1. SITE DEVELOPMENT PLAN:

The proposed development is situated approximately 50km from CapeTown via Trunk Road 2 (TR2/2) freeway and approximately 10km from the Somerset West CBD. The current access to the site is via the Firlands Minor Road turnoff from Trunk Road 2. The site is bordered by the TR2/2 to the north, the Sir Lowry's Pass River to the west, and smal l holdings to the east and south . The proposed alignment of National Route 2 will pass along the southern border of the site in future.

The project comprises the construction of flats with a 1 000 residential units, a community faci lity and a retail outlet with 1 800m' GLA. The internal roads and parking areas will be a combination of tarred surfaces, paving and permeable paving. The external roads will be tarred.

The total development area is 14.2ha. The landscaped areas, as well as the parking areas wi ll be used for storm water management.

The site wi ll be developed in two phases. Phase 1 (470 units) is situated on the area above the current 1:100 year flood line. Phase 2 (530 units) will be developed after the Sir Lowrys Pass river has been upgraded. The result of the river upgrade wil l move the 1: 1 00 year flood line to within the river servitude.

2. SITE DESCRIPTION:

Topography

The site is fairly flat with an average 1 :55 slope in a south-westerly direction.

Weather conditions

The site is situated in an area where aggressive winds can normally be expected all year round with persistent rain during the winter months.

Geology and soil condition

The natural vegetation can be classified as grasslands and is utilized for grazing .

The site is overlaid by a surface deposit of sand and clay alluvium. The topsoil, consisting of sandy silt, varies in thickness from about 200mm to more than 800mm. This is underlain by sandy clay, varying in thickness between 500mm to more than 1 300mm.

No water table was encountered in any of the testpits, but during the wet season a perched water table may occur in the alluvial sand horizon.

3. ACCESS AND TRAFFIC IMPACT:

The development site is adjacent to the existing TR2/2, with access to the site via the existing Firlands Minor Road.

Access to the proposed development, however, needs to be accommodated in the future City of Cape Town (CoCT) Road Network. The CoCT appointed WSP SA Civil and Structural Engineers (Ply) Ltd to do the preliminary design of the Bloubos Road (Class 3, double carriageway) from the Sir Lowry's Pass Road to Faure Marine Drive.

The proposed Bloubos Road intersects the existing TR2/2 at the same position as the existing Firlands Minor Road.

The Traffic Impact Assessment (TIA) for the proposed road network to the development was conducted by Mr S Sutcliffe of Trafficon and is available in a separate report.

4. PROPOSED SERVICES:

4.1 ROADS:

4.1.1 External Roads:

The access road will be designed based on the approved preliminary Bloubos Road design by WSP Consulting. Access to the existing Shell Service station will be provided with a left in, left out access off Bloubos road. A break in the median will be provided in the short term until traffic volumes warrant the closure of the median. It is proposed that a single carriageway be constructed. Lane widths will vary from 3Am to 3.7m. The Firlands minor road will be re-routed to the Bloubos road. A section of the Firlands road, crossing the development site, will be upgraded with the construction of traffic circles at the entrances to the residential areas. The Bloubos -TR2/2 intersection will be signalised. No other roadway upgrades is envisaged for the TR2/2

The anticipated layer works for Bloubos road:

a) 40mm continouisly graded asphalt b) 150mm G2 Crushed stone base compacted to 98% of MOD AASHTO c) 150mm G5 Crushed stone subbase compacted to 95% of MOD AASHTO d) 150mm G7 Subgrade compacted to 93% of MOD AASHTO

The road layout drawing is attached in Appendix A.

4.1.2 Internal Roads and Parking areas:

The Bloubos Residential Precinct will be developed in phases, each with their own entrance gate. Parking will be provided at 2 bays per 2 bedroomed unit, 1.25 bays per single bedroom unit and 4.5 bays per 100m2 of retail space. Based on the conceptual site development plan, a total of 1 906 parking bays will be provided.

The sufacing of the roads and parking areas will vary from 25 - 40mm premixed asphalt to 80mm interlocking and permeable pavers.

4.1.3 Subsoil Drainage

Subsoil drainage might be required next to the roads should a perched water table occur during the winter months in areas where the clay layer intersects the constructed road layers. A findrain or similar will be installed where deemed necessary.

4.2 WATER:

4.2.1 Bulk Water:

The City of Cape Town confirmed that there is sufficient bulk water capacity for this development. See extract from the attached capacity report.

