industrial value chains » are part of the third pillar of EC-funded cluster
initiatives
❖ Max € 5 million per project with 75% of budget to support innovation in SMEs
❖ Total of 13 ongoing projects: 9 projects (2015-2017) reaching out to > 3,000
SMEs & supporting nearly 500 SMEs directly, e.g. through innovation
vouchers (€60,000); 4 additional ones started in spring 2018

Challenges for developing cluster enabled new cross sectoral value chains
➢ Market testing of new value chains via cluster ecosystems (experts, investors …)
➢ Role of users/first clients in validating new value chains
➢ Combining international and new cross-sectoral value chains needs enablers .. technology SME cannot go it alone…
➢ Scale up support required for new value chains .. Requires new types of services?
➢ How can clusters provide platforms to showcase start up technologies to large companies : how to promote market disruptors?
➢ Horizontal technologies (AI) impacting across all traditional industrial chains … where to focus?
➢ Supporting emerging industries can be part of the S3 process and enhancing regional competitiveness – choices that should aim to create linkages between sectors

➢ Access point to internationalisation and cooperation services. Country profiles relating to economic conditions and cluster policies:
➢ Columbia: Colombian Cluster Network, Red ClusterColombia launched in 2013 with 80 acitve clusterspresent on a cluster,portal. Focus on Innovation support and SME competitiveness
➢ Canada : Innovation Supercluster Initiative (ISI) launched in 2017, with 950M$ over five years, a “super cluster” support programme focussing on 5 high priority sectors Key partners for the EU ESCP-Go International partners.
➢ Singapore: Industry Transformation Maps (ITMs) initiative identifies some 23 priority sectors, all launched between 2017 and 2018. Within these sectors “cluster like” organisations are responsible for animation and identifying investment priorities
➢ Future Growth Industries and Markets Committee has identified the key industry clusters (such as healthcare and urban solutions) and internationalisation opportunities, based on global trends and Singapore’s comparative advantages.
