Residents with a single phase 40 ampere circuit breaker will be paying 13,9% more for 500 units of electricity, closing the gap between pre-paid and conventional meters despi- te the fact that they are pay- ing up front for their power. This follows a decision by the Municipality to institute a fixed charge of R12,62 per month on prepaid meters, as well as a capacity charge of R2,49 per Amp (for a single phase 40 ampere circuit bre- aker the total fee is R127,93 per month including VAT). These fees are subtracted from any electricity purcha- ses before units bought are released. It works out to a surcharge of R4,26 per day including VAT for a 40 amp prepaid consumer. This means that from 1 July, residents are getting less electricity for the money spent, despite a decrease in the unit cost for prepaid from R1,37 to R1,30 per unit with VAT (on a 40 amp cir- cuit breaker). And people who have been stockpiling pre-paid vou- chers before the increase on 1 July will be hard hit, as the daily fee will be deducted from any new vou- chers they buy after 1 July, retrospectively to 1 July. A resident with 40 Amp prepaid electricity who buys 500 units a month, currently pays R685,42 including VAT. From 1 July, 500 units will cost R780,86 with VAT, an increase of R13,9%. If the same resident buys 400 units after 30 June, the price will increase from R548,34 to R650,27 (an increase of 18,6%). The purchaser will be getting 19,1% fewer units for his money. Drakenstein residents with conventional electricity meters (40 amp category) will pay 7-8% more for electricity. With conventional meters, the fixed charge per month is R25,24 plus R4,99 per Amp (R199,60 per month for 40 Amps), whichwith VAt is effectively a sur- charge of R8,54 per day. People who go away for long holidays, will be paying the fixed charges even when they are not using any elec- tricity. According to the Munici- pality, they have applied for a 13,03% electricity increase (instead of the recommen- ded 11,03%) to fund smart meters which will charge lo- wer fees in off-peak periods and higher fees in peak peri- ods where usage is higher than 1000 units per month. It is also an attempt to “dis- courage household consu- mers from wasting electrici- ty”. Households with low monthly electricity con- sumptions can benefit by re- ducing their ampere capaci- ty (free of charge), while hou- seholds who use a lot of electricity with many appli- ances running simultane- ously, pay more for their greater ampere capacity. The only consumers who do not have to worry are tho- se with a 20 amp electricity connection (the so-called li- feline), where there is no basic charge or ampere charge in- volved. They pay only 88c per unit including VAT (also an increase of 13,9%). Indigent consumers (those who have applied for financial relief) get the first 100 units free (double the national gui- deline). From 1 July, residents will also be faced by increases in property rates (7,5%), water (16%), sewage (7%) and refuse removal (7%). The increased tariffs will fund the Munici- pality’s operating budget of R1,3 billion. This week Mayor Gesie van Deventer said, “We are concerned about the impact of the electricity increases on people with lower in- come. “We are investigating ways of giving incen- tives to those residents who have lower elec- tricity usage.” SHOCK.     RESIDENTS of Draken-stein who make use of pre-paidelectricitymeterswillreceive a shock in July,when they will be payingsignificantly more fortheir power.

    Residents with a singlephase 40 ampere circuitbreaker will be paying13,9%more for500unitsof electricity, closing thegapbetweenpre-paidandconventionalmetersdespi-te the fact that they are pay-ing up front for their power.

    This follows a decision bythe Municipality to institutea fixed charge of R12,62 permonthonprepaidmeters,aswell as a capacity charge ofR2,49 per Amp (for a singlephase40amperecircuitbre-aker the total fee is R127,93per month including VAT).

    These fees are subtractedfrom any electricity purcha-ses before units bought arereleased. It works out to asurcharge of R4,26 per dayincluding VAT for a 40 ampprepaid consumer.

    This means that from 1July, residents are gettingless electricity for themoneyspent, despite a decrease inthe unit cost for prepaidfromR1,37toR1,30perunitwith VAT (on a 40 amp cir-cuit breaker).

    MaartallebesighedeinenomdiePaarlbe-skik oor n magdom huis- en kantoorvulliswat ophoop en maak dus staat op privatekontrakteursomhulvullis gereeld teverwy-der.

    Die munisipale verordeninge bepaal datdie Munisipaliteit die diens ten opsigte vanalgemene afval (huisvullisverwydering) salvoorsien. Die voorsiening van dienste deurprivatekontrakteursmetbetrekkingtotme-diese, gevaarlike en industrile afval kansteeds deur private kontrakteurs onder-neem word.

    Herwinningvanafvalkanookdeurpriva-te kontrakteurs onderneem word n n be-hoeftebepaling en sluiting van n ooreen-koms met die Munisipaliteit in di verband.

    Police fight drug scourge in rural areaNO less than 20 people had to face the fullmight of the law during this past month,when they were caught in the possession ofdrugs by the Groot Drakenstein Police.

    Amongstthemwereatleastthreesuspect-ed drug dealers from whom big quantities ofMandrax, Tik and Dagga were confiscated.

    The total street value of the drugs confis-cated amounts to almost R30 000.

    Among the people arrested is a suspecteddrug dealer who was arrested on a farm inSimondium after information was receivedfromamemberofthepublicaboutdrugdeal-ing at his residence. Dagga, Tik and Man-drax was found in his house.

    In Lanquedoc, a drug dealer was caught

    red-handed when he tried to sell drugs to apolice officer posing as a drug user. Tik andMandraxto thevalueofR10000wasseized.

    Another suspected drug dealer was ar-rested in Lanquedoc after he was stoppedand searched by police.Tik with a street val-ue of R 11 000 was found in his possession.

