1.2 Adequate Arrangements for Pitri Paksha Mela’2016 at Gaya:
Annual Pitripaksh Mela’2016 was started at Gaya from 15th September and continued up to 29th September, elaborate arrangements to pilgrims was made for security, safety and amenities during the Mela period at Gaya.
1.3 Necessary Arrangements for Jiutia Festival at MGS:
Jiutia Festival finished without any hassle due to advance planning and adequate arrangements on 23.09.16. On this occasion RPF/GRP, Scout & Guides were deployed for help of Jiutia pilgrims at Mughalsarai.

1.4.1 Originating Loading:
Division has achieved 10.34% Unprecedented Improvement in originating loading, during 2016-17 up to September, loading was 0.523 MT (8212 wagons) as compared to 0.474 MT (7596 wagons) in same period of previous year, includes Cement loading 0.358 MT (5607 wagons) as
compared to 0.239 MT (3831 wagons) in same period of previous year i.e. 49.79%
1.5 Running of Freight Trains by Electric Traction over Northern Railway:
During 2016-17 up to September, 31.65% trains (T/O- 27.43% & M/O- 35.89%) ran (MGS-LKO-MGS via SLN) by electric traction of total interchange with N. Rly, as compared to 17.92% trains (T/O- 14.32% & M/O- 21.51%) in same period of previous year.
1.6 Running of Freight Trains Via Platform Lines at MGS:
During 2016-17 up to September, on an average daily 29.18 (UP- 8.40 & DN- 20.78) trains passed via platform lines with average 9 minutes transit time, as compared to 28.44 trains (UP- 10.22 & DN- 18.22) trains in same period of previous year.
1.7 NR’s UP Loads Cleared by MGS Base Crew:
During 2016-17 up to September, due to non-balancing of NR crew at MGS, NR’s UP loads cleared by MGS base crew Electric - 600 nos. and Diesel -119 nos. i.e. 27.56% of
total made over. This has also led to severe detention to trains at MGS Yard.
1.8 BGP-NDLS-BGP Exp. (12349/12350) runs through with electric traction up to KEU by MGS base crew from 28.09.2016.
1.9 During 2016-17 up to September, total interchange per day is 16.05% reduced as compared to same period of previous year on account of poor receipts/dispatches at/from adjacent Railways and Divisions.
1.10 September’16 was difficult month for train operation due to incessant rain with thundering/lightening, water logging and failure of track circuits.

ANNEXURE ‘A’ Monthly Review of Operations
Mughalsarai Division August’2016
Initiatives:
1.1 MGS in to out for same power loads had been reduced to 21 min. Path way from Down Central Yard to Crew cell is being provided for faster movements for crew and guard boxes.
1.2 No. of trips for movement of power from Dn yard to Up yard and vis a vis has been reduced by 26% by sending coupled powers either way. This has reduced the case of cross movement blocking the main line movements.
1.3 Traffic store position now available in on line at http://bit.ly/store0916.
1.4 Diesel traction changing of LKO loads is being done on PF on trial basis to reduce PDD & MGS In to Out detention; average no of trains has gone up to 5.3 now.
1.5 Yard loads of BOXN are being dispatched ex. Marshalling to cut down the detention & shunting time (to Dep.). It has already reduced the detention from 11.7 hrs to 10.2 hrs for examined loads.
1.6 Initiative taken for improving loading over Mughalsarai Division:
a. Extensive marketing has been conducted including seminars and discussions on new Railway Board’s Policies for PFT, incremental loading discount, rebate on busy season surcharge, station-to-station rates, empty flow direction discounts etc.
As a result, there has been quantum jump in loading to over 275.0%. Also in principle approval for one Green Field PFT has been given and is expected to be commission by March’ 17. Also, proposal for one more PFT is under process.
b. After formation of BFSC, FCI movements over the division has come down by more than 50% and the short lead traffic of BSFC was being carried by road. Through continuous chasing and numerous meetings this traffic has been brought back to railways and this State sponsored traffic for TPDS has been allocated ‘B’ priority by the Railway Board. Over 100 rakes were loaded in the last FY.
c. Shree Cement/Bangur Cement which approximately 9 kms from nearest railway head (AUBR) has been facilitated to load over 160 rakes in the last FY. Also, a new DD line has been opened at AUBR on the down side and to further increase loading the following have been already processed:-
(i) Empty flow direction discounts from ASN for MGS division (already notified for DHN division) so that the movement of slag is taken over by railways and since the trucks will not be plying in up direction which offers heavy discount for taking back the cement ex-plant; the outward loading of cement which is presently going by truck shall also shift to railway – additional 4+5 rakes per month.
(ii) Station-to-station discounts for 16 destinations to break-even with road traffic – current 12 increases to 20 rakes per month.
(iii) Empty flow direction discount for North Bihar ex-AUBR for 5 destinations – additional 10 rakes per month.
(iv) Offer for second unit by Shree Cement/Bangur Cement with 100% rail co-efficient wherein temporary storage facility is to be provided by railway at 10 Goods shed locations over ECR is under discussion – 1 million ton per year/26 rakes per month.
d. Commissioning of BRBCL has been proponed with temporary phase-1 arrangement for coal supply at station siding by August’16 – 1 rake per day. Commissioning of 3 units by March’17 – 4 rakes per day. All 4 unit by December’17 – 5.5 rakes per day.
e. Commissioning of 1st unit of NPGC by March’17 – 3/4 rakes per day.

