Overview
Goals and objectives of NBA
• Nirmal Bharat Abhiyan (NBA) is the flagship programme under the Ministry of Drinking Water and Sanitation for implementing through the States, Rural Sanitation in the Country
• Goal : Creation of Nirmal Grams that are Open Defecation Free (ODF) with arrangements for garbage disposal and drainage.
• Objective: Provide 100% access to sanitation for all rural households by the year 2022 with 50% by 2017

Salient Features of NBA
• Improve quality of life in rural areas by providing holistic sanitation coverage
• Motivate communities and Panchayati Raj Institutions to promote sustainable sanitation through people centred and saturation approach
• Adopt incentives based approach for building individual household toilets, community sanitary complexes, school/anganwadi toilets
• Develop community managed environmental sanitation systems for Solid and Liquid Waste Management in rural areas
• Achieve sustainable behaviour change with sanitary facilities leading to ODF free Gram Panchayaths

Recent initiatives
• As per XIIth Five Year Plan document, Water supply in Schools, Anganwadi and Community Sanitary Complexes are to be provided using funds under NRDWP. Sanitation and water supply departments in States must take proactive measures on this and ensure the supply of water to these institutions and especially to toilets constructed in these buildings.
• SLWM activities have been given special emphasis in the NBA, and may be taken-up in all GPs irrespective of whether they are NGP or not. MDWS is providing assistance to States to formulate a State-wise SLWM Policy, by releasing a framework from the which will be finalized and circulated by the end of 2013-14.
• NBA Guidelines have been recently amended to include for Menstrual Hygiene Management (MHM) activities as an eligible activity under the SLWM component. These should be planned for in the AIP for 2014-15.
• With respect to capacity building of stakeholders, TNA exercises have been done/have to be done by each state and a HRD/Capacity Building Plan prepared and implemented as part of the AIP.
• NBA funds from MDWS level are now being released to the states and state has to allocate and release to districts where the funds are needed. District allocation will not be done by MoS.
• The Financial reporting in the NBA-MIS is currently inaccurate. The same will be updated by calling the Focal MIS Officer of each state with relevant records, so that actual position based on Audit reports and transfer of funds can be entered on the MIS. All financial allocation and expenditure of TSC/NBA on MIS will be reconciled by MoDWS by 31/3/2013, so that actual position is reflected
Recent initiative…
• Currently the reporting by States/Districts of the MPR (Fin. and Phy) on the NBA-MIS is not satisfactory. As of now, these figures are being entered on an adhoc basis from the district level. Thus involvement of the State level department is minimal, which is affecting the quality of the data. onth. Similarly the district MPR will not be entered in a lumsum by district level.
• From 1.4.2014, States will have to validate the monthly MPRs of each
district by 20th of the mvel. GP-wise (with beneficiary name) will be entered which will be consolidated to give district level monthly progress, which then has to be validated districtwise by the State NBA coordinator.
• As per the national targets, 50% of the GPs in the country have to reach Nirmal status by 31.3.2017. Thus with respect to nominating GPs for NGP awards, the Guidelines of NBA have been amended in December 2013, and the restriction of the number of new NGPs in State each year, which was earlier three years’ average plus 25% has been removed.
Recent initiative…
• MDWS has in December 2013 issued guidelines for utilizing CSR in Rural Sanitation. Competent implementing agencies shall also be empanelled by MoDWS soon. These agencies will be able to take up sanitation activities by entering into tripartite agreements with companies and GPs. State will have to set-up a mechanism to facilitate the use of CSR funds in Sanitation
• IEC has been one of the weaker components under the NBA. The MDWS has initiated a large media campaign on the NBA on both Government and Private TV as well as radio channels. Now that the SHACS has been launched, States are to prepare State and District level IEC plans on the basis of the SHACS and include and implement the same as part of the AIP. Assistance is available to the states to prepare these Plans
• MoDWS shall be nominating an officer to attend the SLSC (NBA) meetings in each state so that the involvement of the MDWS can be made more effective. State shall have to invite the MDWS representative for each meeting.

Barriers/Challenges as identified
• The biggest challenge before us is triggering behaviour change in vast section of rural population.
• Lack of effective monitoring of usage and sustainability of the toilets
• Having dedicated sanitation focussed manpower /infrastructure concerned specifically with implementation of sanitation initiatives
• Inadequate focus on hygiene promotion
• Weak supply chain affecting post construction support and O&M
• Low focus on SLWM

Key Success Factors
• Mobilization of political will and creation of an enabling environment to support program implementation is possible • Changing behaviors is important for ending open defecation and achieving total sanitation • Committed financial and manpower resources • Effective NGP Programme can play an integral role in scaling up TSC/NBA
