The Minister for Revenue (Sri V B Raju) .— (a) Yes, Sir. The actual rrticles and quantises seiyed by the officers of the Special iMeltigMit Unit on 23-7-1967 were 62 quintals 80 Kgs of Maida a n d 8 q t l s 2 5 K g s of Atta (total 71 qtls 3 Kgs) They were booked for Bangalore, Kurnool and Mysore

(b) An account of Rs 3,091-66 p collected towards the sale proceeds of the seized articles was deported m the State Bank of Hyderabad under the head of account '"L II Miscellaneous—L Mis-cellaneous "

In exercise of ()he poweis^onfened by sub-section (2),of scction 3 of the Essential Commodities Act 1955 (Central Act 10 ol 1953), read vuth sub-sections (3), (3-B) and (5) and the notification of the Government oi India in the Ministry of Food, Agric ilture, Conun j-mty Development andiCo-opeiation (Department of F o o d ) G S R 1111, dated the 24th July 1967 m the Gazette of India [P^rt II, sec-tion 3, sub-sccEion dated the 24th July 1967] and with the pi ioi con-currence of the Central Government, the Governor of Andhra Piadcsii

'hereby makes the following Order, namely —

1 Short title extent, and commencement — ( ! ) Tins Order may bc*catled the Andhra Pradesh .Paddy Procurement (Levy) Order, 1967

(2) It expends to the whole of the State of Andhra Pradesh.

(3)Tt shall come into force at once

2 'Definitions'—-In ithts Order, unless the contcxtotherw^e requires —

<(a) 'agent' means the'Food Corporation of India, oi any other corporation company, co-operative society, gram pajichaya(, miJjci, dealer or any other person nominated by the Government or the Dis tnct Collector or by any other officer authorised by the Government, who purchases stock of paddy from the cultivator directly or other-wise for cash; and JiiCludesa sub-agent appomtedby such agent ,

(b) ^appellate authority' means t in Tahstldar mohargo <if taluq or Revenue Divisional Officer, Assistant CoHec^or or Sub-Collector m chrge of a division and includes such other ufRcer or authority as may be appointed by the Government in thts behalf ,

(q) 'cultivator' means a-person who actually cultivates cxcept with the help of ram water, any land with paddy, ^but does nQf delude a cultivator whose total extent of land cultivated wijth paddy does not exceed live acres during t!ie season in relation to which the notice is served,

.(d) 'Government' means the* State Government

3 Levy op Paddy — (1) Subject to ,(,iie other p r o v i s o s of this Ordei, evciy cult'vator ^hall, on the service of a notice of Lhe requisi-tioning authority undei clause 4, sell'and deliver to an agent oi tp an Officer .duly authorised by the Government mth t s behalf, at the noti-fied price and withtn such time and at such place as may be spe-cified by the requisitioning authority m the notice, such quantity of padoy produced by him m his lapd during ,tlie season m ,relation to wRich tl^e notice is ser\e^i, as ;nay be specified in that nptice, a nd determined lp accordance with,the rates of levy mentioned in tlie Schedule to this Oidei

(2) No cultivatoi, who is liable to sell and deliver paddy under sub-elapse (1) shall pay or be compelled to pay m terms of paddy any icut on land or interest un a loan or instalment m repayment of a loan unless and until he has sold and delivered to the Goverment the qu-antity of paddy m accordance with the provision of this Order

(3) Notwithstanding any agreement to the contrary, no cultivator wbo is liable to sell and deliver p^ddy under sub-clause ,(1), shall be ^able to pay in ^erm^ of paddy, any rent on l^nd or mtrerest op a lo?n or,;pstalpient m lepayment of a lpan to any other person, to,the extent of paddy sold and, delivered to the Government under this Order

(4) Service of notice to the Cultivator —Immediately before or, as soon as may be, after the harvest of each paddy crop during the season, the requihitpmng authority shall serve a no{j'ceoneach cultivator with m his jurisdiction to sell paddy, specifying the quantity of paddy to be sold by the cultivator under clause the place or places at which, and the time within which, the 'quanti tyof paddy shall be sold and the agent, or oRicer of .the Government to whom the paddy shall be delivered

provided that the quantity pf paddy, to l?e sold by .any qultivatqr shall be calculated an.d determined separately for ea(?h crop c u l t u r e d by him during the year and a separate notice shall be served ior'each such ciop

