Notes from Supervisor Runion’s Offi ceTh e change of seasons is certainly upon us as we move into November, and things are busy within your Town government.

Th e Guilderland Highway Department is busy with its annual leaf collection operation. Th e large leaf vacuum trucks are circulating in all of the areas of the community where they are able to operate. Pick-up schedules were included in the Town newsletter, which was mailed to all of our residents in September. If you didn’t mark your calendar with the collection schedule for your neighborhood, you can check for the correct date for your street on the Town website, www.townofguilderland.org, or you may call the Town Highway Department direct at 861-5108. Please be considerate of both the Highway Department work crews and of your neighbors (particularly the children!) by avoiding leaf and brush piles or stacked leaf bags that can obstruct the vision of drivers, bicyclists, and pedestrians. Also, please remember that brush placed by the side of the road for pickup needs to be cut into lengths no longer than 4 feet, and tied securely into bundles that can be picked up by a single worker.

Th e McKownville Park project at the site of the former McKownville Reservoir is well under way. Th is project will serve two purposes. Th e fi rst is to reduce both the frequency and the severity of fl ooding along Western Avenue in front of Stuyvesant Plaza by increasing the ability of the water body on the site to hold water in a severe storm situation, and to move that water downstream more effi ciently. Th e second is to create a neighborhood-scale pocket park on the site for the enjoyment of both neighborhood residents and shoppers and workers in the Stuyvesant Plaza area alike. Th e project should be complete before the start of winter. We are extremely grateful to Assemblyman John McEneny, the New York State Department of Transportation, and to Stuyvesant Plaza for their help in providing the fi nancial assistance needed for the completion of this project.

Th e Guilderland Town budget for 2010 has been submitted to the Town Board, and can be viewed by anyone interested in the details on the Town website. Copies may also be obtained through the Town Clerk’s offi ce. Th e budget will be voted on by the Town Board at its meeting on November 5. Budget preparation in the diffi cult economic climate that everyone- individuals and families, businesses, and government at every level- is in at this time is a real challenge. We have taken a conservative approach to estimating 2010 revenues, and have been equally careful about approving spending requests in creating the 2010 budget. I am pleased to report to you that the proposed budget does not re-duce Town services in any meaningful way, and that it calls for the current Town tax rate of 26 cents per thousand dollars of assessed valuation to remain unchanged in 2010.

Th e Zoning Review Committee appointed by the Town Board in August continues with its work of reviewing the Town Code and discussing various aspects of it with interested people throughout the Town. Th e group’s eff orts involve assessing the current zoning law that Guilderland has on its books and recommending to the Town Board any changes to that law that it may consider to be appropriate. Th e group is also reviewing the forms and procedures used by the Town in the processing of various permit applications in the Planning and Zoning Depart-ments to determine if changes to forms or procedures should be considered as a way to make the handling of such applications more effi cient and user-friendly.

November is the month when Th anksgiving occurs. We all have much to be thankful for in a community like Guilderland, and I would like to extend my personal best wishes and those of the staff of the Town of Guilderland for a safe and pleasant Th anksgiving for all of our Town’s residents and their families.

Community Caregivers Volunteers make a real difference.They’re good neighbors who drive disabled, elderly, and non-driving persons for medical appointments, visits to family in nursing homes, etc. They can either accompany a client who needs assistance or do the shopping for such items as food, prescriptions, or personal items.

Caregivers Volunteers offer Respite Services providing a caring pres-ence so individuals and families who care for someone with demen-tia, a chronic illness or in end-of-life care can enjoy a break from their caregiving responsibilities.

They prepare and deliver simple meals for individuals and families tem-porarily unable to provide for themselves, including delivering food from local food pantries.

They perform light housekeeping such as dusting, vacuuming and straightening up as needed – weekly, biweekly, or monthly.

They do chores and laundry – minor home repairs, carrying packages, trimming hedges, cleaning flower beds, planting, raking, mowing, organ-izing closets, unpacking boxes – all at no cost

Dear Readers-

The leaves are falling, the trick-or-treating is over, and all across Guilderland, signs of the holiday season are starting to appear. I cannot believe how fast the fall has fl own! Make sure you check the town’s website for the leaf pick-up schedule, and get those winter coats out. To get in the mood for the holiday season, you are welcome to join us at the Appel Inn for a pre-holiday mixer catered by Elegant Touch on November 12 at 5:30 pm.

If the upcoming holiday season on your mind yet, I am sure the ongoing debate on health care reform is. The initiative can be confusing to understand. Thus, the GCC will have a timely panel discussion on how to lower your health care costs. It will be sponsored by Heritage Village/Burns Management, and held at the Heritage Village Community Room, located off of 155, on November 19 from 11:30

am-1pm.

One of the upcoming events I look forward to every year is the GCC annual holiday party. It is the celebration of a fantastic year that all members of the chamber and community can enjoy! This year, we are keeping the party at the GCC offi ces. It is sponsored by Key Bank and will be held on December 2. It is themed “A Taste of Guilderland,” as it will feature fantastic hour devours, light entrees, and decadent desserts from 6 different restaurants from the Guilderland area. We will also be showcasing gift baskets from area businesses from November 18 until December 2, when they will be raffl ed off in a Chinese raffl e at our holiday party.

