Leadership session or various DistrictCommittee Meetings held onThursday, may also wish to arriveearly in order to participate in theConvention Golf Tournament held atthe Chinook Winds Golf Resort. Thisyear, for the first time, the GolfTournament is being sponsored by the“Big Foot Brigade” - the Past Lt.Governor’s Association. There willbe a Shotgun Start at 8:00 A.M. onThursday, August 17th. The entry feeis $100.00 USD and includes sharedcart, prizes, range balls and a boxlunch. The entry deadline is Monday,July 31st.
As in the past, the current andincoming District Leadership Teamswill gather Thursday evening for thetraditional Joint Team Dinner. Whileopen to all, the 2005-2006 and 2006-2007 Lt. Governors, District Chairs,Program Administrators, ServiceLeadership Program Administratorsand Past Governors are especiallyinvited to attend. The Joint TeamDinner is always a highlight of the con-vention and represents the torch beingpassed from the current district leader-ship team to the next.
The 2005-2006 District Board ofTrustees will hold their final meeting atthe Chinook Winds Hotel at 8:00 a.m.on Friday morning. Their meeting willbe immediately followed by a meetingof the incoming 2006-2007 Board ofTrustees.
Kiwanis and faculty advisors forKiwanis-sponsored Service LeadershipPrograms (Aktion, K-Kids, Builders,Key Club and Circle K) should plan onattending the four-hour ServiceLeaders Program Advisor Trainingwhich will be held Friday morningbeginning at 8:00 A.M.
A highlight of any DistrictConvention is always the Kick-OffLuncheon which will be held Friday atNoon. This year will be no exceptionas the Keynote Speaker will beInternational President Steve Siemens.President Steve is a professional moti-vational speaker by profession. Hispresentations are always full of com-mon sense, practical ideas and humor.
Following the Kick-Off Luncheon,Convention attendees may choosefrom 18 Kiwanis seminars and trainingsessions which will be offered in threesessions on Friday afternoon begin-ning at 2:00 P.M.
Kiwanians are invited to meet and
ask questions of the candidates forGovernor and Governor-elect at the“Meet the Candidates” forum at fivep.m.
Also, at five p.m., the FoundationsHonors Reception will be held at theChinook Winds Casino. This annualevent is open to holders of honors fromthe Kiwanis International Foundation,Kiwanis Foundation of Canada andthe Pacific Northwest KiwanisFoundation. Among others, theFoundations Reception honors Hixson,Osborne and Emerson Fellows as wellrecipients of the Tablet of Honor, mem-bers of the International FoundationHeritage Society and holders of thePNW Foundation’s Joan L. Clutts andHelping Hands Awards. The receptionis also the perfect place for a club tohonor one of its members with aFoundation award while at the DistrictConvention.
A Pacific Northwest Salmon Bakewill be the Friday evening meal andsocial event and is offered for $35.00USD. Kiwanians and their guests willalso enjoy a demonstration of authen-tic tribal dancing by performers fromthe Confederated Siletz Tribes.

Our Kiwanis year started strong. Itbegan with a whirlwind tour of ClubOfficer Installations. Winter set in sothe Harley was put to bed. Many Club,Division, District and Internationalmeetings have come and gone. Thelong winter is over at last, and we canlook forward to a very busy summerwith many Kiwanis activities. MostZone Conferences have come and gone- the most notable being the first.Zone “F” held theirs “in the dark”. Itwas a weekend of high winds andwidespread power outages in thePuget Sound area. The school that wasthe site for the Conference lost powerjust an hour prior to our start time andregained power just 30 minutes afterwe finished. The presenters all werevery prepared to go it the old way - nopower point presentations! We all hadfun, but really would prefer power(and heat) next year.
The Governor’s Project is goingfar beyond all expectations, andKiwanians have not let up. 1) Over1400 Quilts have been made, with atleast 2000 in sight by September 30th.We have ordered our third batch of700 Governor’s Project banner patches!2) Burn Camp sponsorship money hasbeen coming in at a fast pace. To date$40,000 (US) and $30,000 (CA) hasbeen raised which will allow 27American and 12 Canadian BurnSurvivors to attend their week-longcamps. 3) Over 340 Every Day HeroAwards have been presented to peoplewho are making a difference in theircommunities. K University was strongly attendedby a full house of three hundredKiwanians on February 18th. Featuredtrainer/speaker was InternationalPresident Steve Siemens. If you missedPresident Steve you still have anopportunity to hear him speak andmeet him “on the beach” at the PNWDistrict Convention in August.