The City of Cape Town's bulk system has sufficient water resource, treatment, bulk storage and conveyance capacity 10 supply the estimated annual average daily demand of 600 kl/day of the proposed development.

There is no municipal water infrastructure near this erf. The nearest water main is on existing 150mm 0 water pipeline adjacent to Sir Lowry's Pass road at a distance of approximately 1.5km. This main is a pump main and has insufficient capacity to serve this development.

The master plan calls for a new main to be laid across the N2 that will be supplied from the Sir Lowry Pass Reservoir. This link will include a 250 mm reinforcement to the reservoir outgoing supply.

In consultation with the Municipality, a 200mm 0 uPVC pipe Class 12 will be constructed between the connection provided at the Sir Lowrys Pass village and the site. This will be in accordance with the GLS masterplan for the area. (See email below) The route will follow the existing road reserves on the northern side of the TR2/2. A title deed search will confirm the ownership of the properties along the route. A proposed water layout is attached in Annexture B

4.2.2 Internal Water network:

The internal water network will vary from 110mm 0 to 160mm 0 Class 12 uPVC pipework. The internal nework will be connected to the external 200mm 0 pipe in Firlands road. Each development phase will be fitted with a bulk water meter.

The average daily demand was calculated at 600 lIunit/day. Mitigation measures will be implemented to reduce the water consumption in accordance with the ci ty regulations. The consumption should to reduced to approximately 4001/unitlday.

Mitigation measures to reduce water consumption:

a) Harvesting of rain water. The rain water can be used for washing, gardening, general cleaning. Each residential complex will have water tanks available for residents to utilise.

b) Water saving devices fitted onto taps. These devises reduces the flow by at least 60%.

c) Cisterns for toilets should have the minimum capacity. d) Pressure reducing valves could be installed on the bulk supply line if required.

4.3 SEWER:

4.3.1 Bulk Sewer Reticulation:

The internal sewer connection will connect to the bulk sewer running along the western bank of the Sir Lowrys Pass river. The sewer connection will cross the proposed Sir Lowrys Pass channel (upgraded river) at a weir. The designers of the river upgrade proposed that provision be made for ducts in the concrete weirs for the installation of services across the river.

The City of Cape Town confirmed that there is sufficient capacity in the outfall sewer for this development. See extract from the attached capacity report.

There is no municipal sewer available forthis erf. The developer can possibly connect to the 200 mm diameter sewer main which is located just Northwest of this development. This sewer has sufficient hydraulic spare capacity. The downstream sewer network has sufficient spare capacity to accommodate the proposed development.

4.3.2 Waste water Treatment:

The Macassar Waste Water treatment works has insufficient capacity to treat the additional effluent from this development. The upgrade of this plant is under way and should be completed by the end of 2021.

See extract from the attached capacity report.

The development falls in the catchment at the Macassar Wastewater Treatment Works which has insufficient treatment capacity to treat the additional 420 kl/day of effluent that may be produced by this development. The upgrades to the treatment plant will be completed towards the end of2021.

The mitigation measures, like the installation of greywater systems by home owners throughout the metropole as a result of the lingering drought, will have major effect on the sewerage runoff from residential areas. This could free up capacity in the existing sewerage treatment plants. We will at a later stage, request the City of Cape Town to revise the capacity report based on a phased development. At that stage the impact of the reduced run off will be available to the City.

As a short to medium term mitigation measure, a waste water treatment package plant with a capacity of 200kl/day will be installed above the 1 :00 year floodline. The treated effluent will comply to SpeCial Standards. The treated effluent will be used for irrigation of the landscaped areas. In the shortterm excess treated effluent will be irrigated on the undeveloped areas of the property. As soon as the the development is able to connect to the City of Cape Town sewerage network, a temporary connection into the City's network across the Sir Lowrys Pass river will be constructed to discharge the excess treated effluent at the Maccassar Treatment Works. The sewer pipe will be installed in a sleave across the river. A typical sewerage treatment plant provided by W2 AFRICA is attached as an Appendix. The normal treatment is to General Standards but the plant will be slightly modified to treat the sewerage to Special Standards required for the period were excess effluent cannot be discharged into the formal sewerage network.

4.3.3 Internal Reticulation:

The internal reticulation will be designed using 160mm 0 u PVC Class 34 sewerage pipes. Manholes will be concrete rings with ductile iron manhole cover and frames. The river crossing will be done with a 200mm0 HOPE pipe to provide flexibility at the weir crossing.

