AWRA Florida Section will host the 42nd Annual Meeting at the Cocoa Beach Hilton.

Additional presentations include an update on Consistency of Consumptive Use Permitting by Janet Llewellyn, a presentation by Matt Raffenburg of Florida Power and Light and much more. This year we have two fun and exciting educational opportunities for our eco-tour outing on Friday afternoon. We have arranged to visit the Thousand Islands in the Banana River, Cocoa Beach. We have options for a guided kayak tour or a guided pontoon boat tour for a more leisurely experience. With both tours, we have Master Naturalist guides with extensive local knowledge to narrate and get participants up close and intimate with the local wildlife. Sightings of manatees and dolphins are very likely, as well as birds and other marine life. The cost will be $40 per person and will include a box lunch. We will have 18 slots available for the pontoon boat and 13 slots for paddlers, so make your reservations early and declare your preference for paddling or pontooning. If we have a lot more interest for paddlers, we can arrange for an additional vendor for up to a total of 26 paddlers. Children are welcome but must be at least 6 years old for the kayak tour.

When you register you must specify whether you will participate in the pontoon boat tour or the kayak tour. We have to provide a head count to the vendors to ensure we have a sufficient number of kayaks. The eco-tours are weather dependent.

Technical Program Summary – Lake Placid, May 2013

State of the State of Agriculture – Richard Budell, Director, Department of Agriculture and Consumer Services, Office of Agricultural Water PolicyRich gave, as always, a great presentation on what is happening in Ag. Some of the recent legislative activities:

• NNC is moving ahead with the State getting to set most of the rules. Recent consent orders propose a State solution that takes the EPA out of the mix.

• TMDL – the legislature dropped the ratification process of TMDLs, so this won’t have to go up to the hill every year. That is a procedural fix in the process that should help a lot.

• Everglades – 13 years and $880M in fuding with Ag paying into it for the next 20 years.• Water Supply Planning – a bill that would formalize Ag’s role on water supply planning passed the legislature.

While the process already included Ag, usually, this bill ensures Ag is at the table for these discussions.

Rich also discussed the changing landscape of Ag:

• Dept of Education gave the School Nutrition Program to the Ag Department! They are working to make sure local Ag is supplying local schools. Orange County, for example, increased local purchasing by 170% in the last year. Local Ag will have to make some drastic changes to be able to supply schools, instead of just shipping the fruits and vegetables to out-of-state food processors.

• Blueberry production is taking off in the State. UF predicts a 30% increase over the next few years. Currently there is about 300 acres of blueberries in production.

• 90% of FL strawberries are produced in Hillsborough County• The Coca Cola company just announced a $2B investment in FL citrus

The Department is focused on two other issues state-wide: Water Quality and Water Quantity. They have been working on NNC issues and are keeping water quality in the forefront of ag practices. For Quantity issues – domestic water supply has finally exceeded agricultural supply needs. Experts believe domestic uses will increase 40% over the coming years. Ag use will be flat.

Rick ended with a quote from Timothy Weiskel in 1990, “there is no such thing as a post-agricultural society.”

Lake Wales Ridge: Geology, Environment, and Challenges with ERP and UP permits – Blake Guillory, Executive Director SWFWMD, and Robert Beltran, Assistant Executive Director, SWFWMDBlake discussed water use in the SWFWMD area – 43% Ag and 47% Domestic, which enforces what Rich just said. For SWFWMD the switch to domestic supply exceeding agriculture happened sometime in the last ‘90s.

Blake presented a little about the features of the Lake Wales Ridge, where we are meeting today. The area is approximately 90 miles long and contains about 130 lakes. It is certainly a unique geologic and water resources feature. Later in the talk, Robert noted that 23 of the lakes have MFLs, and less than ½ are meeting them.

The SFWMD has a couple Ag specific programs:

• Facilitating Ag Resource Management Systems – FARMS; SWFME has spent $23M since 2003 for about 164 projects. This year the District has budgeted $7M for this program.

