric leveling techniques. GPS observations were not constrained on site, but post calibrated to the benchmarks. A tolerance of 0.04' or a ratio of 1:50,000 (whichever was greater), as compared to last year's values were accepted. If any values exceeded this limit an independent closure was performed.
ASHTON DAM
This dam is located on the Henry's Fork of the Snake River in Fremont County, Idaho. To reach the dam, drive about 3 miles west of Ashton, Idaho along a county road until you cross the Snake River. Turn northerly along a dirt road that follows the westerly side of the river and proceed about 1 mile to the dam site. There is another road that follows along the easterly side of the river that goes into the dam site office and building area. This road is also accessed from the county road by turning northerly just prior to going down the grade to cross the river.
Our survey took place on the morning of 25 September 2002. The construction project near DCM l has been completed. The monument has stabilized (it was loose last year) and now sits firmly in the ground. All o f the other monuments used last year were recovered and appeared to be in good condition. The survey was done using our total station

C U T L E R DAM
This dam is located on the Bear River in Box Elder County, Utah. To Reach the dam, drive about 1 1/2 miles northerly, on a county road, from the town of Beaver Dam to the dam site.
Our survey took place on I 1 September 2002. The monument representing DCM 4 has been badly scarred and disfigured. It is still firmly seated in the concrete but the original punch hole was hard to determine. All of the other monuments were recovered and appeared to be in good condition. The survey was done using our total station and level.

I, Jerry B. Timmins, do hereby certify that I am a registered land surveyor, holding Utah license number 3837, and that on 26 September 2002, I personally conducted a survey at the Grace Dam.
I further certify that the result ofthis survey is correctly represented in this report.
The work consisted of surveying existing dam control monuments at the Ashton Dam, Cutler Dam, Grace Dam, Oneida concrete Dam and earthen embankment Dam, Soda Dam and Viva Naughton Dam. At least two monuments at each dam site have been assigned as fixed and are shown as "BENCH MARKS'. The field measurements have been computed and compared to a base measurement made in 1988. The values are reported in appropriate 1927 State Plane Coordinates with elevations based on NGVD ~29 datum. The 1988 report showed a grid bearing between the fixed monuments and the values for the monument reported as "Bench Mark" was used as a basis for the comparison. This report includes a copy of a spreadsheet computation that shows 1988 base values, and the other measured values calculated, and a comparison noting any bearing changes, distances from the Bench Mark Monument, differences noting left or right and differences in elevations. Please note that the left or right data shown on the spreadsheet is in reference to the base year difference and not the benchmark base line. A graphic representation for each monument, except for Bench Marks, has also been prepared. It shows the monument's position on the dam with an inset of plotted coordinates at actual scale and a bar graph noting vertical movement.

INSTRUMENTATION
One or more of the instruments used for the survey include:
1 pair of Trimble 4700 GPS receivers
1 Sokkia/Lietz Set 2B total station
1 Wild NA2 automatic level
FIELD & OFFICE PROCEDURES
Atmospheric conditions used for the total station were noted and recorded just prior to making electronic distance measurements. Differences in elevations were determined by differential and/or trigonometric leveling techniques. GPS observations were not constrained on site, but post calibrated to the benchmarks. A tolerance of 0.04' or a ratio of 1:50,000 (whichever was greater), as compared to last year's values were accepted. If any values exceeded this limit an independent closure was performed.
GRACE DAM
This dam is located on the Bear River in Caribou County, Idaho. To reach the dam, drive about 1 1/2 miles north on State Route 34 from Grace, to the crossing o f the Bear River. Follow a dirt road northeasterly along the easterly side o f the river to the dam site.
Our survey took place on the morning o f 26 September 2002. All o f the monuments used last year were recovered and appeared to be in good condition. When DCM IR was constructed, tl~ee steel fence posts were set around the monument. Oniy one fence post remains. The survey was done using our total station.

SCOPE AND GENERAL COMMENTS
The work consisted of surveying existing dam control monuments at the Ashton Dam, Cutler Dam, Grace Dam, Oneida concrete Dam arid earthen embanlanent Dam, Soda Dam and Viva Naughton Dam. At Mast two monuments at each dam site have been assigned as fixed and arc shown as "BENCH MARKS'. The field measurements have been computed and compared to a base measurement made in 1988. The values are reported in appropriate 1927 State Plane Coordinates with elevations based on NGVD '29 datum. The 1988 report showed a grid bearing between the fixed monuments and the values for the monument reported as "Bench Mark" was used as a basis for the comparison. This report includes a copy e r a spreadsheet computation that shows 1988 base values, and the other measured values calculated, and a comparison noting any bearing changes, distances from the Bench Mark Monument, differences noting left or right and differences in elevations. Please note that the left or right data shown on the spreadsheet is in reference to the base year difference and not the benchmark base line. A graphic representation for each monument, except for Bench Marks, has also been prepared. It shows the monument's position on the dam with an inset of plotted coordinates at actual scale and a bar graph noting vertical movement.

FIELD & OFFICE PROCEDURES
Atmospheric conditions used for the total station were noted and rec, orded jnst prior to making electronic distance measurements. Differences in elevations were determined by differential and/or ~gonometric leveling techniques. GPS observations were not constrained on site, but post calibrated to the benchmarks. A tolerance o f 0.04' or a ratio of 1:50,000 (whichever was greater), as compared to last year's values were accepted. If any values exceeded this limit an independent closure was performed.
SODA DAM
This dam is located on the Bear River in Caribou County, Idaho. To reach the dam, drive about 4 miles west on State Route 30 from Soda Springs to the east side of an Idaho Transportation Department maintenance facility. Turn southerly along a graveled road and proceed about l mile to the dam site.
Our survey took place on the morning of 26 September 2002. All o f the monuments were recovered and appeared to be in good condition. The survey was done using our total station.

ONEIDA CONCRETE DAM AND EARTHEN EMBANKMENT DAM
This clam is located on the Bear river in Franklin County, Idaho. To reach the dam, drive north on State Route 34 from Preston to State Route 36. Proceed northeasterly along S.R. 36 to the crossing o f the Bear River. Follow a dirt road northerly along the Oneida Narrows about 5 miles to the dam site.
Our Survey took place on the afternoon of 26 September 2002. All of the monuments were recovered and appeared m be in good condition. DCM 2 was buried, as is usual, below 1 foot ofroad fill. The survey on the embankment was done using our Trimbl¢ 4700 GPS receivers. Three Real Time Kinematic observations were made at each monument, breaking satellite lock after each reading. The value shown in the report is the average of the three observations. Elevations were determined by differential leveling. The survey on the concrete dam was done using our total station.
