Organisational Project Management Maturity Assessment Accenture has skills and experience in the delivery of organisational project management maturity assessment and related roadmap development, re-structuring and change management services, within large and complex Australian Government agencies.

A key element of our services is Accenture’s own methodology ICT project management which includes an inventory of skills, roles, processes and related capabilities which we believe are needed to provide a mature ICT project management capability. This method, (part of the Accenture Delivery Methods™) focuses on the delivery of complex projects through the balancing of the completing challenges of Scope, Quality, Effort, Risk and Timing, (SQERT).

Some examples include:

a. NSW Information Management Transformation – Accenture is partnering with NSW Health to improve the organisation’s ICT management capabilities. The first phase of this program involved a 90-day diagnostic and planning phase to:

(i) assess current ICT operations

(ii) Define the operating model and capabilities ICT requires to achieve its objectives, and

(iii) Develop an implementation roadmap for the Transformation Program

b. Child Support Agency – Accenture was asked to review CSA’s project to separate its ICT services from the ATO (who had traditionally provided this capability). We worked with the CSA CIO, project manager and key stakeholders to assess CSA’s readiness to progress with the project and ultimately become self-provisioning of ICT services. This work included a number of assessments including the scope (ie, did it cover everything it should) of the project, the strategy to create a CSA ICT capability, and the proposed schedule and project team capabilities.

Members of the Australian Institute of Management

All consultants are individual members of the Project Management Institute

Organisational Project Management Maturity Assessment As Registered Consultants, Adaptive Frameworks have staff who can advise on the self-assessment tools for maturity assessments and/or the most appropriate independent assessment method. We normally recommend the initial assessment be conducted independently to establish a baseline against which improvements may be measured. Incremental assessments can be done internally with fresh external ones being recommended to confirm an increase in the organisations level of project management maturity.

For organisations using PRINCE2 there is a specialist subset of the P3M3 Maturity assessment P2MM which Adaptive Frameworks is licensed to administer. This allows organisations that deliver internal projects to identity their strengths, areas for improvement and build an action plan

to improve their effectiveness in the use of PRINCE2. This will lead to PRINCE2 being embedded within the organisation, helping to deliver the full benefits of using a structured project management method.

Recently we have conducted organisation-wide maturity assessments for Landgate in WA and assisted them develop an improvement plan. The firm first established its QMS in 1995 based upon ISO9001:1994 and has since undertaken over 3,000 consulting projects for clients using this system. We utilised a tailored P3M3 model to conduct an assessment, developed a gap analysis and then formulated the future state model for the organisation. Company Accreditation (Optional)

Organisational Project Management Maturity Assessment Booz & Company uses an integrated ICT Operating model framework (with seven key capabilities) to assess the project management maturity of an agency. Specifically relevant is the Project Delivery capability.

In assessing maturity, Booz & Company considers how projects are prioritised and managed end-to-end with a focus on delivering the required business outcomes on schedule and within budget. Also assessed is the level of seamless handover from build to operations, and appropriate governance that delivers value to the organisation and builds confidence in the ICT team.

At a detailed level, this could include - the engagement model between ICT and business, the appropriate mix of delivery models (in-house, out-source, off-shore; centralised versus de-centralised), whether the project management environment supports innovation, the ICT organisation and ICT project delivery performance. Maturity and support of any internally followed software development lifecycles and alignment with industry accepted best practice standards like

CMMI, CobiT, and ITIL are also assessed. It will also consider risk - how should capability risk be balanced/offset with delivery risk.

Two recent client examples:

1) For one of the largest Australian Federal Government agencies, Booz & Company developed an ICT strategy that included assessing the ICT organisation’s maturity in project delivery– this is now key input to help the ICT organisation transform itself toward a best in class deliverer of ICT services in support of its business outcomes and vision.

2) For an Australian Federal Government agency, Booz & Company was the strategic adviser for the design of an intelligence capability. Booz & Company further assessed whether the agency had the project management delivery maturity.