3 Mode pf.Service t f-Notice or Order -Every notice under clause 4 or order under cl?use 8 shall bs served on a cultivator—

(l) by delivering or Rendering it - to,him la person, pr (n) by, registered popt, or (ill) wb^fe the cultivator ca^p^t be found, by leaving th? notice

or order with his agent or employee or with any adult member of hts family or by affixing such no^ipe <?r ofder^o the pu^er door other conspicuous part of the premises yi which the cultivator is known to have last resided or carried on bpsipess or personal^ worked for gain

6 Delivery of S tocks ' - ( l ) The agent or officer of the Govern-ment sha)l, subject to such geperal or special instructions, as piay be issued frt?m tiihe to time, by the Goverpient or the, Commissioner of Civil Supplies or t he District Collector, take delivery of the quantity of paddy sold under this order by or on. behalf of the cultivator

8 Seizure of paddy m ceitam eases—Whcie the rcqisitiomng AUthotity upon such mfoimatian and altei such t n q i m y a s h o t n a y think necessary has leason to believe that any cultivatoi h a s r J u s t d ot failed to sell to the agent or to Oihcci of the Government, as the case may be, the quantity of paddy due from him under this O i d o , it shall be lawful for that authority, aftei giving the cultivatoi an opportunity of making representation, to ordet the sci/me oi the quantity of paddy so due, from the stock held by oi on behalf of the said cultivator Where paddy is so seized fiom any person, he shall be paid at the notified price therefoi.

9 Appeal — (1) Any person aggrieved by the notice served under clause 4 or an order made under clause 8, by the requisitioning authority, may, within fourteen days from the date of set vice of sm.li notice or ordei, appeal to the appellate authoi ity

(2) The appellate autlioiity shall Rx the date, tmn and plate for the hearmg of the appeal and may, fiom time to time, adjout n the hearing and make or cause to be made such furthei cnquny as it deems At

(3) In disposing of an appeal, the appellate authority may con Rrm or annual the notice or Older appealed against oiidduec or enhance the quantity of paddy to be sold under the said notice oi order

(4) The appellate authority shull communjcatc m wntiRg the order passed in appeal by him to the requisitioning authouty Eve^y ordei of the appellate authority shall be final.

11 Exemption m Certain cases - ( t ) The Revenue Divisional Officer, Sub Collector or Assistant Collector mchatge of a division may, after obtaining a report or making sitch inquiry as he constdci necessary, by ordei exempt the sale of p^ddy under this Otder m respect ofany land wheretn the yjeld of paddy m any whole suivey number or recognised sub-division is less than three quintals per acre

(2) Where the District Collector or anv othet Ofhccr autho-rised by the Government in this behalf is satisfied that owing to seasonat conditions oi othei natural calamities such as Cyclone, dtought, food, or damage by msccts or due to any othet cncumstance beyond the control of the culttvatois, it would not be reasonable to require the cultivators 'n any aica to sell to the Government the quantity of paddy specified m the notice served on them undei clause 4, the District Collector oi the said ofhcei may suo moto or on appli-cation made by the cultivators, by order and for reasons to be recorded therein, reduce the quantity of paddy to be sold or exempt the sale of paddy under this Ordci m respcct of such area oi by such cultivators or class ofcultivatots oi for such period, as he may consider neces-sary

(3) Every ordei passed by any officer under this clause shall be final

12 Powers of entry, search, seizure etc —(1) If the rsqu'si-tiomng authonty oi any of^cer of t! e Police department not beltw t h e m k of a Sub-Inspector, has reason to believe that a contraven-tion of tins Order has been ts being, or is about to be committed, he may after recording m writing the grounds of Ins belief and specifying in st ch writing, so far as possible the article or thing for which search or seizuie is to be made—

(a) entci, with such assistance as may be necessary, any land, place oi other piemises where he has leason to beheve that paddy is produced or stocked ,

(b) ask of any person all necessaiy questions or acquire any culnvator or other person on Ins behalf, subjected to levy undei this Ordei, to maintain a n l furnish to the requisitioning authority such return as may be, specified by that authority ,

(c) stop and search any person, vehicle oi vessel or any other receptacle used or intended to be used foi the movement of paddy ,

(d) inspect any book, account or other document or any stock of paddy m the possession or under the control of the cultivator and seize any such book, account or other document or the stock of ] a d d y ,