The District T.A.G. Team (TogetherAchieving Growth) led by DistrictChair Greg Holland is actively promot-ing growth and retention around theDistrict. His Team members are willingto come to your Club meeting orDivision Council meeting to provide aprogram that will aid your clubsin becoming stronger and morevibrant. Greg and his Team are lookingfor more Kiwanians to becomeinvolved on the Division level. If youare interested in membership growthon a local level contact Greg [email protected]
Club Leadership Education (CLE)training dates have been establishedfor all Zones. Note that ALL ClubLeadership Education (CLE) trainingwill be held between May 14th andJune 24. There will be no other CLEtraining provided except for a make upat the District Convention. Check theDistrict website for your Zone CLEdate. This training is provided not onlyfor club leaders but for any Kiwanianinterested in future leadership roleswithin Kiwanis.
Conventions: It is not too late toregister for the InternationalConvention to be held in Montreal,June 29, 30 and July 1st. Every KiwanisClub is entitled to have two votingdelegates and it is very important toexercise your clubs voting rights -maybe now more than ever before!Our PNW District Convention is slatedfor August 18, 19 and 20th on the beachat Lincoln City, Oregon, where eachClub in the District is allowed threevoting delegates. Our by-laws requireeach club to attend at least one DistrictConvention every two years. Has your
Club complied? If not, now is the timeto do so! Not only will KiwanisInternational President Steve Siemensbe there as a keynote speaker but alsoas a forum presenter and there willalso be some very interesting issuescoming to the House of Delegates
Kiwanis Int’l Restructure Report:This has been a hot topic in the PNWand other Districts around NorthAmerica. Many Kiwanians sent inletters or e-mails voicing theiropinions, both pro and con.
The PNW Board of Trustees(Lt. Governors) met in March at theMid-Winter Board meeting and helda round-table discussion wherein aposition paper was drafted and latersent to the Kiwanis InternationalCommittee on Restructure. Summer is almost here and theend of the Kiwanis 05-06 year is insight. There are many projects andfundraisers still to be done. Manyquilts to be sewn. Children, young andold just waiting for a helping handfrom a smiling Kiwanian. Friends andacquaintances just waiting to be askedto “be a Kiwanian”. Don’t forget to“ask” those people to join togetherwith the greatest service organizationin the world, because we are truly“a global organization of volunteersdedicated to changing the world onechild and one community at a time”.
As you can see, Kiwanians are verybusy people, and busy people getthings done.

SUBMISSION POLICY: Many clubs have sent
us photos for the club notes page and have
later been disappointed when they not been
used. The following explains our needs and
requirements:
1. Space is limited and not every picture
submitted can be used.
2. We prefer action shots of Kiwanians “in
action” performing community service. We try
to avoid what are known in the newspaper
business as “grin & grip” photos. These are
defined as two or more people looking at the
camera while shaking hands or presenting an
award.
3. We can not use photos clipped from
newspapers at all. The quality just does not
reproduce well. We must have original B&W or
color photos to scan from.
4. Pictures may be sent to us as an
e-mail attachment if they are scanned at
original size, are scanned in gray scale at a
resolution of at least 170 dpi and are submitted
as a TIFF file.
5. Pictures will not be returned. Please do
not send us your only copy if you will need
it later.

Make a Difference.” InternationalPresident Steve Siemens, InternationalAssistant Executive Director AndyCarey, Club Development ManagerBen Kocourek and others will make avery special presentation that will beof interest and use to all Kiwaniansand Kiwanis Clubs in the District.
Saturday evening, Kiwanians andtheir guests will gather for the AnnualGovernor’s Banquet held in honor ofKiwanis Governor Steve Emhoff,Circle K Governor Darren Page andKey Club District Governor KaetlynnDaoust.
