The mission of Oregon Solutions is to develop solutions to community based problems that support sustainable objectives for the economy, the community and the environment and are built through the collaborative efforts of citizens, businesses, government and non‐profit organizations. The O/S approach integrates and makes efficient use of public and private investments, elevates the visibility of the project and engages communities in creating solutions. The process provides a neutral forum – a place where various interests and stakeholders can come together as parties in a “Project Team,” in a manner that is more neutral than a meeting sponsored or hosted by one of the parties at the table. Purpose of Declaration of Cooperation: The Oregon Solutions process enables collaboration among the Project Team members about which potential actions may be taken to cumulatively lead to successful project outcomes, including identifying the specific actions or commitments of each signatory. This collaborative work product is documented at the end of the O/S process in the “Declaration of Cooperation,” which is a non‐binding implementation plan. The Declaration, or DoC, including the stakeholder commitments, is considered to be a “living” document that may evolve and be amended to represent changing situations often found during project development, until project completion or until suspended by mutual agreement. Description and Purpose of the Klamath IDEA Project: The Klamath IDEA (Inspire Development ‐ Energize Acceleration) will provide support and assistance to entrepreneurs for start‐up, business expansion, product development and commercialization with the long term goal of sustainable job creation in Klamath County; and, a Declaration of Cooperation that produces commitments and aligns resources among the supporting private and public interests in order to initiate a healthy sustainable program and support its growth to be realized. The project team had their kick‐off meeting at on February 19 th , 2014. A list of project team members can be found in appendix A. Vision for Klamath IDEA: The Klamath IDEA (Inspire Development – Energize Acceleration) is an innovative project that will support the entrepreneurial spirit, particularly when it leads to new jobs and enriches the community and its economy. The IDEA is meant to provide the starting point for a venture

Achieving the Vision: Achieving the vision will require commitments from multiple parties as outlined in
this document, as well as obtaining funding. These commitments and this Declaration of Cooperation
signify the substantial completion of the Oregon Solutions process. However, the success of the
Klamath IDEA project, will require an ongoing collaborative effort between the Klamath County
Chamber of Commerce, the South Central Oregon Economic Development District, the Klamath County
Development Corporation, the Klamath Community College Small Business Development Center, the
Klamath Tribes Small Business Development Specialist; and, the other supporting private and public
partners to coordinate ongoing commitments.
This Declaration of Cooperation, while not a binding legal contract, is evidence to and a statement of
the good faith and commitment of the undersigned parties. The undersigned parties to this Declaration
of Cooperation have, through a collaborative process, agreed and pledged their cooperation to the
following findings and actions:
City of Klamath Falls
The City of Klamath Falls is the county seat of Klamath County, Oregon. Klamath Falls is a city in
transition that welcomes new businesses, homes and people into the community. The City of Klamath
Falls provides essential services and infrastructure to promote the social and economic health of the
community.
The City of Klamath Falls is commits to:
• Actively participate in Klamath IDEA and other meetings as requested.
• Partner with private sector efforts to support business development.
• Continued participation in economic development and community interest‐groups.
• Consider participation in incentive programs to encourage entrepreneurial activities and job
growth.
• Support growth opportunities for existing and new businesses.
Klamath County is committed to supporting economic growth in the area and will continue to work with
many diverse agencies and organizations to further the idea of a better and more prosperous
community. The county looks forward to helping the “Klamath IDEA Project” and hopes that quality jobs
and profitable companies are in the future of Klamath County.