(e) take oi cause to be Laken cxtiacts or copies of any docu-ments showing transactions relating to any contravention of the pro-vis oiis of this Order which are produced before him ,

(t) search and, so far as may be necessary foi purpose, detain any person or seize and remove any stocks of paddy in icspect of whi^h it is suspected th t any provision of this Order has Ixen, ot is being, or ts abo'nt to be contravened, along with packages, eovefmgg or receptacles m which such padd) is found or the animals, vessels or other conveyance used in carrying such paddy, and thereaftei take ot' authorise the taking of ali measures necessary for securing the pro-duction of the packages, coverings, receptackss, ann ilh, vehicles, vessels or other conveyances so seized, in a cout t and for then safe custody pending such production

(2) The provisions of sections 102 and ^03 of the Code of Ctrmmal Procedure, 189 T, relating to search and seizure shall, so fat* as may be apply to searches and Seizures under this clause

13 Savings —Nothing in this Orde<-shall apply to the stock of paddy undei the contiol of any pe"son or class of persons specified by the Government or the Commissioner of Civti Supplies in an order published m the Andhra Pradesh Gazette, which order shall contain the rbaschs therefbi

Mr Speaker —There is a practical difficulty Supposing if a Member speaks tn a language which is not known to anybody m this House—for instance—Malayalam—none of us know Malayalam If a Member speaks m a language which is not known and understood by anybody, still it form parts of the records and only thing is we must get it translated either m Telugu ot English which according to our lules is the official language and then it will go into the records You may ask that as to how it should be translated It is better it the Membei supplies a copy of the translation, otherwise there is Tape Recorder and from that we can get it translated and then it will go into the records

The Meat Technology Scheme, Kavali is now undei the admi-nistrative control of the Andhra Pradesh Agricultural University The study for exploring the potentialities of Nellore and Mandya breeds included the study of the following

1 Fertility and lamomg percentage —It was observed that the lambs born during December and lanuary were faring better than those born m othei seasons The season of breeding is being arrang-ed accordingly

The fertility percentage was observed to be 82 08 m Nellore breed and 8 6 1 1 1 Mandyi breed The lambmg peicentage was 75 04 and 79 53 m the breed respectively From this, it may be observed that the Mandya breed is more efficient breeder than Nellore type

2 Study of the age at first lambing —The minmium ag^ at which the first lamb was dropped in Nellore breed was 22nd months and 6 days From the study of the breeding peiformonce of the female sheep that were born on the farm (Meat Technological Station Kavali) it was observed that the age group of 2 to 2^ years which lambed for the first time bore heavier lamb while the percentage of lambing was more m the age group of sheep below 2 years The study of second lambing m these groups indicted that ewes belonging to 2 to 24 years gioup were better performer

The characters studied were lean body weight, dressing per-centage, proportion of diffeient portion^ (cuts of meat) of the Caicass to the dressed weight and propoition of head sum, viscera etc,, to the lean body weight besides the record of linear measurements of the Carcass The I C A R had given a detailed technique foi the study of these chaiacters and the ^ame was earned out.

Neveitheless it may be mentioned that the maxunum produ-ction of mutton is obtained at six months age m both the dressing petcentage was 55 68 m Nellore breed and 52 98 m Mandya breed Eventhough, similai percentage was obtained at higher age groups of 19 and 25 months, considering the cost of maintenance of sheep to that age and the quality of mutton, it is economical to slaughter at the age of 6 months It is also worth mentioning thai growth rate beyond this age is sluggish and the growth cuive is almost flat from this age

The difference between the tuo breeds was found to be not significant with regaids to traits studied The production of 1 Kg of mutton at 6 months age costs Re 1 (during 1962-63)

9 The fleshing indices have been calculated for the care of Nellore and Mandya breeds —It was found to range from ( — ) 18861 to(-t-) 16065 at six months and ( — ) 23642 to ({-) 23813 at nine months as against ( — ) 1900 to ( + ) I860 at 4 and 7 months age m Neliore breed In Mandya breed the fleshing index was ranging from ( —) 12420 to (-)-) 83"7 at six months and ( —) 13988 to (+ ) 18700 at 9 months as against ( — ) 1565 to ( + ) 1259 at 4 months and ( — ) 1370 to ( 4 ) 955 at 7 months age of slaughter