The Convention will begin Sundaymorning with an InspirationalBreakfast which will include the tradi-tional Memorial Service for Kiwanianswho have passed on during the previ-ous year. The breakfast will be fol-lowed by the Second Delegate Sessionwhere Delegates will considerAmendments to the District Bylawsand various Resolutions.
The Second Delegate Session willalso include the Installation of the2006-2007 District Leadership Teamand remarks by Governor-designateLori Bryant who will discuss her plansfor the coming administrative year.
Following the adjournment of theDelegate Session, the 89th AnnualPacific Northwest District Conventionwill officially conclude with anoptional Farewell Brunch.
Proposed Amendment to District BylawsTo Be Submitted to the House of Delegates
89th Annual District Convention - August 17-20, 2006, Lincoln City, Oregon
It having been duly moved and seconded, the following Resolution was adoptedby standing vote by the House of Delegates at the 88th Annual ConventionHouse of Delegates on August 13, 2005 at Vernon, British Columbia.
ADMINISTRATIVE RESOLUTION #1 - CONVENTION ASSESSMENTWhereas the Board of Trustees, on the advice of the Finance and Fund-raising
Committee, has authorized the District Secretary Treasurer to present to thisDelegate body a Resolution to consider the merits of a Convention Assessmentupon each Club; and,
Whereas the Delegate body considers it appropriate to take such action asmay be necessary both to properly fund District Conventions and to encourageattendance at the same;
BE IT RESOLVED THAT this Delegate body directs the District Secretary &Treasurer to present to the 2006 District Convention for consideration anamendment to the District By-laws which would allow for the District torecover from each Club annually the sum of $50.00 to be set aside for thefunding of the District Convention, subject to a credit to be provided against theregistration fee of any member of any Club attending the Convention in the yearin which the Convention assessment is collected.
Accordingly, the following proposed amendment to the District Bylaws will besubmitted by the District Secretary & Treasurer to the House of Delegates of the89th Annual District Convention which will be held in Lincoln City, Oregon theweekend of August 17 - 20, 2006:[Note: Proposed new language is indicated by bolded italics. Deletions are indicated by strike-out.]
Article XVIII - RevenueAdd a new section
Section 8.Each member club shall pay to the District each year a DistrictConvention Assessment of Fifty Dollars ($50.00). This Assessment shallbe payable by all clubs, shall be billed together with District Per CapitaDues (as provided for in Section 1 of this article) and must be paid by allclubs, regardless of whether or not the club has delegates in attendance atthe District Convention in any year.
The District Convention Assessment shall be set aside for the specificpurpose of defraying the expense of, and reducing the Registration Feesfor, the District Convention. It shall not be used for any other purpose.
The District Executive Committee, upon the advice and recommendationof the District Secretary and upon application by a club and for goodcause shown including, but not limited to, financial hardship or otherspecial circumstances, may at its sole discretion waive payment of all ora portion of the District Convention Assessment payable by a memberclub. A club may not receive more than one such waiver of the ConventionAssessment.

HELPFUL INFO TO HELP YOU PLANYOUR DISTRICT CONVENTION TRIP
No matter where Kiwanians are coming from, the drive to Lincoln City is oneof the most scenic in the Pacific Northwest. From Portland it is approximately a2-hour drive through the beautiful Coastal Mountain Range. Seattle is approxi-mately 5 hours away, Vancouver, BC is about 7 hours away and Spokane is 8hours.
There are two airports that provide easy access in and out of the area. Theregional Siletz Bay Airport located just south of town serves private, smallercraft. For those flying commercial, Portland International is the best bet and isserved by most major airlines. One can rent a car in Portland and drive to thecoast. One can also take the free Chinook Winds Casino Shuttle or the CaravanTransportation Shuttle. See our Helpful Websites box at the end of this article forthe website addresses for both.
If you are staying at a hotel or motel other than the Convention HeadquartersChinook Winds (booked to capacity at press time), and do not want to drive backand forth to the Convention, the Chinook Winds Casino offers complimentaryshuttle service with many of Lincoln City’s hotels, motels and RV Parks.Continuous service will be offered before, during and after each Conventionevent.
The Casino also intends to set aside a special “Kiwanians Only” section intheir parking lot with shuttles available to their front door - for those who needassistance.

