Comprehensive Educational Facility Plan (CEFP) Update

Why are we doing this?

The WV School Building Authority (SBA) requires every school

division in the state to update the CEFP every 10 Years

How does this benefit Summers County Schools?

The SBA is the primary non-local funding mechanism for

school facilities improvements and replacements.

The SBA awards grants each year to competing school

divisions; the Major Improvement Project grant (up to $1M)

and the Needs Project Grant) which can be up to 99% funding.

What our Team has accomplished so far…

A Team of Architects and Engineers representing all disciplines have

been to each School

Our Team documented and photographed each School

Our Team evaluated the following:

1. Site layout and features (parking, bus loop, service, etc.)

2. Building envelope (roof, exterior walls, exterior doors, exterior

windows, etc.).

3. Mechanical and Plumbing Systems (HVAC, water, sanitary, etc.)

4. Electrical Systems (power, communications and data).

Our Team also reviewed building safety and handicap accessibility

Committees and Process:

The following 8 committees were formed to get input for what should

be included in the 2020-2030 CEFP:

1. Education and Instruction

2. Business and Community Outreach

3. Fine and Related Arts

4. Safety and Security

5. Technology

6. Long Range Planning

7. Social and Emotional

8. Athletics

These committees were tasked with developing a list of suggested needs for

each school that could become part of the 2020-2030 CEFP

A public meeting (this evening) will be held to gather additional input

from the Community

The Summers County Board of Education will finalize and approve the

2020-2030 CEFP

Hinton Elementary School (1980)

Area: 46,282 SF

Current Enrollment: 372

Suggestions for CEFP 2020-2030

- Improved traffic circulation

- Additional parking

- Parking lot gates for improved

security

- Radios for communication between

drivers & bus duty monitors

- Improved exterior lighting

- Secure entrance waiting area

- New gym/indoor play area

Jumping Branch Elementary School (1950, 1963,

1971, 1978)

Area: 10,604 SF

Current Enrollment: 82

Suggestions for CEFP 2020-2030

- Improved & updated playground equipment

- New security camera system

- Secure Entrance Waiting Area

- Radios for communication between drivers &

bus duty monitors

- New gym/indoor play area

- Other major building renovations

Talcott Elementary School (2008)

Area: 24,998

Current Enrollment: 189

Suggestions for CEFP 2020-2030

- New gym/indoor play area

- Upgraded exterior lighting at

parking

- Radios for communications

between drivers & bus duty

Summers Middle School (1940, 1952, 1960,

1967)

Area: 75,644 SF

Current Enrollment: 354

Suggestions for CEFP 2020-2030

- Additional Lighting on 4th Avenue to

Balengee Street

- Trim some overgrown trees/landscaping

for security

- Radios for communications between

drivers & bus duty monitors

- Solar flashing school speed limit signs

on main road

- Provide ADA access to little gym

downstairs or provide a new multi-

purpose/activities building

Summers County High School

(1973, 1994)

Area: 130,081 SF

Current Enrollment: 446

Suggestions for CEFP 2020-2030

- Repair and re-surface the track

- Trim some overgrown

trees/landscaping for security

- Solar flashing school speed limit

signs on main road

- Complete Auxiliary Building

- Provide new soft ball field

- Renovate/repair dressing rooms

Committee(s) Recommendations

Option 1:

- Jumping Branch Elementary (JBE) may be closed and

students will be re-assigned to Hinton Area Elementary

(HAE). This will eliminate costly renovations at JBE

allowing resources to go to other county school facilities

- The Board of Education Office (BOE) may be relocated to

either a lease space or another SCS owned space that will

require significant renovations (noted in Option 2)

- The Current BOE could be utilized by HAE as an Annex for

offices, classrooms labs (STEAM), Nurses Clinic, Title 1,

etc.). This will provide additional classrooms in HAE for

incoming JBE students

Committee(s) Recommendations

Option 2:

- Jumping Branch Elementary (JBE) may be closed and

students will be re-assigned to Hinton Area Elementary

(HAE). This will eliminate costly renovations at JBE allowing

resources to go to other county school facilities

- The Board of Education Office (BOE) may be relocated to

Summers Middle School (SMS) in the Cafeteria (major

renovation required) . SMS will be closed as a school. The

SMS Gym building would be utilized by schools, community,

students, etc. This move would require significant

renovations

- Sixth, Seventh and Eighth grade students would be re-

assigned to Summers County HS Complex (become a grade

6-12 complex). This would require major additions and

renovations

Option 2 (cont’d):

- The Current BOE could be utilized by HAE as an Annex for

offices, classrooms labs (STEAM), Nurses Clinic, Title 1,

etc.). This will provide additional classrooms in HAE for

incoming JBE students.