Other Maturity Assessment activity has included: One of Codarra’s staff was a member of a 6 person appraisal team that conducted a Class A CMMI Appraisal of elements of Jacob Sverdrup's Advanced Systems Group in the United States of America. The organisation was assessed as being compliant with a level 3. One of Codarra’s staff was also part of the Project that developed the Australian Navy’s Technical Regulatory Framework (NTRF) and developed the certification framework. This framework was based on the CMMI appraisal programme. Once the certification Framework had been established she led a team of 8 that undertook a series of 10 assessments over a three month period. Each assessment considered a Naval Engineering Organisation and whether they were suitable for accreditation as an Authorised Engineering Organisation. For those that were not found immediately suitable, the team developed a risk mitigation plan with the Organisation to allow them to work towards immediate accreditation. Organisational Project Management Maturity Assessment We achieve results for our clients through a four-phased approach:

The P3M Maturity Assessment begins by assessing the current organisational capability and maturity level. Using the maturity model P3M3, and the latest academic research, we determine the client’s desired outcomes, and target areas in which changes should be focused to optimise value; concentrating on areas known to be problematic thus having the greatest potential for improvement. The target level of maturity varies based on specific goals, strategies, resource capabilities, scope, and needs.

The Improvement Plan is derived to implement specific recommendations via a sequenced roadmap with milestones for improvement activities. The plan covers those activities that build and maintain a programme and project infrastructure of effective approaches and management practices. The plan also addresses change enablers that will help overcome any cultural barriers.

Ongoing guidance and implementation support is provided to quickly deploy the improvement recommendations.

P3M Maturity Re-assessment is a key element of our approach in order to confirm tangible benefits have been achieved. Goal conducts an abbreviated follow-up maturity assessment and compares the newer findings with the baseline maturity level. New and/or supplemental recommendations are provided to reflect current business priorities and areas of focus for further progress.

Goal’s consultants used this framework to determine performance levels and avenues for improvement in the Waikato District Health Board in NZ. The Goal Group has undertaken P3M3 evaluations for State Government Departments in Victoria, for the Attorney-General's Department, for the Department of Defence, and for several Universities and not-for-profit organisations.

Our services include defining a capability maturity map which enables our client to ascertain the strengths and improvement opportunities in their current delivery capability. In one recent example a private sector client with an established track record in on-time, to-budget delivery encountered a worrying rise in development costs. We enabled our clients to identify delivery issues related to project governance at project initiation by conducting a

structured assessment of their project management maturity and devising an improvement project plan - including a series of capability development and process improvement interventions that shaped and developed our client’s Governance and Project Direction teams. This new capability was validated by a formal accreditation assessment against the P3M3 standard. At the other end of the capability curve, ILX recently supported a public sector client - a newly created UK Non-Departmental Government Organisation - with a compelling requirement to rapidly embed best practice project and programme management. To meet this requirement ILX engaged the client’s change teams in developing frameworks based on best practice methodologies (PRINCE2® and MSP®). Once established and embedded these frameworks were assessed by ILX consultants against P3M3 and certified by the APM Group, enabling the organisation to deliver a key strategic objective of ‘mature’ delivery capability within its first 12 months of operation.

Organisational Project Management Maturity Assessment Whether establishing, reviewing or supplementing an existing capability, Information Professionals can ensure that your overall delivery capability is understood and enables you to progress in maturity and improve performance on a sustainable basis. Our capability assessment encompasses all major methodologies for assessing organisational project delivery maturity including CMMI, P3M3, and OPM3. As part of our engagement with Brisbane City Council, organisational maturity assessments were made across a number of areas. While this was not a formal assessment, the maturity assessments were used to both define existing practices and methods, and also to define maturity pathways in obtaining a Centre of Excellence in project delivery. CMMi, P3M3 and PPfM from the UK, were used in these assessments, and considerations made at a project, programme and portfolio level as part of the assessment, and in defining maturity and improvements pathways for the ongoing development of the organisation. In 2006, Information Professionals was asked to provide a review of the execution of a multi-stage project rollout within Corptech. This was the first such review and was to be followed by the ongoing improvement in organisational performance to support multiple ongoing projects and releases. The method used was PRINCE2 with some MSP elements. As such, both these methods were used in the review, along with P3M3, as a guide to the maturity of that organisation. This provided the context on project performance (and therefore project methodology assessment) and organisation wide performance (and organisational maturity).

Organisational Project Management Maturity Assessment Organisational Maturity Review

The challenge of linking organisational strategy to successful project delivery is one faced by even the most progressive of organisations, and there is no "one size fits all" remedy.

That's why ITPM has applied the following standards to develop a world class Organisational Maturity Review (OMR).

- OPM3: Organisational Project Management Maturity Model v1 2003 (owned by the Project Management Institute).

- PMMM: PRINCE2 Maturity Model v2005 (owned by the Office of Government Commerce).

- Portfolio, Programme and Project Management Maturity Model (P3M3) v1.0, 2006 (owned by the Office of Government Commerce).