KIWANIS INTERNATIONAL PRESIDENT COMING TO LINCOLN CITY
International President To Be Keynote Speaker At Kick-Off LuncheonKiwanis International President Steve Siemens of Des Moines, Iowa will be the Keynote Speaker at the Kick-Off
Luncheon for the 89th Annual Pacific Northwest District Convention in Lincoln City. Siemens, better known as “Mr. People Builder” or “Your Balcony Person,” is the founder and president of Siemens
People Builders located in Des Moines, Iowa. Every day he fulfills a part of his personal mission statement which is“to add value to the lives of people.”
He is a member of the National Speakers Association and speaks between 15 to 30 times a month for hundreds ofaudiences nationally and internationally.
In April 2000, President Steve earned the CSP (Certified Speaking Professional) designation from the National SpeakersAssociation. The highest earned designation of the Association, the CSP recognizes a demonstrated commitment to thespeaking profession through proven speaking experience, ongoing education and ethical behavior. Throughout the entireworld, only 301 NSA members (out of a membership of 3,500) have earned this designation.
Every topic Steve presents is designed to help people achieve career success, balanced with personal fulfillment. Hisleadership as a college president, professor and entrepreneur have given him an overflowing toolbox to help build people.
Kiwanians will appreciate his interactive, humorous motivational style and their clubs will benefit from his commonsense, practical ideas and relevant message.
President Steve’s messages motivate people in all walks of life - CEO’s as well as employees. His client list is numerousand ranges from small businesses to Fortune 500 companies.
Siemens is also committed to giving back to his community. He is the past Chairman of the Board of Iowa Easter Sealsand of the Iowa Fellowship of Christian Athletes. He is past Governor of the Nebraska - Iowa District of KiwanisInternational and serves on various other boards and advisory committees. Prior to his election to the Kiwanis IntenationalBoard, Steve served as chairman of the Worldwide Service Project Campaign Committee to eliminate Iodine DeficiencyDisorders (IDD).

AROUND THE DISTRICTGOVERNOR’S PROJECT
LOCAL KIWANIS CLUBS DONATE TO OREGON BURN CENTERby Lynn Chiotti
Imagine for a moment, a burn you might have received. Remember the pain,what it felt like having the burn exposed to the air? Now imagine being burnedover a large portion of your body. While your burn probably only affected thetop layer of flesh, many others suffer burns so serious that entire areas aredestroyed.
Steve Emhoff, 2005-2006 Governor, Pacific Northwest District of Kiwanis,selected as his special project, donating lap robes to burn victims. Rememberingthe pain and the special treatment his own son had undergone, Steve realizedthat one thing that helped comfort his son was having his own lap robe foruse at burn camp and during treatment. Because of his injuries, he neededsomething very lightweight to cover his legs. A lap robe was the answer. So Steveasked the various Kiwanis clubs to help provide lap robes for others.
On Friday, April 14, representatives of the two St. Helens Kiwanis groups,joined Steve at the Oregon Burn Center in Portland to present the first lap robesfor the center. Twenty-one robes from the Daybreakers Kiwanis in St. Helenswere presented to Kristine Krause – Development Specialist for the EmanuelFoundations, Theresa Easton – Oregon Burn Center Office Assistant, and TanyaShanks Manager of the Burn Center. Receiving the robes from the DaybreakersCoordinator, Roger Barbour, Governor Steve Emhoff and Lt. Governor GeorgeDunkel from the Kiwanis Club of St. Helens (Noon), then presented them to theOregon Burn Center.
Following the presentation in the Healing Garden at the Center, Kiwanismembers Stan and Lynn Chiotti, Neta and Roger Barbour, and Bill and ClaudiaEagle joined those mentioned previously on a tour of the center. As they visitedthe three major medical areas of the building, they all realized how their ownpersonal lives had been touched by burn victims. It was reassuring to know justhow far the care and treatment of burn victims has come in recent years. Allcame away knowing that their donations would bring comfort to others.
Additional robes will be donated by the Clatskanie Kiwanis andSW Washington Clubs as well. The robes from Daybreakers bore a specialembroidered patch bearing the club name as well as the Governor’s Projectpatch.