• Institute for Food and Agricultural Sciences –IFAS; SWFWMD has about 41 projects completed since 2012.• Ag SWIM – ag ground water and surface water management that helps with projects• Mobile Irrigation Labs – help farmers when they get out of compliance. Instead of punishing them, this

program helps them solve the problems they are facing. Very successful program.• While not specific for Ag, the Cooperative Funding Program is available for Ag projects. The District

has budgeted about $30M for joint projects.

The SWFMD goals for 2025:

• Meet MFLs on priority lakes• Establish MFLs on upper Peace River• Reduce the rate of saltwater intrusion in groundwater systems.

Board of Directors SummaryThe Florida Section AWRA Board of Directors (BOD) met on the shores of Lake June in the community center on May 10th, 2013 at 10:00 am. The detailed agenda and minutes will be included on our website after the BOD approves them. Highlights of the meeting include:• A discussion of our scholarships applications and the new high

school scholarship! We are working on selecting winners before the next meeting.

• The BOD continues to pursue student chapter participation! We have scholarship money available for student chapters to attend state meetings and encourage you to request support!

Dear Water Professionals,

WOW, it’s time for our annual meeting which is being held this year in Cocoa Beach. I can’t wait to see everyone and hear all the great technical presentations we have planned. We listened to your concerns about travel funding and time away from work and moved the meeting to a more central location, Cocoa Beach. So that we aren’t competing with other summer meetings, we are also meeting in late June. Lots of changes, but we think they will help us have a more robust meeting with greater attendance.

We have also made some changes to the agenda. We will start on Thursday June 27th at 1:00 with technical presentations. After we finish for the day, we will get back together for a

reception at 6:00 and then the dinner at 7:00.

The technical meetings start again on Friday morning at 8:30 and finish at 12 noon. We will meet again at 6:00 for networking at the pool bar. The eco-tour on Friday will have a couple of options to explore the Indian River Lagoon, by kayak or by pontoon boat. This meeting offers lots of opportunities to get together and enjoy talking with the top water professionals in the State of Florida.

Have you ever thought about getting involved in Florida Section AWRA and didn’t know how? Our structure includes committees as well as board members. Here are some of the hardworking committees that you could get involved with:

• Education – Manages the Rosanna Clementi Education fund making recommendations for awards and fundraising. Also works with treasurer and budget committee on funding needs.

• Electronic Records – Secures electronic storage for past Section materials.

• Membership – Manages the registration database, issues notices of renewal and coordinates material for the membership book.

• Web – Uploads files to the web and keeps it updated.

If you are interested in getting involved, let me or any other board member know. We work hard, but have lots of fun.

Grants, Awards and Scholarships The deadline for all applications for grants, awards and scholarships was May 1, 2013 and the committee is busy reviewing the submittals with the intent to announce the recipients by the June meeting. Silent Auction We are getting ready for the Silent Auction in Cocoa Beach on June 27th. We have available opportunities to socialize with Water Management District Executive Directors and our AWRA Student Chapters are making creative donations. It is not too late to make for you to make a donation for the auction. The proceeds of the auction go directly to the Rosanne Clementi Education Program that funds the J.B. Butler Science Grant, the William V. Storch Award, the new high school scholarship and student support for travel to present at conferences and to attend the Florida Section meetings.

The bidding on the silent auction items will be held all day Thursday June 27 with the winners being announced at the dinner on Thursday night.

Do not forget that every time you register for a meeting you have an opportunity to make a tax-deductible donation to the Education Program. You can also send a check payable to the AWRA Florida Section Education Fund to the attention of Rosanne Clementi, Clementi Environmental Consulting, LLC 5205 South Lois Avenue, Tampa, FL 33611, (813) 230-8100. If you want the donation directed to one particular scholarship/grant/award please put the name in the memo line on the check. StudentsIf your school does not have an active AWRA Student Chapter, you can still participate in the section and may be eligible for travel reimbursement to attend AWRA Florida Section meetings. Please speak with a member of the education committee prior to incurring any expenses to determine if you are eligible for reimbursement. If you have any questions regarding student chapters, student involvement in the Section or the Student Support Policy, please contact any Education Committee member (contact information is available on the webpage and in the membership directory). Reimbursement may also be available for students presenting at any AWRA national meeting. The Board is as generous as the annual budget will allow.

Students should contact the Education committee prior to incurring any expenses to ask the committee to consider the request.