The GCC also prides itself on its desire to give back to the community. The holiday season is one of the best times of year to do this. Once again, the GCC will hold its Holiday Angel Program that allows members of the community to “adopt” a family in the Guilderland school district. Last year, we adopted 25 families and brightened their holidays with donations of toys, grocery store, shopping mall and wal-mart gift cards. Trust me, it makes for a happy holiday for everyone.

One of the biggest concerns from parents during the back-to-school season is bullying. Some 160,000 kids skip school everyday because they fear of being attacked or ridiculed by bullies. The good news is that these disturbing statistics can be limited with the proper education.

As an person that has worked with hundreds of children on anti-bullying strategies, I have found that the most important skill a child should have when dealing with bullies is confi dence. No matter what you teach a child, it will not be effective without the confi dence to put the lessons into action. Children that fall victim to bullies usually are targets because they lack the confi dence to stand up for themselves. Therefore, it is very important that you begin instilling confi dence within your child if you want him or her to effectively handle bullying.

Here are a few tips on how you can build confi dence within your child:

Make sure that you are a good listener when talking with your child. Try not to ignore your child’s feelings. Children are more confi dent when they feel like they are being heard. If you, as a parent, take the time to listen to your child then he or she will have more confi dence to speak their mind when dealing with bullies.

Pay attention to your child’s moods. If your child is grumpy or agitated, then most-likely he or she can act the same way around other children. That can increase the chance of your child falling victim to unnecessary arguments and fi ghts with others. Factors that can affect your child’s mood include:

• Lack of proper sleep each night. Children need at least 8 hours of total sleep per night. If they are not getting the proper amount of rest, then it can affect their mood the next day.• Insuffi cient diet. Certain foods affect children’s moods including

foods that are high in sugar, caffeine or fat. Keep your child’s diet balanced with plenty of fruits and vegetables.• Lack of exercise. Children that do not exercise regularly tend to have a lower level of energy which will affect his or her mood. This can

with your child about anti-bullying strategies. Here are fi ve strategies that you should review with your child:1. Assert yourself. Have your child practice standing tall and using a strong voice saying: “That’s teasing. Stop it.” or “Stop making fun of me. It’s mean.” 2. Use “I want.” Role-play with your child by having him or her address you (the bully) by saying: “I want you to leave me alone,” or “I want you to stop teasing me.”3. Question it. Have your child practice responding to an insult with a non-defensive question: “Why would you say that?” or “Why would

you want to tell me I am dumb and hurt my feelings?” 4. Ignore it. Bullies love it when their teasing upsets their victims, so help your child fi nd a way to not let his or her tormentor get to him/ her. Pretend they’re invisible, walk away without looking at them, quickly look at something else and laugh, or look completely uninterested.5. Make Fun of the Teasing. Teach your child how to reply to bullies by saying something like: “Wow, you are so smart because you pick on other kids.” Or, “Did you think of that all on your own?”

Remember, the key to dealing with bullies is all about how confi dent your child feels. The strategies above only work if your child is confi dent enough to say them. Role-playing is only half of the lesson. You child must be exposed to enough role-models and equipped with the proper amount of stimulants that increase confi dence. Conclusion

Like it or not, almost every child will come face-to-face with a bully. If you follow the tips in this article, you will equip your child with the skills necessary to deal with bullying. Although bullying cannot be prevented, it can be limited. Children will become more resilient as they overcome obstacles and build more skills. Bullying is one obstacle that your child can overcome.

Keep your child active in extra-curricular sports and activities. Your child will make plenty of new friends and learn skills which can build confi dence. Make sure the activities are healthy and are focused on character development. Also make sure that the teachers and coaches are experts at working with children and building confi dence. If you pick the right activity, then you will notice a change in your child’s confi dence almost immediately.

A. Refl ecti on Nail Salon is a brand new salon which opened up Wednesday, October 5, 2009.

Q. Where are you located and were you always in the same locati on?

A. We are located at 5 New Karner Road in Schuyler Corners which is on the corner of Route 155 and Western Avenue.

Q. How and why did you get into the business?

A. Growing up, my mother always had her own salon. Seeing how hard she worked and what she was able to accomplish by following her dreams, made me admire her and want to follow in her footsteps. I am very happy to add Refl ecti on Nail Salon to the many salons I own.

Q. Do you have many regular customers?

A. Since I have been in the business for a while, I have built a good customer base. I love having them come see me at Refl ecti on. I also appreciate that they recommend other customers to me as well. It is always a pleasure to be able to make my clients feel special.

Q. What year did your business start?

A. I started Updo To You in 2005 as a convenience to local and out of town brides and bridal parti es.

Q. Where are you located and were you always in the same locati on?

A. I am located at Avanti Hair Studio in Guilderland. Updo To You is a business that is done primarily at the Bride’s locati on.

