• Software Defined Radio (SDR) is a wireless communication device in which all the signal processing is implemented in software.
• SDR defines a collection of hardware and software technologies where some or all the radio’s operating functions (also refereed to as physical layer processing) are implemented through modifiable software or firmware operating on programmable processor technologies such as FPGAs, DSPs, GPPs, or application specific processor.
• The use of these technologies allows new wireless features and capabilities to be added to existing SDR systems without needing new hardware.
Wireless Innovation Forum has defined the following tiers:
•Tier 0: Non-configurable hardware radio
•Tier 1: Software controlled radio where limited functions are controllable
•Tier 2: Significant portion of the radio is software configurable – frequency, modulation and waveform generation/detection, wide/narrow band operation, security, etc. The RF front end still remains hardware based and non- configurable.
•Tier 3: The ideal software radio has configurable elements very close to the antenna.
•Tier 4: The ultimate software radio has full programmability and supports a broad range of functions and frequencies at the same time.
•Extracting stored data such as International Mobile Subscriber Identity ("IMSI") numbers and Electronic Serial Number ("ESN")•Writing cellular protocol metadata to internal storage•Forcing an increase in signal transmission power•Forcing an abundance of radio signals to be transmitted•Interception of communications content•Tracking and locating the cellular device user•Conducting a denial of service attack•Encryption key extraction•Radio jamming for either general denial of service purposes or to aid in active mode protocol rollback attacks

Application Example: Public Safety Network• From a communications perspective a public safety network is a wireless
communications network used by emergency services organizations, such as police, fire and emergency medical services, to prevent or respond to incidents that harm or endanger persons or property.
• Public safety networks may originate at any level of government and their user base may span single or multiple geographies.
• Public safety networks are receiving more attention and priority as the world deals with ever-increasing threats from terrorism and natural disasters.
• In recent years the public safety community have focused their communication efforts on software defined radio technology in an effort to achieve better interoperability and coordination between organizations.
• P25 (Project 25) is the traditional land mobile radio standard for public safety in North America and TETRA (Terrestrial Trunked Radio) is designed to serve the public-safety community worldwide.