- PMO: The Australian Institute of Project Management's Project Managed Organisation Award

The ITPM OMR comprises six streams:

1. Portfolio and Program Management Infrastructure.

2. Project Management Methodology.

3. Project Governance.

4. Organisational Improvement.

5. Organisational Leadership and Innovation.

6. Knowledge Management.

The OMR Assessment is delivered online (or blended) allowing key staff to easily rank organizational capability in the above areas.

Following completion, a summary report will be produced that analyses strengths and weaknesses to enable improvement planning.

The benefits of matching against internationally accepted best practice include:

- Deliver a benchmark for improvement and results

- Set realistic targets for improvement

- Measure progress towards enhanced capability

- Strategic Objectives become Organisational Results

Recent client engagements include:

1. Tyco

ITPM provided tangible and actionable outcomes focused on the following:

- Identification of key issues and cause based the outcome of the Online Project Management Maturity Review)

- Identification of quick win strategies that could be implemented to address short term improvements

Company BackgroundOverview

Jacobs Australia (JA) is part of the Jacobs Engineering Group Inc (JE) headquartered in Pasadena, California. JE is one of the world’s largest and most diverse providers of professional technical services. With annual revenues exceeding $US8.5 billion and over 54,000 people, Jacobs offers full-spectrum support to government, industrial and commercial clients across multiple markets. Services include scientific and specialty consulting as well as all aspects of engineering and construction, and operations and maintenance. JE is therefore an extensive source of capacity and capability should JA need to call upon international assistance.

Overview of the Group

Our immediate parent within JE is Jacobs Technology Inc, headquartered in Tullahoma, Tennessee. Jacobs Technology is the Aerospace and Defence arm of the company and provides scientific, engineering and technical services to a wide range of government clients, including NASA.

Organisational Structure

JA falls within the ‘Scientific, Engineering and Technical’ core market of Jacobs Technology which reflects our role of providing specialist professional project management, systems engineering and management consulting services to government and commercial clients.

Company Accreditation (Optional) We control the delivery of services (including Risk management) through the application of our Client Service Delivery Model (CSDM). The CSDM itself and the organisational responsibilities for its effective operation are detailed in JA Standard Operating Procedure (SOP) 200-6, an integral part of our ISO9001:2000 certified Management System (first certified by Lloyd’s Register in June 1999 and continuously certified since then). All system SOPs, associated forms and templates are available to all employees. Documentation currency is controlled through all posted versions taking precedence over any ‘uncontrolled when printed’ versions.

The CSDM is an overarching SOP and hence separate SOPs are not developed for individual activities, rather appropriate plans are developed where particular levels of detail are required. For example, Independent Verification and Validation (IV&V) activities on software being provided to a client’s project are conducted under the control of the CSDM and in accordance with the applicable standard as identified in the IV&V plans developed for the activity.

Example 2: Our risk review of an ING Direct programme of work provided ING Direct with a roadmap of improvements specific to the programme of work. Additional value came from our findings on enterprise project management. We worked with ING Direct to determine further outcomes to change processes, procedures, and skills for the improved project performance.

Organisational Project Management Maturity Assessment Pcubed has extensive experience in Australian Government assessing project management maturity using tools such as P3M3®, OPM3, and some proprietary tools developed before these standards were available. (Pcubed is on the AGIMO panel for P3M3™ assessments). The value of these assessments does not lie in the score, but as a foundation for a capability improvement roadmap. Pcubed understands capability improvement is not easy to achieve.

Pcubed’s unique proposition in this area is to leverage hard-won lessons from many organisations around the globe, to structure an achieveable P3 improvement roadmap, tailored to the agency, and addressing the risks and typical areas of resistance with deploying such initiatives:

• Rather than focusing on the functional capabilities of project workers, the assessment and roadmap looks at addressing the qualitative aspects of your organisation’s project, program and portfolio management effectiveness toward a set of activities that address route-cause issues.

• Pcubed will bring our practical experience to help with executing the roadmap also if required.

Pcubed capability improvement roadmaps are very detailed and typically identify more than 50 discrete work-packages over an extended timeframe in areas as diverse as governance, tools, business change, process development, and training to achieve the required improvement.

Pcubed’s assessments use a range of survey techniques including; facilitated groups, one-on-one interviews, evidence-based reviews and distributed electronically (e-survey). The sampling is designed to remove optimism bias.

Pcubed has successfully delivered Project Management Maturity Assessment services to Dept Health and Ageing, Department of Defence (several sites), Cadbury’s, Smorgon Steel, Invensys and several other corporates.