Q. How and why did you get into the business?

A. I started doing upsweeps on hair in 1990 in the salon. Bridal parti es would come in together to have their hair done for the big day. I always love to make women beauti ful and on a wedding day all the girls are princesses. Someti mes there was some stress on the bridal party when one of the girls was lost and could not fi nd the salon, or one of the girls was not quite on ti me. The bride would someti mes stress that the veil would get caught in the car when she had to drive home. My idea of a perfect wedding day is NO STRESS for the bride. So this is when Updo To You was born. All the girls have their fi nal slumber party aft er the rehearsal dinner and I go to them in the morning. No getti ng lost, late or wrinkled. It is the most comfortable for the bride and her girls. I take care of all the ti ming and I am at their service. The girls can have a great ti me and are comfortably dressed just hanging out with their best friend, the Bride.

Q. Do you have many regular customers? Is there anything specifi c that they are always coming in for?

A. Most of my customers are one ti me only for their weddings. However, I do get many referrals from the brides and bridal parti es. I also go on locati on to make girls going to proms beauti ful as well as special events such as runway beauty shows. Girls that I start doing for proms tend to be the repeat customers. I do their hair for their junior prom, senior prom and then wedding day.

Q. Are you known for anything special?

A. I am a hair stylist at Avanti Hair Studio. I specialize in hair coloring, precision cutti ng and putti ng hair up on locati on.

Q. What hours are you open?

A. I go to locati ons as early as 5 a.m. if needed. The ti ming depends on how big the bridal party is and what ti me the photographer is arriving. I like to be fi nished with all the girls one hour before the photographer arrives. This keeps everyone on ti me. I give each girl one hour of my ti me.

Q. What do you love most about the business?

A. What I love most about my business is that it gives me the opportunity to make other women happy. They are comfortable, relaxed and beauti ful. I love to see a smile on their faces before the big day. I also love my business because it is a fun morning for me. I have a great ti me with all the girls.

Q. What do you think is your biggest challenge with the business?

A. My biggest challenge is distance. I will travel anywhere to take care of a wedding party or special event. I do charge a travel expense if they are one hour or more away from Albany. I have done weddings in Las Vegas, Long Island, Cape Cod and New York City.

Kids Celebrate Veterans Day On the Wings of

Heroes

Young people in grades 4 through 6 are invited to celebrate Veterans Day with a program that starts at 1 pm (on November 11, of course) that discusses On the Wings of Heroes, Newbery

Medal-winning author Richard Peck's graceful book of prose and sly humor that recaptures the gentle pace and sense of community in Middle America before and during World War II. The program continues with fun examination of the Powers of Persuasion posters of World War II.

This program is made possible by a grant awarded to the Library through the “We the People” Bookshelf, funded by the National Endowment for the Humanities in cooperation with the American Library Association.

Annual Community Caregivers Gala Honors Vincent Col-onno and SEFCU

“A Harvest Happening,” the 15th Community Caregivers annual gala, will honor Vincent W. Colonno and the SEFCU credit union.

The event will be at the Albany Country Club on Friday, November 21, starting with cocktails at 6:00.

Vincent Colonno, the Albany County Social Services Commissioner, will receive the Community Caregivers Public Service Award.

The SEFCU company will receive the Joseph A. Bosco Community Ser-vice Award. Michael J. Castellana, CEO of SEFCU, will accept the award on the company’s behalf

During his tenure at the Department for Aging from 2000 to 2007, Col-onno designed several new and enhanced programs for the seniors of Albany County with a goal of keeping Albany County’s senior citizens independent and thriving in the community.

Additionally, Colonno fostered a partnership with the Department of So-cial Services by designing and implementing a coordinated transportation program for non emergency medical appointments, and regular transports for seniors and the disabled. As a result of this endeavor, transportation services has expanded from its traditional urban and suburban areas of service to the rural and hill towns of the county.

Following his appointment as Social Services Commissioner he continued his partnerships established previously with the Aging Department as well as working closely with the County Executive in refi ning the county’s long term care system with a continued goal of giving people every opportunity to remaining in their homes.

SEFCU for fi ve years has been a major supporter of Community Caregiv-ers, providing fi nancial/charitable support and leadership and expertise by volunteers from every level of their staff. For two years SEFCU has served the Capital Region nonprofi t community with a community-wide nonprofi t fair, helping people fi nd volunteer opportunities and services to help with their families.

Established in 1934 as the credit union for state employees, today SEFCU is among the 70 largest credit unions in the U.S. with over 1,000 ways to

Services provided by Community Caregivers include transportation to doctors and other appointments, assistance with shopping, assistance to family caregivers, temporary light housekeeping, yard work, visits to the homebound, and library book home delivery. These are available not only to older residents, but also to people who are chronically ill or disabled, and to others of all ages whose needs are determined on the basis of referrals and interviews.

“The Ins and Outs of Medication Management” is the subject of a workshop to be offered by Community Caregivers on Friday, November 13th, at 11am.