BC PROFESSIONAL FIRE FIGHTERS’ BURN CAMPBy Wendy Johnson
The Double O Quilters held a very special quilting bee on Wednesday,February 22. The colorful quilts and cozy afghan throws taking shape underflying fingers and clever stitching are going to be sent as gifts to theBC Professional Fire Fighters’ Burn Camp in Squamish, for young burn-injuredchildren this summer. There is a corresponding burn camp in Washington as wellwhose campers there will be the recipients of a similar largesse from Americandonors.
While at the facility, burn survivors participate in group activities such asswimming, hiking, kayaking, rafting, a skit night and arts and crafts. They alsoreceive valuable one-on-one support from junior counselors—themselves burnsurvivors—and from their counselors.
The crafters wholeheartedly embraced the project after hearing about it fromfellow quilter, Chris McKay. But the link takes in more strands than that; it alsoincludes the Kiwanis Club of Oliver and the international club’s governor of thePacific Northwest District, whose firefighting son survived severe burns in a for-est fire in the US several years ago. The district in question covers an area fromAlaska to California.
Said Kiwanis member McKay, “I was at the [Kiwanis] district meeting and thistopic was presented to the group in the fall of 2005.”Called the Pacific Northwest District Governor’s Project 2005-2006, it asks eachKiwanis Division to support at least one child to the camp at a cost of $2,500 perchild, and to provide a small quilt or lap blanket to each camper who attendsthe facility this July. Last year more than 70 young burn survivors attended thecamp in Squamish, along with special counselors and support staff, and asimilar number is expected this year also.
McKay, who is president of the Double O Quilters, asked her guild if theywould help her make some quilts and the response was both generous andabsolute. Although she set the target number at 25, the final tally promises to bemuch higher.
“We have 21 so far and another 20 are now in various stages of completion,”she said, thrilled at the response she has received from her peers.Each quilt and afghan will carry a badge bearing the words Governor’s Projectas well as Together We Care, along with the name of the quilter who fashionedthe piece.
However, the Oliver club is not going to stop there. In addition to the afghansand blankets its members are donating, the local Kiwanis Club is going to helpsponsor a BC youth to the Squamish camp, said club secretary, Peter Morrow.It is an endeavor that goes to the heart of the international organization’s motto:serving the children of the world. Already engaged in donating funds and effortsto a number of local groups such as the Air Cadets, Cops for Kids, Child Literacy,Food for Thought and the McKinney Ski Project, the Kiwanis Club of Oliverwelcomes the opportunity to give these young burn survivors the chance to bejust a kid at camp.

Kiwanis was introduced into Africa in mid 1970 and clubs were established inmany countries at that time. However, due to a lack of connection with theKiwanis world and also the lack of resources to carry out meaningful serviceprojects, many of the clubs simply vanished into thin air. The good news, though,is that a few survived and are now struggling to make themselves relevant intheir communities so they do not die away like their predecessors.
This problem in Africa is not a new one. It exists in many developingcountries and across the globe. As fast as clubs are established, many others areclosing their doors. It is my view that many of these clubs closed for lack ofmentoring and support. If we are to grow as an organization, we must buildnew clubs, work on membership retention, and help existing-struggling clubs.
This Kiwanis African Partnership was implemented to help those energetic,but struggling, clubs in Africa grow and survive. Currently there are 15 Kiwanisclubs in Africa (3-in Kenya, two in Ghana and 10 in Nigeria).
This Partnership is about working with existing clubs (though you can chooseto help build a new club if the opportunity arises). The clubs are at differentstages of development and each club has its own needs. Sharing information(newsletters, photos, etc) will reinforce the global friendship and fellowshipbetween both clubs.
In addition to helping these clubs grow and provide quality service to theircommunities, I hope you will find this to be a rewarding experience for all.

TRACKING MEMBERSAlthough I repeatedly preach that good club meeting quality attracts
good club meeting attendance as a positive for membership retention, thereoccasionally can be important special exceptions regarding certain individuals’attendance. Club boards should avoid voting out dues-current members onlybecause they are not attending meetings if any such member has otherwiseconsistently and expectantly been contributing to the success and/or bettermentof the club. I have heard stories such as (for example) clubs losing the rightsto conduct fund-raisers, etc. because the voted-out-member in charge of theproperty expected to be used, was dropped by that 2/3 of the club board (whichis the by-law requirement).
