This EU-project is a study on the development of a technology and service oriented, energy-efficient in-termodal port system as best practice business model for the deployment in existing Danube ports.
The action addresses Priority Project Nr. 18 “Waterway axis Rhine/Meuse-Main-Danube” of the TEN-T net-work. The action has a general approach aiming at the development of an eco-efficient Danube engineering and operation port system, in line with the principles of the “Joint Statement on Guiding Principles for De-velopment of Inland Navigation in the Danube River Basin” (ICPDR, Danube Commission, Sava Commissi-on, 2008).
The overall objective of the project is to turn the port of Giurgiu into the first “Green Danube Port” based on integrated energy-efficient concepts and comprehen-sive environmental measures for intermodal ports.
The action will ensure the first steps towards the deli-very of the overall objective, through a study compri-sing several technical concepts and feasibility studies. Three specific objectives will be met by carrying out four defined activities within the Action.
First specific objective: • analyse the current situation
Second specific objective: • develop concepts for innovative technology at
the port
Third specific objective: • design the new port and define its business model
The following activities will be carried out within the project:
Activity 1 - Status Quo Analysis: This activity will address the first specific objective by identifying, describing and assessing the current sta-tus of infra- and supra-structure, port operations, cur-rent market situation and market position as well as
the environmental situation and the eco-performance of the Port of Giurgiu.
Activity 2 - Innovation & technology concept:This activity will address the second specific objective by developing a comprehensive port concept for the Green Port Giurgiu as a best practice model. A green and energy-efficient Danube ports model, an infra- and supra-structure concept, enhanced information systems and consumer-oriented operational concepts are developed.
Activity 3 - port design and business model:This activity will address the third specific objective by elaborating the preliminary port design and the defi-nition of a related business model.
Activity 4 - project management:This activity comprises the coordination within the project team, the interaction with external parties and the documentation of the progress in the project. In addition, dissemination activities form an important part of this activity.

Statement by Ralph Gallob:
„We want to turn the port of Giurgiu into the first green port in Europe.“
The EU-project “HIGH PERFORMANCE GREEN PORT GI-URGIU” is a study on the development of a technology and service oriented, energy-efficient intermodal port system as best practice business model. The overall ob-jective is to turn the port of Giurgiu into the first “Green Danube Port”. “Green” in this content means, that it is more efficient to transport goods on the waterway than on the road or railway. For example 42 trucks are needed in order to transport the load of one single ship. It is obvious that an increase in waterway trans-port has a positive environmental impact.
Also measures for energy efficiency and the revitaliza-tion of the existing port area and infrastructure contri-bute to the green-port-system.
“The Romanian market has very high potential.”
The aim of investing in the Romanian market is on the one hand its high potential as an emerging market. On the other hand Giurgiu is a hotspot on the Danube corridor. The logistic terminals of our company sites in Moerdijk (Netherlands) and Linz (Austria) are connec-ted perfectly with this new site. Also the transfer of knowledge and experience to Romania is very impor-tant.
ILR plans to invest a tri-modal port with a high-tech warehouse, whereas the port in Linz should act as a model. Our vision is to make the port of Giurgiu the first state-of-the-art, high performance port in Eastern Europe. With our investment we want to increase the amount of goods handled at the port of Giurgiu. New products and services should be offered to a wide ran-ge of customers in new markets. Also services for the Bulgarian and Turkish markets should be offered.
The benefits for the town of Giurgiu are obvious: new jobs, stimulation of the economy and new infrastruc-ture (road, railway, quay, water basin). The port of Gi-urgiu should in the end act as a model for all other Da-nube ports.
Statement by Nicolae Barbu:
March 12, 2014 is an extremely important date for the municipality of Giurgiu, in the context in which the project released today, will become a landmark for both the authorities and the private sector. Approved in the financing period of 2007-2013 and released in the beginning of the cycle 2014-2020, the project na-med “High Performance Green Port Giurgiu” is therefo-re the cornerstone for further development of the city. I am convinced that the multiple opportunities in inf-rastructure that this project provides will lead to other related investments in the city of Giurgiu, and to the development of new businesses based precisely on taking advantage of tri-modal transportation. For the city of Giurgiu this project opens new perspectives and represents a model of good practice in terms of attrac-ting European funds even more because we need such models of successful projects for the new funding cyc-le. The existence of a tri-modal center in Giurgiu, will be without doubt an attraction for new investors who will knock on doors of the Free Zone, thus we can provide attractive conditions for the development of new busi-nesses. I conclude by congratulating the project team and by expressing, once more, my joy and satisfaction that Giurgiu is hosting such an event and that it is the chosen city for the implementation of this major pro-ject.
Statement by Alexandru-Razvan Cuc:
Here we are one year after our first disscussion with ILR Logistica Romania S.R.L. regarding the project „High Performance Green Port Giurgiu“, a very important step not only for the Free Zone Administration but for the entire municipality and also for the county Giurgiu.
Taking into consideration that the Free Zone is a state owned company and the money for the infrastructure and developpment are few due to the difficult econo-mic situation in all the contry, this project will add va-lue to the servicies offered by the Free Zone in order to remain a competitive player on the existing market.I want to thank one more time to ILR Logistica Roma-nia S.R.L. for taking us partners in this project and I‘m confident that when the whole project will be finalised a strong boost will be felt in the economy and social life of our city.