1.1.4 Naxal Outfits: The punctuality of all passenger carrying trains and general mobility of stock also suffered on account of call for intelligence input received indicate that CPI (Maoist), where in speed
restriction @ 65 kmph was imposed 21:00 hours of 20.09.16 to 06:00 hours of 29.09.16 during
night between MPO-DOS-MPO stations over Grand Chord section. However pilot engines run ahead of Rajdhani Exp trains.

Rake of Chennai Exp train is being run regular on Thursday to make up late run of Mahabodhi Exp.

ANNEXURE ‘F’ Monthly Review of Operations
Mughalsarai Division September’2016
Assistance Required from Head Quarters:
1.1 HOD’s speed certificate and CRS application needs to be expedited for up gradation of speed of DOS-MGS up line on GC from 110 Kmph to 130 Kmph.
1.2 Expediting progress of commissioning of panel interlocking at SEB & 3rd line on Sone Bridge between SEB & DOS.
1.3 Following projects have been proposed and shortlisted by HQ for 2017-18 PWP same needs to be followed up for sanction by Board-
(i) Modification of Bhabhua Road station yard and Sasaram station yard to provide platform on Reversible line.
(ii) Works for supply and connectivity from NPGCL/BRBCL namely –SEB bypass line from CPBH to BCJ, Fly over at Ankorah, Fly over at CPBH, Exchange yard connectivity of NPGCL/BRBCL and Connection of RIL with Pahleza station.
(iv) IBH facility in between: RFJ- IMGE, PSE-KTQ and DGO-BBU.
(v) To develop KVD as “B” class station including Reversible line.
1.4 The speed on turnouts on DN Loop Kudra is still of 15 KMPH due to obstruction of
Starter Signal by East Cabin, it should be raised up to 30 KMPH. Fresh proposal has been sent from division.
1.5 As on 01.08.16, 129 posts (21.39% of SS-603) in ASM cadre are lying vacant in this Division. Division is facing lot of problems in day to day train operations.
1.6 Creation of 95 posts (76 posts of ASM/SMs, 10 post of Controller, 6 posts of Gate Man
& 3 posts of Porter) additional creation of posts by providing matching surrender: SMs for BD section, Gaya RRI, Gate Man & Porter for ARA-SSM, Controller & TI for MGS control: Duly vetted proposal is lying at HQ since 2011 for approval & sanction.
1.7 The poor supply of Safety and Linen items by the Depot-