The sewer run off was calculated to be 420 m3/day.

4.4 STORMWATER:

A stormwater management plan is available in a separate report. This report discusses the mitigation measures required to attenuate the stormwater run off, as well as improve the quality of the runoff in accordance with the City of Cape Town guidelines.

The internal pipe network will comprise stormwater pipes with sizes varying from 300mm 0 to 450mm 0 1000 concrete pipe with spigot and socket joints. Manholes and catch pits will have ductile iron covers and frames.

The proposed retention ponds will act as litter and sediment traps. We are of the opnion that the ponds are easier to maintain than traps installed inside catch pits and manholes.

4.5 SOLID WASTE:

Solid waste transfer stations will be situated at the entrance gate of each development phase. The internal collection of the waste will be done by an sub contractor. The municipality will be required to collect the refuse at the transfer stations. Adequate turning circles will be provided for the municipal refuse trucks.

The existing water reticulation network has insufficient capacity to service the proposed

development. You may consult the District Head about the timing and the budgeting for this

upgrade. The sewer network has sufficient spare capacity. The Macassar WWTW has insufficient

capacity but is being upgraded with a completion date of December 2021.

CONDITIONS

The Water and Sanitation Department requires the fo llowing conditions to be met: 1. Development contributions is payable as per the DC policy, to be quantified by the

Reticulation District Head. 2. The water main reinforcement to supply the area South of the N2 must be installed . 3. The upgrade of the Macassar WWTW has to be completed, expected December 2021 4. All link services are required to be installed prior to occupation. 5. All costs, relating to a lterations to the existing water and sewerage systems and' the provision of

new water and sewer connections, will be for the account of the owner.

\ DDITIONAL TECHNICAL REQUIREMENTS 6. The water and sewer capacities allocated according to this document shall not be reserved if

not taken up before the lesser of 5 years or the approved development period. 7. The owner is responsible for application for the new water meter or sewer con nection including

for relocation, at the standard tariff to the Retic ulation District Head. 8. Water and Sanitation municipal services are to be designed according to Departmental

Service Standards and be approved prior to construction. 9. Handover of any municipal water and sanitation services will be subject to quality control

during construction .

1. INTRODUCTION TO W2 AFRICA

Thank you for your interest in W2 Africa's Treatment Plants. W2 Africa is a Cape Town-based firm that designs, manufactures, and installs water and wastewater treatment plants that cater for private dwellings, developments, rural schools, shopping centres, wine cella rs, abattoirs, dairy farms, food and beverage producers, hotels, lodges, mines and many other applications.

Our treatment plants are loca lly manufactured, modular, have a small footprint, are easy to insta ll and operate, have minimal energy requ irements and are very low on maintenance. Our plants comply with local and international regulations: commissioning includes registration with government and municipal authorities.

We have an in-depth understanding of the water and wastewater sector with a proven track record of successfu lly comp leted projects. Each site is assessed, and a site-specific solution offered, where we take ca re of the total value

chain: project implementation, regulation, operation, maintenance and training.

2. THE BIOSUB'M SEWAGE TREATMENT PLANT

2.1 The Process

Our BioSub'" Sewage Treatment Plant is a submerged bio-contactor that utilises the treatment capability of natura l organisms to treat genera l household sewage and grey water to an exce llent quality effluent, that can be re-used for irrigation, flushing of toilets, or discharged to a soak-away, dam, ri ver or wetland. It consists of separate zones or chambers, each designed to remove specific pollutants from the sewage. Special bio-filter packing material provides a large surface area for bacteria to sett le on and to grow into a thin bio-film layer. As the sewage flows over this bio-film layer, the bacteria remove pollutants from the surrounding fluid an d start to multiply, until the layer becomes too thick and breaks off as sma ll pieces, ca ll ed humus. Humus is recycled back to the inlet chamber with a return pipe, thereby keeping a healthy mass of functional bacteria in the plant. Humus must be wasted from the plant from time to time, otherwise the plant w ill become anaerobic and the treated effluent quality will deteriorate. Each plant's chambers can be sized and configured differently, to suit any site. The plant and can be installed as a stand-a lone unit, or after a septic tank.

2.2 How It Works

2.2.1 The BioSub'M STP as a stand-alone unit

Sewage enters the inlet chamber and flows through each chamber unti l it leaves the plant via the outlet

chamber. Each chamber has a unique function and is described below.