REMINDER IF NEEDEDBy the time you receive this issue of our spring BUILDER your club should bewell on its way preparing for next Kiwanis year’s election of officers and boardmembers if this has not already been done. Your nominating committee shouldbe or have been working on nominations so that (at the very latest) an annualmeeting can be held by the third week in May if not somewhat earlier. Rememberthese nominations should be announced at least two weeks in advance ofthat annual meeting and included in the club news-letter/bulletin. The resultingelection of club officers at that annual meeting is due to be posted to ourInternational office by JUNE FIRST at the very latest but even more importantly,your next Lt. Gov. needs to know who the officers are in your club who will beon his/her team SOONER rather than later.
LEADERSHIP DEVELOPMENTBeware of what can happen when veteran club members perpetually continue
to step in and do club jobs when potential new leaders might be developed.When clubs get spoiled by a one to three Kiwanians perpetually doing jobs thatother Kiwanians might sooner or later need to learn to do, it is often difficult toreplace these members at those important jobs when replacement becomesabsolutely necessary. Whenever possible it is best to give any member, whomight be interested in pursuing club leadership and who has been in the clubat least two or (better yet) three years, a chance to learn the ropes in order todevelop future, enthusiastic leadership. Leaders obtained by “having their armstwisted” SOMETIMES fail to keep trying to make things better. Those THINGSare: fore-mostly running good meetings plus fostering effective, meaningfulservice and attracting others to be dedicated and functioning committee chairs.
INCORPORATIONBe sure your state/provincial incorporation status is OK. I have heard stories
where a veteran club member tells each incoming club administration: clubincorporation is up to date when such is not so. Each year (at least in WashingtonState) a responsible member of the club on record receives a renewal form/noticethat the club secretary must bring up to date by listing the officers and boardmembers. If this is not received along with a check at the provincial or state officeby the deadline stated, a couple of months later (at least in Washington State) adrop dead date notice is sent to that same club contact. So whoever writes therenewal check must make sure it is mailed in on time along with the up datedrenewal form.
This is extremely (and potentially) important. If an unincorporated clubis sued the individual members could each be personally liable especially if ajudgment went in favor of the plaintiff. Then too, there are the costs to pay for thedefense to consider. See our P.N.W Kiwanis District Resources website on thissubject.
REPORTINGNow that in our P.N.W. Kiwanis District competition for clubs to score
“points” has been eliminated, that development is NO reason NOT to send inthose monthly reports. They are STILL very much NEEDED. Besides the obviousreasons to file reports is that your Lt. Gov. needs to know how you are doingbecause he or she may not always be able to visit each club every month or so.If for some reason a club fails to file that report it sure would help the club’sLt. Gov. for a knowledgeable club member to at least show up at divisioncouncil meetings in order to bring the Lt. Gov. up to date that way. Oftenkeeping in touch with the Lt. Gov. is a “two-way street.” (On two-way streets youknow the traffic runs both ways.)
Another reason to file those monthly reports is that reporting of inter-clubsmust coincide with inter-clubs claimed on the application for the “Round RobinAward” submitted after the end of the Kiwanis year.
WEBSITE MAINTENANCEAlthough this subject comes primarily under the sphere of Public Relations,
it’s implementation also INVOLVES Club Administration and therefore,potentially to one degree or another, membership attraction and retention.Well-maintained up-to-date websites show anybody looking at them that theclub is probably “on the ball.” Conversely—for example-web pages of news twoyears old could turn off some prospective and/or existing club members.Unkempt web pages are better off closed down completely if they are not goingto be kept up.
ROAD SIGN MAINTENANCEEven more people are going to see your road-signs than your websites so be surethey are clean, not obscured by overgrowth and kept up to date.

Plan to make a full day of it; a trip if you must travel some distance (as so many of us do in the beautiful PNW!). Registration/sign-in is usually starting around8:00AM on your appointed Saturday morning. The registration fee of $30USD/CDN is often paid by your club so check on those arrangements if you have notalready.