    Other arrests were made in Lanquedoc,Pniel, Kylemore and Simondium.

    Police spokesperson, Cst Rionel Uithaler,said that these arrests can be linked to asoundrelationshipbetween thecommunityandthepolice.Thepoliceonceagainappealto the community to blow the whistle oncrime. Let us continue to take hands andfight against this drug scourge.

    A YOUNG Paarl girl, AlucciMller (10), was the winner ofarecentbeautypageantheldinBulgaria.

    Alucci, a Grade 4 learner atCourtrai Primary, was crownedPrincess of the Universe (8 to 10years) when she representedSouth Africa at the Children ofthe Universe competition in Bul-garia.

    Besideswinningthecrownshewas also the winner of the talentcategory with her Tarantella bal-let item.

    Alucci became eligible for thecompetition after taking part inthe local Miss Winelands model-ling competition where she wascrowned Little Miss WinelandsBeautiful Blossom.

    The experience was lovely. Imade lots of friends.

    Natalite I subsequently foundout was a blend of alcohol andether,andthattheNatalCaneBy-Products company producedboth ether and alcohol in com-mercial quantities between 1917and 1927.

    One wonders what had happe-ned to Paarls fuel company, andif it also made union spirits inthe 1930s. Union Motor Spiritswas a blend of alcohol and petroland sold in South Africa duringWorldWarIIwhenpetrolwasrati-oned and in short supply.

    I digress, but it is ironic that to-day with petrol prices being whatthey are, we are not being moreassertive about creating andusing cheaper fuel from renewa-ble resources.

    It is very disconcerting to thinkthat wine farmers sell bulk wineat a fraction of the price we arepaying for petrol, and that a litreof milk is cheaper than a litre ofpetrol. Why are we still using fos-sil fuel?

    Estate agent kickstarts Franschhoek charityIN the highly competitive worldof real estate, there is not muchtimeforfocusingonanythingbutthe business. But when an agentlooks beyond the houses on hisbooks, and takes note of theneeds of the wider community,the results can be significant.

    One such example is Fransch-hoek estate agent Doug Gurr, whofrom small initial acts of outreachhas built a registered non-profit or-ganisation that is literally changingthe lives of hundreds of children inthe Franschhoek Valley.

    Gurr moved to the Franschhoekregion in 2002, and immediatelybegan interacting with childrenfrom the local township schools,

    playing soc-cer withthem andassistingthem withlifts homefromschool.

    This gavehim first-hand expe-rience of thedire conditi-ons inwhichmanywere living,and parti-cularly, thepoorlyequippedschoolingfacilitiesavailable tothem, oftenat great dis-tance fromtheir ho-mes, andwithout re-liablepublictransport.

    Gurr joi-ned handswith ano-ther localresident,AmericanDave Rior-dan, and to-gether theybeganspen-

    ding free time reading stories to thechildren at a local primary schooland organising sports activities forthem.

    From this small beginning, theKusasa Project (meaning tomor-row in Xhosa) was born. Volun-teers were recruited and the pro-gramme began expanding to inclu-deadditionalschoolsandabroaderrange of outreach activities.

    The programme was registeredasacharitable trust inSouthAfricain 2007, and is now also registeredin the UK and Holland, as well ashaving affiliation in the United Sta-tes.

    Today, the Kusasa Project rea-chesnearly2000childrenatsixdif-ferent schools in the FranschhoekValley, plus a number of crchesand its own Early Learning Centre,which opened in January this year,thanks to funds raised via Kusasadonors.

    The projects Breakfast Clubfeeds over 700 children every dayand has just served up its 500000thmeal,whileanetworkof over60volunteersreadsto thechildren,helps them with homework andtransport, and organises field tripsto broaden their horizons.

    The project also raises funds forhigh school scholarships andschooluniforms,andoffersclubac-tivities likeballet, chess, art, soccerand running extra-mural activi-tiesthatwerepreviouslybeyondthe

    reach of these children due to acomplete absence of funding andtransport.

    Lifeskillsprogrammeshelpbuildthe childrens self-confidence, andteach positive social interaction,emphasising values of respect andunity.

    Gurr,whoworks forPamGoldingProperties Franschhoek branch,says many of the volunteers are af-fluent residents of the valley.

    Thus they build bridges betweencommunities who might otherwisenever connect, improvingsocial co-hesion in the Valley.

    HeritagesymposiumTHEtragedyof the forcedremovalsofblackand coloured communities by the govern-ment during Apartheid will be commemo-rated during a function to be held in PaarlinOctober.Itwill formpartofthetenthsym-posium of Heritage South Africa from 4 to6 October, hosted by the Drakenstein Her-itage Foundation.

    Social historians, researchers, archi-tects and restorers will discuss the socialand economic history of the Valley and itsinfluenceonthedevelopmentofthefamousCape homesteads. They will discuss howthe three forces indigenous peoples, set-tlers and slaves combined to shape ourheritage.

    Guests will visit 18th century sites in thecentre of town and on surrounding farmsduring the symposium, which has the the-meFromsurvivaltoopulencein100years:the rise of the Cape Dutch manor house.

    The symposium will trace the develop-ment of the Cape from its geological begin-nings, through the earliest inhabitants, tothe arrival of the Dutch East India Compa-ny.

    Theendeavoursofthesepeople,together,created the wealth that gave rise to theSumptuary Laws (die Wet van Prag enPraal) of Governor Rijk Tulbagh 100 yearslater to curb the ostentatious display ofopulence.
