• Commissioned by: Senators Nunn, Lugar and Domenici

• Purpose:The Defense Against Weapons of Mass Destruction Act of 1996 sponsored by Senators Nunn, Lugar, and Domenici mandates the enhancement of domestic preparedness and response capability for terrorist attacks involving nuclear, radiological, biological, and chemical weapons. The Legislation provided funding to improve the capability of the federal, state and local emergency response agencies to prevent and, if necessary, respond to domestic terrorist incidents involving weapons of mass destruction (WMD).

Mission:• Assess a suspected nuclear, biological, chemical, or radiological

(NBC/R) event in support of a local incident commander;• Advise civilian responders regarding appropriate action, and; • Facilitate requests for assistance to expedite arrival of additional

state and federal assets to help save lives, prevent human suffering and mitigate great property damage.

Configuration of the WMD-CSTs

Personnel: 22 per team (55 teams x 22 = 1210 total)

Organization: The CST is made up of 22 soldiers and airmen. The element consists of five teams: Command, Operations, Administrative/Logistics, Medical, and Survey. Each of the teams has a specific mission which supports the overall WMD-CST.

• SOF-SA is an integral part of the overall CoM program and is looked upon for technical advice on equipment selection, maintainability and sustainability for CoM assets.

To develop a logistics support concept customized to meet the specific operational requirements of the National Guard Bureau’s Homeland Defense mission. Additionally, execute all actions via the establishment and operation of a logistics support center compliant with all governing regulatory directives and official guidance.

This capability is available to ALL agencies (i.e. federal, state, and local) involved in the Homeland Security Mission.

Current Scope of OperationsCurrent Scope of Operations• Operate the Consequence Management Support Center (DCoMSUPCEN) in

Lexington, KY.

• Maintenance, Upgrade and Secure Facilities to support the Defense Consequence Management Support Center. Includes the leasing of bays A-C and administrative areas within building 220 along with monthly utilities i.e. heating, electricity, etc.

• Receive, inspect, establish accountability, store and issue select items of equipment from the DCoMSUPCEN for a total of 55 deployed Weapons of Mass Destruction Civil Support Teams (WMD-CST) and 17 NGB-CERFP Teams.

• Support for all Commercial Off-the-Shelf and Non-Developmental Items (COTS/NDI) equipment and provisioning of consumable material.

• Receive, store, and issue float stock estimated at 15% of the total fielded

• Operate the Consequence Management Crisis Response Center during major training exercises and periods of national emergencies involving terrorist acts utilizing weapons of mass destruction.

• Provide sustainment support for the NGB WMD-CST unique items of equipment fielded to all designated National Guard units. This includes all personnel and equipment necessary to provide total logistics sustainment support for the WMD-CSTs and NGB CERFPs.

Current Scope of OperationsCurrent Scope of Operations• Operate the Support Coordination Center/Help Desk. Provide on-call technical

support to the WMD-CSTs. Coordinate all maintenance for fielded equipment and maintain a maintenance management system compliant with requirements as specified in applicable DOD and DA regulations and directives

• Maintenance of Web Based ODBC compliant databases. Includes the upgrades to the system as new technologies are developed, enhancement or processed to accommodate changes/requirements in providing quality real time logistics support to the WMD-CSTs and other agencies as directed by the customer. Also included is the routine monitoring of systems functionality to rapidly identify, locate, and correct any problems that may arise ensuring reliable sustained quality functional operation as required by the customer

• Procurement and Maintenance of Operational Stocks. This includes the replenishment of the Authorized Stockage List (ASL), training sets, push packages, and any additional special requirement when procurement is directed.

• Establish, operate, manage, and coordinate a facility where shipments in support of maintenance and calibration equipment will take place.

• Establish/deploy Forward Area Support Teams (FAST) to coordinate and provide logistics support to deployed WMD-CSTs.

• Conduct on-site logistics assistance visits to all WMD-CST home-stations as directed by the customer.

• Conduct miscellaneous unscheduled special logistics support operations as directed by the customer.

• Capable of operating on a 24/7 schedule• Conduct Warranty Management.

• Maintain accountability for standard and non-standard commercial equipment, vehicles, and other ground mobility systems; repair support for communications, electronic devices and other equipment as required, and general support/direct support to CoM organizations as necessary.

• Develop and publish internal operating procedures for the DCoMSUPCEN.

• Review, revise and update established standard operating procedures for all designated user.
