interim progress toward achieving the 2012-13 milestone commitments.

Together with pollution limits and state specific plans, this Chesapeake Clean Water Blueprint

outlines the path to the restoration of local rivers, streams, and the Chesapeake Bay.

The analysis looked at practices within three pollution source categoriesagricultural runoff,

urban/suburban sources, and wastewater treatmentbased on their potential to provide substantial

nitrogen, phosphorus, and sediment pollution reductions and offer important lessons for implementationmoving forward.

We are encouraged that states are working to reach their milestones and, in some cases,

significant progress has been made, said Hilary Harp Falk, co-chair of Choose Clean Water Coalition.

However, after reviewing the data, it is clear that we need verification protocols to help local, state,

and federal programs ensure that practices are properly designed, installed, and maintained over time.

In addition, CBF and CCWC believe that the next set of milestones, from 2014-15, should be

reported at the basin or county level, as opposed to only at the state level. Local jurisdictions will play

an important role in the restoration of local waterways, which is critical to long-term success.

Restoring local rivers and streams, and saving the Chesapeake Bay, will provide benefits today

and for future generations. If progress is not made we will continue to have polluted water, human healthhazards, and lost jobsat a huge cost to society. Reducing pollution and restoring local water quality

will create jobs and enhance local economies.

With Nearly $300 Million At Stake, House Returns Monday To Do Fiscal Code Bill

Budget Secretary Charles Zogby said Tuesday if the House does not concur in the Senate-amended

Fiscal Code bill-- Senate Bill 591 (Vulakovich-D-Allegheny)-- by August 1, the General Fund budget

could be as much as $300 million short of being balanced.

On Wednesday, House Republicans announced the House will reconvene on Monday, July 15

to act on the bill.

The Fiscal Code bill delays a $135 million automatic transfer to the states Rainy Day Fund,

provides $70 million in funding for enhanced revenue enforcement, authorizes the transfer of $17.7

million from the Racehorse Development Fund and another $29.5 million to the motor license fund.

With respect to environmental issues, the bill includes provisions related to eliminating General

Fund appropriations to DEP for the Consumer Energy Program for FY 2012-13 and FY 2013-14,

appropriates $150,000 for independent research regarding natural gas drilling to DEP, gives priorities to

municipalities in counties of the sixth, seventh and eighth class with approved applications for Sewage

Facilities Planning Grants, extends the payback of the Storage Tank Fund to July 2029, $3 million was

appropriated to the Commonwealth Financing Authority for water and sewer projects costing between