10. Composition of Caicass —For studying the mutton produ-ction d.ssection on 'Hot Carcass' was carried out. The Carcass was divided into cuts recommended by the I C. A R from time to time viz, shoulder, neck, thrax, L m s , leg and pelvis instead of the American Commercial cuts that weie adopted m earlier stage of the scheme

It was obseived that leg joint contained maximum quantity of mutton and the loins had the least quantity

It is a well known fact for ages that Sathi Arunthathi was born tn the Arunthathiya (Madiga) comunity as the daughter of Matanga Maha-nshi who was ex-communicated m those day& simply because he revolted against the Brahmins This revolt is admitted m the Rim itself The Aim also shows that in those days therwas no untoucha-bility, but only ex-communication There is ample evidence to the effect that Sathi Arunthathi was the daughter of Matanga Maharsh) But unfortunately, the film shows that Sathi Arunthathi was the daughter of Goutama Maharishi and not of Mathanga Maharsht but only brought up by Mathanga Maharshi This variation is intro-duced just to boost up the caste pride and prejudice of the caste Hindus who aie woislupping Sathi Arunthathi for ages, especially m their marriage ceremonies The idea is to show that they are not worshipping the daughter of Mathanga Maharshi whose progeny, imfotunately, are now treated as untouchables

History shows that the Arundhathiyas are the direct descend dantsofSwayambhuvaManu, the first pation of humamtv This fact is supported by the popular name by which the Arundhathiyas are called even today, namely, 'Peddmtiva u' which means, eviden-tly, that thay belonged to the first family of humanity

If the film " Sathi Arundhati " is allowed to be shown m its present from it witl take away for ever from the great history of the Arundhathiyas the great and sacred personalitv from whom they derived their past heritage With this past gone, they will have no means of claiming that they had great past and that their untouihi-bihty was only snperimposed on them probably m the middle ages This will wound the prestige and feelings of the Arundhtthiyas so much that it may lead to mass protest, disturbing the law and order situation

We, therefore, request you to Kmdly intervene and sec that those portions or the film which show tliat Sathi Arundhathi was not the daughter of Arundhathiya community may be deleted and it may be shown that she was the re,J daughter of Mathanga Maharshi

Mr Speaker — Hon members of this House not only we peo-ple m our country but the entire civilised world will be slocked to learn about the hanging of three Rhodesian patr ots which took place yesterday at 12-30 according to Indian Standard Time by the Govern-ment of the white people, by the Government of Ian Smith m Rhode-sia These three people were convicted foi murder about three years back and death sentence has been pending against them all these three years In spite of the appeals issued by various nations m the world and m spite of the Queen s reprieve also, it is really a tiagedy that the Smith Government should have unheeded to the appeals of the \arious Governments and the Queen and allowed them to be execu-ted. the Scheme foi the construction of an anicut actoss Buggeiu at the head of Atmakui tank supply channel, Nelloie District, was sanctioned by the Government m June 1964 forRs 9 79 lakhs on works fot R. !l 11 lakhs including direct and indirect charges The scheme was intended to benefit 1083 acres including sarva to the extent of 520 acres m a ddition to the stabilising supphes to the registered ayacutof2104aaesundei the Atmakur t?nk The work was entrusted to Messrs D S Construction Co , Nellore An amount of Rs 7 lakhs was already spent on the scheme The provision made for 1967-68 was Rs 20,000 whicn was increased to Rs 36,000 mtheievised estimates in 1967 68 The wotk was slowed down for want of adequate funds The body wall and Talus are yet to be done An amount of Rs 3 lakhs would be requued for completing the scheme But due to paucity of funds, an amount of Rs 93,000 only could be provided in the budget estimate for 1968-69

Mrs M Godftey (Nominated Anglo-Indian) —Mr Speaker Sir, While speak.ng on the Demands cf the Andhra Pradesh State Road Transport Corporation, I would like to point out that many buses that ply m the city very often have the wrong route boards on the top In tins way many passenge-s have been earned away out of then destination Foi instance, No 8 which ply as far as from Residency often had the Charmmai Boaid on it and the passengers who are not in the know of these routes board the bus and then they ate asked to get out I would also like to say that some buses do not even have the toute sign 011 the board and other buses have just 'Special' mark on the top and the conductors often are net so helpful to the pubLc as to t?ll them where the bus is going to In thts way many of the passengers aie deceived and much of their work is spoiled by going the wrong way