Giurgiu town, political, administrative and cultural centre of the county with the same name, is situa-ted at 60 km south of the capital - Bucharest- on the left side of the Danube river. It has 55.000 inhabitans (aprox.) and a total surface of 4862 ha, from which 2.154 ha are inside the town.
Giurgiu Town is on the Pan-European transport pas-sage no.9. The Danube and the Rhine - Main - Danube Channel connect Giurgiu, on river way, with 9 coun-tries and two seas: Black Sea and North Sea.
Between Giurgiu and Rousse there is the only exis-ting bridge over the Danube, connecting Romania and Bulgaria. The potential of work force from Giurgiu Town is about 35.000 persons.
In Giurgiu work commercial socities with profile in machinery building, chemical products, textiles, food products, routier, railway and river transports, civil and industrial buildings, trade and services. In 1996 Free Zone Giurgiu was set up, with a surface of 156 ha.
The economic development of the town, by setting up a favorable framework for the investiments and the private initiative and for the achievement of some projects regarding the local development, through an active public-private partenership, through the ex-tension of Giurgiu Free Zone and through the deve-lopment of the industrial park.
The urbanistic development of Giurgiu Town, through systematization of the central area and of the district areas, putting in value of the areas from the Danube’s bank.

Giurgiu Free zone was settled up by no. 788/1996 Romanian Government Ordinance in order to promote international trade and bringing foreign capital, as well as for the augmentation of the possibilities to use the na-tional economy resources, both the placement and the existence of some users having industrial activity grants it a special trait.
Beyond the traditional function as gravitational centre for commercial international flows, Giurgiu Free Zone has as main objectives attracting foreign investors for developing industrial activities as well as stimulation of processed products.
What distinguishes it from the other free zones from Romania is the fact that it has a mainly industrial profile, here is functioning beginning with its set up and pro-duction unities.
Giurgiu Free Zone is located in southern Romania, in Gi-urgiu, main port at the Danube, just 60 km from Bucha-rest, being the point at intersection the main road corri-dors traffic, rail and river international.
Its position in Giurgiu, the main Danube‘s harbor, has a major advantage for the merchandises fluvial transport, the Danube offering a natural connection with all the Danube ports until its flow into the Black Sea.

The canal Danube-Black Sea realizes the con- nection between Giurgiu Port and Constanza port – the main “maritime gate” of the country.
As well, the Danube is assuring for the Giurgiu port all the river connections with the eight river-side countries from East and Central Europe, and by the Rhine-Main-Danube Canal, its connection with the West European countries and having as sea port at the North Sea, the Rotterdam harbor.