• The septic chamber stops sanitary products, condoms and other unwanted objects from entering the

other chambers. Settleable solids also settle out in the septic chamber.

• Denit rification takes place in the anoxic chamber. It contains bio-filter packing material that provides

sufficient surface area for denitrifying bacteria to grow. Nitrified effluent, which is recycled back from the

clarification chamber, is converted to nitrogen gas, which escape to the atmosphere as tiny bubbles.

• The reduction of biodegradable COD (or BOD) and the conversion of ammonia (NH3) to nitrite and nitrate

(NO, and NOi) occurs in the aerobic chamber. It also conta ins bio-filter packing material that provides

sufficient surface area for heterotrophic and nitrifying bacteria to grow. Atmospheric air, contain ing

oxygen, is blown into th is chamber with an external blower, via diffusers located on the floor of t his

chamber. The diffusers release fine micro air bubbles into the surrounding liquid, from whe re th ey move

upwards through the bio-fi lter packing material, provid ing the required oxygen for the bacteria to grow.

• Humus sett les-out in the clarification chamber. The recycle pipe inlet is situated close to the f loor of this

chambe r.

• Calcium Hypochlorite [(a(OClhl tablets are placed in the outlet chamber, which acts as a chlorine contact

tank, where disinfection takes place. This chamber w ill also house a submersible pump, if it is requ ired

that the treated effluent be pumped to a reservoir, irrigat ion dam, river, irrigation system, or other end

use.

2.2.2 The BioSub'''-Plus STP in combination w ith a septic tank

When t he BioSubOM STP is used in combination with a septic tank, the capacity of the treatment plant is

increased significantly. This is achieved by utilising the septic tank simu ltaneous ly as a flow and load

equal isation tank} while the 2nd and third compartments act as an anaerobic and anoxic zone. The BioSub™ STP's internal compartments are utilised as an aerobic zone only, thereby increasing treatment capacity

significantly. A recycle pipe back to the septic tank creates a un ique configuration, resulting in high qua li ty

treated effluent. This modified plant is ca lled a BioSub""'-Plus STP.

Th is septic tank BioSub""'-Plus combination sewage treatment plant is ideal for residential developments,

shopping mal ls, and other app lications where less control of incoming sewage qua li ty exists . This option

enables ease of operation, since humus from the BioSub'''-Plus unit can be regularly wasted to the septic tank

and the septic tank itself can be cleaned with a vacuum tanker once or twice per year.

2.3 How It Lool,s

Ou r BioSub'" Sewage Treatment Plant comes in the following capacities: 3, 7, 10, and 15 m3/day. These capacities are doubled when combined with a septic tank. Each un it consists of:

• An industria l duty fi breglass underground tank manufactured from industrial rated non-organic materia ls to achieve max imum endurance

• Internal pipework, baffles, va lves and bio-filter packing materia l

• 105 to 1 500 W external blower (sized according to sewage qual ity)

• Sewage pump (optional, if req ui red)

• Treated effluent pump (optional, if requ ired)

• Electrical control panel with sms-system

• Fibreglass cover for the blower

• Solar panel system (optional)

• Polishing fi lter (optional)

2.4 Treated Effluent Qua lity

The treated effluent complies with South African General Limits, as per Table 2.1 of Schedule 2, Discharge of Waste

or Water containing Waste into a Water Resource through a pipe, canal, sewer, or other conduit [Section 21 (f)],

of the Revision of General Authorisations, in terms of Section 39 of the National Water Act, 1998, (Act No. 36

of1998). The effluent can therefore be discharged, or be re-used for irrigation.

2.5 Maintenance Requirements

Our BioSub'" Sewage Treatment Plant is controlled with a control panel and therefore runs automatically, without

requiring operator intervention. However} inspections and services are required from time to time. Typica l services

include removing sanitary products and other unwanted items from the inlet chamber with a swimming pool type

net, testing the sms-unit for alarms conditions, sampling and analysis of the treated effluent and general

housekeeping.

When the BioSub'" Sewage Treatment Plant is installed after a septic tank, most unwanted items are kept back in

the septic tank and do not enter the plant itself. The septic tank can be cleaned annua lly with a vacuum truck.

Humus that is wasted from the BioSub'" plant (usually annually) can simply be pumped to the septic tank during.

A customer's staff can be trained to conduct services of the plant themselves. Alternatively, our service team can

be requested to conduct services on a regular basis.