Organisational Project Management Maturity Assessment PPC consultants are experienced and accredited project managers. We understand the criticality of the PMBOK fundamental elements and adhere to them on all assignments through the use of generic project management methodologies (such as Prince2, Thomsett, OGC, etc) and tools. With this experience we undertake Maturity Assessments and, depending upon the nature of the project and sponsor requirements, utilise tools common tools such as CMMI and P3M3 or create unique tools for client specific requirements. RACV engaged PPC to undertake an ICT maturity assessment which incorporated review/benchmarking of Project Management approach and its traction across the organisation. Martin Byrne, GM-IT&T stated “The RACV IT&T activity benchmarking assignment has provided value insight and direction for us. PPC created a rich and participative

environment of key IT&T stakeholders addressing sometimes challenging IT&T issues. This approach, coupled with the expertise of PPC resulted in strong engagement from all at IT&T management team level and high levels of accountability on both the strategic and more practical outcomes.” Telstra Super engaged PPC to undertake a full investigation of their ICT Governance Framework, including the maturity of their portfolio and program management activities and traction across the organisation. Due to the uniqueness of this assignment, we developed a generic assessment matrix based upon the principles of CMMI and P3M3. Our findings, recommendations and resultant initiative roadmap enabled Telstra Super to make significant changes to the ICT structure and practices as well as the ability to apply resources more appropriately

Organisational Project Management Maturity Assessment Long-term solutions address permanent PMO maturity efforts that will result in long-term value to the organisation. Over the long-term, we usually recommend a four-phase approach.

Phase 1 – Establish the Business Case for a PMO, including baseline against a Project Management Maturity Model, to identify the current positioning of project management and aid in planning future development. P3M3 provides a framework for identifying and prioritising those changes which will yield the greatest impact. It helps set expectations as to what is required in what sequence and in what timescale.

Phase 2 – Commence with Short-Term Initiatives and Short-Term wins

Phase 3 – Rollout and Implementation with Long-Term Solutions

Phase 4 - Support, Coach, Mentor and Improve: involves: PMO operates and supports organisation; PMO refines project activities, involvement of the PMO in projects is expanded; training under the

direction of the PMO; key stakeholders provide feedback on PMO’s efforts and activities and continuous improvement is practiced

Company BackgroundRNC is an Australian specialist project and program management company that has been successfully operating for over 13 years. With a mix of permanent and contract staff, the company is presently serving in excess of 29 customers and has over 70 project and program managers in the field. Headquartered in Sydney, RNC has personnel located in every major Australian capital and operates in international markets in accordance with client needs. RNC was founded in 1999 by Diane Dromgold. After many years of delivering projects and programs with Federal Government, KPMG and other top tier organisations, Diane noticed a disturbing trend surrounding project and program management disciplines. Far too much focus was on reporting, documentation and project GANNT charts instead of delivering an actual result. Diane founded RNC – a “Really Nice Company” – to enable her customers to focus on what makes projects and programs really matter – a successful outcome. We totally understand what it takes – to work with and collaborate with others who possess the aptitude and the attitude to succeed – the “x” factor of project and program managers. Since then, Diane and the RNC team have made it their primary goal to deliver success on the client’s terms over

Company Accreditation (Optional)

Organisational Project Management Maturity Assessment Organisations that are delivering successful projects are by default at the top of the capability curve. We can show you how to achieve that.

RNC is familiar with and can work with any approach and method to assess an organisation’s capability and maturity. Most consultancies offering assessment services provide a text book approach to increasing maturity. RNC has seen little evidence increasing maturity actually increases success. Rather it tends to increase compliance to method and process and provides for forensic defensibility of failure.

RNC differs from others as we prefer to work with our clients to improve actual project and overall program success and there are some keys to achieving that in addition to process validation and governance verification.

RailCorp (NSW) wanted an organisation wide project and program governance strategy, process and procedure leading them towards CMM5.

RNC developed it, tested it and implemented it.

This organisational strategy is now seen as leading edge by NSW Treasury.

Resmed wanted an assessment of the capability and maturity against global industry standards and OPM3 in particular.

RNC conducted the assessment and suggested areas where change was required. RNC devised the changes and rolled them out globally.

System still in use and not modified in three years.