Buses are plying in the city with many seats vacant but yet the bus does not stop to cairy the passengers waiting at the bus stops These co-passengers are waiting foi a long time perhaps for some very important business to do I have also noticed buses gomg half empty pist pass the stop without stopping and carrying the passengers I would also request Sir that the Road Transport Corporation Authorities and the Minuter concerned would run a few more buses during the school hours It is really a pity to see th it httle children running after the buses and then getting disappointed The children are studying here m the schools In the afternoon we see them stand-ing m the burning sun lunntng after the buses and commg back disappointed for not getting the bus I do not think wc would like oui children to be like that So I teally tequest that more busei are put on the road during the school hours to enable oui children to go and come to the school comfortably

After all )t is our duty that we see ^hat the children get all the comforts And I request that the poor childien be taken m the bus es'en if it causes little inconvenience to the conductor to overload the bus We won't like to see our own children running on the roads when there is so much of traffic on the road I really fed pity to see the poor childien running in the hot sun almost from the Grammar School light down to the other end of Abids and yet r.ot getting into the bus it is also \erv dangerous as there is traffic jam when there is enormous amount of traffic on our roads We must also under-stand that the pooi childien are working five to sis hours and they must be hungry and tired by that time It ^ilt be iery good if the authorities could see that the children are all put into the bus and tiken to their respective homes

One more request to the Mmistei for Industries I would like to a<-k him if he could have a few more Industries so that we can case the unemployment problem that is facing our Srat<* Besides this we could also bring out the potentialities that lie tn our people and crmg up our State to a standaid tnat we would like it to come up to I am sure there is a lot that can be explored in our State if you all take the trouble to do it If we would put ourselves together aad bring out the potentially that lie^ m our people and in our State, I am sure the unemployment also will be eased and our *-tate will come up as one of the best States 111 the country Thank you Sn

availability and stock is there Whoever may want can take the yarn There is one list and as per the list they can go and purchase stock which is readily available with the Government There is no question of black marketing When black marketing is there, we can accuse the Minister or the Government that they are doing things m a different way, that they are encouraging black-maiketmg, that they are doing favours, etc But that is not the position What I learn is there is stock available with the Government, and nobody is doing injustice to anybody regarding this Another allegation which our fnend levelled against the Government is that they are not inviting tenders What 1 learn is they are inviting tenders, but there is one conditional clause in the tender That is there whether it &e P W D tender or tender of any other department, and that is, unless the Government is satisfied with the bonafides of that particular contrac-tor and are satisfied that he can deliver the goods, they need not accept that tender That is the attitude of the Government, and Government is at liberty to cancel the tender or give it to anothei contractor So far as that aspect is concerned, when there are so many applications, they have consideied all these aspects and they decided to call for fresh applications fresh tenders 1 understand that the matter is not decided and knowing that, it is not desirable on our part to level allegations against the Minister or the Government that they are doing injustice to the whole weaver community — a 25 lakh community ^

All these things are there Other things also there I really appreciate the bold step vhich the Government has taken regarding export promotion There is, however, one snag about promotion The amount which they have alloted for export promotion is v<ry little Without exploring the possibility for expoit of exportable gooods, it is not desirable to have CommnteeS panels, etc , and ?sk them to draw up reports All that is not desireable I therefore request the Government to first explore which commodities could be exported, what is the target, how much we can earn by way of foreign exchange, what is the relationship between the Central Governmen. and the State Government, and so on Th^se issues have to be tackled veiy efficiently and I request the Government to take proper steps regarding export of commodities that are there

A word about the industries m the State The industries sponsored by the Government of Indta hive become the bleeding centres for non-Andhra at all levels of employment All Heads of Departments m the various centrally sponsored industries are mveri-abls non-Andhras People from Telangana are not employed m these industries and non-Andhras are betng employed m these indus-tries I want the Minister for Industries and the Chtef Minister to take up the question of employment of Andh iasmthe centially-sponsored mdutnes with the Central Government Otherwise, let not these industries merely become the show-pieces of the Centre without any benefit to the people of Andhra Let me warn the Government on this occasion th i t if our people, sons and daughters of Andhra Pradesh, are not provided with jobs m these industries, there is bound to emerge a Rama Dandu on the lines of Si ' a Sena, Bhimasena or any other sena to safeguard the interests of the people of the State