Company BackgroundSerenidad Consulting Pty Ltd (SCPL) is a Small to Medium Enterprise, Australian company, formed in January 2010 to provide a unique and focused international consultancy service in excellence, great leadership and positive personal power. SCPL’s strength and capability is founded in having a team that leads by example, remains committed to 100% client satisfaction and consistently delivers services and products in a timely, cost-effective, efficient and professional manner. SCPL’s Managing Director holds a Secret clearance valid until 2015 and has previously held a Top Secret (NV) clearance. Our other consultants’ clearances include undisclosable high-level international clearances, Top Secret (NV), Secret and Confidential. Our most senior consultants have also previously held Cabinet-in-Confidence clearances. SCPL consultants are formally trained and/or possess years of experience in several ICT project methodologies e.g. PRINCE2, MS Project, PMBOK. Their skills encompass all the major ICT practitioner disciplines - language programming, database programming, systems analysis, systems engineering, applications development, management information system design and development, networking (LAN and WAN), data analysis, business analysis, project management, program management and directorship, ICT training and education, configuration design and assurance, and strategic analysis and governance.

Company Accreditation (Optional) The risk and quality management systems adopted by SCPL are in keeping with AS/NZS ISO 31000:2009 and AS/NZS ISO 9001:2008 respectively. SCPL is underway in gaining full certification under AS/NZS ISO 9001:2008.

Organisational Project Management Maturity Assessment SCPL’s team of consultants has a depth of experience that includes and reaches beyond contemporary maturity models such as CMMI. Several of SCPL’s consultants personally devised ICT maturity assessment and capability enhancement models for both their own organisations and their clients prior to there being any formal models available, this demonstrating their resourcefulness and ingenuity during a time of significant technological change (1970s and 80s). Most recent examples of SCPL consultant work in this regard include 2009 (Lockheed Martin) – supporting LM Global’s ICT business development activities by researching and reporting the ICT maturity levels of various Commonwealth Government agencies (including Defence, Centrelink, Immigration, Customs). Research included a review of each agency’s ICT governance, current and pending applications, software/hardware configurations, and strategic and project-level management methodologies; 2008 (Defence) - using CMMI principles to guide and inform the

Company Accreditation (Optional) Synergy’s QMS aligns to ISO9001:2000 and is used as the basis for managing Synergy’s policies, internal processes, client engagement processes and delivery of consulting services. All Synergy people are empowered to identify and promote innovation and process improvement opportunities.

Synergy’s MD (Susanne Moore) was a sitting member of the sub-committee that authored AS-8015-2005: Corporate Governance of ICTand currently sits on AS sub-committee for IT-030-04 ICT Governance of ICT Contracts. Ms Moore was also the founding member of the Queensland branch of PMI, has presented papers at AIPM symposiums and was involved in discussions regarding the introduction of ITIL into Australia.

Synergy has not specifically sought accreditation to various industry methodologies such as PRINCE2, CMMI, P3M3, ITIL etc as we believe that these frameworks only define the start point for establishing the relevant core competencies within an organisation and do not address many of the people skills so essential to enabling organisational capability. Notwithstanding, our people are very experienced and our own methodology (Integrity Management) is substantial. We not only know the mainstream methodologies and frameworks such as PRINCE2 and PMBOK in substantial detail, we have higher level business and people skills that ensure these methodologies actually facilitate successful execution.

Organisational Project Management Maturity Assessment Synergy’s Applied Project Management™ framework incorporates the most appropriate use of structured project lifecycle processes and artifacts, effective project governance, experience of project managers (including change management skills) and relationship building capabilities when developing a project management framework for clients.

Synergy can also assess an organisation’s maturity based on CMMI and use of PMBOK derived standards for artifacts and processes. We can provide a framework for assessing and grading the capabilities of project managers/team leaders/administrators based on skills and experience matrices which we have developed and use internally for Synergy consultants and clients. These matrices include strong emphasis on change skills, people management skills and emotional attributes of each person. Synergy uses the outcome of these individual assessments to establish a development plan for each person. This can include identification of key personal attributes for mentoring (eg dealing with organisational politics, stakeholders, disruptive team members), as well as project management mechanical skills such as PMBOK/PRINCE2 processes.

Relevant Examples:

For Newcastle University, Synergy provided an assessment of the project management maturity based upon the CMMI definitions and the PMBOK framework. This incorporated use of a project risk assessment matrix and Synergy’s project manager competency framework for assessing and developing an overall improvement plan.

Sydney Water Corporation - Water Modeling Program – Synergy undertook an assessment of the project management practices across this very large Program and implemented a series of improvement initiatives to uplift the skills and project framework for the Program.
